Text Segmentation from Images with Various Light Conditions Based on Gaussian Mixture Model

Standard Gaussian Mixture Model (GMM) is a well-known method for image segmentation. However, one of its problems is that we consider the pixel as independent to each other, which can cause the segmentation results sensitive to noise. It explains why some of existing algorithms still cannot segment texts from the background clearly. Therefore, we present a new method in which we incorporate the spatial relationship between a pixel and its neighbors inside
windows to segment the text. Our approach works well with images containing texts, which has different sizes, shapes or colors in case of light changes or complex background. Experimental results demonstrate the robustness, accuracy and effectiveness of the proposed model in image segmentation compared to other methods.
Unconstrained Object Segmentation Using GrabCut Based on Automatic Generation of Initial Boundary

Foreground estimation in object segmentation has been an important issue for last few decades. In this paper we propose a GrabCut based automatic foreground estimation method using block clustering. GrabCut is one of popular algorithms for image segmentation in 2D image. However GrabCut is semi-automatic algorithm. So it requires the user input a rough boundary for foreground and background. Typically, the user draws a rectangle around the object of interest manually. The goal of proposed method is to generate an initial rectangle automatically. In order to create initial rectangle, we use Gabor filter and Saliency map and then we use 4 features (amount of area, variance, amount of class with boundary area, amount of class with saliency map) to categorize foreground and background. From the experimental results, our proposed algorithm can achieve satisfactory accuracy in object segmentation without any prior information by the user.
A Study of the HTML5-based Mobile Order Communication System

Recently, online real-time web accessible mobile devices such as smartphones, tablet PCs and application services have been developing rapidly. Hospitals also need to adopt an efficient information system that can provide decent medical services under mobile computing environments to complete future medical services. This study proposes a system in which a doctor can examine a patient and make out a prescription in a ward on a real-time based on the current Order Communication Systems (OCSs) through mobile interfaces. The proposed system implements mobile web pages using HTML5, instead of a mobile app. Web processing speed can be enhanced using the web socket and web storage functions of HTML5.
GPS-based 3D View Augmented Reality System for Smart Mobile Devices

Recently, augmented reality has been proved immensely useful on a day to day basis when tied with location-based technology. In this paper, we present a new method for displaying augmented reality contents on mobile devices. We add 3D models on the view of the camera and use location-based services, motion sensors to calculate the transformation of models. Instead of remaining at a fixed position on camera view while moving around a 3D model, the model rotates on display in the opposite direction that the user is walking. We also design client as a ubiquitous client to reduce constraints on disk space and memory capacity on mobile devices. Implementation results show effective use in creating GPS-based 3D view augmented reality contents for Smart Mobile Devices.
Implementation of efficient parking enforcement system using smartphone

To date, parking enforcement systems have only been used by parking enforcement authorities, who detect and penalize violators. This paper introduces a modified version of the parking enforcement system utilizing smartphones that allows ordinary citizens to report parking violators to parking enforcement officers. The procedures of the system are taking a picture of a vehicle in violation, receiving the violation report virtually and finally reporting if violation car still remained at same location after five minutes have passed. The proposed system contains properties for transmission and receiving data about whether the complaint report of the violator's vehicle has been received in real time. It also works in conjunction with the existing parking enforcement system. This paper describes implementation of the proposed system.
Optimization of a Systolic Array BCH encoder with Tree-Type Structure

BCH code is one of the most widely used error correcting code for the detection and correction of random errors in the modern digital communication systems. The conventional BCH encoder that is operated in bit-serial manner cannot adequate with the recent high speed appliances. Therefore, parallel encoding algorithms are always a necessity. In this paper, we introduced a new systolic array type BCH parallel encoder. To study the area and speed, several parallel factors of the systolic array encoder is compared. Furthermore, to prove the efficiency of the proposed algorithm using tree-type structure, the throughput and the area overhead was compared with its counterparts also. The proposed BCH encoder has a great flexibility in parallelization and the speed was increased by 40% than the original one. The results were implemented on synthesis and simulation on FPGA using VHDL.
Feasibility of Using the Clamp Meter in Measuring X-Ray Tube Current

The clamp meter maintains electric safety as a non-invasive method while measuring the absolute value of tube current with it has been recently developed for an X-ray high-tension cable. Especially this can show high accuracy at short X-ray exposure time. Considering such a condition, this study is to evaluate the feasibility of a clamp meter in measuring X-ray tube current by taking the measurements and comparing with those of the Dynalyzer III which has been considered as a standard measuring device. From measuring the tube current accuracy depending on changes in tube voltage and exposure time, the clamp meter showed higher accuracy rate which was -1.3~4.2% difference. Thus clamp meter can be used for clinical radiologists who are not familiar electric circuit to manage X-ray devices easily and correctly in the future.
Testing the Convergence Hypothesis of Health Care Expenditure: Empirical Evidence from Korea

This research explores the convergence of health care expenditure in Korea with different income groups and the world level by applying different concepts of convergence, including growth rates, trends, differences as well as rationality and statistical variation of health care expenditure. The empirical evidence shows that, in general, the health care expenditure in Korea seems to be on the right track in terms of both level and difference, given the fact that convergence exists with the expenditures of the high income group and the world level. It is also worth mentioning that the Korean public health care system has been performing much better than its private health care counterpart. Such a result suggests that the private health care system has to be more elaborately and systematically managed through the establishment of an operational policy to stimulate an increase in private health care expenditure.
Who are Dominant Communicators on Twitter? A Study of Korean Twitter Users

This study explores how Twitter users perceive their socio-communication attitudes as well as those who users follow. From the theoretical perspective of communication styles in interpersonal communication, this study focuses on the positions and roles of users and their partners in Twitter conversations by conducting a survey and a content analysis. The results demonstrate that the respondents tended to perceive their communication attitudes to be more passive on Twitter than in the real world. In addition, they tended to perceive that their most trusted followees were more likely to show dominant communication attitudes than they did. These results indicate that ordinary users are more likely to play a role as listeners than as speakers on Twitter while entrusting several trusted users with the role of a dominant communicator and that their perception of their own and their followees' communication styles tends to influence their actual behavior on Twitter.
Effect of exercise program using mirrors for stroke patients

This study was performed for two of specific reasons, one is for exercise development for improving stroke patient's muscle power, balance and gait and, after verifying the effect of the exercise, the other is for showing that the appling this exercise was more effective on hemi-plegic stroke patients into the clinical trial. The subjects of this study were hemi-plegic patients by stroke, 51 patients were picked up, who were agreed with this research. Close kinetic chain leg exercise using mirrors was applied to study group I, Close kinetic chain leg exercise without mirrors was applied to study group II and general physical therapy was applied to comparison group. The results of this study are as follows. The difference of the groups, study group I showed more effective than study group II on checking rectus femoris, vastus lateralis, biceps femoris, Korean version of Berg Balance Scale, Center of pressure, Functional gait assessment. In this study, Close kinetic chain leg exercise showed more effective and significant on improving for muscle power, balance and gait on stroke patients. Especially, doing exercise using mirrors is considered as more effective method than without mirrors.
The Effects of Weight-Bearing Exercise on Upper Extremity Activities Performance in the Female Stroke Patients

The purpose in the present study was to examine the effects of weight-bearing exercises on stroke patients' ability to perform upper extremity activities. Experiments were conducted with 24 female stroke patients who were randomly assigned to either a control group (CG) that performed general exercise or an experimental group that performed weight-bearing exercise (WBG). The experiments were conducted for 30 minutes per time, three times per week for six weeks. The upper extremity functions, grasping power, and the ability to manipulate the fingers were measured for both groups before the experiments and again six weeks after the beginning of the experiments. Although the scores for upper extremity functions relating to raising the arms that correspond to proximal upper extremity functions increased in both groups, the WBG showed more significant improvement. The WBG showed significant changes in grasping power compared to the CG. Based on these results, weight-bearing exercise can be effective in improving the ability to perform upper extremity movements and grasping power and thus can be used in stroke rehabilitation.
Similar services, different perceptions: The gaps of satisfaction based on the level of recreation specialization

The golf industry has become the center of attention for recreational activities in the participant sport market; however, there has been little effort made to understand golf consumer and their consumption behavior using the concept of 'recreational specialization' which segments the golfers based on level of specialization in golf. The purpose of this study was to explore the differences in the relationships among perceived service quality, price of playing golf, overall customer satisfaction with the course, and a player's intention to revisit the same golf course based on the magnitude of recreation specialization in golf. Four public and two private golf courses from the southeastern state of the United States were randomly chosen from a list in a golf magazine. The 365 surveys among 417 participants were ultimately analyzed. Multiple group analysis was conducted in order to investigate differences in relationships among service quality, price, customer satisfaction, and revisit intentions between groups based on the level of recreation specialization. The key findings were 1) for more specialized golfers, satisfaction with price did not affect overall customer satisfaction or revisit intention, however, service quality significantly influenced both overall customer satisfaction and revisit intention, 2) for less specialized golfers, satisfaction with price significantly influenced overall customer satisfaction but did not affect revisit intention. Knowledge about which the determinants of satisfaction are different between more and less specialized golfers could provide a better understanding of how different marketing strategies should be implemented for different specialized levels of golfers.
Job Satisfaction among South Korean Police Officers: A Qualitative Approach

Police officers' job satisfaction has usually been measured by quantitative methods such as survey. This research is the first attempt to interview police officers in Korea to find how satisfied they are with their job. Based on e-mail interview with fourteen police officers in Korea, the study measured the multiple dimensions of job satisfaction including work condition, relationship with supervisors and colleagues, personnel management, pay and benefit, and discretion. The results suggested that police officers' attitude toward their job and motivation of becoming police officers may influence their job satisfaction. Other findings and policy implications are also discussed.
How the L.A. Riots Was Remembered in Korean Cinema: Western Avenue and Shattered American Dreams

The L.A. riots, which happened during three days from April 29 to May 1, 1992, are viewed as the most deadly and destructive riots in American history. Depicted in blaring front-page headlines and violent pictures on television, this urban upheaval received epic exposure in many countries. In Korea, it was especially shocking due to the viewpoint that highlighted the conflict between Korean and African Americans. This paper aims to review the black-Korean conflict during the 1992 L.A. riots in a Korean movie, Western Avenue. It is a film that narrates the despair of Korean Americans in the context of the L.A. riots, while placing American ideologies on trial. It is the only feature-length film to portray the story of Korean Americans in the L.A. riots. This paper examines some of the factors that resulted from the 1992 L.A. riots before the discussion of Western Avenue. Then, the paper analyzes the story of the Korean American in the film, focusing on how this film deals with the black-Korean conflict during the 1992 L.A. riots.
United States Forces Korea's (USFK) Crisis Communication Strategies and Crisis Responses: The case of two Korean school girls' death

The study investigated USFK's crisis communication responding to the case of two Koran girls' death. The two girls were hit by an American tank accidently. The accident has resulted in anti-American demonstrations by a large number of South Korean. The current research attempted to see what problems USFK's crisis communication with Korean publics. Through analyzing USFK news release in Korea and Army News (ARNEWS) in America regarding the case, the study answered what crisis communication strategies USFK used and How the USFK responded to the crisis. The results showed that USFK used full apology strategy and its crisis response was immediate, but prior reputation of USFK seemed making USFK's effort fruitless.
