Research on Additive Valuation of Leisure Travel Time Saving During the Summer Vacation: Focused on the Iksan-Pohang Expressway and Donghae Expressway

Additive willingness-to-pay (WTP) for leisure-travel time saving focused on the Iksan-Pohang Expressway and the Donghae Expressway was surveyed during the summer months to estimate the value of travel-time savings (VTTS) for non-business leisure trips. Travelers traveling between 2 and 3 hours on Iksan-Pohang Expressway had WTP of 723 won per 10 minutes of leisure-travel time savings and those traveling between 3 and 4 hours on Donghae Expressway had WTP of 854 won per the same. Based on this survey, we learned that WTP in leisure travel time savings increased with the total travel time. 300 effective samples for each expressway were collected, and estimation was separately conducted on the basis of Cox test.
A Study on the Development of Levying Garage Option on Car Buyers Policy Compliance Model

In this study, factors influencing the parking policy compliance (i.e. levying a garage option on car buyers) were identified, and then, were applied to the theory of planned behavior. To find out the influence of factors and their path, the study built a parking policy compliance model using structural equation modeling. The independent variables such as attitude, subjective norm, perceived behavioral control had positive effects on the parameter describing the efforts to secure his garage, but the parameter impact on the dependent variable was not significant. In the end, the independent variables affected the dependent variable was not significant. The perceived behavioral control utilizing regulations had positive effects on the parking policy compliance behavior, but past behavior such as street parking and prowling to find a free parking space had a negative effect on parking policy compliance behavior.
The Effects of Alcohol on Psychomotor Skill and Driving Behaviors

In Korea, 28,641 cases of traffic accidents were caused by drunk driving in 2010. These statistics accounted for 12.62% of total number of traffic accidents. Moreover, the percentages of deaths and injuries from them were nearly 15% of those from whole traffic accidents. While police has emphasized enforcement efforts in order to reduce drunk driving, culture generous to drunk driving in addition to the absence of an appropriate intervention system for habitual drunk drivers have contributed to the increasing number of the drunk driving accidents in Korea. This study examined specific behavioral changes in drunk driving by comparing drivers` behavior pattern in non-alcoholic condition to those in alcoholic condition, using a psychomotor test and a driving simulator. In the psychomotor test measuring participants` reactions to the target stimulus, it was revealed that participants` correct responses were decreased, false responses were increased, and no responses also were increased after drinking. Furthermore, in the driving simulator performance after drinking, not only driving speed was faster but also the deviation of an accelerator pedal pressure and of the vehicle`s lateral position were much increased. These results indicated that alcohol consumption would impair visio-cognitive ability and deteriorate driving safety. Finally, the implications and limitations of our findings and suggestions for the future research were discussed.
Analysis of Elderly Drivers` Accident Models Considering Operations and Physical Characteristics

The number of traffic accidents caused by elderly drivers over the age of 65 has surged over the past ten years from 37,000 to 274,000 cases. The proportion of elderly drivers` accidents has jumped 3.1 times from 1.2% to 3.7% out of all traffic accidents, and traffic safety organizations are pursuing diverse measures to address the situation. Above all, connecting safety measures with an in-depth research on behavioral and physical characteristics of elderly drivers will prove vital. This study conducted an empirical research linking the driving characteristics and traffic accidents by elderly drivers based on the Driving Aptitude Test items and traffic accident data, which enabled the measurement of behavioral characteristics of elderly drivers. In developing the Influence Model, we applied the zero-inflated Poisson (ZIP) regression model and selected an accident prediction model based on the Bayesian Influence in regards to the ZIP regression model and the zero-inflated negative binomial (ZINB) regression model. According to the results of the AAE analysis, the ZIP regression model was more appropriate and it was found that three variables? prediction of velocity, diversion, and cognitive ability? had a relation of influence with traffic accidents caused by elderly drivers.
A Study on the Factors Concerning Empty Truck Movements

The purpose of this study is to propose a supplement to current freight demand model by analyzing factors that influence the generation of empty truck movements in regional and urban realms. To achieve this, we examined the relation between the number of empty truck trips and various generators such as truck attributes, origin type and attributes, destination type and attributes, and commodity type. We structured the ordered logit model using 2011 Korea Transport Database (KTDB) data to analyze the generator characteristic of empty truck movements in regional and urban settings. According to the results, the characteristics of regional and urban empty truck movements differed depending on truck attributes, origin type and attributes, destination type and attributes, and commodity type.
Estimating the Value of Travel Time for Intercity Leisure Trips

The relative importance of leisure trip has been increased after adopting the five-day workweek system and considering the higher income level. Thus, the value of travel time for intercity leisure trips should be estimated to conduct a reasonable benefit/cost analysis for railway construction projects. In this paper, the value of travel time was estimated separately for each trip purpose such as business, leisure, and other non-business than leisure. The estimated values of leisure travel time ranged from 5,310 to 14,185 (won/hr) by altering travel mode, and were increased by 42-107% when comparing with those of non-business travel time. Besides, how to apply the value of intercity leisure travel time for B/C analysis of railway projects was suggested. For the construction case of a railway connecting Chuncheon and Sokcho, the estimated benefit was increased by 2.3%.
Traffic Signal Control Algorithm for Isolated Intersections Based on Travel Time

This research suggested a real-time traffic signal control algorithm using individual vehicle travel times on an isolated signal intersection. To collect IDs and passing times from individual vehicles, space-based surveillance systems such as DSRC were adopted. This research developed models to estimate arrival flow rates, delays, and the change rate in delay, by using individual vehicle`s travel time data. This real-time signal control algorithm could determine optimal traffic signal timings that minimize intersection delay, based on a linear programming. A micro simulation analysis using CORSIM and RUN TIME EXTENSION verified saturated intersection conditions, and determined the optimal traffic signal timings that minimize intersection delay. In addition, the performance of algorithm varying according to market penetration was examined. In spite of limited results from a specific scenario, this algorithm turned out to be effective as long as the probe rate exceeds 40 percent. Recently, space-based traffic surveillance systems are being installed by various projects, such as Hi-pass, Advanced Transportation Management System (ATMS) and Urban Transportation Information System (UTIS) in Korea. This research has an important significance in that the propose algorithm is a new methodology that accepts the space-based traffic surveillance system in real-time signal operations.
A Methodology for Defining the Study Impact Area Using Mode Diversion Trip Rate in Rail Infrastructure Feasibility Study

The current Korean preliminary feasibility study guidebook provides a simple method for determining the impact area of a transportation project without taking its characteristics into account, which often leads travelers to switch their travel modes. Hence, this study develops a comprehensive methodology for defining the impact area when evaluating railroad projects, which can significantly affect travel mode choice behaviors. To develop the methodology, a hypothetical project was devised. The analysis results show that the convergence of mode-diverted trip rates is improved from 76% to 93% by implementing the proposed method. In addition, there was a significant difference in benefits (about 10.9 billion won) between adopting the current method and the proposed method.
Safety Impacts of Red Light Enforcement on Signalized Intersections

The frequency and severity of traffic accidents related to signalized intersections in urban areas have been more serious than those in both arterial segments and crosswalks. Especially, traffic accidents involved with injuries and fatalities have caused by traffic signal violations within intersections. Therefore, many countries including Korea have installed the red light enforcement camera (RLE) to reduce traffic accidents associated with the traffic signal violation. Meanwhile, many methodologies have been studied in terms of safety impacts estimation of red light enforcement, which, however, cannot be easy to conduct. In this study, safety impacts was estimated for intersections of Chicago downtown area using SPF models and EB approach. As a result, for all crash types and target traffic accident types such as "angle", "rear end", "sideswipe in the same and other directions", "turn", and "head on", fatal crashes were reduced by 26% and 38%. However, RLE may increase property-demage-only-crashes by 3.23% and 1.16%, respectively.
