Recent trends of smart applications and implications for digital policy

In this paper, we review recently emerging smart applications, and analyzed policy implications in light of digital convergence perspective. While extant literatures on smart applications mainly dealt with consumer behaviors based in technology acceptance model or innovation adoption, the research on digital management policy is rather limited. We intend to fill this research gap. As such, we first organize two categories of smart work and smart commerce, and investigate the representative service models, four service models were reviewed for each category respectively. Next, the three policy related constructs are extracted, which are QoL(Quality of Life), public impacts in both the positive and negative ways. Finally, empirical analysis following the Delphi principle was conducted to investigate the policy implications. The results offer useful insights for the further research in digital convergence related policy areas.
EA service factors and improvement of IT management in the public sectors

Recently, EA has been introduced in the Korean government as a tool for improving both IT management and IT investment. However, EA has been superficially used at the conceptual level without any efforts for facilitating it. As a result, it seems that any substantial outcomes from using EA could be hardly realized. This study suggests EA Service Model as a framework for facilitating the use of EA and then generating benefits. The purpose of EA Service Model is to provide a framework with which information and data can be linked, interconnected and shared in the whole process of IT management. It is expected that EA Service Model will possibly make a contribution to improving IT management. Empirical Analysis shows that key factors of EA Service Model make significant effects on improving the IT management, proving practical value and the validity of the model.
Methodology for Measuring the Quality of Experience of E-Participation Systems

E-participation is the term referring to the use of information and communication technologies to political participation by enabling citizens to connect with one another. Because e-participation systems are already constructed and operated, continuous usage is regarded as a major concern for successful e-participation. E-participation systems should guarantee ease of use, user satisfaction, and high quality. In addition, measuring the quality of e-participation systems will provide a useful strategy. This paper suggests a methodology for measuring quality of experience of the e-participation system and computing the quality score. We apply two concepts of usability measurement method and quality of experience that are most suitable. We provide the target of measurement,, the construct of quality of experience, the method of experiment and analysis of data, and the scoring method of quality of experience.
A Study on Efficient Policies of solving the Digital Divide for Weak Layers in the Smart Phone Convergence Era

As smart convergence occurs, solving the digital divide issue for weak layers such as the elderly, handicapped and poor groups is becoming an emerging issue. This study aims to promote information service to encourage active participation of the weak layers and to bridge the digital divide among those under the digital switchover and the smart phone convergence environments. This study, comparing the environments of Korea and other major countries with respect to digital divide, found some differences and tried to suggest proper policies for Korea to remain as a leading IT country. We expect this study to help the government, industries, schools cope with the divide issues and establish proper policies to provide weak layers with equal opportunities to IT in the coming smart convergence era.
A study of joint development strategies of recognition and collaboration about green growth between local government and company in Dae-gu and Kyoung-buk Area

Under the effectuation of Green growth from last year, It was surveyed in this study that how recognize of local government and companies in Dae-gu and Kyoung-buk Area. For this purpose, in order to see the present situation, the perception and influence to the Green growth was surveyed and analyzed. The result was that local government and companies were big differences in many items between the compared companies which are different. On the basis of this analysis, It was suggested what and how the companies and the government have to do in order to improve the perception of Green growth and make a new business chances.
A Study on IT Network Policy Directions : Focusing on Network Neutrality versus Network Efficiency

The Internet succeeded because of the end-to-end principle which allowed anyone to add functionality to the network. However, as the internet is increasingly becoming the platform for smart IT applications such as VoIP, IPTV, Cloud Computing and Smart Phone, networks are now under increasing strain of traffic congestion and the absence of quality of service insurances. To date, the debate over internet rules has focused on network neutrality rather than network efficiency. This article emphasizes the well-functioning role of market mechanism for the efficient use and further development of the network. To maximize the value of the network, this article proposes a differential treatment to packets based on customer types, and a two-part tariff pricing rule to secure funding to expand and upgrade networks.
The Education and Development of Foreign Culture by Digital Multimedia Contents

The Multimedia Contents, such like movies, internet and so on, are the most effective teaching means for generation c[content] learners who are accustomed to the multimedia environment. First, the multimedia contents become appropriate materials in that they help the learners understand the culture and lifestyle of its country through practical and vivid information. Second, they are useful leaning tools for the students who prefer visual media to improve interest and understanding. Third, as students have the time for developing their own contents based on given information, they understand the contents better and also have a indirect learning experience of culture. This means that the learning using multimedia contents has an influence on students' academic achievement. As a result, it is desirable for the application and development of multimedia contents to be suggested as an effective teaching method for foreign culture.
Local Governments' Policy on the Utilization of Women's Resources

In the knowledge-based society, utilization of women's resources has significant implications as the key to success of national competitiveness. The space and conditions for women to show their abilities in all areas should be provided. Policies on women's resources, which aim to achieve gender equality, should not be limited to the area of social welfare as usual, but should be treated in-depth with relation to political, economic, social, and cultural areas. Local women policies do not reflect the distinct characteristics of the local areas and realities of women, furthermore, even the concept of women policies is not delivered to local women. In this study, directions to shift local women policies from the marginalization to the mainstream of policy are discussed focusing on utilization of women's resources.
The study on factors affecting committing behavior school violence according to the degree of Internet addiction

The significances of this study are that it offers the possibility of empirical measure, and analysis of the relevance among the temperament according to the degree of Internet addiction, parental rearing behaviors, and committing school violence and that, based on this, were drawn policy suggestions to prevent school violence according to the degree of Internet addiction. According to the results of this study it was revealed that there are differences in Internet addiction depending on the demographical and sociological characteristics. The result of investigating the impact of Internet addiction's degree on the actions of committing school violence shows that the level of general activities is high in the group of young people of Internet addiction and addiction risk, their low access/withdrawal temperament and mood temperament affect significantly the actions of committing school violence, and in parenting behavior mother's high expectations and low supervision affect youth Internet addiction and school violence. Thus, policy suggestions to prevent school violence according to Internet addiction were presented y dividing the role of government and schools, and homes.

National Information Security Agenda and Policies

This study is to propose national information security policies based on the policy framework, which has four components: government, industry/company, individual, and environments. According to the framework, the four policy agenda are derived: national information security governance scheme, information security industry competitiveness and corporate security level enhancement, eco-system for security professionals, and finally related laws & regulations modification and security culture movement. Specific issues and policies in each agenda are proposed.
Proposal of Establishment "Control Tower of IT and Cultural Content" for the next Government

This Study analyzes effects of establishment and dis-establishment of Ministry of Information and Communication(MIC) to provide a recommendation to the next government. This study compares its background, accomplishments and failures between a MIC establishment by the Civilian Government and a MIC dis-establishment by the current Government. Results of the analysis indicate MIC dis-establishment had negative effects: plunge of IT national competition due to the absence of IT control tower and organizational inefficiency due to poor communication and duplicate investment among inter-governments. This study is significant in that it recommends "Ministry of IT and Media Smart Convergence" establishment to be totally governing IT control tower and cultural content as a new trend for the next government.
A Study on the Efficient e-Commerce Policies under the Smart Phone Environment

The volume of electronic banking service via smart phone is expected to increase dramatically under smart convergence environment. Under such circumstances, the effort to establish the mobile electronic banking culture which took a major step forward from the conventional electronic commerce method is essential. It is necessary to standardize the mobile payment infrastructure in order to resolve the initiative conflicts between financial institutions and newly launched non-financial institutions. Furthermore, a domestic and international strategy is required as the number of NFC technology based smart phone transaction business is increased. As various types of business enter the electronic commerce field, efforts to resolve the dissatisfaction of the customers are critical. Additionally, security is one of the significant issue due to the conversation process to open-type operating system. This study surveyed and analyzed the current domestic and foreign status, the problems in Korea, and suggested an effective counterplan and policy, which could be helpful in governments' preparation for electronic commerce policy.
Evaluation of the Current National Information Technology Governance and Proposition of Alternative Governance

Empowering Factor of IT Convergence Industry in Korea

Information Technology (IT) has contributed much to Korea's economic growth and has helped the innovation of social paradigm. It helps the improvement of productivity, efficiency, convenience and communication, and also helps the critical changes of life style. IT convergence with other technologies or industries has appeared and it promotes new changes and innovations. In major countries, including Korea, the resources and capabilities has focused selectively into this new industry. In this paper, we try to develop advanced national strategy for this new industry. Finally, we suggest some Empowerment Factors of IT Convergence industries in Korea based on experts' survey results.
A Study on the Information and Communication Policy in the era of Smart media and its Policy PR Direction

Nowadays, Smart media services such as smartphone applications are proliferated through the convergence of social media and the information and communication technologies(ICT). In many countries, the ICT policy is strategically used to solve the economic recession and high unemployment rate caused by the global financial crisis. However, the Korean ICT policies have declined with the abolition of the Ministry of information and communication. This paper suggests the dynamic quality of life as a philosophical foundation of Korean ICT policy and the dynamic policy PR methods for the social consultation and people's approval(national consensus), because the component of dynamic quality of life are embodied in the elements of ICT policy that should be realized through the governance, in which both Korean government and people produce and consume the ICT policies together in the era of smart media.
A Review of Studies on the Health-adverse effects in using Digital Textbooks

The government, Ministry of Education, Science and Technology(MEST) presented a new policy that standardizes digital textbooks as a method to accept the change of education paradigm in 2006. Since 2007, MEST has begun to provide digital textbooks for some elementary schools. MEST proposes to change digital textbooks as a standard in elementary, middle, and high schools in the future. However, the use of digital textbooks has led to concern about the health of students. The purpose of this study was to identify health-adverse effects of the use of digital textbooks on the health of students. Literature reviews regarding digital textbooks including national and international literature were conducted. The literature reviews found the key physical and psychological factors to be considered in using digital textbooks. The physical factors were symptoms and signs associated with eye, musculoskeletal system, general health, and skin. The mental factors were 'burn out of study' and 'stress due to study'.
An Interpretive Approach to Conflicts Appeared in the Process towards National Electronic Identification Card System

It was emphasized that national electronic identification card system should be a prerequisite for the entire administrative services. Furthermore, the government so designed the plan on the assumption of national electronic identification card system that it could manage services for the public, elections, and most of decision-making processes. Nevertheless, national electronic identification card system has drifted for a fairly long time without being institutionalized. On the basis of the policy examples, this study tries to examine the process and discuss on what elements of conflict have been shown. Though it is all water under the bridge, it is thought that, when the new policy emerges in the future, recurrent failures can be reduced by a case study like this.
Aging Society and Labor Market

Population aging in Korea is in progress rapidly, though it isn't recognized as a critical situation now. Absolute scale of population will decrease since 2030 and that of 2050 will stay in 2005 levels. But most serious problem is that the core working age group, 25-54 ages will begin to decrease since 2012 because of low fertility and population aging. In these situation of population aging, we will face inevitably great amount of labor force shortages and we should build up policy alternatives for solving these problems. I proposed some policy alternatives. firstly, pronatalism policies including state-supported child-care system for preventing decreases of absolute scale of population. Second, facing up to labor shortages under population aging, I proposed policy alternatives for increasing labor market participation, measured by employmeny rate, of aged (or aging) people including wage-peak system of extending retiring ages and women including lowering opportunity costs of women labor market participation rates, given laboer forces. And to conclude, we should approach to the aging problems by steady state equilibrium ecnomic growth, under inevitable population aging.

This study have a significant meaning to ascertain that word of mouth intention should enhance the value of consulting firm's brand with first priority, and importance of consulting expertise and experience utilizing should be recognized, and the values of consulting expertise and experience utilizing be enhanced by consulting firm's brand.
The Impact on the Korea Characteristic influence on the Attitude of Luxury Product : focus on Strategic Implication in Luxury Ad

This paper attempts to find out the psychological characteristic factors of Korean consumers, and to identify how they influence consumers' attitudes toward the products for the world famous brands. The related literature refers face-consciousness trait, boast trait and ritualism trait to the main research objectives of this research. As results, 3 underlying factors are found to underly the 'Chemyon(social face)', 6 factors to 'Uzzul(Boasting)'. Multiple regression analysis reports that 'Uzzul(Boasting)' trait has a significant influence over the consumer's attitudes toward the product for the famous brands, and Chemyon(social face) trait has the same effects as well though with less statistical weight. The paper's findings suggests academically that we need more serious research endeavor to understand consumption propensities that are salient to Korean consumers. And, they also imply that advertising creative director would implement the knowledge in developing creative strategy for brand advertising.
Reframing The Global Leadership Competencies Models

This study aims to answer the research question of what are the global leadership competencies(GLC) and what is the integrating framework of GLC? To attain the goal of reframing the GLC models with systematic research on GLC, the specific objectives are delineated as follows; the first objective is to identify the area of GLC. The second one is to extract the dimensions agreed with consensus. The third one is to suggest the reframed GLC model. Through the literature review and content analysis about GLC and global mindset, the two dimensions-subject and objects-of GLC model are emerged to classify the existing clusters of GLC. The extracted objects are self, others, culture, business, and global world. The dimension of subject who is global leader is more specifically divided into the knowing/doing process and three aspects of human activity like cognitive, emotional, and behavioral one. GLC are reframed and rearranged based on the two dimensions. As a results new framework for GLC with 11 clusters are presented. Knowing group of GLC contains personal, social, cultural, business literacy, and global mindset. Doing group of GLC contains personal, social, cultural, business savvy, and global change. Personal traits as a core character are at the core of the knowing and doing process of the self. Lastly, the implications and limitations of this research are suggested, and suggestion for further research is followed.
The efficient operation of computerized tax accounting education plan

This study is to analyze effect of differential education for individual end-user group with regard to the computerized tax accounting on its efficient education strategy. In order to achieve the purpose of this study, independent variables and dependent variables on education of computerized tax accounting are measured. Also, discrepancies among individual end-user group on operational satisfaction of computerized system, educational satisfaction and practical utilization which are measured by Regression Analysis are confirmed. This could verify that each end-user group has different understanding for the computerized tax accounting education. The result of this study could be an important guidelines to find a solution for the efficient operational strategy for computerized tax accounting education in future also expected its wide application on other similar studies.
The Impact of Perceived Wellness on In-role Performance

Despite the increasing importance that companies currently place on employee wellness, few studies have explored the impact of wellness on individual and team performance in the workplace. Drawing on the broaden-and-build theory, we hypothesize that wellness intention, wellness leadership, and wellness climate influence the performance of both individuals and teams. We tested our hypotheses using data collected from 495 employees of 81 teams in 11 Korean companies. Our analysis indicates that wellness leadership and wellness climate are meaningful interventions between perceived wellness and performance. Wellness intention did not impact perceived wellness. However, the interaction between wellness intention and wellness leadership impacted perceived wellness. Wellness climate negatively moderated the relationship between perceived wellness and performance.
A Study on the MIS curriculum directions and courses based on the MIS identity and IS core competency

In a rapidly changing IT and business management environment the demand for competent IS personnels is increasing. However, it is ironic that the number of IT and IS majors has sharply decreased as well as the widespread skepticism of IS identity. This research suggests directions to differentiate MIS to other IT majors, diversify IS core competency and make general improvements in MIS curriculum. The research recommend the courses of IS Strategy and policy, ITA/EA, Global IT Management, Emerging Technologies, DW/DM, BI, IT Service Science, Project Management, IT Consulting and integrated capstone which are few in Kore universities. This research also stress the course of soft skills like business communication, team building, analytic/logical thinking, rational problem solving and so on as a important IS competency. The pedagogy of course is important, so the research recommend the internship, mentoring programme, lecturers in industry according to industrial - educational cooperation.
Reduction of specific absorption rate(SAR) in multiple cylindrical-human models

As applications of electromagnetic waves increase, biological effects caused by the EM waves are worried about. Many studies about the biological effects are reported. However, there are only a few reports on protection against the EM waves. The protection should be considered for the researchers who use strong EM waves in their experiments. In this paper, a method of reducing SAR in a cylindrical human model by a shield plate is proposed for RF engineers exposed to strong electromagnetic waves. The shield plate modeled as an arc structure is shown effectively to protect the cylindrical human model from the exposed field.
Research for Standards of N-Screen Service Platform for Smart Public Services

Smartphone (smartpad) and cloud computing has grown rapidly. So, the users started getting interested in multi-screen services. However, various OS / platforms due to the increased content development time and cost. Increase the cost of content development for a multi-screen service, it has been an obstacle. To solve this problem in this study, HTML5-based multi-screen service platform standards specification was established. HTML5 is a specification of the next generation of Web standards. Standards specification established by this study were research in terms of the service provider. And, this standards specification can be used independently of the service infrastructure and device. In addition, this standards specification in order to develop a multi-screen services are efficient and easy to use. For verification adequacy of standards specification established in this study, Scenarios technical entries were mapped by standard specification entries.
Effect of Flow Experience, Self-directed Learning Readiness and Internet Addiction on Academic Achievement in Web-based Computer Education

This study investigates the causal relationships among flow experience, self-directed learning readiness, internet addiction and academic achievement in web-based computer education. The gender differences in path models were also examined. The results indicated that, self-directed learning readiness has positive and direct influence on flow experience and academic achievement. And self-directed learning readiness has a negative and direct influence on internet addiction. For female students, academic achievement was positively and directly influenced by flow experience and indirectly by self-directed learning readiness. However, the mediating effect of flow experience and indirect effect of self-directed learning readiness were not significant for male students.
Context-aware Framework for Personalized Service

The development of mobile devices and the spread of wireless network help share and exchange information and resources more easily. The bond them to Cloud Computing technology help pay attention to "Mobile Cloud" service, so there have been being a lot of studies on "Mobile Cloud" service. Especially, the important of 'Personalization Service' which is customized for each user's preference and context has been increasing. In order to provide appropriate personalization services, it enables to recognize user's current state, analyze the user's profile like user's tendency and preference, and draw the service answering the user's request. Most existing frameworks, however, are not very suitable for mobile devices because they were proposed on the web-based. And other context information except location information among user's context information are not much considered. Therefore, this paper proposed the context-aware framework, which provides more suitable services by using user's context and profile.

The dissemination of smartphones is being spread and supplementary services using smartphones are increasing and various as the Mobile network and device are developing rapidly, so smartphones that enables to provide a wide range of services is expected to receive the most attention. It makes users listen to music anytime, anywhere in real-time, use useful applications, and access to Internet to search for information. The service environment is changing on PC into Mobile due to the change of the circumstance mentioned above. these services are done by using just location information rather than other context, and users have to search services and use them. It is essential to have Context-aware technology for personalization recommendation services and the appropriate representation and definition of Context information for context-aware. Ontology is possible to represent knowledge freely and knowledge can be extended by inferring. In addition, design of the ontology model is needed according to the purposes of utilization. This paper used context-aware technologies to implement a user personalization recommendation service. It also defined the context through OWL modeling for user personalization recommendation service and used inference rules and inference engine for context reasoning.

Network traffic demand is increasing explosively because of various smart equipment and services on smart era. It causes of traffic overload for wireless and wired network. Network management system is very important to control the explosion of data traffic. It uses SNMP to communicate with various network resources for management functions and creates lots of management traffic. Those are can be serious traffic congestion on a network. I propose an improving function of SNMP to minimize unnecessary traffics between manager and agent for collecting the Trend Analysis Information which is mainly used to monitor and accumulate for a specific time period in this paper. The results of test show it has compatibility with the existing SNMP and greatly decreases the amount of network traffic and response time.

Software configuration management is a field of managing sets of large scale software outputs to be the basis of the software products. Configuration management has significantly improved for the past few years, yet new system is still required. Instead of using previous methods or researching about configuration management, professional management of developing project is needed. Therefore, techniques such as storage model for configuration management, management program for change procedure and management of program interface is needed. In this paper, we provide storage for configuration management and implement decision-making system to manage divided program and interface. Thus, we propose a new access method by the configuration management dependency. This paper provides configuration management for developing software to verify and classify using decision-making system for the change and combination of independent components with high dependency.

Vision-Based Train Position and Movement Estimation Using a Fuzzy Classifier

We propose a vision-based method that estimates train position and movement for railway monitoring in which we use a fuzzy classifier to determine train states. The proposed method employs frame difference and background subtraction for estimating train motion and presence, respectively. These features are used as the linguistic variables of the fuzzy classifier. Experimental results show that the proposed method can correctly estimate train position and movement. Therefore the method can be used for railway monitoring systems which estimate crowd density or protect safety.
An Energy Efficient Clustering Method Based on ANTCLUST in Sensor Network

Through sensor nodes it can obtain behavior, condition, location of objects. Generally speaking, sensor nodes are very limited because they have a battery power supply. Therefore, for collecting sensor data, efficient energy management is necessary in order to prolong the entire network survival. In this paper, we propose a method that increases energy efficiency to be self-configuring by distributed sensor nodes per cluster. The proposed method is based on the ANTCLUST. After measuring the similarity between two objects it is method that determine own cluster. It applies a colonial closure model of ant. The result of an experiment, it showed that the number of alive nodes increased 27% than existing clustering methods.

Effect of Patients with Colon Polypectomy on Health Behavior Practices

This study was performed to determine the effect of patients with colon polypectomy on health behavior practices. Data were surveyed using interview and questionnaires by 112 patients with colon polypectomy in a general hospital who were located in Seoul from December 6, 2010 to January 31, 2011. Data were evaluated with t-test, ANOVA, Pearson correlation coefficient, and Stepwise multiple regression. The results were as follows: First, the higher control of life habit was, the more positive attitude(r=.350, p<.01) and the less inconvenience was significant correlation(r=-.263, p<.05). Secondly, in the stepwise multiple regression analysis, the most important factors influencing health behavior practices were control of life habit(
=.392, p=.000), and then inconvenience of life(
=-.265, p=.007), weight gain(
=-.248, p=.024). In conclusion, positive attitude and control of life habit are necessary to improve the health behavior of patient with colon polypectomy.
A Study of High School Teachers' Perceptions on the Admissions Officer Interview System for College Admission: Focusing on the interview screening

This study is to investigate the perceptions of high school teachers on the evaluation criteria of the college admission officer interview system and to suggest approaches to improve the interview system. The survey results of teachers' perceptions are the following. First, for 'potential' criteria, teachers consider challenging spirit and students' initiatives are important evaluation criteria. For 'personality' criteria, they contemplate that responsibility, community spirit and flexibility to resolve conflicts are important values. Further, views of life and creativity also need to be seriously considered in the screening process. Second, their satisfaction with the college admission officer system was relatively high (9.34 points). Last, in order to improve the interview screening system, teachers assert that the process to secure fairness is required. Based on the results, suggestions were made for ensuring expertise of college admission officer and improving the alternative policy of the admission officer interview system.
A Effect of the Shoulder Stabilizer Muscle Activity During a Push-up-Plus on a Different Condition Surface

The purpose of this study was to compare the shoulder stabilizer muscle activity during a push up plus on a different conditioning surface. Eighteen healthy volunteers were tested. Surface EMG was recorded from the upper trapezius(UT), pectoralis major(PM), and serratus anterior(SA) using surface differential conditions. Measurements were performed for 7 days. The mean root mean square (RMS) of EMG activity was calculated. A one-way repeated measures analysis of variance was performed to compare RMS normalized values. The UT and PM did not show significant differences of electric activation amplitude in relation to different surface conditions(p>.05). However, the SA showed greater mean electric activation amplitude values on the push up plus exercise on a upper and lower unstable surface(p<.05). These results suggest that to improve SA EMG activity is more useful when performed on a upper and lower unstable surface conditions than on a stable surface conditions.
Effect on Medical Expenses Request due to Medical Clinic Administrative Staff's Existence or Not

From Jan. 1 2009 to Mar. 31 2009, a study surveyed 295 national clinic medical institutions that was newly enrolled in Health Insurance Review and Assessment Service to identify the factors depending on whether the administrative personnel influences on the management of the clinic medical institutions. The survey showed that the medical institutions with administrative personnels affected more adjustments than those without administrative personnels and it appeared to be statistically significant except one time(p<0.01). The result of the survey tells whether the administrative personnel is or not in medical institutions has important effects on the reduction. So, it is considered that the placement of administrative specialists in the hospital is very important for medical institutions.
The effective management of length of stay for patients with acute myocardial infarction in the era of digital hospital

In this study, we developed the severity-adjusted length of stay (LOS) model for acute myocardial infarction patients using data from the hospital discharge survey and proposed management of medical quality and development of policy. The dataset was taken from 2,309 database of the hospital discharge survey from 2004 to 2006. The severity-adjusted LOS model for the acute myocardial infarction (AMI) patients was developed by data mining analysis. From decision making tree model, the main reasons for LOS of AMI patients were CABG and comorbidity. The difference between severity-adjusted LOS from the ensemble model and real LOS was compared and it was confirmed that insurance type and location of hospital were statistically associated with LOS. And to conclude, hospitals should develop the severity-adjusted LOS model for frequent diseases to manage LOS variations efficiently and apply it into the medical information system.
