A Study on the Revision of Copyright Limitations for Libraries in Copyright Law of Korea

The copyright law is the greatest legal tool for promoting access to knowledge and information by striking a balance between owners rights and users rights. For libraries, copyright limitations and exceptions are critical to meeting our missions to support learning and research, promote the flow of information, provide equitable access to information to the public, preserve intellectual and cultural heritage. Based on these reasons, this study analysed the limitation of copyright law of Korea for library, suggested improvement of reproduction for the library preservation and distribution including rental and lending, printout and transmission of internet information resources, copy of library materials which are rarely available through normal trade channel and government publications, reproduction and electronic transmission for persons with disabilities, and proposed fair use model(limitations on exclusive rights) for libraries.
A Study on the Development of Digital Reference Service Guidelines for Academic Libraries

Digital reference services have been a key role in academic libraries in the context of various digital environments. The guidelines for the digital reference service are one of important aspects to improve the quality of services and system design and implement better services. In this study, by case studies and a questionnaire survey for academic librarians, the guideline for the digital reference service is suggested with three phases; plan, operation and evaluation. The guideline for the digital reference services suggested in this study is expected to support digital reference services in academic library environment.
The Study on the Standards of Thesaurus Construction Based on ISO 25964

Despite a long tradition and rich discussion of thesaurus construction, more research is needed to make standards for thesaurus construction applicable to practice. Recently, in order to reflect changing information technology environment, and provide consistency of terms and abbreviations of standards, ISO committee has been planning to publish ISO 25964. Therefore, the study introduces ISO 25964, reveals main focal points of ISO 25964, and finally discusses suggestions to improve ISO 25964. The study employs qualitative content analysis of ISO 25964, ISO 2788: 1986, and ANSI/NISO Z39.19 - 2005.
Factors Influencing the Service Quality and User Satisfaction related to Software as a Service(SaaS)` Information Supply

In this paper, our goal is to examine the factors of service quality and user`s satisfaction in Software as a Service(SaaS). Based on the theoretical framework like service quality theory we develop and test a theoretical model, propose hypotheses and analyze the effects of SaaS` flexibility and customizability on the service quality and the satisfaction of SaaS` users. For this research, questionnaire survey was conducted with literature study and the PLS(Partial Least Square) was used to analyze the measurement model and hypotheses testing. The PLS analysis results indicate that SaaS` flexibility affects SaaS` service quality and the users` satisfaction and SaaS users` satisfaction is influenced by SaaS` service quality. Furthermore, SaaS` customizability affects SaaS` service quality, however, does not affect the users` satisfaction. Practical implications of these findings and future research implications are also discussed.
A Study on the Supporting System for Scientific Data Visualization at the National Level

Conventionally, scientific data visualization is thought of as one of activities performed by scientists during the scientific data analysis. However, recently, there exits a set of research papers which count scientific data visualization as a independent research area. They show the research subjects for studying the scientific data visualization technology and methods. In case, a scientist or group of scientists can not solve their own visualization problem due to the unskillfulness and inexperience on using visualization tool. Therefore, it needs to help them by the systematic way for solving the problem. In this study, we analyze and propose the national level scientific visualization support system for scientists. In particular, we first analyze the existing papers and find out the critical success factors. Then, by integrating the findings of the analysis, we propose the research areas which need to be focused, and the strategic direction and specific research topics for scientific data visualization support system in national level.
A Study on the Web Services of Living Astronomical Data

The astronomical data obtained by observations of celestial objects movements are useful in our daily life. These data - such as 1) sunrise and sunset data, 2) data transformation between lunar calendar and solar calendar, 3) solar eclipse and lunar eclipse data, and 4) sun`s altitude and azimuth data - were used to important things in the agricultural society and ancient kingdom. In the modern society, these data have been used continuously for the legal disputes, construction of buildings and the other areas. This is a good example of pure science data using directly in our life. However there are difficulties to public service because all the data were printed as an Almanac. Using MySQL, we constructed web-based service system which makes to use them easily. This database system was made for the quick search using the calculated orbital data of celestial bodies.
Influencing Factors for the Information Commons User Satisfaction: An Analysis of School Libraries

The purpose of this study is to analyze influencing factors for the user satisfaction of information commons(IC) in school libraries. Relevant previous studies inform four candidate factors that could affect the user satisfaction. Based upon these factors and user interviews, a questionnaire are constructed to form 29 items in total. As the main data, 412 samples are collected from the IC users from 3 high schools in Seoul. Analyses lead to these findings: factors affecting the user satisfaction are identified. They are IC facilities, human services, and achievement level of self-directed learning. It seems that, in ICs, users prefer using space and facilities by themselves to accessing contents. This study suggests ways to improve user satisfaction. It would be essential to introduce IC facilities to current and potential users, to install instruments to enhance achievement level of self-directed learning, and to train users through library education programs.
Evaluation of Technology Activity, Innovation and Productivity using Korean Patent Information

Patent information as the innovative index for activity of industry, science and technology reflects the inventive outcome of the nation, region, technology, or company etc.. and is able to be used as a tool evaluating the R&D product and technology diffusion. In this study, the index for analysing the productivity, innovation, and activity of the technology is provided to evaluate the technology in fields of the pharmaceutic, transport, biotechnology, textile, construction, machine parts, information media, and electric/telecommunication, which are becoming the national core technology. As a result of analysis, the technology activity in fields of the construction, pharmaceutic, and biotechnology shows a growing trend which reflect the interest in the quality and the extension of the life, but vice versa in fields of the textile, and information media. The innovation index in fields of the construction, pharmaceutic, and biotechnology index more than average, but vice versa in fields of the information media and electric/telecommunication. In case of technology productivity, more than 2 patentees are included in one patented technology. It has been determined that the technology productivity is decreased because of an increasing number of researcher participating the technology development, which is the recent trend of technology advancement.
Analysis of the Current Situation and Improvement of Graduate University Libraries in Korea

Graduate University in Korea is independent graduate school which runs only M.A./Ph.D. course. This study aims to investigate the current situation of graduate university library in Korea, to grasp the problems and to examine how to improve it. Comparing the data based on several statistics with a related standard, graduate university library is very poor except a facility section. This current inferiority of graduate university library seems to result from poor financial fundamental of graduate university, and grow by imperfect laws and ordinances. To solve such problems, initially we need to satisfy the followings. First, we must establish or revise laws and ordinances concerned, and then a minimum standard should be presented. Second, we will lead university to reform voluntarily by improving university information disclosure. Finally, the effort and cooperation with related organizations is necessary.
A Study on Optimization of Support Vector Machine Classifier for Word Sense Disambiguation

The study was applied to context window sizes and weighting method to obtain the best performance of word sense disambiguation using support vector machine. The context window sizes were used to a 3-word, sentence, 50-bytes, and document window around the targeted word. The weighting methods were used to Binary, Term Frequency(TF), TF
Inverse Document Frequency(IDF), and Log TF
IDF. As a result, the performance of 50-bytes in the context window size was best. The Binary weighting method showed the best performance.
The Impact of Social Network Service, Trust and Cognition on Customer Loyalty in Internet Shopping

The development of information technology improves the globalization of the world economy. This change was able to expand the cyber space, and the online community known as the cyber community is made within the existing offline community. From the cyber community`s activity, the concept of social network services created, and recently developed social computing. Social computing is the current situation and the next step in the online community. Currently, most CIOs are using social computing for workplace empowerment. As online transactions become more active, the strategy to increase customer loyalty in Internet shopping is an effective tool to increase profit for the company, and as a method to maintain competitive. With the growth of electronic commerce, through insurance of customer loyalty on the Internet, a company can establish a long-term relationship with customers, so for this, it is important to have reliable relationship with customers. Also, through advertisement and commercial information, the cognition of Internet shopping looks can be effective in retaining customers. In this study, it explores how social computing and trust and cognition of Internet shopping are effective in maintaining customer loyalty. As the result of study, the trust and cognition of Internet shopping are significantly effective on customer loyalty, but the sense of social computing. Still, social computing has not matured enough to be as effective in retaining customer loyalty. However, it does indicate that social computing has significantly increased the trust and cognition in Internet shopping. In this study, as the concepts of the social network service and social computing are applied in Internet shopping, which are actively discussed by scholars, it is expected that the basis of the study could improve and present the idea of social shopping.
