A Study on the Development of Telecommunications Policy and Radio Administration in Korea

The organization of Ministry of communications shall be remarkably reorganized, in accordance with the inauguration of Korea Telecommunication corporation which will operate independently from the Ministuy, starting from on the 1st of January, 1982. On this accasion. I, as one of communication scientists, would like to recommend some suggestions for the development of Telecommunications policy and Radio Administration which should be the most important departments of Korea, particularly confined to the organizational structure and personnel administration of the Ministry of Communications. With a view to make a comparative perspective, I took the model of Japanese Telecommunications Administration because of its efficient performance by way of coordinationg between business side of Corporation (N.T.T.) and regulatory side of the Ministry of Post and Telecommunication. This study is mainly based on domestic and foreign books and documents.
Interference of FDM-FM Signal upon PSK Signal

The effect of wideband FDM-FM signal on binary CPSK signal in an interchannel interference environment has been investigated. A general equation of the bir error rate of binary CPSK signal with cochannel and adjacent channel interference from FDM-FM signal has been derived. The numerical results are given in graphs as the functions of carrier to noise ratio (CNR), carrier to interference ratio(CIR) and normalized carrier separation between PSK and FM signals. The results obtained can be used om desogmomg tje freqiemcy allocation, bandwidths and powers of PSK and FM signals in same radio frequency (RF) bands.
Detection Performance of Logarithmic Receiver

This paper deals with the variation of the effective detectability factor fo logarithmic receiver in noise interference environment. The computed results as a function of maximum detection range and jamming range were compared with the effective detectability factor for linear receiver. Even though the logarithmic receiver has a wide dynamic characteristics, it is found that the effective detectability factor being reduced about 15% than the linear receiver at 100 KM range.
On the Design Methods of Ternary Rate Multiplier

The novel design method of ternary rate multiplier is proposed. This paper sugests the new implementation technique of multiplier implemented by the technique is capable of working at higher spced than that of the ternary counter type. This technique is intended to use the binary elements except the ternary inverter. And also, the mordetn COS/MOS integration process can easily implement the circuit designed by this method.
The Design and Construction of VHF TV Translator

This paper is for the design and construction of TV translator using in the areas where TV signal is not detectible. In this paper, theoretical design method and the scheme to decrease the intermodulation occurred by the harmonics of local oscillator are proposed. In the processes of design we have known that intermodulation of wideband IF amplifier is cannot avoidable when only single IF band is used for all the TV channels As the input vs output characteristics of TV trasnlator we have obtained the constant output signal level of +30 dBm for the input signal levels of -76dBm~-26dBm. And in the 6MHz passband, more than 95% of linearity is obtained.
A study on the Development of Transducer Detecting Infrasonic

Infrasonic transducer made with dielectric materials, such as polytetrafluoroethyleme(PTFE)film. The experimental result obtained that the response is within
1.5dB from 0.1Hz to 7KHz, and that sensitivities of typical transducer are fixed -60dB. The time constant of the transducer at room temperature is over 60 years, and the activation energy of the value of 1.1eV at 343K acquired. This transducer can have application to high-quality communication system, seismological observation etc.
A Study on Surface Acoustic-Wave Amplfication in Piezo-electric Crystals

Carriers moving in a semiconductor can impart gain or loss to an acousic wave traveling through Piezo-electric materials. In this paper, surface a coustic wave amplifiers, which employ the interaction between carriers drifting in a semiconduct or film and electic fields accompanying a Rayleigh wave propagating on a Piezoelectric substrate, are described. The effect of various electromagnetic boundary condition on th propagation of surface waves in Piezoelectrics is considered. An expression for the dependence of surface wave velocity on electic boundary conditions is derived. Calculations show that, for properly prepared material, significant amplification is expected up to the microwave frequencies. At high frequencies, gain is reduced because electro diffusion smooths out the electron bucning necessary for amplification.
