Conceptual Design of Metadata based Research Results Information Retrieval System

It has lately been recognized that the sharing and exchanging of the research results information is the critical factor to improve the research productivity. So many institutions are planning or developing the information systems which provide the research information services for researcher. But it has very difficulty in integrating the research resources information due to the dispersion and heterogeneity in data sources, and semantic and structural difference in describing data. We propose the semantic web based methodology and conceptual framework for raising the interoperability of metadata about research results information, which will support the integration of the distributed research data for information services in the end. We first introduce the ontology which is developed based on Standard Metadata of Research Results Information published by STISC. Then to show the applicability in real-world environment, we express the metadata of research information in RDF/RDFS according to ontology. Finally we proposed the conceptual architecture of research information service system which shows the main components, the functional requirements, and the principal and design direction at implementing the system.
A Study on Bibliometric Indices for Utilizing Korean Science Citation Index

Methodology Science Citation Index, developed by TS, has been used as an indicator to evaluate academic and research performance in worldwide research environment, as the world goes. With this trend, Korean Science Citation Index(KSCI) databases for domestic journals in the field of science and engineering have been constructed by some institutes such as KISTI, KRF, KOSEF, and so on. Many institutes in Korea are accepting the Impact Factor(IF) and SCI databases, proposed by TS as toolkits for evaluating research capability of their members without any criticism. However, the IF, mostly used as an analyzing tool, has been criticized by many different sectors. The validity of IF has been examined and/or complimented by a case study. In this study various indices as substitutes for IF are scrutinized and examined to maximize the usability of KSCI database.
The Study on the Ranking Algorithm of Web-based Sear ching Using Hyperlink Structure

In this paper, after reviewing hyperlink based ranking methods, we saw various other parameters that effect ranking. Then, We analyzed the PageRank and HITS(Hypertext Induced Topic Search) algorithm, which are two popular methods that use eigenvector computations to rank results in terms of their characteristics. Finally, google and Ask.com search engines were examined as examples for applying those methods. The results showed that use of Hyperlink structure can be useful for efficiency of web site search.
Strategies for Import and Development of Foreign Scholarly Journals in Korea (I)

The primary purpose of this paper is to suggest the import and development models of foreign scholarly journals in Korea. In the context of the emerging knowledged-based economy or knowledge society, innovations and capacity of the national information system to collect, disseminate, and preserve the most important STM journals are becoming increasingly fundamental determinants of national prosperity and survival. It is essential that the scholarly or scientific communication system must provide the cost-effectiveness access to scholarly journals in support of research and development in Korea.
The Study on the Method for Linking Portal Sites and OPAC of University Libraries

Information users depend more and more on portal sites for Internet navigation. These circumstances are reflected in academic information market especially. As the path of contacting public knowledge information, many institutions of information creation and services are collaborating with portal sites. At this point in time, it is necessary to consider linking libraries services with portal sites. Especially university libraries which have been recognized as private facilities of each university must to be considered as public facilities of local community. So it is desirable to develop method for linking university library services with portal sites for revitalizing university library services. This paper presents methods linking library OPACs with portal sites, through surveying oversea's cases and situation of domestic portal sites.
Interregional Network Analysis of National Innovation Activities

There are some questions about the way to monitoring the regional innovative activities in a specific field because of decision-making for raising regional specialized industry. Numerous studies have been conducted in the past using patent statistics to explain and compare the innovative capabilities of districts, regions and countries. The prior method of calculating the regional distribution of patent counts is to assign the patents to districts by assignee's address, which was not proper, in the case of larger firms's headquarters, holdings or subsidiaries, to mislead in geographical terms. So the regional distribution of patent was counted for a specific technology area, electric device field(H01 IPC classification), by inventors' residential addresses. Then the interregional structure was investigated by analysing the relations of co-inventors' regions by individual patent using a network analysis tool.
A Design and Implementation of National R&D Reference Information Ontology Based on URI Server

The development of Semantic Web basically requires knowledge which is induced by the formalization and semantization of information, and thus ontology should be introduced as a knowledgization tool. URI(Uniform Resource Identifier) is an indispensible scheme to uniquely indicate individuals on ontology. However, it is difficult to find the use cases of identifiers or URIs in real data sets including science & technology publications. This paper describes the method to construct, manage, and serve reference information based on URI which is a crucial component on establishing national R&D reference information ontology. We expect the reference information which was acquired from about 7,000 proceeding papers would be adopted to Semantic Web applications such as researcher network analysis and outcome statistics.
Performance Evaluation of the Question and Answer Services in Internet Portals

To evaluate the performance of the question and answer services provided through the internet portals in Korea, question and answer transcript of four major services were sampled systematically. Using the digital reference evaluation framework, number and types of questions, response rate, timeliness, accuracy for information questions and user satisfaction were measured and analyzed. The level of the service performance is identified and compared. The conclusion includes suggestions for service improvement.
