Among the high distribution voltage consumers, high-capacity consumers are often applying the grounding resistance method in order to overcome demerits such as erroneous operation of the ground reply or potential increase in the battery at the accident of the isolated neutral system. In this paper, to prevent damage to CLR and GPT in the delay to block the breakdown in the resistance grounded neutral system, this study aims to provide a proper suggestion for continuous rating capacity of GPT to check the appropriateness of CLR size and reduce GPT burden. Thereupon, this study comparatively analyzes CLR current applied in general GPT and the current gained when CLR demanded in the system is used and analyzes the simulated system through simulation using PSCAD/EMTDC in order to suggest GPT's proper continuous rating capacity.

For decreasing an unexpected shutdown of Nuclear Power Plants, Korea Hydro & Nuclear Power co.(KHNP) has developed Single Point Vulnerability(SPV) of NPPs since 2008. SPV is the equipment that cause reactor shutdown & turbine trip or more than 50% power rundown due to its malfunction. Newly built Nuclear Power Plants need to develop the SPV list, so performed the job which analyse equipment failure effect for SPV selection for 1 year. To develop this, Failure Mode Effect Analysis(FMEA) and Fault Tree Analysis(FTA) methods are used. As results of this analysis, about 900 equipment are selected as SPV. Thereafter those are going to be applied to Nuclear Power Plants to enhance equipment reliability.

The Transactions of The Korean Institute of Electrical Engineers, volume 61, issue 4, 2012, Pages 513~521
DOI : 10.5370/KIEE.2012.61.4.513
With the advent of smart grid, distribution network charges have been one of keystones of ongoing deregulation and privatization in power industries. This paper proposes a new charging methodology to allocate the existing distribution network cost with an aim of reflecting the true cost and benefit of network customers, especially of distribution generator (DG). The proposed charging methodology separates distribution network costs due to the respective real and reactive power flows. The costs are then allocated to network users according to each charge for the actual line capacity used and available capacity. This distribution network charging model is able to provide the economic signals to reward network users who are contributing to better power factors, while penalizing customers who worsen power factors. The proposed method is shown on IEEE 37 bus system for distribution network, and then the results are validated through the comparison with the MW-Miles and MVA-Miles methods. The charges derived from the proposed method can provide appropriate incentives/penalties to network customers to behave in a manner leading to a better network condition.

Choi, Dong-Chan ; Han, Seok-Man ; Kim, Bal-Ho H. ;
The Transactions of The Korean Institute of Electrical Engineers, volume 61, issue 4, 2012, Pages 522~533
DOI : 10.5370/KIEE.2012.61.4.522
This paper presents an adaptive strategy of GENCOs for reducing the greenhouse gas by fuel mix change. Fuel mix stands for generation capacity portfolio composed of different fuel resources. Currently, the generation sector of power industry in Korea is heavily dependent on fossil fuels, therefore it is required to change the fuel mix gradually into more eco-friendly way based on renewable energies. The generation costs of renewable energies are still expensive compared to fossil fueled resources. This is why the adaptive change is more preferred at current stage and this paper proposes an optimal strategy for capacity planning based on multiple environmental scenarios on the time horizon. This study used the computer program tool named GATE-PRO (Generation And Transmission Expansion PROgram), which is a mixed-integer non-linear program developed by Hongik university and Korea Energy Economics Institute. The simulations have been carried out with the priority allocation method in the program to determine the optimal mix of NRE(New Renewable Energy). Through this process, the result proposes an economic fuel mix under emission constraints compatible with the greenhouse gas mitigation policy of the United Nations.

The Transactions of The Korean Institute of Electrical Engineers, volume 61, issue 4, 2012, Pages 534~541
DOI : 10.5370/KIEE.2012.61.4.534
This paper tries to elicit an optimal generation mix of Korea. Two approaches, using the screening curve method and taking advantage of a generation expansion planning tool, WASP-IV, are applied in getting the mix. The data used in this study is based on the 5th basic plan for long-term electricity supply and demand. The Load Duration Curve, that is needed for applying Screening Curve Method(SCM), is made based on the load profile in 2010. In our using SCM, the nuclear plant's operation characteristic, carbon emission cost and spinning reserve are considered. In using WASP-IV to get the adequate generation mix, the base and target demand forecasts in the 5th basic plan are used and the carbon emission cost is also considered. In this paper, It introduces the domestic adequacy generation mix in 2024 though SCM and WASP-IV.

DOI : 10.5370/KIEE.2012.61.4.542
This study presents a new method of system modeling by using the Discrete Fourier Transform for the position control system of DC Motor. And the proposed method is similar to the method of System Identification by analysis of correlation of the measured input-output data. The measured output signals are transformed to the frequency domain using DFT. The Fourier Spectrum of the transformed signals is used for knowing to the feature of having an important effect on the system. And transfer function of the second order system is estimated by the dominant parameter which is computed in the magnitude and the phase of Fourier spectrum of the transformed signals. In addition, the output signal includes the unique feature of system. So, although the basic parameter of the system is unknown for us, the proposed method has an advantage to system modeling. And the controller is easily designed by the estimated transfer function. Thus, in this paper, the proposed method is applied to the system modeling for the position control system of DC Motor and the PD-controller is designed by the estimated model. And the efficiency and the reliability of the proposed method are verified by the experimental result.

DOI : 10.5370/KIEE.2012.61.4.549
Noncontactable joystick for a low speed electric vehicle(LSEV) is developed. The joystick is proposed to replaced the steering wheel in a conventional LSEV. The main advantages of the proposed joystick are a durable and a stable in structure, simple and easy to control through discriminating the driving and braking area. To reduce error and stability in the joystick control, input and output signal of the joystick are manipulated by data averaging and differntiation. With this algorithm, the driving resolution and capability are improved. To verify the proposed algorithm, a simple prototype model which has two electric motors for propulsion and steering are used. Test results show that the prototype joystick control system is applicable to an LSEV dirve.

The Transactions of The Korean Institute of Electrical Engineers, volume 61, issue 4, 2012, Pages 580~584
DOI : 10.5370/KIEE.2012.61.4.580
The insulating oils perform a cooling and insulation action in electric power transformer. The mineral oil has immanent fire dangerousness and environmental contamination problem. Vegetable insulating oil has higher ignition point, flash point and more excellent biodegradability than conventional mineral oil. In a real oil-filled transformers, some of the power is dissipated in the form of heat. And transformer require the heat to be removed from the winding and insulator by forced convection of the insulating oil. The flow electrification occurs when insulating oil was forced to be circulated. In this paper, influence of temperature, velocity of flow, and insulating pipe and diameter on streaming electrification of vegetable insulating oil was investigated using forced circulation apparatus. Temperature effects were most significant, and it showed a peak in the temperature
at insulating and copper pipe. The change of flow electrification according to area variety could be checked by change of diameter.

The Transactions of The Korean Institute of Electrical Engineers, volume 61, issue 4, 2012, Pages 590~594
DOI : 10.5370/KIEE.2012.61.4.590
ZnO nanowires were fabricated by hydrothermal synthesis technique for field emission device application. Al-doped zinc oxide (AZO) thin films were prepared as seed layer of catalyst for the ZnO nanowire synthesis, for which conductivity of the seed layer was tried to be improved for enhancing the field emission property of the ZnO nanowire. The AZO seed layer revealed specific resistivity of
and carrier mobility of 18.6[
/Vs]. Additionally, upper tip of the prepared ZnO nanowires was treated by hydrochloric acid (HCl) to form a nanocone shape of ZnO nanowire, which was aimed for enhanced focusing of electric field on that and resultingly to improve field emission property of the ZnO nanowires. The ZnO nanowire with nanocone shape revealed decreased threshold electric field and increased current density than those of the simple ZnO nanowires.

Lee, Don-Kyu ; Song, Young-Joo ;
The Transactions of The Korean Institute of Electrical Engineers, volume 61, issue 4, 2012, Pages 595~600
DOI : 10.5370/KIEE.2012.61.4.595
In this paper, it is investigated the characteristics of DSSC(Dye Sensitized Solar Cell) with cell area(0.25, 1, 2.25
) and dye absorption time(12, 24, 36 h). Thus, we obtain the following results by using the EIS, UV-VIS, I-V measurement. When the cell area increases, the efficiency decreases to 21~32 percent because of the increase about 40~
of internal impedance regardless of dye absorption time. When the absorption time increases up to 24 hours, the efficiency increases to over 40 percent cause of the reduction of internal impedance regardless of cell area. When the dye absorption time becomes 36 hours, the internal impedance increases and at the same time, in the range of 600~700 nm, as the optical absorption reduces. Therefore, the efficiency decreases to 19~31 percent. When it is absorbed the dye for 24 hours in the smallest cell area which is 0.25
, the DSSC has the best efficiency (7.11 %).

The Transactions of The Korean Institute of Electrical Engineers, volume 61, issue 4, 2012, Pages 601~605
DOI : 10.5370/KIEE.2012.61.4.601
The non-controlled closing of High-voltage SF6 gas circuit breaker can cause transient current and overvoltage in the field. The controlled closing technology is an effective way to reduce transient current and voltage, prevent equipment failures, and improve power quality. For the development of controlled closing, it is obviously necessary to determine the withstand voltage between arc contacts of High-voltage SF6 gas circuit breaker in making operation. This paper focuses on decrease of pressure and density of SF6 gas that can affect withstand voltage between arc contacts in making operation. The dielectric strength between arc contacts could be improved by minimizing the decrement of pressure and density of SF6 gas obtained by simulation and test and moreover the rate of decrease of dielectric strength (RDDS) of arc contacts could be foreseen.

DOI : 10.5370/KIEE.2012.61.4.606
The similarity, analogy and equivalence between the phenomenon due to electric and magnetic dipoles have been discussed in the open literature for different situations. Here we are presenting the numerical proof of the trajectory of leakage electric field due to a semi-infinite electric dipole layer in the external periphery and the electric field in the space between oppositely charged surfaces. The result is also valid for the fringing electric field of a parallel plate capacitor. The result is also proved to be a dual of Amp
re's law in the electrostatics due to a semi-infinite electric dipole layer.

DOI : 10.5370/KIEE.2012.61.4.612
This paper presents an active current regulator for LED driver IC. The proposed driver circuit is consists of DC-DC converter for supplying constant DC voltage to LED, active current regulator for compensating channel-to-channel current error from LED strings and feedback circuit for controlling duty ratio of the converter. The proposed active current regulator senses current of LED channels by equalizing both
at LED current control transistor. Because the proposed circuit directly measures the LED channel current without a sensing resistor and regulates all channel with same regulation loop, the power consumption and the current error are much small compared with previous works. The measured maximum efficiency of overall LED driver IC is approximately 94% and current error of LED channel-to-channel is under
. The proposed LED driver IC is fabricated Dongbu 0.35um BCD process.

The Transactions of The Korean Institute of Electrical Engineers, volume 61, issue 4, 2012, Pages 617~621
DOI : 10.5370/KIEE.2012.61.4.617
This paper considers the synchronization problem of chaotic systems. For this problem, the sampled-data control approach is used to achieve asymptotic synchronization of two identical chaotic systems. Based on Lyapunov stability theory, a new stability condition is obtained via linear matrix inequality formulation to find the sampled-data feedback controller which achieves the synchronization between chaotic systems. Finally, the proposed method is applied to a numerical example in order to show the effectiveness of our results.

The Transactions of The Korean Institute of Electrical Engineers, volume 61, issue 4, 2012, Pages 622~628
DOI : 10.5370/KIEE.2012.61.4.622
This paper proposes an environment monitoring algorithm using a behavior-based multiple robot system. This paper handles an escort and a boundary-tracking especially. Unlike previous research works, the proposed environment monitoring system which is based on the behavior-based multiple robot control allows the system to employ the reusable code and general algorithm. Also, the proposed method can be applied to cheaper process with low performances. In the proposed method, escort and boundary-tracking missions are constructed by weighted sum of predefined basic behaviors after redefining the basic behaviors in previous works and introducing the novel basic behavior. Simulation results of the proposed method are included to demonstrate the practical application of the proposed algorithm.

The Transactions of The Korean Institute of Electrical Engineers, volume 61, issue 4, 2012, Pages 629~631
DOI : 10.5370/KIEE.2012.61.4.629
In Cognitive Radio network, spectrum selection scheme is one of a important part to manage idle spectrums efficiently. However, in CR networks, they have to adopt time-varying channel availability to minimize the interference to primary users (PU), and be able to manage spectrum resources efficiently. In this paper, we proposed a modified PF scheduler which can be appropriate to schedule downlink CR users and channels, by considering the fairness and the throughput as well as the primary user characteristics of each channel.

ZigBee network, based on PHY, MAC layer provides a specification for a suite of high level communication protocols using small, low-power digital radio based on an IEEE 802.15.4 standard. Meshing is a type of daisy chaining from one device to another. This technique allows the short range of an individual node to be expanded and multiplied, covering a much larger area. Each wireless technology that makes it to market serves a special purpose or function. Zigbee provides short-range connectivity in what is called a personal-area network (PAN). Within ZigBee PAN coordinator as manages an entire ZigBee network, the short range of frequency band was only selected because the technology allows typically less than 100 kbp or ZigBee troubles in retransmission processing and delaying data tranmission works to create unproductive condition of work. This research was proposed the method, based on short range frequency of zigBee nodes enable to long range of remote data transmission with specific algorithm tools.

The Transactions of The Korean Institute of Electrical Engineers, volume 61, issue 4, 2012, Pages 639~642
DOI : 10.5370/KIEE.2012.61.4.639
Optical coherence tomography(OCT) can provide real-time and non-invasive subsurface imaging with ultra-high resolution of micrometer scale. However, conventional OCT systems generally have a limited imaging depth range within a depth of only 1-2 mm. To overcome the limitation, we have proposed an active surface tracking algorithm used in common-path Fourier-domain OCT system in order to extend the imaging depth range. The surface tracking algorithm based on the threshold and Savitzky-Golay filter of A-scan data was applied to real-time tracking. The algorithm has controlled a moving stage according to the sample's surface variance in real time. An OCT image obtained by the algorithm clearly show an extended imaging depth range. Consequently, the proposed algorithm demonstrated the potential for improving the conventional OCT systems with limitary depth range.

The Transactions of The Korean Institute of Electrical Engineers, volume 61, issue 4, 2012, Pages 643~649
DOI : 10.5370/KIEE.2012.61.4.643
The diagnosis technique of stator winding faults based on Motor Current Signature Analysis(MCSA) was suggested. Park's vector pattern, the circle that is drawn by d-q transformed currents(
), is widely used for stator winding faults detection. The current Distortion Ratio(DR), defined by the ratio of max axis and min axis of ellipse of Park's vector's pattern, was more simple and powerful method than the Park's vector pattern. In this study, a calculation method of distortion ratio of Park's vector pattern was suggested for auto diagnosis of stator winding short fault and usefulness of suggested calculation method of distortion ratio was verified through simulation using LabVIEW program.
