Moon, Yong-Eun ; Yoon, Joseph ;
Journal of Digital Convergence, volume 1, issue 1, 2003, Pages 31~44
In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement, launched by the Australian Prime Minister in January 2001, commits an additional 53 billion over five years to encourage and support innovation. The Australian Government aims to build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government also undertakes analysis and comparisons of innovation policies, instruments and approaches to maintain a leading-edge National Innovation System. This includes analysis of the innovation activities of other nations, and evaluation of the impacts of innovation policies and programs on Australia's institutions and enterprises. This paper examines Australia's Innovation policies, Backing Australian Ability.
Measuring User Success in the Electronic Government Environment
Jung, Jin-Taek ;
Journal of Digital Convergence, volume 1, issue 1, 2003, Pages 45~67
Developing user success metric will make it possible to evaluate the effectiveness of different electronic government systems and will help produce empirical data relating user success to task performance in electronic government environments. The purpose of this study is that combining output-oriented and interaction-oriented variables together into a single model might explain more of the variance in the dependent variable user success in a electronic government than either type of variable could have explained alone. The hypothesized reason is that user success is the result of the reciprocal effects of the properties of the information system and several facets of psychological functioning. Thus, the complex interplay between the system and the user in certain situational contorts may produce different degrees of user success with electronic governments.
An Analysis of InfoSec Implementation Status in the Public Information System Projects for the Institutionalization of InfoSec Pre-Assessment
Kim, Jung-Duk ; Hong, Kih-Yang ;
Journal of Digital Convergence, volume 1, issue 1, 2003, Pages 69~91
The purpose of this paper is to provide several considerations to be taken into account when institutionalizing the information security(Infosec) pre-assessment. Infosec pre-assessment is a necessary process to embed the security requirements into the information systems at the early stages in their development, resulting in more cost-effective infosec. In order to provide some institutional issues, domestic infosec assessment schemes and U.S. Infosec certification and accreditation schemes are reviewed. Also, the current status of infosec implementation in the public information systems projects is analyzed. Based on the analyses, the seven suggestions are proposed in developing and performing the infosec pre-assessment scheme.

Effects of Psychological Style on On-line Network Connectivity
Cho, Nam-Jae ; Park, Ki-Ho ; Park, Sang-Hyuk ;
Journal of Digital Convergence, volume 1, issue 1, 2003, Pages 147~164
The use of electronic mail and messenger software tools has been increased rapidly over a decade. Compared to the variety of research related to the relationship between personal psychological traits and communication modes, effects of human psychology on online activities have only recently become a focus of interest. This research analyzed the relationship between personal psychological type and online connectivity. We employed network analysis methodology and collected and analyzed data from 146 subjects. Significant differences in network measures were found among groups with different psychological style. Findings of the research can provide several implications for managerial activities regarding social connectivity.

Kang, Tae-Gyung ;
Journal of Digital Convergence, volume 1, issue 1, 2003, Pages 165~187
Many organizations experience that the performance they gained from IT investment is lower than they expected values. As with any investment, executives are concerned with maximizing the performance from their investment in IT. This study focused on the relationship between IT strategy and IT investment to maximize IT performance. A field survey of chief information officer of Korea manufacturing sector was conducted. Complete data for 147 firms was analyzed to determine relationship of the three research constructs. The study shows a positive relationship between IT strategic orientation, IT investment direction, and performance of IT. The research results provide empirical evidence that supports the research hypothesis that closer fit between IT strategies and IT investment directions does lead to increase operational and competitive performance of IT.
Pricing of Congestible Internet Services
Rho, Sang-Kyu ; An, Jung-Nam ; Won, Jung-Ho ; Jung, Song ;
Journal of Digital Convergence, volume 1, issue 1, 2003, Pages 189~212
The quality of Internet services such as VOD and Web storage services deteriorates as the number of users increases beyond a certain point. However, most of the pricing mechanisms in research as well as those in practice do not reflect such situations (i.e., congestion). The purpose of this paper is to show that different types of pricing mechanisms are required and to model such situations using game theory. We extend Fishburn & Odlyzko(1999) model, in which the service quality is the same for the different pricing schemes, to reflect the situations where the service quality is different between the different pricing schemes due to congestion.

Lee, Jung-Woo ; Lee, Jong-Sung ;
Journal of Digital Convergence, volume 1, issue 1, 2003, Pages 213~234

Unlike traditional business environment, virtual situation requires new trust-ensuring mechanism other than face-to-face meetings and other related means of confirmation. Many countries are trying to foster trust services industry in order to increase e-business transactions and activities. This paper compares and contrasts these countries' policies on trust services. Conclusions of this comparative research includes: (1) trust services industry will be tightly integrated horizontally and increase their scope vertically towards trust in business sense over and beyond the mere technical level trust, (2) necessity of reciprocal trust authentication exchange is calling for an international standard in a near future, and (3) two different types of policies are under development: government-led and industry-led. Advantages and disadvantages of different approaches are presented with details of legal implications and structures of operations.
An Analysis on the Needs for the Mobile Internet Service
Joo, Young-Jin ; Lee, Kwang-Hee ;
Journal of Digital Convergence, volume 1, issue 1, 2003, Pages 235~253
In this research, we have developed a model that can explain the potential customer's needs for the potable Internet service, a concept with 'QoS guaranteed lower-price high speed mobile Internet service. Based on the developed model, we have also derived some empirical implications for the business firms interest in the potable Internet market. The developed model is incorporating a survey result, answering of potential customer's attitude for the portable Internet service, from the subscribers to the Internet service, wireless LAN service, and mobile Internet service. As a result, we have found that a very innovative group, such as wireless LAN users and 20's age group using mobile Internet service, could be the most attractive market segment. Moreover, the aspects of the service coverage and the price competitiveness at the service launching stage could be the most critical success factors for the portable Internet service.

Cha, Dae-Kyu ; Cho, Jae-Wan ;
Journal of Digital Convergence, volume 1, issue 1, 2003, Pages 255~282
This study shows how much the local college influences the local economy using the Keynes Model, which is evaluated as the basic of macro economics. The methods of research are economic measurement and empirical study being used questionnaire study. First of all, the result being used Keynes model shows that the local economy has been grown by the students of "D" university from 1994 to 2002, which is approximately more than 100 billion won a year. The amount is more than 15-30% among the gross income in "S" city. Next, the survey was carried out making the students of "D" university and villagers an object of it, which is especially a comparative study between "D" university and "K" university nearby "S" city. The result is as the follows; the influence of the two universities towards local economy is almost same, but the villagers in "S" city underestimate the valuable. In the result, the shortage of understanding about the importance of local college would cause obstructing not only the potential ability of local college, eventually, but also the development of the region.
