Journal impact factor(JIF) of the ISI has many limitations and exceptions notwithstanding its great publicity. The purpose of this study is to identify the characteristics and limitations of IF, and to investigate and analyse research performance evaluation weight of academic faculty in Korea, and to make recommendations for the efficient evaluation criteria for Korean academic journal.

The encoding schemes of special characters in science & technology information services are always serious matters. Therefore, this paper draw up a general plan for encoding scheme of special characters related in some way. For this work, I have made an investigation into encoding cases of KISTI`S YesKisti service. And I have reviewed the important issues and standardization trends. Finally, this study proposes some requisites and problems for encoding scheme standard of special characters in science & technology information services.
Measuring Impact of Scholarly Digital Archives : Analyses on Citation Indicators of PMC Journals

It is meaningful to develop the scholarly digital archives in a respect that it could preserve the research papers using digital media. The scholarly digital archives provide scientists with the information source with which scientists could actively accomplish research. This study measured based on the citation analysis to what extent PMC, which is life science scholarly digital archives, has an effect on the scholarly communication in the same subject field. The findings are as follows. First, the three citation indicators, impact factor, immediacy index, and half-life, have no remarkable difference in between pre and post-digital archives era. Second, there were more cases that the major citation indicators increased rather than ones decreased with the appearance of the scholarly digital archives, as a result of ranking the scholarly journals after classifying according to subjects.
The European Library, a New Model for Collaborations in Digital Libraries

Interoperability and collaborations have become essential factors for developing a digital library. TEL, the European Library, is a new Pan-European service which gives access to the combined resources of the national libraries in Europe, and also TEL is the name of a project to implement TEL service. The vision of TEL stems from the characteristics that the national libraries offer, which is the comprehensiveness of collection, the national libraries` holdings of outstanding historical and special collection, reliability of information and high quality. Moreover, the national libraries are in a unique position to invest in creating added value to the digitized documents and to show the cultural diversity between EU members. From the viewpoint of digital library techniques, TEL explored some advanced methodologies to guarantee the interoperability between heterogenious collections and libraries. In this study, we examine the development of TEL including publisher relations, metadata developments, and retrieval features.
The Ambiguity Exclusion Using Definitions as Meaning Description of Descriptors

Until now, the meaning of terms in most of thesauri has been indirectly presented through relationships and scope notes. However, as thesaurus has been expanded quantitatively, it has become difficult to understand meaning of terms clearly using those relationships and scope notes. Though some thesauri take the form of `thesaurus dictionary` in order to present the meaning of descriptors, the contents and forms of provided definitions are not satisfying. As standardized definitions of terms integrate into thesaurus on the basis of necessity of definitions providing meaning of terms, this study has shown a possibility for further development of thesaurus.
A Study on the Quality Evaluation of Scholarly Web Databases Focused on NDSL, PubMed, Scopus, and Web of Science

This study is focused on the quality of the Web databases which has been produced in science. For the quality evaluation of NDSL, PubMed, Scopus, and WoS, 10 evaluating criteria are developed on the basis of literature review. The evaluation results show that NDSL and PubMed are superior in the currentness and cost. Scopus and WoS are superior in the information of citing and the analysis tool. It is needed for purchasing, user training, and library service based on the above evaluation results.
A Study on Customer`s Satisfaction and Economic Valuation Model of Information Analysis Report

This study is to provide the customer`s satisfaction and the economic evaluation model for the KISTI S&T Informaion Analysis Report with the results of the survey. Recently the important issue for the informaion analysis service is make policies that reflect the proper demand and satisfaction of customers. In this paper, we explain how the evaluate of information analysis service in the customer`s satisfaction and the economic valuation model can be estimated using survey. In such a setting, the customer`s satisfaction and the economic evaluation model are important methods for the reflection of monitored information in national scientific and technological policies.
Comparative Analysis of KoMCI 2004 and KCI 2004 Impact Factors

Korean Academy of Medical Sciences began developing Korean Medical Citaton Index(KoMCI) database in 2002, and has announced the impact factors of Korean medical journals published since 2000. In July 2005, Korea Research Foundation also announced the KCI impact factor of journals covering all subject areas for the 2003 and 2004. We compared the impact factor(IF), impact factor excluding self-citation(ZIF), and self-citation impact factor(SIF) of KoMCI 2004 and KCI 2004 in order to disclose why there is such a great difference in the values of impact factors between two databases.
