Library Risk Management and Insurance

The potential risks, involved with the management of a library, may cause a tremendous economic loss, so require a systematic management. The rist management process, consisting of risk identification, risk measurement selection of risk treatment methods, implementation, and monitoring and evaluation, suggests the use of insurance to deal with property risks, liability risks and personnel risks. For the systematic risk management of a library, risk manager should be appointed to be responsible for program development and insurance purchase. The limited coverage of library risks, provided by the school cooperative society, should be supplemented through development of insurance products. Further study is required to improve the library risk management and the application of insurance in a systematic and realistic way.
A Study on the Usage of Industry & Technology Joumals

This paper describes the results of journals usage analysis conducted at the Korea Institute of Industry & Technology Information. The study covers the photocopy usage of journals during the past 5 years from 1995 through 1999. Analysis showed that 19% of journal collection met 93% of total demands. The Analysis also provided on journal use patterns. The most frequently used subject field of journals was Chemistry and Chemical Engineering. A relationship was found between rankings of journal as measured by the photocopy data and SCI journal citation ranking, however, no relationship was found between photocopy rankings of journal and rankings of journal impact factors.
Comparison and Evaluation of Web-based Image Search Engines

Since the contents of internet resources are beginning to include texts, images and sounds, different Web-based image search engines have been developed accordingly. It is a fact that these diversities of multimedia contents have made search process and retrieval of relevant information very difficult. The purpose of the study is to compare and evaluate its special features and performance of the existing image search engines in order to provide user help to select appropriate search engines. The study selected AV Photo Finder, Lycos MultiMedia, Amazing Picture Machine, Image Surfer, WebSeek, Ditto for comparison and evaluation because of their reputations of popularity among users of image search engines. The methodology of the study was to analyze previous related literature and establish criteria for the evaluation of image search engines. The study investigated characteristics, indexing methods, search capabilities, screen display and user interfaces of different search engines for the purpose of comparison of its performance. Finally, the study measured relative recall and precision ratios to evaluate their electiveness of retrieval under the experimental set up. Results of the comparative analysis in regard to its search performance are as follows. AV Photo Finder marked the highest rank among other image search engines. Ditto and WebSeek also showed comparatively high precision ratio. Lycos MultiMedia and Image Surfer follows after them. Amazing Picture Machine stowed the lowest in ranking.

Recently, researches of mobile agent systems have done actively to enhance usability of heterogenenous environment linked via network and to solve problems of existing distributed-object computing. Though these research and development many studies have done to be applicated to many areas that are existing distributed systems as well as E-commerce, network maintenance, and information retrieval etc. This paper reviews some related issues to agent studies, comprehensive studies to enhance telecommunication functionality among agents, and future and application fields of agent.

The regulations relating to online transmission and reproduction in the library on the copyright law revised in December 1999. In this aspect it examines to relate terms and regulations for digital information and online transmission. And it reviews information center's role and copyright law of the document delivery service in the digital environment.
