A Study on the Outcome Evaluation Criteria of Executing Negotiation on BTL project -Focused on Cultural Facilities-

When promoting BTL(Build Transfer Lease; below BTL) project, negotiation is a stage of examining observation and reflection of RFP(Request for Proposal below RFP) in terms with facilities, operating and financing. It keeps an important position in whole process. However, there is no consistent guideline or model which helps evaluating the result of negotiation. It is difficult to apprise the quantitative outcome after executing negotiation. Thus, this study presented the Value Engineering -based process and model of estimating the outcome of negotiation for the purpose of estimating and verifying the result of negotiation objectively, Evaluating factors of negotiation were classified into 6 fields, 38 divisions and 135 items, focused on cultural facilities on BTL project. Weight of every factor was estimated, and quantitative checklist was established. This study presented the model which could measure the outcome of negotiation. This result would be a critical checklist before negotiation on BTL project, an index of feedback during negotiation, and also a standard of estimating the outcome after negotiation.
A Study on the Risk Evaluation of Apartment Development Project based on VE

Development work of apartment houses is a complex medium-and long-term project requiring grand resources and work force. Since in combination inner and outer project variables relate to project output, uncertainties caused by not only a given site condition but also politic, economy and social sectors are generated during the project. These risks influence output of the project as important factors, and ultimately as management variables in priority giving an effect on earnings and the financial structure of enterprises they should be manageable with the risk reduction plan. In this point of view, this study focused on development work of apartment houses among construction project. Risky factors were deduced, analyzed and evaluated based on Value Engineering from planning to designing to executing to maintaining. Eventually, this study showed the foundation guaranteeing competitive power of public and private construction sectors.
Comparison Analysis on the Informatization Level between Construction CALS and Other Sectors

Ministry of Land, Transportation and Marine Affairs(MLTM) has implemented Construction CALS project for improving productivity of construction industry and for making construction project management efficient by responding to informatization and knowledge base society in 21st century. CALS has beeb applied successfully to projects form MLTM, however, the outcomes of Construction CALS hasn't been recognized. In addition, there is no way to find how high the level of Construction CALS is when it is compared with other SOC informatization projects. This study found out the informatiziation level of Construction CALS by using the evaluation index proposed in the former study, and by comparing with other sectors. The evaluation on the level was implemented in the three parts such as informatization infrastructure(network, hardware, standardization, data, informatization, informatization security), informatization utilization(information usage, IT performance), and informatization support(informatization goal, organization of informatization, informatization investment, informatization education), and then, this evaluation was compared with "Assessment for level of industry information system", "Assessment for level of small and midium sized industry information system", and "IICI(Informatizaion Index for the Construction Industry)". With the result from the comparison, this study produced superior factors and inferior factors for each sector. These results are expected to be useful for prioritizing budget allocation by finding out the informatization level of Construction CALS.
Business Process Model for Progress Phase of Design-Build Project

In public project market, design-build projects have been increased because of market trend change which enables technical competition. In this condition, its importance is also getting important. Generally, life cycle of design-build project consists of planning, preliminary design, procurement, contract, detail design, start of construction, construction, end of construction, and evaluation. From contractor's viewpoint, it has problems such as difficulties in project management and information sharing because of frequent change of charged division. To solve these problems, it is desirable to change from function-based management system to process-based management system. The purpose of this study is to develop management process model for design-build project by progress phases. This study analyzed main conflicts and decision making factors of each stage in design-build projects, then systemized management subjects' responsibilities and management points' change. And also this study defined the key information that is the key point by project characteristics and progress phases. Based on this analysis, this study did business process modeling from planning stage to construction design check stage. At last, we proposed the way to manage business process by design-build project progress.
A Study on the Time Series Analysis of the Actual Unit Cost based on the Bid Prices

The Korea Standard of Estimate which has been used as the only basis of Cost estimate of public construction projects is failed to reflect the fluctuation of current construction cost. Therefore, the government decided to gradually introduce historical construction cost into cost estimate of public construction projects from 2004 and to reduce the use of Korean Standard of Estimate. This paper presents a series of process and the methodology for computing Actual Cost and analyzing the fluctuation patterns based on not only previous contract prices which made a successful bid but also all of the other bid prices. Also, this paper mainly handles a device for extracting strategic bid price such as low price bid for assuring reliable data and for predicting the construction cost which is built by Wavelet Analysis of Time series Analysis data and Neural Network. It is anticipated that the effective use of the proposed process for estimating actual unit cost would make the cost estimation more current and reasonable.
A Study on the Current Guideline Trends and Strategic Directions for Developing Open BIM Guideline

Recently, the BIM paradigm in domestic and foreign countries has been recognized as a momentum that can enhance productivity, efficiency, and collaboration of work in the construction industry. In this aspect, some countries have driven the development of BIM guideline to introduce and apply the Open BIM which is IFC-based BIM. Whereas, introduction and application of the BIM in Korea has been tried partly by several government agencies, public companies, design and construction companies. To promote the proliferation in the BIM use, therefore, the guideline needs to be developed first of all than anything else. In this context, this study addresses the trends of the BIM guidelines of foreign countries and strategic directions necessary for developing the Open BIM guideline.
A Development of Risk Identification Checklist for Stakeholders in the Construction Phase of the Urban Regeneration-Projects

The mixed-use development project like urban regeneration project has been enforced with long period and participation of various stakeholders. For this character, lots of risk could be occurred during the process of project and the project's success or failure depends on the risk management. So the process of identifying and responding to risks in urban regeneration projects should be followed systemically. The risk identification phase is the first step to identify risk factors and define risk's character. One of the risk identification methods, the checklist, is the most practical and well-known one. This study suggests the check list that devide risks classified by stakeholders through analizing tasks of stakeholders and drawing risks. This kind of checklist which handles risk factors classified by stakeholders is an easy tool to identify risks and expected to be effective to find risks for various stakeholders and themselves in the urban regeneration projects.
Development of Component Design Process for Automated Construction System

Recently automated construction system is attended in construction domains because of the increase of aged workers and the shortage of the experienced. So, the proportion of automated construction in Korea is expected to be getting higher from partially automated robots to full automation systems. However, it is difficult for the automated system to operate flexibly like the human based on various work condition. In the result, the higher the level of automation in the system is, the less efficient the automated system work in the site. So, it's necessary the development component design to compensate for the flexibility shortage of the system. Therefore, this study proposes the development process to component design suitable for automated construction system using QFD technique.
Cost Prediction Models in the Early Stage of the Roadway Planning and Designbased on Limited Available Information

The quality of early cost estimates is critical to the feasibility analysis and budget allocation decisions for public capital projects. Various researches have been attempted to develop cost prediction models in the early stage of a construction project. However, existing studies are limited on its applicability to actual projects because they focus primarily on a specific phase as well as utilize restricted information while the amount of information collectable differs from one another along with the project stages. This research aims to develop two-staged cost estimation model for the schematic planning and preliminary design process of a construction projects, considering the available information of each phase. In the schematic planning stage where outlined information of a project is only available, the Case-Based Reasoning model is used for easy and rapid elicitation of a project cost based on the extensive database of more than 90 actual highway construction projects. Then, the representing quantity-based model is proposed for the preliminary design stage where more information on the quantities and unit costs are collectable based on the alternative routes and cross-sections of a highway project. Real case studies are used to demonstrate and validate the benefits of the proposed approach. Through the two-stage cost estimation system, users are able to hold a timely prospect to presume the final cost within the budge such that feasibility study as well as budget allocation decisions are made on effectively and competitively.
Development of VR Simulation Algorithm and System for Supporting Optimal Road Design Information

The current virtual reality(VR) simulation functions in construction project are focused on the construction phase. This study attempts to extend the application of VR functions to the design phase. This study suggests various VR functions such as earthwork simulation by road alignment, alternative route selection simulation, structure type selection simulation and underground structure visualization simulation. These functions can visualize road route and earthwork condition and select an optimal design route by simulating virtual placement of alternative route. This study configures systematic methodology for suggested VR simulation functions and develops VR system by the functions. Finally this study suggests an improved design process of road construction project by using the developed VR functions
A Case Study on Economic Analysis of a Solar Water Heating System and a Ground Source Heat Pump System Applied to a Military Building

This study is to analyze the performance of SWH(Solar Water Heating) and GSHP(Ground Source Heat Pump) systems by evaluating their energy efficiency and LCC(Life Cycle Cost) as being applied to the OO hall as a selected building in the Army. The OO hall, used as bathrooms, dining rooms, accommodations and offices, has reinforced concrete structure system with three floors above the ground and one underground, and its total floor area is approximately 2,917
. Two energy simulations are conducted to predict the yearly cooling and heating energy of the selected building: One is for analysis of an air-conditioning energy consumption using the e-Quest program, and another is for two new-renewable energy facilities as a water heating source using the RETScreen. The installed capacity of two new-renewable energy facilities is determined according to the 5% level of total standard construction cost. As a briefly result, SWH system is more energy-effective than GSHP system. Considering the break-even point, it is expected that SWH can take only 3 years 11 months to pay for itself in savings while the investment of GSHP can be recovered in more than 16 years 6 months.
A Quantitative Performance Measurement on the Construction Technology R&D Projects through Research Characteristic

The construction R&D(Research & Development) has various performance according to research charater. But present performance evaluation form evaluates project rather than charater of research. The important reasons that evaluats the performance are to try conclusions with evaluated objects in the short run, but to forecast the performance of future construction R&D and to get the better performance. Thus this study extracts the RPI(Research Performanc Index) with output as the conter, developes the estimation method and measures the quantitative performance. Applying the ANOVA(Analysis of Variance), it is proved that the performance according to research charater is various. And applying the Correspondence Analysis, it is analised the relationship with performance and research charater. The purposes of this study are to idetify the problem of uniform performance evaluation and to improve it.
A Study on Procedures and Methods for Evaluating VE Alternatives at Design Phase in Construction Projects

The role and importance of VE have been enlarged since VE application was mandatory by law in public sector in March, 2000. Public organizations have widened the technological horizon through VE competitions and applied VE technique to private investment projects. Many studies have been carried out on function analysis and VE procedure. In practice it is common that clients make a decision one-sidedly on whether or not VE proposals are selected. The VE procedure itself is not smooth. This study gives some suggestions on VE appraisal procedure and criteria at the last phase on VE process in order to smooth the progress of VE. The results of this study can be used as a tool to improve efficiency in the management of VE.
The Method of Value System Management to support decision-making of Urban Regeneration Project

Objective of Urban regeneration is a recovery of urban utilities through a physical, environmental, cultural, industrial and economic regeneration. The current paradigm of urban regeneration is not a simple redevelopment as physical redevelopment or improvement. This study is proposed that value system management applied the benefit management, value system, Quality Function deployment for a value conflict of urban regeneration. There is a reason to conflict value that value system is unstructured. Because this study is proposed to establish the process of value system, and applied this process to Se-woon 4th area urban regeneration project. This study is analyzed to divide value system of urban regeneration program into city level, district level, zone level in district. An analysis of value system obtained through '2020 urban master plan', 'the downtown recreate a comprehensive plan', 'Se-woon New town plan'. It is proposed that value system management method through Between values correlation analysis and the order of priority deduction. These are obtained to use Delphi technique and Analytic Hierarchy Process(AHP)
Strategic Alliance Networks in Korean Construction Industry: Network Structure and Performance of Firms

Strategic alliances developed as formalized inter-organizational relationships are core vehicles to share information, resources and knowledge. The structural characteristics of strategic network constructed by strategic alliances have been important agenda in strategic management discipline. This paper has two folds in analysing the strategic network formulated by project level alliances in Korean construction industry. First, we investigate the strategic network using the tools and methods of social network analysis, such as centrality, cohesion, structural equivalence, and power law. Second, the performance of firms within networks are analysed longitudinally with panel data analysis. We have found that the strategic networks in this industry has scale-free characteristics, where the degree distribution fits the power law, and the vertically equivalent structure is clear. We also present that the performance of firms are continuously affected by the degree centrality of firms in this network for the last 10 years.
