Attorney's Duty to Protect Personal Information
Hah, Jung Chul ;
Journal of Digital Convergence, volume 12, issue 7, 2014, Pages 1~10
DOI : 10.14400/JDC.2014.12.7.1
In February 2014 Korean Bar Association has amended Professional Ethics Code as to stipulate attorney's duty to protect personal information. While existing Korean law and Professional Ethics Code has made attorney to keep client's confidential information, attorney's newly promulgated obligation has its meaning in that personal information of subject other than client is not protected through confidentiality rules, given that confidentiality obligation is interpreted to protect only client's information relating to representation. Moreover, duty to protect personal information deals with not only disclosure and use of information, which confidentiality rules is about, but also collection and retention process, access to and correction and care of information and even destruction of information. Amid unprecedented theft of personal data in several national banks and other serious leakage reported recently, this paper is going to contemplate the scope and application of the duty to protect personal information with hope to contribute to starting discussion on it.
A Study on the Effects of Handset Bundling on Competition and Consumer Welfare
Chung, Sukkyun ;
Journal of Digital Convergence, volume 12, issue 7, 2014, Pages 11~20
DOI : 10.14400/JDC.2014.12.7.11
This paper finds that the ultimate source of problems facing Korean mobile telecommunications such as excessive subsidies of handsets, waste of resources, and a vicious circle of expensive handsets and high prices for services, is bundling of handset and subscription. The analysis suggests that bundling causes consumers to confuse about prices of handsets and services, and firms focus on handset subsidy competition rather than on upgrading service qualities and lowering prices due to anti-competitive effects of bundling. Because most of the cost of bundling is passed on to consumers, the welfare of consumers decline. In particular, equality among consumers worsens due to price discriminations. To resolve these problems, unbundling of handset and subscription is a necessity. Mixed bundling allowing separate selling of handsets under bundling does not seem to work as a cure because bundling tends to be a dominant strategy. The best regulatory policy is a complete separation of handset and subscription.

Journal of Digital Convergence, volume 12, issue 7, 2014, Pages 37~47
DOI : 10.14400/JDC.2014.12.7.37
This study applies Policy Streams and Expert Group Standing Change Framework (PSECF) proposed by SangJung Park and Chan KOH to analyze the Roh's Participatory government's decision making process on the wartime Operational Control (OPCON) transition. PSECF case study's results are as follows: Strong commitments of the former president Roh Moohyun and the progressive National Security Committee (NSC) were primary drivers in the policy developing process. But military expert groups such as the Ministry of National Defense (MND) and the Joint Chiefs of Staffs (JCS) were thoroughly excluded due to their passive role against the wartime OPCON transition. After the policy resolution, the standing of expert groups changed: the standing of advocate effects, the former progressive NSC who led the wartime OPCON transition in the Roh's Participatory government, went down but the conservatives such as ROK MND and JCS improve their standing because the conservative government kicks off 8 months later from the policy decision. In conclusion, the proposed PSECF through the Roh's Participatory government's case-study is worthy as an explanatory framework for high level national policies.

An Analysis on Convergence of Local Public Expenditures in Korea
Kim, Sung Tai ;
Journal of Digital Convergence, volume 12, issue 7, 2014, Pages 65~76
DOI : 10.14400/JDC.2014.12.7.65
This paper analyzes whether local public expenditures have converged during the 1985-2011 periods in Korea, using the sixteen metropolitan and provincial governments data. We analyze the convergence of per capita real local public expenditures in terms of both static view and dynamic view of convergence. Furthermore, we derive the estimating equation for per capita real local government expenditure growth function from theoretical model based on Skidmore et al.(2004). The main results from empirical analyses are such that an increase in aged people helped local government expenditures increase. Also, we found that the convergence speed of economic expenditure is greater than that of social welfare expenditure. Similarly the convergence speed of public capital expenditure is greater than that of public consumption expenditure. In the future we had better examine the convergence of local public goods taking into account their congestion rates.

The proliferation of GVC(Global Value Chain) requires the changes of paradigm on national industrial strategy and trade. It also provides multiple implications on business strategy. The business itself is the main agent which recognizes environmental change and establishes counterstrategy. This study is based on the necessity of support for small-medium sized companies in governmental level, since they are personally and materially vulnerable. This study is emphasize on deriving matching tasks of supporting globalization of companies at governmental level. The spread of GVC requires policy makers' comprehensive view and inspires us that we should focus and provide strategic supports on not only manufacturing business but also high valued service industry as well. The government should provide supporting policies for expansion of globalization of companies. The proliferation of GVC means to enter into the chain which creates high values. This is exactly the same as the paradigm of creative economy which our government pursues constantly.

Journal of Digital Convergence, volume 12, issue 7, 2014, Pages 239~245
DOI : 10.14400/JDC.2014.12.7.239
In this paper, a weighted value wrinkle detection method is suggested based on the analysis on the entire facial features such as face contour, face size, eyes and ears. Firstly, the main facial elements are detected with AAM method entirely from the input screen images. Such elements are mainly composed of shape-based and appearance methods. These are used for learning the facial model and for matching the face from new screen images based on the learned models. Secondly, the face and background are separated in the screen image. Four points with the biggest possibilities for wrinkling are selected from the face and high wrinkle weighted values are assigned to them. Finally, the wrinkles are detected by applying Canny edge algorithm for the interested points of weighted value. The suggested algorithm adopts various screen images for experiment. The experiments display the excellent results of face and wrinkle detection in the most of the screen images.

Journal of Digital Convergence, volume 12, issue 7, 2014, Pages 261~266
DOI : 10.14400/JDC.2014.12.7.261
When the number of parameters in the time series model are diverse, it is hard to forecast because of the increasing error by a parameter estimation. If the homogeneity hypothesis which was obtained from the same model about severeal data for the time series is selected, it is easy to get the predictive value better. Nonlinear time-series panel data for each parameter for each time series, since there are so many parameters that are present, and the large number of parameters according to the parameter estimation error increases the accuracy of the forecast deteriorated. Panel present in the time series of multiple independent homogeneity is satisfied by a comprehensive time series to estimate and to test of the parameters. For studying about the homogeneity test for the m independent non-linear of the time series panel data, it needs to set the model and to make the normal conditions for the model, and to derive the homogeneity test statistic. Finally, it shows to obtain the limit distribution according to
distribution. In actual analysis,, we can examine the result for the homogeneity test about nonlinear time series panel data which are 2 groups of stock price data.

In these days the patient can be easy to see the treatment results at home without going directly to hospital. Despite the many advantages that the patient is got optimum service timely, the currently used personal healthcare devices have no compatibility because the manufacturer use the proprietary software and hardware protocols. For these issues, standardization is required between the set-top box and the individual healthcare devices. In this paper, we designed the healthcare set-top box possible to biometric data transmission by using a standard IEEE P11073 between the device and the set-top box. Because the set-top box using IEEE P11073 standardization can transfer data independently, we are expected to make it contribute significantly to the healthcare business.

DOI : 10.14400/JDC.2014.12.7.419
The main object of the study is to investigate factors affecting the suicide ideation. According to the socioemotional selectivity theory, because of limitation of life time, the family relationship is more important for elderly than young or middle aged group. Based on this theory authors hypothesizes that the familism may show negative relationship with suicide ideation only in elderly group. The data for the study comes from the survey titled understanding on the successful aging of Korean people conducted in 2008. The sample size of the survey is 1,000 and the survey was conducted by the face to face interview with the standardized questionnaire. According to the analysis, familism shows negative relationship with suicide ideation only in elderly group, not in young or middle adult group.
