Analysis of the Main Factors for Evaluating e-Government Web Site

Korean e-Government web site has been evaluating as a distinguished government, ranked 5th of the 119 countries in the "Global e-government readiness index report 2005" by UN in 2006. However we have to focus poor rate of utilization in proportion to its high evaluation of e-Government ranking. These reason probably did not reflect the requirements of user to build and operate e-Government web site. In this paper we will provide the important factors to consider to build and operate e-Government web site. For this, we analyze the relative importance for evaluation factors of e-Government web site using AHP(Analytic Hierarchy Process).
A Study on the Introduction of Electronic Stock System

Electronic methods are already used in money transfer and credit cards transactions and electronic money and checks, which can substitute cash and coins, are being discussed. Recently, the Acts of Electronic Draft have been enacted, in order to make the money in the market flow efficiently. Also electronic bill of lading has been adopted for the practical use of international shipments. However, despite of the effort from the academia and practice, investments to stocks, especially in the stock exchange, is not quite perfectly electronic. Japan enacted a relevant act in 2004 which make its stock market totally dematerialized. This writing summarizes some issues in interpretation that arise in the course of operation of the Stock Electronic Registration System at the present time of 6 months after it came into effect and its purpose, by doing so, is to prevent in advance the kind of problems in introducing the similar system to Korea.
A Study on the Qualitative Analysis of Creative Leadership

Public and private sectors are experiencing a worldwide economic depression originated from the failure of U.S. financial system. At a harsh time like this, policy-makers need to understand more about the effects of the creative leadership in the digital era. However, there haven't been enough studies performed on this field in Korea. This study aims to fill the blank and learn more about the correlation between creative leadership and organizational effectiveness. To achieve this goal, various previous leadership studies have been reviewed in terms of organizational behaviors, comparative culture studies, and etc. In the end, this study argues previous qualitative studies' weaknesses and limitations, and tries to suggest new aspect of qualitative research method of creative leadership.
The comparison of electors with candidates on the approach to internet political information.

As a development of IT, the most part of societies apply it. Political area is not an exception. Most of candidates, parties and government make web sites to provide political information. But the political information of internet don't have a positive influence to electors always. On the assumption that the people who seek political information from internet are concerned at politics, the fact that the users don't affect at the internet political information demands close investigation. In this study I suggest that the reason is the difference forms of the political information provided from politician with netizen's expectation at the Internet.
Infra Service Model for Usage-based IT service in Public Sector

The concept causing all the fuss is "the utility computing or the usage-based IT service", which now represents the future for IT asset in all aspects of the way they work in business, the commercial and public sector. The core of "utility computing or usage-based IT service" is changing the IT assert from "ownership" to "borrowing", which enables managers to get greater utilization of data-centre resources at lower operating costs. This trend is spreaded in public sector centering the Governmental Internet data Center of Korea(NCIA). So, it has need to make an usage-based IT service model that is suitable for public sector. In this paper, we propose the usage-based IT service model that is composed of IT service framework, service pricing model and IT service architecture.
A Study on Senior friendly function Game Industry and Culture Contents Technology(CT) R&D development process.

This study explored the current supply status on Contents Technology R&D(research and development) and friendly function Game Industry targeting to elderly consumers. The game contents including the functional components are categorized the sixth category of CT R&D's fundamental planning. The function game targeting to elderly focused on emotional and physical recovering to barrier, user friendliness, simplicity and certainty of game performance. The purpose of game participation are health, well-being, psychological wellness and communication. The functional game consisted of various version procedure by socio-demographic, the accessibility to game media and device.
An Influence of Supportive Policy for CT Industry on Innovation Ability of Organization and OSMU of Contents - Focusing on Domestic Animation Industry

The research tried to realize the policy which serves Innovation ability for culture-contents producer, and culture-contents producer's Innovation ability which impacts OSMU of contents in the policies of government for vitalizations of culture-contents industry. As a result, we have reached the conclusion that the supportive policies for technology, exports and marketing were effective to strengthen the innovation ability of management of human resource, creation and production area. Also we have found that content's OSMU has been influenced by innovation ability. The implication of this study are followed. First, the policies which are intended to revitalize the culture content industry by government has the effect that are some different ones from the settlement and intention. Second, the production industry of animation do still passive and closed organization management, without the efforts for opened and cooperative management. Therefore, the efforts of government which are more practical and realistic supports to revitalize and based on strategic cooperation of industry.
A Study on Relationships between Perceived Services and Satisfaction of SaaS(Software as a Service)

SaaS (Software as a Service) provides software in the form of service via internet rather than software package. Thus a large number of users could use the service of new type of software service as long as they connect to internet. SaaS, as a delivery model attracted in the software industry, grows with impelling force. SaaS has been adopted as an information spreading strategy of small and medium corporate so that its effect has been recognized in both academic and practical areas. However, there are not much researches about it because SaaS is still in the introductory stage. This study focused on the success model of SaaS to find out the factors that affect usability and the satisfaction of users. The sample is based on the on-line survey for the 549 government officials who are using SaaS. At last, the number of the employed answers are 157 after unqualified ones are removed. The result shows that Security, Service quality, Price and System Integration significantly affect the usefulness and the satisfactions of users.
A Study on Factors Affecting Web Academic Information Service Quality

To determine factors affecting scholarly web database service quality, this research is to investigate factors of web academic information service quality, and analyze how these factors influencing on web academic information service quality satisfactions. As a results, three dimensions were identified namely, information retrieval, ease of use and interaction. The scholarly web database service management has more critical problems than information service in these days. It indicates that the qualitative aspect is becoming more important than quantitative in web academic information service management.
A Study on the Influence of R&D Organizational Culture to Organizational Commitment and Organizational Citizenship Behavior In Small and Medium Enterprises.

This paper aims to examine the impact of R&D organization culture(diversity, autonomy, redundancy and connectivity) to Organizational Commitment and Organizational Citizenship Behavior in Information Technology Companys. Hypotheses were tested by surveying 250 employees at R&D Gumi Industrial Complex. The findings of research are as follows : First, three factors of R&D organizational culture had a significant positive effect on the organizational commitment except redundancy. Second, two factors of organizational culture in R&D organizational culture had a significant positive effect on the organizational citizenship behavior except autonomy and redundancy. it is shown reliable criterion to effective organizational management in small and medium enterprises.
A Comparative Study on Information Technology Infrastructure of SMEs in Korea and China

Information and computer technology(ICT) readiness in SME(small and medium enterprises) in globalized digital world get much attention due to its capability to reach broader customers and to personalized the products to the clients. The purpose of this study is to compare the readiness of ICT capabilities in SME between Korean firms operated in Qingdao China and Incheon, South Korea. The results of the study are presented and the implication of this comparative research is discussed. It is hoped that the finding of the research would be beneficial to academian and practitioners in China and South Korea.
An Analysis of Factors to determine the Market Competitiveness of SaaS Enterprises

This dissertation aims to empirically analyze the factors that determine the market competitiveness that would enable SaaS enterprises to survive. The contents of this dissertation includes; (l)analysis of factors that determine market competitiveness of domestic SaaS enterprises, (2)structural analysis of factors that determine the market competitiveness of SaaS enterprises on the their performance. Results of analysis of this dissertation are as follows. First, the factors that determine market competitiveness of SaaS enterprises were found to include (l)enterprise management competence, (2)competence for technological possession, (3)reliability and safety, (4)customer management competence, and (S)competence to cope with external environment of the enterprise. Second, the outcome of structural analysis of factors that determine the market competitiveness of SaaS enterprises on the their performance illustrated that (l)enterprise management competence and (2)competence for technological possession has structural relationship of imparting influence on the (6)enterprise performance by the full medium of (3)reliability and safety, (4)customer management competence, and (5)competence to cope with external environment of enterprise.
Effect of the Communication Skill of Organization on Their Job Performance

The purpose of this study is to examine the causal correlation between communication skill of organization and their job performance. In our model, we used these variables - innovation awareness, job satisfaction, organizational commitment as a parameter. In order to verify the hypothesis based on research model, a survey among researchers (sample size=117) who work in food company was carried out. Analyzing hypothesized model and following the statistical procedure, we could assure that there exist positive correlation with communication skill, innovation awareness, job satisfaction, organizational commitment and organizational performance. A coefficient of correlation between those variables was clearly high in the group with good communication skill. Among the parameters, the variable of innovation awareness was more effected on their job performance.
A Empirical Study on the Adoption of RFID Systems in the Food Industry's E2E Process - Focusing on the Methodology on the Tag Attachment via BMT -

Although current RFID technologies can provide wide advantages in food industry area, most food companies do not consider willingly adopting this technology yet. This paper will present how the effective implementation of RFID systems in food industry could be realized. To Measure the importance of RFID systems, this study utilized the BMT(Bench Mark Test) methodology using RFID systems that were composed of tag and reader. After conducting this study, it suggests the effective tag attachment methods on the objects. The results are shown that the excellent tag product is a RFCamp and a fixed reader of Thingmagic Mercury 4 is the best product. Also, a portable reader of Motorola MC9090-RFID is recommend to the highest product. Therefore, this test is useful for selecting the best RFID systems to the food industry area. In addition, this study displays the effective tag attachment method to each bottle that was used to the experiments in food industry. Therefore, this study is contributed to the not only importance in the government IT areas as a growth engine but also the importance for consumer as a right for the knowledge about the food quality.
A Fuzzy Model for Assessing IT Governance Complexity

IT governance implies a system in which all stakeholders with a given organization, including the board, internal customers, and related areas such as finance provide the necessary input into their decision-making process. However, the concepts of IT governance are broad and ambiguous, so IT governance is eventually needed multi-criteria decision making. This paper presents a hierarchical structure to better understand the relationship between control structure and the complexity of collective behavior with respect to IT governance and proposes a corresponding fuzzy model for analyzing IT governance complexity based on an extensive literature review. The results of this study are expected to provide a clearer understanding of how the concerns of IT governance behave and how they interact and form the collective behavior of the entire system.
