Recently, the cases of archiving for digital contents are being increased throughout the world. Owing to the characteristics of digital contents including the issues on volatile property and authenticity, preservation weakness, and aging in the reproductive tool, it requires special management for long-term preservation. A successful digital archiving seems to be possible in the stage-oriented practice through the cooperation of interested organizations based on the systematically established and stipulated policy. This is the basic study that was designed for the establishment of the policy on digital contents archiving in KISTI(Korea Institute of Science and Technology Information), which is a representative organization for the distribution of science and technology information. By investigating and analyzing the cases of overseas policies on digital contents archiving, it intended to understand the framework of digital archiving policy while suggesting measures on the macroscopic items that were included in the archiving policies through the interview conducted to expert groups.
Headword Finding System Using Document Expansion
Kim, Jae-Hoon ; Kim, Hyung-Chul ;
Journal of Information Management, volume 42, issue 4, 2011, Pages 137~154
DOI : 10.1633/JIM.2011.42.4.137
A headword finding system is defined as an information retrieval system using a word gloss as a query. We use the gloss as a document in order to implement such a system. Generally the gloss is very short in length and then makes very difficult to find the most proper headword for a given query. To alleviate this problem, we expand the document using the concept of query expansion in information retrieval. In this paper, we use 2 document expansion methods : gloss expansion and similar word expansion. The former is the process of inserting glosses of words, which include in the document, into a seed document. The latter is also the process of inserting similar words into a seed document. We use a featureless clustering algorithm for getting the similar words. The performance (r-inclusion rate) amounts to almost 100% when the queries are word glosses and r is 16, and to 66.9% when the queries are written in person by users. Through several experiments, we have observed that the document expansions are very useful for the headword finding system. In the future, new measures including the r-inclusion rate of our proposed measure are required for performance evaluation of headword finding systems and new evaluation sets are also needed for objective assessment.

Evaluation of the Fiction Collection of Public Libraries Based on Use Factor
Yoon, Hee-Yoon ; Kim, Il-Young ;
Journal of Information Management, volume 42, issue 4, 2011, Pages 175~194
DOI : 10.1633/JIM.2011.42.4.175
This study evaluated the fiction collection of Korean public libraries by applying use factor and suggested various measures to enhance collection development function. As a result, while the collection building and borrowing ratios of Korean literature in literature collection by language were the highest at 62.6% and 54.3% respectively, the use factor was lower than the base value(1.00). And while the collection building and borrowing ratios of Korean contemporary fiction by item category were the highest at 65.60% and 51.36% respectively, the use factor was lower than the base value and the use factor by year is decreasing in recent years. The reason is because of poor collection development. Therefore, public library need to consider active alternatives such as establishment of the collection development policy and fiction collection development guideline, composition of the fiction material selection committee, adaption of the dedicated librarian system for fiction material development, development and utilization of a selection tool for fiction materials, and periodic evaluation of fiction collection.
