A PROPOSAL FOR PARTIAL AMENDMENT OF THE KOREAN RADIO LAW -On the occasion of preparing for the STCW Convention-

This study beings with investigations of the purpose and background of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers of 1978 stipulated in London(STCW Convention) which will be put into effect internationally on and after the 28th April, 1984. I tried to confirm those common points on requirements of the qualification between the radio officer regulated in the STCW Convention and the radiocommunication operator's general cergifications administration is taken as a model for the comparative analysis, as Korea and Japan have meny similar aspects, especially legal and social aspects. Therefore, as one of urgent tasks of Korean Telecommunications Administraion preparing for the STCW Convention, I stressed on the partial amendment of the Radio Law. The gist of major amendment proposed is as follows : (1) to introduce a new system on the radio operator for ship stations. (2) to adapt the general cergificate of radiocommunication operator. This year, 1983, was proclaimed World Communications Year (WCY'83) by the U.N to provide the opportunity for all countries to undertake an in-depth review and analysis of their policies on communications development. In this regards, there must be a stimulation for the accelerated development of Communications Infrastructures in Korea.
A Study on the Realization of Magneto-Optic Current Transformer by Optical Fiber

In this paper, the ploarization and Faraday rotation properties of the single mode optical fiber have been investigated for magnto-optic current transformer application. On the analysis, the optical fiber is modeled as a linear retarder and the intrinsic birefreingence of the optical fiber is approximately found to be 2.57'/m from the measurement, and the bend-induced birefringence is proportional to the inverse square of bending radius. The polarization rotation sensitivity is foung to be F/H=1.4x
rad/[A/m] from the analysis of Faraday rotation of single mode optical fiber.
Image Data Compression by a DPCM/RLC Method

The runlength coding algorithm widely used for graphic data compression is extended for multi-level general images. It is applied to the quantized prediction error signal obtained by a simple predictor and quantizer. It is shown that this DPCM/RLC algorithm of a modest complexity performs much better than the conventional discrete consine transform and DPCM methods.
The Design of Variable Frequency Oscillator using SAW Device

In this paper, it is studied a novel SAW oscillator by applicating SAW delay characteristics, which can be variable its frequencies by consiting of two output IDT(Inter-Digital Transducer) without external filtering and resonating circuits. The results of experiments showed the temperature characteristics of AT-cut quartz which has been used as frequency-determing substrate of SAW oscillator was good. Though the variable frequencies range was narrow but the experiments showed the possibility to broaden its frequencies range by design of SAW device, and also confromed the stability of fundamental wave oscillating in high frequency range.
Design and Implementation of a Composite DPCM System for NTSC Color TV Signal

A composite DPCM system is designed and implemented for the transmission of a NTSC color TV signal over a 44, 736Mbps channel. It is based on an intra-field fourth-order linear predictor and a nonlinear quantizer of five bits. The predictor preserves both the luminance and the chrominance components through one predictor. To accomodate the speed requirement for real time processing, mainly high speed ECL gates and memory devices are used in the hardware implementation. Experimental results show that this composite DPCM system can be applicable for a practical transmission of color TV signal with CATV quality.
Angular Division Multiplexing for Multichannel Optical Fiber Communication Systems

In this paper, angular division multiplexing of the optical multiplexing technique for transmitting several channels using a relatively short step-index fiber is described. Mode coupling and the output power distributionin the fiber for the plane wave excitations is calculated and the crosstalk level determination of the system is proposed.
