Patent data have both properties of technological and industrial information. They satisfy explicit requirements for originality, technological validity, and commercial value. They comprise all fields of innovation for a long period of time. They show their own qualitative importance by forward citation of them. In this paper, we attempt to establish and apply an analytical model and process based on informetric approach using patent information in order to predict emerging technologies which have the possibility of industrial development in the future.
Analysis of Regional Representative Public Libraries' Web Sites for Children's Information Service

Most public libraries construct and operate their websites to provide the various user groups in local communities with internet access in Korea. But the representative public library's websites designed for children who are going to lead the next generation information based society, are unsatisfactory and don't reflect their approaches to information. The main factors of content and circumstance of usage are also extremely poor. Therefore, this research analyzed the construction of websites for children, their interface and design, search services, the contents of provincial representative public libraries amongst public libraries in korea and suggested improvement schemes.

The economic burden which our society has to take exceeds the benefit that it becomes by the free circulation of information. Problems such as inconvenience or inequality between people can also occur since the regulation task of spam e-mail or SMS is imposed on two organs; the Department of Information and Communication and Free Trade Commission. or poses double regulation toward the same case. The spam prevention activity at free hands of information communication network provider such as portal site or mobile communication has many limitations along with comparison and analysis of spam regulations abroad. Therefore, examinations on legal obligation such as service restriction, identification and technical measure to spam prevention is needed. This study focuses on making the scope of spam regulation clear by considering the domestic related laws and the general environment of industry, on enacting law which regulates spam including advertisement and on deducting essential facts in enacting or modifying related laws and thus, deducting the form and contents of spam regulation law which is most decent in our domestic environment.
The Current Status of the Electronic Journal Usage Statistics at the Academic Libraries

The purpose of the study is to understand the present state of practical use of electronic journal usage statistics at the academic libraries. For this purpose the study performed an online questionnaire survey to the 63 academic libraries located in Seoul and Gyeonggi Province. Based on the 48 responses, the study found out that the rate of satisfaction with the present usage data was low. Especially the rate of unsatisfaction with the absence of comparable data and the average usage rate of all the subscribing libraries appeared high. The study also examined 5 types of statistics for the evaluation of electronic journal.
A Study on the Analysis and Improving Plan of the Local Culture & Tourism Website : Focusing on the Culture & Tourism Information System of Busan Metropolitan City

The purpose of this research is to analyze the problems of regional culture and tourism websites and to seek for the ways to improve those websites since the culture and tourism information websites of local government do not provide enough contents and service. This research is based on following 4 indicators, content evaluation, usability evaluation, design evaluation and interactivity evaluation which are used to evaluate tourism homepages of municipality by Korea Tourism Organization. The result of this research came out with the issue that regional cultural tourism websites lack user-oriented contents. Therefore, regional culture and tourism websites need to provide the custom-made information such as setting a free tourist route, complementing reservation system and diversifying the range of search.
Using RSS for Library Information Services : The Case of France

The new technology, RSS(Really Simple Syndication), allows people to send and receive a lot of up-to-date information by constant monitoring websites and databases for new information, without having to visit the site or database. The "gatekeeping" task for capturing and delivering various information influx via new digital channels as speedy as possible, is being discussed as a new form of service in the field of information service system nowadays. Given this situation, the RSS tool can be greatly useful in the gatekeeping task. This paper, by analyzing concrete cases in which RSS is actually employed in libraries and also newly applied to other diverse information services in France, expects to provide insightful ideas for developing innovative information services in other countries.
A Critical Approach to 'Business-Friendly' Record Management In Electronic Records Environment

This article analyzes the direction of 'business-Friendly' record management in electronic records environment which means paradigm shift in record management. In the first place, this article investigates the interrelationship of business, records and record management through natures of electronic records, and analyzes direction of purposes and roles of record management in electronic records environment. After all, this article rebuilds a significance and roles of record management in active stage, and provides theoretical bases for close relation between record management and information management in electronic records environment.
Effect upon The Technical Development and Production Stage of Technical Innovation in Small and Medium Industry

The impact of technical innovation upon technical development and production stage in small and medium industry was analyzed through a survey. 54.0% of the respondents answered that employee invention compensation system was 'highly helpful' to technical innovation, while 23% 'important'. 170 of the respondents answered that technical innovation due to employee invention compensation system took place at the stage of 'technical development', while 138 'idea gathering'. That explains that many innovative activities are taking place in the course of idea gathering from customers, competitors and experts; and production stage also requires innovative activities.

This paper aims at projecting the structure and functions of District Central Libraries in Tamil Nadu based upon primary records collected from the Directorate of Public Libraries and survey of District Library officers who are the authorities of District Central Libraries. This paper reveals the State of Art the District Central Libraries and their functions. Based on outputs a number of suggestions have been provided. This paper represents an empirical research study.
