A Bottom-up Approach Based Knowledge Management System for Construction Organizations

Knowledge management (KM) has been considered to be an effective means of learning from past projects to effect continuous performance improvement in the construction industry. Despite the growing importance of KM in the construction industry, the usage and effectiveness of IT tools for implementing KM are limited to some extent. Case studies of current KM practices in Korean construction sectors revealed that the chief causes of this problem are the top-down approach of the current practices. To address this challenging issue, this research proposes bottom-up approach, which motivates knowledge creation by shifting the ownership of contents, and facilitates effective reuse of knowledge by providing rich contextual information.
Construction Project Performance Management Using BSC and Data Warehouse

Many companies have managed their business performance in order to achieve their enterprise purpose. Performance management which applied concept of BSC (Balanced Scorecard) is widely used all over the world. In the construction industry, BSC-based performance management is currently introduced with needs of balanced performance evaluation. However, most companies actually have intermediate level of adapting BSC. It is important to understand its process or and structure. Therefore, this paper is focused on making performance management process and defining each phase of it. In addition, the model and system are established with putting them together. With developing performance process in construction, the construction companies are supposed to detect the deficiencies of the current performance management systems and take some opportunity to be helped for supporting their decision-making. In conclusion, this paper will provide the construction industry with the opportunities to enhance the values of performance management system and construction application.
Approximate Estimating of Plant Construction Duration Using a Standard Schedule Model

The required level of detail in scheduling depends on the stages in the construction life-cycle. The objective of this study is to provide a Standardized Schedule Model (SSM) with an aim to facilitate the estimating of construction duration in the planning stage. The SSM modularizes work items; establishes relations between preceding and succeeding activities; and calculates approximate construction duration. The estimated duration of the SSM was compared with the detailed duration from the commercial scheduling tool using actual work activities. The difference showed to be ranged between -3.1% and +15%, which demonstrates that the SSM can be feasibly applied to the approximate estimation of construction duration.
Satisfaction Level of Construction Quality Management by Survey of The Field Staffs

In domestic, the Quality Management system of construction work has been compounded of the association of regulation which is ground for relevant law and operation of Quality Management system by ISO/KS A 9001(QMS) established by the contractor. Two quality guaranteed systems must be operated with complementary and integrated system, but we can not make full use of QMS of contractor and only run routinized quality management system in all construction project by the standard, methods, process provided in the law. These problems were demanded better condition in the past ten years, since the ISO standards have been introduced. Establishing preventive consideration of quality management by setting a goal of drastic quality guarantee is an urgent problem of construction industry. This study is quick to fellow, which should do three things. 1. The attitude survey related quality management of staff in charge in construction site has run. 2. Base on these results, we adjust satisfaction measurement about operation of construction quality management system. 3. Subsequently, we want to offer our thesis about advanced opinion for the next.
Supply-Demand Forecast of Engineers according to the Change of Construction Engineers Qualification System

In the early 90s, we had serious shortage of construction engineers for the expansion of construction market. So, Government has established the admitted engineer system in 1995. However, since year 2000, while the engineershortage has been resolved, the opposite situation has occurred: serious over-supply of construction engineers. Therefore, Government announced that would abolish the admitted engineer systems as recognized the existent admitted engineers from 2007. From this point of view, it is critical to make the accurate forecast of number of required construction engineers for providing the basis for the most appropriate policy from 2008 to 2017. This research have developed a construction engineer supply-demand forecast model based on the GDP and construction market analysis. The results of this research will be applied to the basic data that policy planner establishes the supply-demand policy of construction engineers.
Analysis of Domestic and International Infrastructure Asset Management Practices and Improvement Strategy

In many developed countries, social infrastructure asset management has become an important issue for the effective operation and management, performance improvement, and providing better quality services. This paper describes infrastructure asset management practices in Korea and in the developed countries. Learning lessons from those countries and improve the asset management practices in Korea is the main theme of this paper. Considering the definition and basic structure of infrastructure asset management, authors have analyzed main concerns regarding infrastructure management, techniques, organizations (systems), and processes. The requirements and considerations are presented to overcome the limitations of current maintenance system. This paper will assist adopting infrastructure asset management in Korea and provide guide for the infrastructure maintenance.
The Development of a Model for Selecting Method of Entry for Apartment in Remodeling an Underground Parking Lot

It is expected that the number of apartment complexes in Korea that are over 20 years old will rapidly increase to more than 3,500,000. Consequently, the remodeling of these buildings is being revitalized throughout the country. Among the requirements for such remodeling, the expansion of parking lots has considerable weight. When enlarging a parking lot, the access route from an underground floor to the main building (i.e., the means of entry into the main building) determines the possibility of vertical enlargement for elevators, the size of the parking lot, the construction period, and construction expenses, etc. When enlarging an underground parking lot of an apartment complex, the access between the main building and the parking lot, as well as the inhabitants' requirements for entering the main building, are generally determined based on the designer's experience, rather than on the exact estimation of the peculiarity of the complex. In order to resolve such a problem, when enlarging an underground parking lot, a systematic and rational method is needed for selecting the means of entry into the main building. In this study, a selection model is derived for the method of selecting an access route into the main building when constructing an underground parking lot, in order to provide a reasonable decision-making process. A research method was investigated for determining the access route into the main building when enlarging a parking lot. On the basis of research carried out through in-depth interviews with experts, the characteristics for each means of entry into the main building were analyzed and the factors affecting the selection of the access route were deduced. The affecting factors selected were construction efficiency, convenience efficiency and economic efficiency. Weight values were then estimated for the selected affecting factors by applying the AHP method. Results showed that convenience efficiency, which gained the highest value, is the most important factor in selecting the means of entry into the main building. The most suitable means of entry into the main building was also suggested after estimating the applicability of the site by selecting complexes with remodeling possibility. This study will be applied as a reference for selecting the means of entry into the main building when constructing an underground parking lot particularly for older apartment complexes.
A Study of Evaluation Process and Chart of PPC considering Variation

PPC stands for the percentage of weekly assignments completed. It makes it possible to improve the performance of production planning and control systems. Recently, the cases of PPC application have been increasing because PPC is easy to apply to construction site. However, to evaluate the average of PPC or analyze PPC as time passes has some problem ; if PPC is the same, the average it is evaluated equally although there are variabilities in production system. Therefore, In order to evaluate the character of PPC in process of production this paper suggests the method of the evaluating PPC by using coefficient of variability besides PPC measurement.
Selection on the Order of Priority Factor of Construction Key Technology for Improving the Flexibility for a Long Life Apartment Housing at the Next Generation

Recently, lots of the research aspects of space, materials, structure, construction method relation to improving the flexibility going on throughout the construction industry, moreover the development of construction key technology has been accelerating by reason of deterioration in the apartment housing. Therefore, this study should firstly suggests assessment list of construction key technology through investigation of questionnaire and consultation of the expert on the basis of case studies, and should select it about the flexibility which making social issues lastly in the apartment housing. Secondly, this study should classify, reestablish core technology through inspection procedure of feasibility study among lists of deduced key technology. Finally, this study will suggest the manual & guideline for improving the flexibility for a long-life apartment housing at the next generation by selecting, analyzing and estimating higher score items of all key technology.
A Study on Developing the Calculation System of Disbursement for Government on the BTL Projects

BTL projects, which has been 3 years since it was carried out in 2008, trigged the controversy on the adequacy in the calculation of disbursement for Government due to such problems as low earning rate and the burden of service level compared with the project suggestion. Thus, the purpose of this study is to offer a suggestion on the calculation system for the purpose of the standardized - expense appropriation by item and database including the antecedent study on the finance model and the feasibility in BTL projects. The system is composed of 4 steps - project management, basic database, an analysis on expense by item and the result, and an analysis on sensitivity, and it is possible to carry out a comparative analysis on single and multi alternatives by variable change along with the ground on expense calculation.
A Study on the Estimation of Probabilistic Repair.Reinforcement Cycles from Rating Curve of Steel Girder Bridges

The cost for maintenance of bridge structures such as repair or reinforcement is increasing. In addition, the efforts for inspection of bridge structures is becoming more important since the proper repair or reinforcement should be performed to save the maintenance cost and ensure the safety for public infrastructure. Therefore, it is studied on this paper to estimate the repair or reinforcement cycles using probabilistic approach for the steel-box girders of bridge superstructure. In addition, a computer simulation program is uniquely developed based on probabilistic approach to calculate the cycles derived from the function of age of bridge and performance rating curve which were previously studied. In order to ensure the reliability of results and appropriateness of the model, statistical analyses were performed. Also, the results were compared and proved to be similar with ones from previous statistical data related to the repair or reinforcement cycles. The results from this study is expected to be useful for the determination of proper time to repair or reinforce the bridge structure and raise the safetyness of bridge structure in advance.
The Conceptual Cost Estimate Model on Preliminary Design Phase for RC Rahmen Bridge

The conceptual cost estimation used the construction project needs for confirm budget not only at the planning phase but also at the preliminary design phase of the construction project. Present, the conceptual cost estimation model have problems the rate of error is very large because the linear simple model calculate by use the cost of the unit meter or the unit square. This study development the model used grouping and the key quantity method, the mixed unit cost for solve problem of the very large rate of error. The result of this study reduced difference of between the real design construction cost therefor it expect that contribute to the client or the service company estimate budget of RC rahmen bridge.
A Study on the Fair Returns of Private Participants' Investments on BTO PPI Projects

This study will estimate the fair return on private participants' investments on BTO type PPI (Private Public Infrastructure) projects using the data from past BTO projects in Korea. In the past, the real returns of
were provided to private participants. The results of this study show that those returns were too high compared with the estimated fair returns, especially for projects with the minimum revenue guarantee (MRG) by the government. Moreover, the excess portion of the return over the fair return becomes even larger when there is a demand forecast bias. In reality, most of the BTO projects have far lower actual revenues than the initial forecasted revenue in concession agreements. This phenomenon implies that BTO projects have a tendency of overly forecasting revenues. If so, the value of the minimum revenue guarantee becomes larger, and therefore, the fair return to private participants should decrease. It is hoped that this study helps future BTO projects' concession agreements between the government and private participants to become more fair from the perspectives of risk and return profiles.
A Study on the Presumption of Construction Cost of Public Apartment by Analyzing Actual Construction Cost

In this study, the basic data for calculating the proper construction cost as minimizing the uncertainty at the stage of forecasting construction cost with the basis of the analysis on the actual construction cost within completed domestic public apartment house. In this regard, 23 public apartment houses by each region which were ordered by the Korea National Housing Corporation and completed from 2004 to 2007 were selected as the objects of study. Four works such as common temporary installation, construction work, civil work and machine/equipment work which are the important direct cost items based on the actually inputted and settled construction costs were classified by completion year, region, architectural area, and the distribution type considering inflation rate. The sequent actual construction costs per 3.3m2 were compared and analyzed by each work, the proper construction costs were analogized and the calculating formula were presumed with the basis of average actual construction costs to be analyzed and presented.
Development of the Noise Elimination Algorithm of Stereo-Vision Images for 3D Terrain Modeling

For developing an Automation equipment in construction, it is a key issue to develop 3D modeling technology which can be used for automatically recognizing environmental objects. Recently, for the development of "Intelligent Excavating System(IES), a research developing the real-time 3D terrain modeling technology has been implemented from 2006 in Korea and a stereo vision system is selected as the optimum technology. However, as a result of performance tests implemented in various earth moving environment, the 3D images obtained by stereo vision included considerable noise. Therefore, in this study, for getting rid of the noise which is necessarily generated in stereo image matching, the noise elimination algorithm of stereo-vision images for 3D terrain modeling was developed. The consequence of this study is expected to be applicable in developing an automation equipments which are used in field environment.
