A Policy Study on the Public and School Library Cooperation

This study suggests a cooperation policy between public and school library. For the purpose of the objective, this research overviews cooperation theories, current situations of public and school libraries in Korea, and analyze cooperation methods and policies of them both Korea and foreign countries.
Analysis on the Results of the Seoul Metropolitan Government s Surveys Regarding Customer Satisfaction of Public Libraries

"Customer satisfaction"has been investigated in all the fields of public administrative offices including public libraries by the Seoul Metropolitan Government. This study analyzed on the results of the survey which was implemented by the Government and raised several problems. These are 1) emphasizing physical environmental matters such as facilities and equipments in the questionnaire 2) doing sampling errors such as selection of the large portion of study room users and avoidance of adult users 3) finding halo effects in responses.responses.
Roles of the Pubic Library in Information Society

In the information society public libraries are situated in a rapidly changing social environment. Coming of post-printing era, expansion of knowledge, enhancement of social reflexivity, and growing flexibility of jobs, etc are bringing both crisis and opportunity to them. In order to take chances public libraries must collect materials in D/B format as well as printed and computer-file forms, and enlarge assistance to educational and research activities of residents and business firms. In addition, they must contribute to reducing information divide, increasing communal interactions, and providing leisure activities. It is required for them to develop a variety of programs and strengthen publicity among residents.
Construction of Internet Public Library Asia

Libraries, not only research libraries but also public libraries, have been fundamentally affected by the immense spread of the Internet and the World Wide Web. Many public libraries have their Web pages, through which they are providing their new and conventional services. There are also web sites which provide library-like services. This paper shows an experimental project named Internet Public Library Asia, which provides information in multiple languages of information resources published in Chinese, Japanese and Korean languages. This paper firstly overviews how traditional public libraries have been affected by the Internet. Then, it describes a few aspects from the viewpoint of crucial library function on the Internet and also from the viewpoint of Asian resources and users. This paper secondly proposes a model to serve information about valuable resources published in multiple Asian languages, and then shows the metadata schema and a few software tools developed for IPL-Asia The name of IPL is borrowed from Internet Public Library based at University of Michigan, since it is, in part, a collaborative activity with the IPL in Michigan. The metadata schema is defined based both on Dublin Core and IEEE LOM and adapted for parallel description in the four languages, i. e. , Chinese, Japanese, Korean and English. The software tools provide functions to support collaboration among people engaged in development of metadata database and metadata editing. These tools have been developed based on the XML technologies.
An Analysis of the Public Access to the Internet at Public Libraries in Busan and Kyungnam Province

This is a user study of the public access to the Internet at public libraries in Busan and Kyungnam province. The mainstream of users was identified as a typical 'information rich'. It was found that public libraries were not successful in leading the traditional non-users into the libraries with public access to the Internet in libraries. For users the most attractive feature of the service was the fact that it was given for free, while they were not value the professional guidance of librarians. Upgrade of hardwares and telecommunication infrastructure was at the highest priority of the users want list, Some strategies for the public access to the Internet at public libraries were proposed.
A Study on the Public Libraries of East Germany in the Process of the Unification

We, Korean, still remember the moment that we got so excited due to the expectation of unification between North and South Korea which turned to be failure when Kim, Il-Sung passed away in 1994. However, the recent close relationship between two Koreas has shown the remarkable improvement, and North Korea seems to be ready to expose itself to the western capitalism. The special economy zone in Sinewuiju is one of the examples showing the gradual change in N. Korea. This political change has made possible the cultural exchanges between two countries, which is similar to the process of German unification. It is absolutely necessary to learn from the previous experience happened during the German unification. We, then, need to realize how the Germany managed the problems aroused by unification Especially, the matter in integrating two different public library systems in East and West Germany is treated as a major concern through the paper. The method Germany applied on integrating two different systems was to dissolve the one in East and let it be absorbed by the one in West even the public library system in East German was known as a well-organized network. Therefore, this paper shows the process of the development of East German public library and harmonization of two different public library systems.
An Evaluation of the Public Library Cooperation System： A Library Survey

The purpose of this study is to evaluate current library cooperation system and to identify what fields should be cooperated with other libraries. A survey and group interviews are used for research method. The results show that only under 30% of respondents estimated the success of library cooperation system. The system needs to be changed. Online catalog and DB are evaluated as important fields, while the shared/cooperation acquisition is evaluated as less important field in current cooperation system. Also, education cooperation, the cooperation of education and culture programs, and advertisement cooperation are more necessary. The shared/cooperation acquisition is less necessary in library cooperation filed. The membership libraries of cooperation systems and library location are affected to responses as a factor. This study proposes two library cooperation systems: upload library cooperation system and download library cooperation system.
A Study on Effective Performance of Social ]note of Public Libraries

To get social recognition and the basis of development of public libraries in the 21st century, the knowledge information age, Public libraries must recognize their social role clearly and perform it effectively. For performance of advisable social role of public libraries, this study proposed that 1) establishment Library's Bill of Rights, 2) abolition of the function of‘reading room’of libraries, 3) reform of the assessment system and introduction of certification system for improvement in service quality, 4) an epoch-making improvement of library collections.

This paper looks at several areas in which American public libraries are beginning to transform themselves. These include : (1)their mission and roles in the community；(2)the provision of Internet access；(3)remote user access；(4) customer-driven services； and (5) the changing roles and functions of librarians. It also examines some of the other controversial issues that are confronting public libraries as they implement technological change.
A Study on the Roles of Public Libraries in the Knowledge-based Society

This paper reviews the articles which are presented the 2002 Fall Conference of the Korean Biblia Society for Library and Information Science and recent articles regarding public libraries. Based on that, transformations of the public library in both Korea and America are discussed including related issues. The internet has changed the public library’mission and librariens’roles, as well as other areas. Public library transformations will not only be dictated through technology, but society as well.
A Study on the Base of Learning and Teaching Theories for School Libraries

Education is an intentional change of human behaviors. This change is implemented through the learning process of humans. The principles in the learning process and its psychological mechanism are based on learning theories. The objective insight about how they are related with school libraries as a basic organization supporting school education, what they can contribute and what their research methodologies are is a base for educational and academic research of school libraries. This study at first is to investigate learning and teaching theories for school libraries based on behavioral learning theories, cognitive learning theories and constructive learning theories which are general trends for learning theories. Then it is to introduce new theory 'library-based education approach (LBEA)'as an educational base of school libraries.
Case Studies on Special Programs in Elementary School Media Centers in Texas, U. S. A.

This study is about special programs for elementary school library media centers in Texas in the United States, that can be used as a way of activating the school library media center programs. Various special programs of the seven elementary school library media centers in Texas were selected for case studies and the types, purposes. frameworks, effects of the programs and the subjects were analyzed. Special programs were provided for exhibits and displays, featured speakers or entertainers, learning centers, demonstrations, and media in conjunction with book fair and curriculum. And the purposes of the programs were to support and enhance the curriculum. to provide personal enrichment and to provide professional development for teachers. The frameworks for the program were the special target group, curriculum needs, special theme. interest and entertainment within available time periods. The benefits of the programs were the highlights of the media center and the media specialist, increasing of the school library media center usage. classroom support and enrichment, broadening students' and teachers' interests. encouragement of the development of lifelong learners and the establishment of the good public relations. Therefore, we have to consider the development of the special programs as a method of activating the school library in Korea and it should be brought with the concern and support from the principals, teachers, parents, and community members.
A Study on the Characters of Reading Theory in the Age of Yi Dynasty

The Purpose of this study is to consider the characters of reading theory in the age of Yi dynasty. Accordingly It is analyzed to the reading theory in work materials of the intellects at the age of Yi dynasty that the purpose, process and methods of reading. We have to succeed traditional reading mind that reading(learning) is life namely. Moreover We have to enlighten as to proper reading theory today. Especially we have to develop a good book lists following a grade of development what grown up spiritual mature of life.
A Study on the School Library Media Center Program

The purpose of this study is to investigate the principles of school library media center program and to finds out present level and future outlook of the program implementation in primary and middle school. The fundamental objective of school is learning and school library functions as a link to support this objective. Therefore quality of education must always be linked to the library media programs. A questionaire which consists of 13 questions covering school library media center operation was designed to final out how learning-teaching media program is being practiced in Korea. Based on this study, it is concluded that there is significant difference between present practice level and desired future-oriented practice. It is hoped that this study will help planners in formulating school library policy to achieve educational goal of the school.
