Argument on the right to be forgotten and the freedom of expression-focused on the reforming the press arbitration system
Hong, Sook-Yeong ;
Journal of Digital Convergence, volume 12, issue 6, 2014, Pages 1~11
DOI : 10.14400/JDC.2014.12.6.1
With the drastic development of technology for almost eternally saving digital information, cases for giving sufferings to a person who deserves to enjoy privacy have increased. So I study the right to be forgotten focusing on the collision between that right and freedom of expression. I also study the concept of the right to be forgotten and its legal basis for the protection of that right. That right can be protected mainly by the self-decision making right under the Article 10, and secondly the privacy right under the Article 17 of the Constitutional Law. The Press Arbitration Law can be applied to protect the right to be forgotten, but that Law needs the revision of time-limit clause for complain, protection clause for the right to ask to delete factual past article, and the clause of staleness doctrine for the consent of giving personal information.

Lee, Jungmann ; Cho, Ilgu ;
Journal of Digital Convergence, volume 12, issue 6, 2014, Pages 13~22
DOI : 10.14400/JDC.2014.12.6.13
This study analyzed the globalization policy of ICT SMEs and ventures using cognitive map analysis and derived the priority to importance about action plans using AHP model, while the globalization paradigm has been rapidly changing in the ICT industry. Empirical results showed that policy tool variables should be needed to develop because policy goal variables are generally presented more than policy tool variables. In addition, this cognitive map could be characterized by a scarcity of feedback loops which means policy landscape for ICT SMEs and ventures' globalization is unilateral rather than cyclical to reach policy goal from policy tools. Another finding is that creative economy policy variable was not observed as policy tool variable but as policy goal variable. This means creative economy can be implemented through support for ICT SMEs and ventures' globalization. Finally, for detailed policy measures, installation of global start-up center, recruiting and utilization of global specialists, revitalization of ICT R&D international collaboration study, enlargement of global investment network, accompanied overseas advance of large enterprises and SMEs are presented in order in terms of the importance of policy priority.
A Study on Dilemma in Internet Addiction Prevention and Solution Policy for Adolescent
Kim, Ju-Kyoung ;
Journal of Digital Convergence, volume 12, issue 6, 2014, Pages 23~34
DOI : 10.14400/JDC.2014.12.6.23
The objective for this research is to analyze the origin of the outbreak of a policy dilemma in the government's pursuance of policy aimed at tackling internet addiction among teenagers, as well as analyzing responsive strategy. Therefore, within this research and as the model of the dilemma being the analytical frame, the aspect of the dilemma has been analyzed through the transformation of contexts, conditions, policy values, alternatives, policy actors and policy decision makers. The major research results are as follows. First, each and every dilemma of 'transformation of context and condition', 'policy value and alternatives', 'policy actors' and 'policy decision makers' in processes of policy in preventing and resolving adolescent internet addiction, it acted as a decisive cause in forming the general dilemma of the policy. Second, the government's strategy in policy response within the policy dilemma conditions turned out to be a duplication of policy, occurrence of contradictions, typical response strategy and cyclical choices. Given these factors, the following characteristics have shown up as a result. First, as the problems in duplication of policy and contradictions occurred within a single policy, the government responded to this dilemma in a typical way, which brought about an even more serious dilemma. Second, the government put in effort to re-regulate two values (protection of adolescents and promotion of the video game industry), which are included in the response policy of adolescent Internet addiction. As a result, the policy dilemma has weakened with respect to the past. However, it has not solved the fundamental problems. This research, taking the results as a background, strives to provide implications for establishing a self-consistent groundwork, which combines policy values and vision for the government to pursue effective responsive policy on adolescent internet addiction, which is becoming more and more severe in the information society in which we live.

Kim, Jae-Woon ;
Journal of Digital Convergence, volume 12, issue 6, 2014, Pages 35~42
DOI : 10.14400/JDC.2014.12.6.35
In Korea, all investigations of maritime crime such as murder, robbery, drug trafficking, and illegal fishing that have been committed at sea are under the jurisdiction of maritime police. As maritime crimes tend to have more unique cases, cause damage on a larger scale, and be limited to evidence that is possibly contaminated, compared to non-maritime crimes, the cases demand maritime police investigators with a higher level of expertise. However, there is currently a lack of competent investigators in the maritime police, leading to the training of maritime police investigators in training agencies. so many of maritime investigators goes to land police training agency including Korean Police Investigation Academy. Therefore, in order to improve the capabilities of maritime crime investigation we must first gather information and data in relation to maritime crimes to foster more investigation specialists, and establish specialized training agencies offering a training course more focused on maritime crimes.

DOI : 10.14400/JDC.2014.12.6.69
System Dynamics(SD) is one of the complexity theories that has attracted attention as a computer-aided simulation methodology to analyze a dynamic problem and to develop a policy(strategy) in social science. Though there are properly unproven cases in research models which were developed in various fields by SD methodology during the last five decades, they are utilized as models to represent SD sub-theories. For this reason, this study targeted the population dynamics model which was frequently utilized to explain SD fundamentals and it proved errors of reasoning a structure of the existing causal and dominant feedback loop. Consequently, we presented a strategy to strengthen the coherence between CLD(causal loop diagram) and SFD(stocks-and-flows diagram) for improving validity of the existing model. The findings of this study contribute to the advancement of the existing SD and to the reinforcement of validation for policy research models of SD.

Journal of Digital Convergence, volume 12, issue 6, 2014, Pages 223~229
DOI : 10.14400/JDC.2014.12.6.223
In an attempt to retrieve useful information for an efficient decision in the large knowledge system, it is generally necessary and important for a refined feature selection. Rough set has difficulty in generating optimal reducts and classifying boundary objects. In this paper, we propose quick reduction algorithm generating optimal features by rough entropy analysis for condition and decision attributes to improve these restrictions. We define a new conditional information entropy for efficient feature extraction and describe procedure of feature selection to classify the significance of features. Through the simulation of 5 datasets from UCI storage, we compare our feature selection approach based on rough set theory with the other selection theories. As the result, our modeling method is more efficient than the previous theories in classification accuracy for feature selection.

Journal of Digital Convergence, volume 12, issue 6, 2014, Pages 245~252
DOI : 10.14400/JDC.2014.12.6.245
Semantic search promises to provide more accurate result than present-day keyword matching-based search by using the knowledge base represented logically. But, the ordinary users don't know well the complex formal query language and schema of the knowledge base. So, the system should interpret the meaning of user's keywords. In this paper, we describe a user query interpretation system for the semantic retrieval of multimedia contents. Our system is ontological knowledge base-driven in the sense that the interpretation process is integrated into a unified structure around a knowledge base, which is built on domain ontologies.

In a speech coding system using excitation source of voiced and unvoiced, it would be involved a distortion of speech quality in case coexist with a voiced and unvoiced consonants in a frame. In this paper, I propose a method of 8kbps Multi-Pulse Speech Coding(FBD-MPC: Frequency Band Division MPC) by using TSIUVC(Transition Segment Including Unvoiced Consonant) searching, extraction and approximation-synthesis method in a frequency domain. I evaluate the 8kbps MPC and FBD-MPC. As a result, SNRseg of FBD-MPC was improved 0.5dB for female voice and 0.2dB for male voice respectively. Compared to the MPC, SNRseg of FBD-MPC has been improved that I was able to control the distortion of the speech waveform finally. And so, I expect to be able to this method for cellular phone and smart phone using excitation source of low bit rate.

In LBSNS(Location-based Social Network Service), users can share locations and communicate with others by using check-in data. The check-in data consists of POI name, category, coordinate and address of locations, nickname of users, evaluating grade of locations, related article/photo/video, and etc. If you analyze the check-in data from the location-based social network service in accordance with your situation, you can provide various customized services. Therefore, In this paper, we develop a location recommendation system based on LBSNS that can utilize the check-in data efficiently. This system analyzes the location category of the check-in data, determines the weighted value of it, and finds out the similarity between users by using the Pearson correlation coefficient. Also, it obtains the preference score of recommended locations by using the collaborated filtering algorithm and then, finds out the distance score by applying the Euclidean's algorithm to the recommended locations and the current users' locations. Finally, it recommends appropriate locations by applying the weighted value to the preference score and the distance score. In addition, this paper approved excellence of the proposed system throughout the experiment using real data.

DOI : 10.14400/JDC.2014.12.6.325
It is generally accepted that classification accuracy is affected by the number of learning documents, but there are few studies that show how this influences automatic text classification. This study is focused on evaluating the deviation-based classification model which is developed recently for genre-based classification and comparing it to other classification algorithms with the changing number of training documents. Experiment results show that the deviation-based classification model performs with a superior accuracy of 0.8 from categorizing 7 genres with only 21 training documents. This exceeds the accuracy of Bayesian and SVM. The Deviation-based classification model obtains strong feature selection capability even with small number of training documents because it learns subject information within genre while other methods use different learning process.

DOI : 10.14400/JDC.2014.12.6.587
As the number of users of SNS (Social Network Service) and smart devices increases sharply nowadays, many studies on various teaching models and methodologies have been made in order to utilize SNS in education. However, there are not so sufficient studies that explore social media as a learning environment and analyze empirically its relation with the academic achievement. Since various kinds of learning experiences are required in order to foster creative talents, it is necessary to have information sharing, debate and information exchange utilizing SNS. If utilizing SNS for general computer education in a university, it will be possible to collect learners' various thoughts and opinions more effectively. Because real-time feedback can be possible in each individual space through SNS by sharing the information related to the interactions between learner and teacher or between leaner and learner and exchanging opinions each other, the learner's ability to utilize a computer can be improved. Especially SNS can provide a real-time help to solve problems for underachieved students and provide an opportunity to improve the academic achievement.

MOOCs become an innovative counterproposal of higher education while leading qualitative and quantitative expansion of open courses. KOCW which has adapted for providing open courses in Korea is expected to be evolved along with the development of MOOCs. However, there is a chance to have a conflict or resistance if MOOCs will be transferred without considering domestic situations or opening of universities' classes won't be able to evolve in OCW environment anymore. In this case, it will be hard to take advantages of MOOCs' that provide opportunities for embodying popularization and individualization of education. Thus, it is important to develop strategies for employing recent trends of MOOCs in Korean environment for the sustainable development of higher education. In this paper, design elements required for Korean MOOCs has been studied through SWOT analysis.

DOI : 10.14400/JDC.2014.12.6.655
This paper has identified five major categories of the T2D patients' concerns based on an online forum where the patients voluntarily verbalized their naturally occurring emotional reactions and concerns related to T2D. We have emphasized the fact that the lexical and phrasal analysis brought to the forefront the prevailing negative reactions and desires for clear information, professional advice, and emotional support. This study used lexical and phrasal analysis based on text-mining tools to estimate the potential of using a large sample of patient conversation of a specific disease posted on the internet for clinical features and patients' emotions. As a result, the study showed that quantitative analysis based on text-mining is a viable method of generalizing the psychological concerns and features of T2D patients.
