Feasibility Analysis of Introducing CM at Risk Delivery Method to the Korean Public Construction Industry by Analyzing Attributes of the Projects

A high degree of management skills and functions is essential to the success of construction projects. While the various construction management delivery methods have been realized as the solutions, Korean government is planning to introduce `CM at Risk Method` to the public construction projects. However, even if its effect has been verified successful in the international market, it must be considered before legally adapting the method that it would be suitable to our public sector, In this respect, the purpose of this study is to evaluate and analyze feasibility of `CM at Risk Method`. In order to do that, 15 attributes of construction projects were found, which were suitable to `CM at Risk Method` in general, `CM at Risk-GMP Method`, and `CM at Risk-Cost Reimbursable Method` and suitability of each attribute to each of 9 categories of public construction facilities was evaluated by questionnaire survey to CM specialists. Results showed that `CM at Risk Method` might not bring improper effect to the industry but due to the characteristic of public sector, the effect would be very limited.
Effective Areas for DAT Utilization in Construction Projects

The managerial effort to acquire and maintain detailed construction control data has been the major barrier to improving the effectiveness of construction project management. Therefore, utilizing data acquisition technologies (DAT) can greatly improve the construction management processes by automating the data collection. Even though many researches attempted to explore the DAT utilization in construction, there has been no comprehensive study that examine the viability of DAT usage from a comprehensive perspective. In this context, the purpose of this study is to investigate the current efforts and future recommendation of DAT implementation in the construction industry.
Analysis of the Schedule Risk using PROMETHEE in Building Construction Management

The building construction projects include a variety of risk factors due to uncertainties. To succeed in the projects, it is important how risks are managed. Risk management is composed of identification, analysis and response. Especially, the risk analysis is important to objectively calculate significance of risk factors. This paper evaluates a method to find priorities of risks using the AHP(Analytic Hierarchy Process). The method has some defects; (1) the consistency becomes weak as the number of pair-wise compared risks is large, and (2) the input and output procedures are complex when risks are added to or removed from a risk database. Thus the paper adopts the PROMETHEE(Preference Ranking Organization METHod Enrichment Evaluations) analysis process which is able to overcome the limitation of the AHP restricted to 9 risk factors. The PROMETHEE makes the procedure of risk analysis simple, when the risk factors pull out and put in the risk database. The purpose of this study is to provide process of risk analysis to use the PROMETHEE.
A Study on the Risk Examination of the Unit Price of Public Housing Construction Projects

Currently, the unit price of public construction projects are not being evaluated appropriately for several reasons. First, the evaluation of the unit price differ per nature of the bidding process and its estimation process. In fact, pricing is determined to meet the total price in turnkey projects and to pass the low bid price deliberation process in unit price projects, and thus, such prices cannot be said to be reasonable prices per public project. After the contract is awarded, however, the prices determined without taking into consideration the characteristic of each bidding process and price estimate process are used for the valuation of progress payment, design changes, and escalation. Furthermore, this is also being applied to other low bid deliberation process as actual public project unit price, thereby affecting other processes as well. In effect, this system increases the risks for both the owner and the bidder who have determined the unit price. This research examines the risk factor and its extent in order to properly manage it in preparation for the future.
Economic Evaluation of Eco-friendly Demolition Work and Case study in Remodeling Project

When increasing quantity of construction wastes, how to deal with construction wastes and environmental problems relating to disposal of construction wastes are discussed as social issues, treatment of construction waste and subsidiary issues are raised as important problems. The demolition work produce construction wastes most in construction industry. Various researches on eco-friendly treatment of construction wastes, recycling rates and recycled materials were conducted aspect of sustainability in developed countries, however, domestic remodeling projects were performed demolition work with first-demolition and second-classification method which emphasize productivity focused on efficiency. It caused not only environmental problems, but also economical problems such as increasing disposal cost of construction wastes. Solving these problems, the previous study, suggested the process model of eco-friendly demolition work to recycle materials. This paper applied eco-friendly remodeling process to practical projects and economic feasibility on eco-friendly remodeling process. Moreover these results expect to contribute the revitalization of eco-friendly demolition work in remodeling projects.
A Study on a Method for Composing a Portfolio for REITs Investment Using Markowitz`s Portfolio Model

Domestic construction companies suffer from the difficulty in financing in the wake of economic slump at home and abroad. In the periods of this economic slump, which hit the nation REITs, the facilitator of fluid financing and the stimulating of construction economic, has increasingly been expanded since its introduction in 2001. But, REITs relatively falls behinds any other nations, in terms of its growth speed and marketing volume. The purpose of this research thesis is to suggest the method for composing a portfolio using Markowitz portfolio selection models for stimulating REITs. Main contents are as follows. First, the thesis made the comparative analysis on profit increase in REITs investment in application of models by Markowitz and REITs derivatives from 2007/07/03 to 2008/07/21 during investment analysis periods. The result showed that total profits by Markowitz model amounted to about 10 percent higher than average profits of REITs derivatives. Second, this thesis made the analysis on sensitivity of data-gathering and portfolio change periods of the existing profits, in order to measure the both periods and yield optimum profits. The six month data-collecting periods of profits accounted for some 16% higher profits than profits of REITs derivatives. In case when the two week periods of portfolio change accounted for some 11% higher profits than profits of REITs derivatives.
A Study on the Application of Zero Rate of V.A.T. to National Housing Supply and Construction Service

The stagnation of unsold houses is recently aggravated due to domestic and overseas crisis of finance and real-sector economy and domestic housing construction is in serious difficulty. Thus, tax support is necessary for national housing construction. Due to the current tax exemption system of national housing, V.A.T. paid in the construction of national housing is not deducted. Namely, it is ascribed to consumer as it is reflected in the construction cost. This research intends to analyze the limit of V.A.T. tax exemption system, to present the necessity of applying zero rate and to calculate the scale of non-deduction of V.A.T. purchase tax amount for national housing by analyzing the construction site of apartment house of house constructor in order to analyze the effect of zero rate when it is applied on the basis of above ground. In the zero rate system, V.A.T. is not collected from the consumers like the present tax exemption system. However, the purchase tax amount borne in the construction of national housing is deducted totally. As purchase tax is deducted, constructor will promote supplying national housing thanks to the effect of solving financial difficulties and improving liquidity. Since the architecture cost and parceling-out price can be lowered due to the improved liquidity of constructor, the policy will actually help the people without house.
Decision Making Process for Alternative Selection of Proper Design Change in Construction Project

A government agency has been announced to increase 23,663 hundred million wons by cost of design change which occurred in the pre-construction and construction phase. As design change is a phenomenon to occur by means of a characteristic of the building design that standardization is difficult, even if it is said that a perfect design is done in design phase, design change is prevented, and it is going to decrease, and there is a limit. Because there are some causes in all of the construction project, it is change order of client, relative system, unfit design and field condition, etc. In this study, we are suggested logic and basic model of the decision making support process model that it should selecting the optimal alternative through complex and quantitative analyzed: that is cost, performance and constructability as respect Owner or CMr is executing project under the CM delivery system construction project which it occurred design change.
An Improvement Plan and Analysis on Employment Realities of Foreign Construction Workers under the Employment Permit System

Recently there has been a trend of hiring more foreign labors in the Korean construction sites after the introduction of the government policy for foreign workers since 2007, called Employment Permit System(EPS). With the trend in the sites, the skilled and unskilled foreign workers would have become a main resource in the construction site workforce. This study aims to analyzing the effectiveness and the reality of working status for the foreign workforce. In doing so, both mail questionnaire survey and face to face interview with site managers and foreign labors in 38 apartment construction sites around Seoul region have been performed. The results of survey has been compared to the former research, which has been done for foreign labors hired under the old government policy, called Industrial Trainee System. This study found that there still exist many problems in reality of utilizing foreign workers in the sites, and proposed various recommendations for the effective use of foreign labors in the Korean construction industry.
Technical Proposal based Bidding System Applying the Concept of the Lowest Total Combined Bid Price for Supplying Affordable Housing

Recently, resettlement problems of low income groups in the urban regeneration area have been issued in Korea because they have no capability to purchase (or lease) redeveloped housing (or apartment). There are several approaches for supplying affordable housing and one of these is the bidding system which can reduce construction cost. However, the lowest bidding system has many problems such as dumping and substandard quality. In this context, this study proposed bidding system based on technical proposal applying the concept of the lowest total combined bid price for optimization of bid price, reduction of construction cost and period, and maintenance of suitable quality. This bidding system embraces the best value and cost plus time concept on the basis of an improved lowest price bidding system. It consists of the following components: work unit based, project unit based, and period reducing technical proposals. The proposed bidding system for determining bidders are designed to evaluate the adequacy of each technical proposal in the order of the combined minimum price in an effort to effectively optimize bid prices and reduce the construction periods, as well as to maintain a minimum appropriate quality.
Development of Real-Time Locating System for Construction Safety Management

Recently, as the size of construction projects are getting bigger and higher, more effective managing methods are required in management areas such as duration reduction, cost reduction and quality management. In the current construction industry, conjunction with IT(Information Technology) is being noticed as a solution to support these needs. Various IT solutions such as Bar Code, Personal digital assistant(PDA), global positioning system(GPS), radio frequency identification(RFID) are being developed. In this research, among the various IT solutions, the Real Time Locating System(RTLS) which is acknowledged as a technology with high applicational potential is analyzed. Based on this analysis, a locating system to apply in construction sites is developed and validated. The locating system is developed to prevent construction disasters through real-time management of workers and equipment, which enables effective application in the area of construction safety management. Moreover, applications of the locating system in many different areas like construction material realtime monitoring, construction automation, construction quality management, maintenance management are expected.
A Study on Preference of Apartments Remodeling Items for Reducing Construction Waste

Since the Enforcement Decree of the Housing Act was changed in 2007, remodeling demands have increased. For this reason, many research studies are actively discussed for vitalizing remodeling, but countermeasure plan for generated construction waste is not enough. This study aims to provide basic data for the reduction plan of construction waste caused by the remodeling project through the investigation of apartments residents` priorities about remodeling elements for reducing construction waste. In this study, remodeling elements have been drawn through the literature investigation. As a result, subordinates were classified into 21 elements and superordinate were classified into 6 elements. Expert interviews were conducted to check the reliability about subordinate and superordinate elements of remodeling and the questionnaire survey were conducted to determine the residents preference of apartments remodeling elements. As a result of the questionnaire survey, we found out the characteristic of preference for apartments remodeling elements such as the period of apartment, the location and the financial condition respectively. This study presents a basic data for considering the remodeling as well as the apartment plans for the resident`s preference. Further, many studies about the reduction plan of construction waste caused by the remodeling project will have to be discussed.
A Study on the Bidder Evaluation System Using the Technology Proposal-Based Best Value System

International construction market has been depressed significantly after 2000. Exclusive techniques and advanced construction management methods are desperately in demand so as to ensure the competitiveness in unlimited competition. Although public construction delivery system has been revised several times starting with introduction of the lowest bidding system in 1951, there has been no remarkable achievement whenever new system was introduced. This study analyzed the successful stories of developed countries like Europe, USA and Japan to settle successful rating system down and vitalize the best value system in Korea, which was introduced in October 2007. We constructed the bidder evaluation system for domestic situation, and designed the evaluation tool which is useful in utilization. Since this study were analyzed on only same systems of developed countries and domestic similar cases, this study is limited to typical construction in Korea. The study of specialized rating system in the field related should be followed.
Improving Constructability Analysis Tasks by Applying BIM Technology

Becoming construction projects larger and more complicated, and utilizing more varied and complex contracting and delivery systems in the industry, integrating information and managing constructability from project inception to completion became the most critical tasks for the successful project management. However, current industry practices of constructability analysis which are too much dependent on field engineers and managers` experiences, are not performed efficiently and also not managed effectively. Then the scope, method, and procedure in performing analysis tasks are not certain as well as not systematic, In addition, due to using 2D based drawings and documents, information required at project phases for the analysis is inconsistent and inaccurate. This study aims to suggest the use of BIM technology and functions for solving various problems of current constructability practices. In particular, constructability analysis tasks performed at design and construction stages are identified and their adaptability, applicability, and benefits of BIM are investigated through interviews on constructability and BIM professionals in the industry.
Incentives of Partnering Approach in the Construction Industry: Perceptions of Local and Foreign Sectors in the Vietnamese Market

Traditional procurement methods have revealed many disadvantages especially the adversarial relationship between parties. After several decades of application, partnering has shown that it is an innovative arrangement that help to reduce many problems having existed in traditional arrangement. It can provide a win-win working attitude in a construction project. Partnering in construction has been applied in several ways in recent years in Vietnam. This mechanism can help both local and foreign construction participants to mutually offset their differences when implementing projects. This paper has investigated and introduced the incentives of partnering from Vietnam perspective in terms of foreign and local participants perceptions. It has been shown that `to learn mutually among participants` and `to increase bidding advantages` are the most important incentives according to foreign and local practitioners respectively.
