The definition of digital poverty of multicultural families has not been changed since it was used at the first digital divide survey in 2012. The objective of this study is to reexamine and redefine digital poverty targets of digital divide survey for multicultural families. The results suggest to reexamine multicultural families rather than limiting to Immigrant women for digital poverty. The results were as follows. First, the current survey has been limited to the migrant women for information gap survey of married migrants. But, It is expected to increase immigrant men in the future. It should include migrant men in the marginalized target in terms of preparation for a multicultural society. Second, the current survey has been limited to the migrant women for information gap survey. But, It is expected to increase children of multicultural families. This information gap is likely to be linked to differences in education or future economic disparities for children of multicultural families. It should include children of multicultural families in the marginalized target in digital divide survey.

Since continuous expand in governmental R&D investments and growth number of research institutions, model of multi-agency program has been planned and pushed ahead to settle the inefficiency of investment by the scattered and competitive R&D Programs. However, it was often pointed out that new model`s effect has been fall because the institutional inertia of cooperative system between agencies. In this study, we analyze the current state of multi-agency program and suggest the optimal R&D governance model to improve a better direction. Afterward, several problems were turned up and that allocation and execution of the R&D budget separately, less coordination and cooperation among agencies, and absence of typical evaluation system of multi-agency program. Therefore, we suggest some of improvements by analyzing each steps.

Journal of Digital Convergence, volume 14, issue 6, 2016, Pages 43~49
DOI : 10.14400/JDC.2016.14.6.43
This paper explains concepts and methods of indexes measuring gender gaps. There are mainly 4 indexs, GDI, GEM, GII and GGI. UNDP developed GDI, GEM and GII. WEF developed GGI. Each index has its own strengths and weak points. Therefore it is important to understand each index in detail. For Korea, as men and women have been developed equally in areas of education and health, the GDI score was in a high group. However, the GEM and GGI scores were low. This implies that in order to reduce gender gaps, it is necessary to expand gender equality policies empowering economic and political empowerment.

Yeon, Hwa-Jun ;
Journal of Digital Convergence, volume 14, issue 6, 2016, Pages 51~60
DOI : 10.14400/JDC.2016.14.6.51
The modern state has always followed a variety of risks in the industrialization and informatization trends in the development of science and technology. Under such an environment, A matter of State compensation should take into consideration a variety of values such as harmony relief victims` rights in accordance with the principles of the rule of law, suppression of illegal acts of public servants, ensuring stable performance of official duties, the national treasury stability. As the state takes responsibility for an act of a public servant in a modern constitutional state, there may be a doubt on that the state takes responsibility only when there is a deliberation or a mistake. According to the theory of the self-responsibility, which suits the Constitution, the principle of liability with mistake on the State Compensation Law shall be excluded. I agree to the opinion that a subjective responsibility prerequisite such as a deliberation or a mistake is not required in relation to the liability of reparation on the State Compensation Law. Therefore, it is needed to convert the principle of state liability of reparation from the principle of liability with mistake to the principle of liability without mistake through a fundamental revision of the State Compensation Law.

DOI : 10.14400/JDC.2016.14.6.143
This paper`s aim is to suggest the Expert System for analyzing relative combat power in ground operations. Since relative combat power analysis in terms of comparing combat power of friendly forces with one of the enemy can determine how the commander and staffs operate their unit afterwards, it requires fast and rational decision-making process. However, it has relied on manual method so far though Tactical Information Communications Network(TICN) into which numbers of applications can be loaded has been developed over a decade. 3 methods for analyzing relative combat power were expressed as mathematic rules to be used knowledge in the expert system after reviewing previous studies, and it studied how intangible power as well as tangible were reflected on total combat power. The expert system that will be built using EXSYS Corvid tool is expected to lessen error rate, provide faster decision-making, and reflect both intangible combat power and tangible one by using an appropriate weights in analyzing relative combat power. Next research filed includes how to build expert systems related with military personnel and intelligence areas for fast and rational decision-making processes.

DOI : 10.14400/JDC.2016.14.6.253
As many people use internet through the various programs of PC and mobile devices, the possibility of private data leak is increasing. A program should be used after checking security of information flow. Security analysis of information flow is a method that analyzes security of information flow in program. If the information flow is secure, there is no leakage of personal information. If the information flow not secure, there may be a leakage of personal information. This paper proposes a method of analyzing information flow that facilitates SAT solver. The method translates a program that includes variables where security level is set into propositional formula representing control and information flow. The satisfiability of the formula translated is determined by using SAT solver. The security of program is represented through the result. Counter-example is generated if the program is not secure.

DOI : 10.14400/JDC.2016.14.6.317
The aim of the convergence study is to evaluate anti-asthma effects of white ginseng complex extract(WGCE) on OVA-induced allergic asthma in mice. WGCE was administered at 100 mg/kg and 300 mg/kg to mice, where asthma was induced by OVA. Th2 cytokine including IL-4, IL-5 and IL-13 were measured by Luminex. Also, OVA-IgE and eosinophil were measured by haemocytometer and BALF total cells were measured microscope. Production of IL-4, IL-5, IL-13 and OVA-IgE in serum was decreased, respectively, in comparison with control. The eosinophil in whole blood decreased significantly. In addition, WGCE groups showed a decrease in the BALF total cells. These results demonstrated that WGCE decreases the Th2 cytokine and asthma factors. Therefore, we strongly suggest that WGCE could be effectively used as a therapeutic drug based on its anti asthma factors.

This study was conducted to provide the base line for the use of prophylactic antibiotics and the standard of antibiotic use and the evaluation based on analysis of current use, quality assessment and periodic changes of prophylactic antibiotics in a university hospital. We chose the year 2008, 2009, 2010, 2012, and 2014 as the study periods since the primary evaluation on the first year of implementation in 2007. For this study, healthcare benefit quality assessment data from the Health Insurance Review and Assessment Service was used. We analyzed the differences each year of treatment period; one category for initial treatment timing, three categories for selecting antibiotics, and two categories for the length of treatment from multiple evaluation indices of gastric surgeries, colorectal surgeries, and cholecystectomy. The analysis revealed the followings: Regarding length of antibiotics treatment, total days of treatment decreased down to 1.5, 1.5, and 0.6 days in the year 2014, from 13.5, 12.8, and 6.9 days in the year 2007, for gastric surgeries, colorectal surgeries, and cholecystectomy. Based on these outcomes, the efforts to devise efficient delivery and distribution of the recommendations or indices which medical staff could adhere for quality improvement of the prophylactic antibiotics would be necessary. Also implementing monitoring system to help the hospitals to acknowledge their own faults may be helpful.

The aim of this case research is to describe the convergence education of Akita International University. Today, competition among universities in Korea are becoming more and more intensified, its strength is expected to continue to rise. In this situation, the Akita International University provides meaningful implications for universities in Korea. Universities in Japan are at similar situation in Korea. The unique values of Akita that we identified are twofold: The first is internationalization in education. The purpose of the internationalization is for Japanese students. For exchange students, AIU provides japan studies program and japan language program. To do this, AIU forms an international community to mingle Japanese students with foreign exchange students by living and learning together. Second thing is about international liberal arts education. The focus of international liberal arts education is that students acquire comprehensive range of skills and knowledge to build the intellectual foundation for specialist study by providing a broad range of academic disciplines. In doing so, students promotes learner autonomy. Unlike specialized education, in which students acquire an in-depth knowledge of a particular field, providing international liberal arts education is to find a field in which students want to study further. The implications and conclusions are discussed.

Journal of Digital Convergence, volume 14, issue 6, 2016, Pages 405~413
DOI : 10.14400/JDC.2016.14.6.405
To solve various problems of the Internet as well as to enhance network performance, various future Internet architectures utilize cached data in network nodes or in proxy servers. Named-data networking (NDN), one of future Internet architectures, implements in-network data caching functionality, and then responds itself to request messages. However, it can cause users` privacy invasion that the publisher of data can not engage in the sharing/using process of the data anymore after the data was cached in-network. So NDN implements both encryption-based access control and group access control. But, since such access control schemes need to exchange additional messages in order to search for a proper access control list and keys, it causes inefficiency. This paper surveys the access control schemes of NDN, and then proposes an improved scheme.

DOI : 10.14400/JDC.2016.14.6.457
To achieve eco-friendly hospitals it is necessary to empirically verify the effect of meteorological factors on the power consumption of the hospital. Using daily meteorological big data from 2009 to 2013, we studied the weather conditions impact to power consumption and analyzed the patterns of power consumption of two hospitals. R analysis revealed that temperature among the meteorological factors had the greatest impact on the hospital power consumption, and was a significant factor regardless of hospital size. The pattern of hospital power consumption differed considerably depending on the hospital size. The larger hospital had a linear pattern of power consumption and the smaller hospital had a quadratic nonlinear pattern. A typical pattern of increasing power consumption during a hot summer and a cold winter was evident for both hospitals. The results of this study suggest that a hospital`s functional specificity and meteorological factors should be considered to improve energy savings and eco-friendly building.
