The Provision of a Passing lane is strongly recommended When adeguate Passing Sight distance cannot be acguired at a Section of two-lane highway. Passing lanes are usually installed at two-lane highways along the shoulder area to minimize the impact of slow-moving heavy vehicles. The design concepts and specific dimension associated with the Passing lane construction are investigated in This research. In addition a case study was made using the field study data. Currently the level of service at the case study area was analyzed to be "F" based on 1985 Highway Capacity Manual procedure. With the installation of passing lanes, the level of service was improved into "C". A computer Simulation program developed by Australian Road Research Boand was utilized to analyze the effect of passing lanes.
A Nonlinear Programming Model for Evaluating Public Transit Fare Structure

A nonlinear programming model for evaluating public transit fare system is proposed. The model finds transit fare level and the structure that maximizes gross fare-box revenue subject to constraints on minimum ridership and the form of the fare equations. It is assumed that the demand for transit is a function of fare and its own-fare elasticity. It is assumed that the demand for transit is a function of fare and its own-fare elasticity. It is also assumed that the conditions including fare of the other modes are unchanged ; i.e., partial equilibrium. Empirical study has been performed for the case of Seoul subway system. This study includes an analysis of fare structure ; flat system and distance-based fare system. Sensitivity and comperative static analysis for elasticity has been also demonstrated.
교통수요변동을 내생화한 도시고속도로의 장래교통량예측에 관한 연구

The purpose of this study is to construct a forecasting model involved in a diverted traffic volume of the 2nd intra-urban expressway in construction presently, in the case of the future prediction of traffic demand for the intra-urban expressway in Pusan. In this study, the model involved in a diverted traffic volume is constructed trustworthy. And the future traffic demand of intra-urban expressway by this model was forecasted 114,005 volume/daily in 1996 and 147,090 volume/daily in 2001. However, it will made a study more and more concretely for practicality and limitation as well as construction of the forecasting model considered an intrinsic problem of an observational error and necessity of survey for much more socio-economic data, the traffic volume on all orad and OD pairs in Pusan.
교통망 평형리론을 응용한 결합 모형의 개발

The network equilibrium theory is to estimate the travel choices on a transportation network when the resulting travel times and costs are one basis for the choices. Increasing use of this principle on travel assignment problem lead to develop the combined choice models including not only travel options such as mode and route, but location options like trip distribution problems. This paper, first, reviews earlier developments of variable demand network equilibrium models, combined modeles of trip distribution and assignment, and entropy constrained combined models. Then various model structures of combining travel choice models based on network equilibrium theory and entropy constraints are discussed.
A Study on Value Capture Using the Data of Subway Line#3 and Line#4 in Seoul.

The management of subway business in large cities has recently become more difficult because of increased construction and operation costs. To cope with this situation, it is necessary to examine the methods of obtaining returns on development profits of land value rises that occur due to subway construction along subway lines, For this purpose, we examined the actual situation of rises in land values brought about by the construction of subway line #3 and line #4 in Seoul with application of three methods. In this research, we have calculated a basis of the development profits produced by the construction of subway line. According to the results, development profits produced by the subway construction differ depending on the method adopted. If, however, we accept line comparison analysis method, the total development profits amount to 557,3 billion won that is equivalent to 37 percent construction cost.
교통영향평가제도 개선방안 연구

The objectives of this study are first, to evaluate the actual performance of the Transportation Impact Assesment System of Korea, second, to find the institutional problems of the system, and third, to seek for the best improvement of the system. Total 70 assessment reports performed in 1988 and judgements of the municipal councils of the reports were inspected. And the legal system of all levels were reviewed. According to the results, there are some needs to expand the number of cities subject to the assessment system. And the several regulations about the qualification of the agents assessing transportation impacts, the composition and operation of the municipal councils, and the timing of assessing the impacts are turned out improper. A proper alternative of amendment of the regulations are recommended. And the establishment of central council for judging assessments of hudge facilities, adoption of joint assessment of facilities bellow the standard, post occupancy assess ent, and transportation fee system were also recommended.
A Basic Investigation on the Characteristics of Traffic Flow for the Capacity Analysis of Signalized Intersections

This study concentrates on a basic investigation research related to some of parameters to be used for the analysis of capacity and the level of service for signalized intersections. The parameters to be studied are ideal saturation flow rate, large vehicle's passenger car equivalent(PCE) ane the lane utilization factors of through and left turn vehicles. The field data were collected at six intersections in Seoul using video cameras so as to reflect conditions in urban areas. In this study discharge headway based on a rear bumper of each vehicle was used and all the parameters were estimated using a regression technique. The findings of this research are as follows : 1. The saturation headway and saturation flow rate on a single lane with the lane width of 3.1m are 1.652 seconds and 2,180 pcphgpl. It was found that the frist 5 vehicles in the queue experience some start-up lost time. 2. It was confirmed that the new method adopted for the estimate of large vehicle's PCE gives larger PCE values than those derived from the method commonly used. 3. For the estimate of lane utilization factors of through and left turn vehicles, a relationship was established and the corresponding formulas were developed.
