A Study on the efficient process of digital television switchover : Focusing on the Case of Digital Switchover in the UK

This study aims to analyse the process of digital switchover in the UK, which is regarded as one of the most successful cases in the world, and to examine efficient plans for the future digital switchover project in Korea through the UK's case. The digital switchover in the UK shows with no doubt the significance of integrated government policies, collaboration between relevant governmental organisations, and the public service broadcaster. Along with this, active and detailed Public Relations (PR) should take place, helping the citizens realise the efficiency of the phased switchover region by region and the measures to resolve the gaps between all social brackets. To sum up, the successful digital transfer is not only achieved by governmental policy and technological preparation from broadcasters, but also by voluntary citizen participation. Government officers and broadcast executives need to realise this and should focus on communicating with citizens.
How to Improve the Evaluation Methods of IT Outcomes in Government Organizations: A Perspective of Benefits Realization

Information Technology represents substantial financial investment for government organization. However, it seems that the real goal of IT investment, which is to make government more efficient, effective, and responsible through IT systems, has not been seriously aware of in the government organizations. As a result, despite of large investment in IT over many years, substantial benefits accrued to the work, such as process innovation and work efficiency, have not actually occurred. In this paper, it is argued that, since IT benefits will not be realized without any effective benefits realization efforts, it is needed in IT evaluation to put more emphasis on the efforts. Therefore, it is suggested that appropriate IT evaluation can possibly work as a guideline for deriving the desired benefits through the IT investment. In this study, some of the well known approaches were reviewed about what IT evaluation and IT benefits realization efforts should be. Current evaluation method was analyzed from the perspective of benefits realization. On the basis of the analysis, this study leads to suggestions that improve the current ways of evaluating IT performance, helping government focus on realizing practical IT benefits at work.

It is very difficult to predict what effects the introduction of IFRS(International and Financial Reporting Standars) has on the existing system. Only the cautious and careful adoption of new system will minimize the confusion. The purpose of this paper is to propose appropriate design and construction of IS on financial statement according to the introduction of IFRS(International Financial Reporting Standard) in order to minimize the confusion. In order to meet that purpose, suggestions on five areas in consolidation financial statement are proposed. Those five aspects are as follows: Area of SPE Consolidation, Area of internal transaction setoff, Area of unrealized gain or loss setoff, Area of eliminate the investment account against the stockholder's equity, Making Consolidation footnote and Consolidation CoA as other area.
A Study on the influence of R&D Organizational Culture to Technology Innovation in Small and Medium Enterprises

This paper alms to examine the impact of R&D organization culture to Technology Innovation in Small and Medium Enterprises. Hypotheses were tested by surveying 250 employees at R&D Gumi Industrial Complex. We conducted exploratory factor analysis for four constructs (diversity, autonomy, connectivity and flexibility) using oblique rotation method that did not assume independence among the factors and main factors of organizational culture in R&D organization were grouped together by four factors. The results of this study are as followings; First, three factors of R&D organizational culture had a significant positive effect on the product innovation and except autonomy. Second, two factors of R&D organizational culture had a significant positive effect on the process innovation except autonomy and flexibility. it is shown reliable criterion to effective organizational management for successful Technology Innovation in small and medium enterprises.
A Study on Measurement of Collective Intelligence using Business Management Game

In connection with each other through social networks, individuals share valuable knowledge and information. Furthermore the knowledge and information based on the collective intelligence is growing. Collective intelligence with more peoples will grow by gathering intelligence to enhance the collective intelligence. This study investigates the collective intelligence using business management game, and observes forming process of collective intelligence. To achieve the objective to observe the forming process of collective intelligence, only the test subjects available were exposed to the Corporate Management Game with SNS space. During the experimentation, the interaction and feedback were observed. The results of the study show that different performance, feedback and interaction for each group.
The Influence of Social Identification and Persistent Communication Activities on Interpersonal Trust in the Virtual Community

The current study investigated how interpersonal trust is developed in online communities, where most of individual identities are unknown or doubtful. To better understand and theorize the underlying mechanism, a survey was conducted integrating the literature on computer-mediated communication (CMC) and extending previous research on social identify model. The findings confirmed that integrity, benevolence, and openness are essential components in the concept of trustworthiness, which is predicted by social identification and persistency of communication activities in the virtual community.
An Exploratory Study on Concept and Realization Conditions of Smart Learning

In this context, this paper will review the actual condition of e-Learning and the prior studies of Smart Learning, and study the concept and realization conditions of Smart Learning.
Effects of Corporate Social Activities on Purchase Intention and Corporate Image-The Mediating Role of Consumer's Emotion

The purpose of this paper is to see whether a corporate's social activity has any influence on purchase intention and corporate image, and how it affects consumers' feelings with that correlation. This study empirically proves that the influence of purchase intention and corporate image can be different according to the corporate's social activities. The study suggested for a crucial marketing direction on a practical affairs level, along with a need of corporate social activities. Corporate social activities affects to build a positive corporate image, product image and purchase intention. When companies need to improve the corporate's image enhance, corporate social activities will be bring social and economic benefits and to be a very useful activity other than the corporate's communications activities. Therefore, corporate needs to pursue a more systematic and strategic social activities under a perception that a corporate social activities.
A Study on Moral Recognition of Blog Activity with China Netizen

This study has a blog usage experience with china netizen. We found the impact that blog usage motive, usage type, blog involvement and political-society disposition influence on a moral recognition with a blog activity. Results were as follows: First, A blog usage motive appeared seven, self-expressive and informational search motives were revealed that we had an influence on moral recognition of blog activity. Second, they had the difference in a blog usage motive according to a blog involvement and blog involvement reveled that we had an influence on moral recognition of blog activity. Third, the society involvement disposition of china netizen had an influence on moral recognition of blog activity, it effects on significantly social motivation of blog usage. The implication of this study is a follows. We verified the blog usage motive, type, blog involvement and society involvement disposition are important elements which understand a blog activity. Finally, we confirmed that psychological and social motive related to moral recognition of blog activity.
A Research on the PMO Functions and PMO Management Level to Increase the IS Project Performance

Nowadays, the IS project is getting more and more complicated and large-scaled. Many researchers and practitioners are interested in the IS development methodologies, automated tools and techniques to decrease project failure and to increase IS project performance. This research is to seize the management level of PMO affecting on the IS project, as a new method to increase the IS project development performance. As a result of surveying the present PMO operation state with banks which are the leading industry to accept the PMO in Korea, technology support management and infrastructure management are the core functions to affect the IS performance including schedule management, quality management, and user and stakeholders' satisfaction. Also, the PMO management level is the important point of IS project success. Among the 5 levels PMI suggested, PMO can implement the project effectively at least at the third level. Korean companies introducing the PMO have to do research the PMO core functions and the management levels according to the project scale, and review the distinctive features of their organization to increase the maturity of IS project. This research has been proved through the Full Structural Equation Model. The results show that the five core functions of PMO have relationship with the IS project performance.
Design and Implementation of SNS-linked Location based Mobile AR Systems using OpenAPI on Android

As the recent advances in network and wireless communications and semiconductor design and process technologies, our computing platform is rapidly shifting from desktop PCs to mobile devices such as UMPC (Ultra Mobile PC), Tablet PC, and Smartphone. Especially, wide-spreading Smartphones allow a new field of application based on location based services available with an user interface called augmented reality (AR). Therefore, this paper introduces an implementation of AR using various OpenAPls on Android Smartphones. In order to utilize enrich user data in real time, the system integrates with location based social network services also with OpenAPI. These APIs enable third-party developers to make use of rich contents of many portal web sites. The prototype was implemented on the real Android phone, Sky Sirius, and the result shows that it can provide an efficient location based service using AR technology without any constraints on mobile devices; in addition, it connects SNS to AR for sharing user data including photos, videos, and messages based on a specific location.
Developing the framework of level diagnosis for green data center

The data center has become an increasingly important part of most business operations. An increasing demand for computation has led to increasing industry energy consumption. Therefore, higher-than-normal rates of energy efficiency have become a core issue in the life cycle of data center. In this paper, we proposed the framework of level diagnosis for green data centre that can be used to diagnose the levels of capability maturity model. This framework contains the 5 key areas such as construction, air-conditioning, electricity, information technology, organization and indicators that can be applied as basic level diagnosis guide for green data center.

The humanities are academic disciplines that study the human condition using methods that are primarily analytic, critical, or speculative, as distinguished from the mainly empirical approaches of the natural and social sciences. This study tries to explore the practical role and direction of the humanities in the social network community, where harmonious communication with the more concrete aspects of human life is not always in effect. This task will examine the scholarly nature of the 'miner humanities in the subject area rather than other areas of the humanities. Therefore, the goal of this study is first to investigate the nature of the academic mind humanities, and then to explore the practical challenges as well as possible reasons that the mind humanities should be educationally approached in a self-cultivated perspective.
