For its successful first step, this study examined social awareness on the adult guardianship system and compared the awareness of parents and the awareness of service providers in the handicapped adult guardianship program to draw political implications on how to improve the system. As a result, this study found that people had higher awareness on adult guardianship (78.9%) but their understanding was lower (35.2%). Secondly, prospected guardians were found to have stronger demand on hospital use and financial management than on their asset management. About 63.3% of them showed an intention to use the system in the future. Lastly, both parent group and service provider group were found to have awareness at a similar level to each other on civilian guardian types, cost, who to bear coat and how much, and details of the program.
An Exploratory Study on the Research Framework of IT Governance and its Elements
Kim, Choong Nyoung ;
Journal of Digital Convergence, volume 11, issue 4, 2013, Pages 25~33
In this paper, various definitions of IT Governance and its elements are reviewed. It seems that generally, there is no big difference in definitions and the elements of IT Governance among researchers. However, it is found that some variables which are not appropriate for its definition were used in many IT Governance research. It is also found that IT Governance research in foreign countries have been focused on structure, process, and relational mechanism. I think that the primary goal of IT Governance should be building an effective IT management system. If desirable structure and principles for IT management are established and observed strictly, we can expect desirable behavior in IT management. As a result, expected outcomes and benefits through IT investment could be possibly realized. Therefore, IT Governance research should be focused on building IT Governance systems. This paper suggests a framework for the future IT Governance research.

Data Protection and Privacy over the Internet: Towards Development of an International Standard
Zoo, Hanah ; Lee, Heejin ; Kwak, Jooyoung ; Kim, Yong-Young ;
Journal of Digital Convergence, volume 11, issue 4, 2013, Pages 57~69
Progresses in ICT make the processing and exchange of personal data across international borders often necessary and relatively easy. The challenge lies in protecting fundamental rights and freedoms of individuals, notably the right to privacy and the right to personal information, while encouraging the free and secure flow of information across borders for the continued expansion of online transactions. The key to establishing a functioning international solution for personal data protection is to strike a right balance between the two camps which currently dominate the debate - the advocates of individual privacy rights on one side exemplified by the EU, and the proponents of self-regulation and economic efficiency on the other, represented by the U.S. In the face of a growing tension between the two sides each equipped with their own ideals, a practical solution may lie in utilizing established institutions of standardization such as ISO and IEC as a ground upon which an agreement can take its root.

This study was conducted, based on the relevant government policy documents and previous research papers, in the manner of comparing and analyzing the issues and cases regarding the government evaluation system of public-funded R&D programs in selected countries. In Korea, a national R&D performance evaluation system was introduced by law in 2006. In United States, Obama government has enhanced government performance management by signed into law the GPRA Modernezation Act of 2010. The Japanese Government issued a newly revised Guideline on National R&D Evaluation in late 2012. European Union has also been constantly updating its evaluation system for Framework Programmes(FPs) begun since 1984. This study gets some insights from the recent development of R&D evaluation in the other countries. It is important for the government R&D evaluation system to be in line with national S&T policy and agency's mission. In micro views, specific evaluation approaches and methods by types of various R&D programs should be more illustratively developed. Additionally it is suggested to monitor recent trends and techniques on R&D evaluation by participating in activities to communicate and share their knowledge and experiences in international evaluation research networks.

Journal of Digital Convergence, volume 11, issue 4, 2013, Pages 91~99
While there is the active integration of various industries, a convergence of the software and knowledge service industries including software used in finance and counseling products is creating the necessity to include software industry utilization sectors aside from covering only software products and service production activities. Furthermore, to cope with the radical environment changes in the software industry when it comes to categorizing mobile and cloud computing areas into a software and classification system, we are at a point where there is a need to establish a directional nature on what should be included. In order to establish an integrated classification of newly introduced technologies, products and services, this paper aims to discover areas not included in the classification standard because of the ecological characteristics of the software. It also wants to differentiate the classification system and identify its incomplete areas such as the lack of connections within the system to ultimately establish such for newly surfacing software fields.

Journal of Digital Convergence, volume 11, issue 4, 2013, Pages 153~164
Business model innovation creates differentiated value to customers by transforming various elements of doing business. Rather than focusing singularly on either the external or internal environment, the business model innovation aims to identify the optimal combination of internal resources, competence, and the external factors, such as customer's needs and new opportunity. However, due to lack of clear definition of business model innovation, and inability to generate company's core business model, business model innovation has been difficult for companies to lead next growth. This paper reviews existing definitions of business model innovation and explore existing types of business model innovation and timing of business model innovation through two case studies. Concept of business model innovation which we identify, is composed of value proposition, value creation through value chains and networks, and profit model innovation. Finally, we demonstrates that already successful businesses can also create new values through business model innovation and adaptive advantage, even in a rapidly changing market environment.

Journal of Digital Convergence, volume 11, issue 4, 2013, Pages 177~188
This study examines how managerial ownership structure affects the borrower's choice of private versus public debt using 2,608 firm-year data for 2006-2008. This paper investigates the relationship between managerial ownership structure and debt choice. Managerial ownership is measured using number of stocks and unexercised stock-options and debt is classified public and private debt. The results find that there is a positive association between managerial ownership and the private debt dependence and also find that when firms finance additional funds, higher managerial ownership leads managers to choose private debt not public debt. Since private debt can be classified into bank debt and non bank debt, this paper examines the relationship between managerial ownership and a choice of bank debt. The results indicate that managers with higher ownership are more likely to use bank debt over public debt and non bank debt. By examining the relation between managerial ownership and a debt choice, this paper has following contributions. First, this study shows that managerial ownership affects the choice of the source of financing using three different proxies of managerial ownership. Second, this study classified private debt into bank debt and non-bank debt and provide the evidence of preference toward private debt especially bank debt among other financing sources. Finally, there are extensive studies related to capital structure and managerial ownership, but there is little empirical research on the debt choice and managerial ownership. Thus, this paper adds to literature by exploring the effects of managerial ownership on a debt choice.

Journal of Digital Convergence, volume 11, issue 4, 2013, Pages 221~227
RFID is an automatic identification technology that can control a range of information via IC chips and radio communication. Also known as electronic tags, smart tags or electronic labels, RFID technology enables embedding the overall process from production to sales in an ultra-small IC chip and tracking down such information using radio frequencies. Currently, RFID-based application and development is in progress in such fields as health care, national defense, logistics and security. RFID structure consists of a reader that reads tag information, a tag that provides information and the database that manages data. Yet, the wireless section between the reader and the tag is vulnerable to security issues. To sort out the vulnerability, studies on security protocols have been conducted actively. However, due to difficulties in implementation, most suggestions are concerned with theorem proving, which is prone to vulnerability found by other investigators later on, ending up in many troubles with applicability in practice. To experimentally test the security of the protocol proposed here, the formal verification tool, CasperFDR was used. To sum up, the proposed protocol was found to be secure against diverse attacks. That is, the proposed protocol meets the safety standard against new types of attacks and ensures security when applied to real tags in the future.

The decreased body, liver, kidney, spleen and testis weights of guinea pigs by TCDD (2,3,7,8-tetracholorodibenzo-
-dioxin) treatment (TT) were statistically significantly increased after treating red ginseng saponin fraction (SF) (p>0.01). After treated with SF, the decreased hematocrits values and numbers of RBC and platelet, activity of amylase and lactate dehydrogenase, levels of uric acid, total protein and albumin by TT were increased, and the increased numbers of WBC, levels of triglyceride, total cholesterol (TC), LDL-cholesterol, HDL-cholesterol, creatinine, blood urea nitrogen, calcium and phosphorus, activities of creatinine kinase, aspartate aminotransferase, alanine aminotransferase and alkaline phosphatase were decreased after treated with SF. And they all had a statistical significance (p>0.01) except for RBC, WBC, platelet, blood glucose, TC, calcium and albumin. From these results, we knew that SF mollified the acute toxicity induced by TCDD in guinea pigs.

Journal of Digital Convergence, volume 11, issue 4, 2013, Pages 351~359
This study was conducted to investigate the factors that affect the length of stay in hospital for schizophrenic patients. Of the data from the in-depth injury patient surveillance system, the final subject included 2,239 patients with schizophrenia in their final diagnosis. Using SPSS 18.0, a hierarchical regression analysis was performed by sequentially entering the explanatory variables by setting sociodemographic characteristics, discharge characteristics and hospital characteristics as explanatory variables and the length of stay in hospital as a dependent variable. The findings showed that the sociodemographic characteristics had the highest explanatory power and the explanatory power changed when the explanatory variable of the hospital characteristics was added, as opposed to the discharge characteristics. Male, type-1 medicaid, Chungcheong-do and the number of beds were found to be the factors that mostly affect the length of stay. Since this study used the secondary data, it has a limitation in terms of additional variables that could better explain the length of stay for schizophrenic patients. Nevertheless, it has an implication in that it investigated a large scale of data on a national level. For the effort of reducing the length of stay, it is suggested that an effort should be made at the national level, by focusing more on the hospital characteristics as well as the individual characteristics of patients.
