A Comparative Study on the Citing Behavior of Scholars in Four Major Engineering Fields

This study is aimed at investigating if there were the differences on citing behavior of researchers among different fields of engineering, in terms of five items, such as types of resources cited, the average number of documents cited, the demand of current documents, languages used in cited documents, and the life decrease phenomena of information. 29,160 cited references in 2,333 articles from 4 major selected journals, published in the year of 1999, 2001, and 2003 were analyzed. The result of this study shows that there were the differences on citing behavior of researchers among different fields of engineering on all 5 items. And also, some suggestions were given the priority of library collection and shelf arrangement for the library.
A Study on the Effective Management of Personal Digital Depository by Using Desktop Search Tools

As the amount of information overflows, the personal information produced, utilized is difficult to find immediately because of the huge amount and diversity of information. Accordingly, it is necessary for an individual to manage effectively the personal information. This study proposes using desktop search tools as a way of the effective management of personal digital depositary and presents their problems and improvements through comparison and analysis of six desktop search tools.
A Study on Building an Open Access Based Institutional Repository in the University for Scholarly Communication

As circumstances of scholarly communication have been changed over time, there is a growing interest among academic institutions in collecting, preserving, and creating value-added services from digital contents being created by members of the academic community. The purpose of this study is to build an open access based Institutional Repository(IR) in the university for scholarly communication. For this study, this paper analyzes the example of, and makes a full range of process and implementation plan, and then suggests a realistic model of IR which is for dissertations/theses, academic journals, working papers, etc. The intellectual property right issues related to IR are also discussed.
A Study on Building Up Process-based Knowledge Management Framework in Research Institute

The growing emphasis on knowledge management is given to research institutes whose work processes including R&D are mainly focused on knowledge or technology. It is due to the fact that the system integrating, sharing and generating knowledge serves as the growth engine of those institutes. This study creates the knowledge management framework based on the research process which is the key process in research institutes, and applies to POSCO Research Institute(POSRI) who is a leading institute in this domain. Practical framework and methodology are found in POSRI through systematic operation of knowledge management process.
A Study on the Development of Legal Deposit System for National S&T Information Policy

In order to effectively establish the national S&T information system that consists of essential element in national competitiveness, it is necessary to make institutional devices for systematically and comprehensively collecting, managing and distributing S&T information resources at the national level. This paper aims to seek for alternatives to improve the legal deposit system, one of the institutional devices, on the basis of reviewing the existing laws and regulations.
Development of the Bibliographic Information Network Prototype for Biology and Life Science

The eight types of Korean bibliographic information of biology and life science are included in PubMed that serves universal medical bibliographic information. Other domestic bibliographic information are served on its own format at different organizations. To fulfill the CCBB homepage user's request that it is necessary that integration of bibliographic service for quick acquisition of research information, we intends to construct metadata registry and service about bibliographic information of biology and life science. This paper describes the design and implementation of bibliographic information network prototype for biology and life science that can be used to share latest research result, seminar presentation data, research note, and research paper etc as well as to exchange information between researchers through Open Archiving Community.
A Study on the Legal Protection of Science and Technology Databases on the Copyright Law and Online Digital Contents Industry Development Law

Currently the copyright law and the online digital contents industry development law aim to protect the producers of databases and digital contents. A report on databases in the United States describes that an additional protection of databases is needed as databases get more significant in terms of science and economy and become a key factor on Internet. At this moment, Korea does not recognize the importance of databases of science and technology when we look into any public or civil organizations. Accordingly this paper deals in depth with overall issues surrounding the regal protection of science and technology databases, key contents for science and technology databases protection by current laws, and additional protection problems. Considering that the industry of science and technology databases plays a pivotal role in the securement of national competitiveness, the preparation of legal measures to properly protect databases as one of the policies for the continuing development of databases should not be overlooked.
