Analysis and Implications of Australian National Data Service(ANDS)

Our country does not currently have a concrete policy for the management and preservation of the scientific dataset on the national level. The scientists and the research groups that are implementing a research project are not capable of searching or sharing the information about the dataset. In this situation where there is a major increase in the number of researches that use digitalized dataset, being able to share and reuse the scientific data amongst researchers is recognized to be very important. Therefore our country needs a new formulated policy that manages scientific data on the national level. This paper helps to find the implications of the strategic planning in our country by analyzing previous advanced case studies done by foreign countries. We selected Australia as our subject because its intensive government-driven research environment, research infrastructure and information service are very similar to Korea. To be specific, we analyzed ANDS (Australian National Data Service) and drew out the implications that could be applied to our country also. And finally we propose the basic principles that needs to be mirrored when formulating a policy on our country's scientific data.

The spread of computer and network gets various social and economic activities done quickly and efficiently. As a result, it makes a crime using network easy and increases the vulnerability of a social system. As there is a crime as a social being, we need to give careful consideration to the crime occurring in virtual space. Accordingly, the purpose of this paper is to investigate the regulatory need of the Criminal Procedure concerning the network security issues as the new legal and regulatory space that begins to be realized from the late of 20th century because of the extent of social threat. Above all, we addresses whether the amendment of existing legal regulations is necessary, based on the special characteristics of the virtual space.
A Study on Cognition and Policy of Shutdown System of Adolescent

Recently, the side effects from the online game is appearing to adolescent to serious level. This research studied the system to protect adolescent from excessive game usage, the system to limit an online game service connection at the midnight time. Namely we found at a shutdown system introduction of adolescent out about cognition, problems with the game poisoning and effects with shutdown system and alternative policy. The investigation results were as follows. First, only 17.5% of adolescent knew a shutdown system. Second, they were recognizing about the game poisoning seriously. Also the half degree thought them efficiently about a shutdown system introduction. The policy about a shutdown system introduction were as follows. First, public education is activate, and we must keep adolescent from exposing to private education in the entrance examine competition. Second, we need the thing to increase the conversation time of the children with put parents to develop desirable family education program. Lastly, the supply must be achieved with leisure culture contents development of adolescent.
A study for efficient operation of the e-commerce guarantee financing system in domestic industries

This research suggests for efficient operation of the e-commerce guarantee financing system in domestic industries by reviewing the definition, current situation and problems of the e-commerce guarantee financing system in operation since 2001. Throughout the 10 years of the e-commerce guarantee financing system's implementation, technological development has solved many previously concerning factors. The goal of the study is to resolve the current issues of the e-commerce guarantee financing system and offer means by which to expand the accessibility of the system to domestic industries and further assistance to firms already using the system. One of the primary policies supported by the research is the reallocation of funds from archaic means of exchanging finances to the modem e-commerce guaranteed financing methods because of the increased transparency of the trading. Specifically, the funding operated by government guarantee agencies requires systematic promotion, justifying subsidies and tax breaks to companies that are using e-commerce guarantee financing because of the increased overall transparency. In addition, the benefits of e-commerce guarantee financing as a means of funding are numerous: the promotion of good business, relaxation of credit ratings for company loans, construction of the mobile operating system for small businesses, and creation of policy flexibility in operating fund agencies run by government. Future research areas include continued collection and analysis of the above data provided and new market feedback such as direct poll surveys of the operating staff in companies using e-commerce guarantee financing agencies.
The Propagation and Construction of China's National Image in

As China's international status is more and more uplifted, the active shaping and effective propagation of China's national image has been regarded as an important means to demonstrate China's soft power, demolish the so-called "China Threat Theory", and compete for China's share in international discourse power. This article first makes a discussion on the fundamental concepts and related theories of national image, and then explores the precise positioning of China's image as "a responsible power" and the connotation that should be contained in this image. Finally, this article presents a tactic of "complex propagation" for the shaping of China's national image, which includes the propagation by new media and advertisement, the marketing of international sport games and other international events, public diplomacy and public relations tactics.

The World aerospace industry grows consistently with the development digital technology. We study the activation of the digital aerospace industry based on avionics system, with respect to demand, system and industrial structure in the gimpo area. The strategy is made for aerospace industry to be a growth driver and then we suggest some projects to carry out it. Those are lasting creation of aerospace demand, possession of core part material and competitive digital technology, construction infrastructure for activation of system operation, improvement of administrative assistance system and finally strengthening policy modulation between civil, company, army, academy, and government. Therefore, it is possible to develop into it focusing the MRO and the Helicopter, if we complement systems related in the field of administration and Industry.
A Study on Culture Studies for the Circuit of Culture of Policy Discourse: Focus on Cultural Representations and Signifying Practices

This study is the text discourse of agenda setting through media policy on the three communities. The materials of subjects are the 71 text discourses that appeared in the columns, the special manuscripts, and the comments on the contemporary topics in 33 media. The subjects focuses on the metaphor, metonymy, and binary transposition. This kind of connotation tends to be imploded into people through media, so that it produces hyperreality. This process produces the regulation and strengthens the reality through the circuit of culture. Thus this research tries to develop the theoretical foundation for analysing the text discourse produced by the media. Also it focuses on widening the research scope to study the effects that the circuit of culture provides on the politics, society, and economics. Therefore The first, the objective meanings(denotation)which the referents of the community as T'PALACE, I'PARK, and STARCITY are 'larger scale', 'high and skyscraper', 'the rich people and the plutocrats who have very high academic career' and ' the residence place for the famous stars and successful CEOs', etc. and the subjective meanings, connotations which the referents of the community are 'The first street' transposes '1%' 'their own space' into the characteristics of the wealth of Gangnam district or Korean wealth', the additional significations which the metaphors such as 'the noble community', 'the sample for the high -level residential space', and 'the greed of 1%'. Conclusion, The significations of the symbols became imploded into the population and circulated along with the cultural streams through the media. The referents are recreated and consumed among the other communities such as the named 'PALACE', 'I'PARK', 'STARCITY' in the other areas. This kind of ideology tends to create the myths such as 'the 1% rich people of Gangnam', 'the first street of Korean wealth', and create the regulation such as 'the compound taxes for the real-estates', 'the policy of reducing the taxes for the rich', 'the policy of reducing the taxes for the 1% of the rich'. Also these regulations make the politicians operate new policies and are being utilized as 'slogan' for the politicians.
An Effects of Self-Determination Theory on Social Presence in Online Community

The purpose of this research is to explore the causality of autonomy, competence, and relatedness which are major variables in self-determination theory this study examines factors affecting intrinsic motivation, which also influences Social Presence. The results indicates that competence and relatedness positively influence. Firstly, Autonomy not significantly influences Social Presence. Secondly, Competence significantly influences Social Presence. Thirdly, Relatedness significant1y influenced Social Presence. Fourthly, Social Presence significantly influences Loyalty.
Exploring Political Figures' Image Through Microbloging: Analyzing Twitter Messages of Political Figures

This study explored how political figures build their image using twitters. To examine the research question, this study analyzed twitter messages in five political figures: Si-Min, Yu, Jung-hee, Lee, Mun-soo, Kim, and Young-gil, Song. The findings showed that except for Mrs. Lee, the other political figures presented more one-way messages than two-way messages in twitters. Even though twitter has benefits of communicating instantly and two-way communication between followers and followings, most messages in their twitters were limited to informative message. The study also classified the messages into social-oriented and individual-oriented in each politician' s twitter. The result presented that Mrs. Lee twitter included individual-oriented messages, but the other three political figures had more social-oriented messages.

The innovation is an important element controlling national economic growth and the competitive power reinforcement of the company. The developed nations concentrate interest on upbringing and investment in knowledge intensive industry and advanced technology base industry for national competitive power reinforcement. I support in particular it as Korean representative industry in the case of the advanced technology base industry positively in the government. Though a patent can become the important competition predominance element of the company by such an advanced technology base industry, this and the proof study in the country to be concerned with are the facts that are not enough now. As for the article of the book, what kind of difference there is in importance by IT and BT industry distinction comment on current events value factors of the patent valuation; of the study is aimed. I derived an importance factor among factors shown in the valuation model of the patent valuation organization and an existing precedent study for comparison analysis in the study and used it. In addition, it was analysis hello it utilized AHP technique, and what kind of difference patent value evaluation important factors showed by IT and BT industry distinction. A Study on the influence of Self-Leadership to Technology Innovation

This study aims to examine the impact of Self-leadership(behavior- focused strategies, natural reward and constructive thought pattern to Technology Innovation. Hypotheses were tested by surveying 306 employees at Gumi Industrial Complex. The findings are as follows : First, two factors of Self-leadership had a significant positive effect on the product innovation except constructive thought pattern strategies. Second, two factors of Self-leadership had a significant positive effect on the process innovation except constructive thought pattern strategies.
The comparative analysis of game capability by region -focus on the analysis of LQ index and CT R&D competence level-

The purpose of this study are as follows. First, to analyze relative LQ index of the No. of game company, the No. of employee and the amount of revenue. Second, to analyze personal competence, resource competence, performance competence, network competence and environmental competence of regional game contents R&D. The results are as follows. The LQ index results of company are highest in seoul and Kyunggi area' And In case of except of seoul & kyunggi, the competence of R&D which is daekyung, dongnam, chungcheong are in order. In case of 5 game R&D competence, chungchung, seoul & kyunggi, honam region are in order. The core competence of chungchung region are ideal venture ecosystem among inter-supportive R&D research center, ETRI, university and company.
A Study on influence of R&D Organizational Culture to Organizational Performance: mediating effects of Trust

This study aims to mediating effects of trust on the relationships between R&D organizational culture and organizational- performance. Additionally, This study is to examine the impact of R&D organizational culture to organizational performance. The findings are as follows : First, R&D organizational culture had a significant positive effects on the organizational performance. Second, the mediating effects of trust had a significant effects on all relationships. The means that attaining trust contribute to member's attitude and organization performance, therefore supervisor should make efforts to maintain and enhance trust in organization.
An Analysis on Educational Needs by Career Orientations of IT Service Technical Engineers

This study empirically examined the educational needs according to career orientations of IT service technical engineers. First, this study suggested 5 types of career orientations in IT service technical engineers. Seconds, we considered the individual level's variables(age, academic background) and job characteristics(job type, work experience, organizational size, years of service) as the influential factors of IT service technical engineers' career orientations. Finally, this study examined the educational needs according to 5 types of career orientations of IT service technical engineers. The results, based on the survey 133 IT service technical engineers, showed that both individual and job characteristic variables had significant effects on 5 types of career orientations. And 5 types of career orientations had significant effects on the educational needs.

A case study on the building of integrated CCTV control center at Busan metropolitan city

Public agencies and local governments have been installing CCTV cameras for the prevention of crime, traffic jam, and unauthorized waste. Additionally, national government agencies and schools, a special corporation by special law, local construction and industrial company installed CCTV cameras of their own and are operating them. Various types of CCTV systems disclosed technical heterogeneity. In February, 2011, Ministry of Public Administration and Security presented guidelines for building an integrated control center. This study examines the case of Busan by using the administrative guidelines. Busan integrated CCTV control center among themselves, police agency and fire department. This study looks into the potential problems with the integration process of CCTV cameras and proposes a solution to them.
A study on cognition of win-win partnership between large corporations and small businesses for communications service

This study aims to suggest the ways of mutually beneficial cooperation between large companies and small companies in the field of telecommunication services. To achieve this goal, it attempts to introduce mutually beneficial cooperation plans based on horizontal relationships rather than vertical relationships among large companies and small companies. Research contents will suggest the similarities and differences of individual telecommunication companies by analyzing mutually beneficial cooperation plans of large companies and small companies based on domestic three telecommunication companies. It examines the perceptions of people who are engaged in large companies and small companies in order to enhance the recognition on the mutual cooperation of large companies and small and medium companies. Based on research results, it attempts the activation methods of mutual cooperation of large and small companies.
On the Application for Minimum Server Cores in Public Sector

Today, information resource management is key task in the data-centre as like as NCIA(National computing integration Agency of Korea). In IRM, the server's performance is one of the core elements, it must be importantly managed during whole of system life cycle. As first step of such management is in purchase phase, it is very important that the optimum specification is determined. The server's specification contains such as performance of core, criteria for performance verification, minimum cores, etc. There is constant controversy concerning the minimum cores. In this article, we present criteria for determination of the minimum cores that considered three aspects: (1) Costly aspect as TCO(Total Cost of Ownership, (2) Environmental aspect as Green IT (3) Technical aspect as RAS(Reliability, Availability, Serviceability) functionality. Finally, we propose scheme to ideally determinate the minimum cores.
A Study on Factors Affecting Social Network Service e-Service Quality

To determine factors affecting social network service e-service quality, this research is to investigate factors of social network service e-service quality, and analyze how these factors influencing on social network service e-service satisfactions. As a results, three dimensions were identified namely, fulfillment, ease of use and playfulness. But two dimensions were rejected namely connectivity, security. It indicates that the qualitative aspect is becoming more important than quantitative in social network service management.

The Mind is a still vastly vague and unknown notion. But the more we view this phenomenon with multi-faceted viewpoints and depth, the more we discourse of the Mind with profundity and develop the concept of the Mind with more objectivity which will become that much more perfect. This article proposes to capture the Theory of the Mind, to some extent, in various academic fields and in parallel studies to organize the whole perspectives of the Mind in form of a digital knowledge Mind Map and present a thinkable model of the topology of the Mind.
Study on the Development on Problem-Based Model for Mind Study

This study aimed to develop a problem-based learning model for mind study based on the insight into a general problem-based learning and contemplation of mind study. Focusing on the main stages commonly regarded important in precedent studies on problem-based learning process, the procedures were designed as follows: 1) choosing a text 2) setting a goal for learning 3) developing a problem 4) preparing a set of learning materials 5) developing an assessment tool 6) designing a plan for teaching and learning. The content and range of the stages were presented and how the main activities should be conducted was also discussed in a main body. These procedures were specified through examples of problem-based learning on the subject of 'mind'. It also suggested how to play a role of teacher as a guide or coach with presenting various examples of teacher talk and specific activities for learners to keep the intention of primary problem-based learning by performing a set of procedures.
A Study on the curriculum of the Industry-University Cooperation

The government intends to pursue a program to develop LINC from 2012. Through this program, the government intends to nurture expert manpower required by the areas of industry, research and development, and technology transfer. For this, it wants to create and expand various leader models of industry-university cooperation. Therefore, this study is focused on the method of developing a robust curriculum suitable for educating students to a level where they are ready to work upon graduation. In this study, curriculums used by some universities which have been taken part in the program of industry-university cooperation have been examined. As a result there are some suggestions for the future of this curriculum, and they are as follows: firstly, in order to overcome the gap between universities and industries, universities should survey the requirement of local industries and apply this to developing a curriculum for industry-university cooperation; secondly, DACUM should be used and finally, the curriculum for industry-university cooperation should build upon a stepwise-model in the form of a foundation-core-intensification course throughout a student's university years.
