Problem Analysis and Improvement Strategy for Feasibility Analysis of Overseas Plant Construction Projects

This study investigated and analyzed feasibility analysis case studies, carried out by contractor of EPC LSTK projects in the planning stage to suggest the strategies to solve problems for project improvement. For this, five feasibility analysis case studies of gulf cooperation council (GCC) countries were reviewed and investigated. The results can be summarized as follows: 1) Those factors needed to be analyzed, including cost increase, project delay, quality decrease were insufficiently considered when assessing feasibility. 2) And improvement strategies for three problems mentioned above were suggested based on findings in feasibility analysis. 3) Lastly the process of the project feasibility analysis that can be applied to overseas plant construction project was suggested step by step.
Level of Use of Construction Management Services in Private Building Projects during Pre-construction Stages

Construction management(CM) in the private building sector has been leading the growth of the CM market in Korea. The use of CM services during pre-construction stages has been recognized as a critical factor to succeed in construction projects. Understanding clients' needs of pre-construction CM services is important for CM fedms to strategically prepare and cope with market needs. The objective of this paper is to investigate the level of use of CM services in private building projects during pre-construction stages, and to identify key characteristics and implications. The most distinctive characteristics include the high demand and use of cost management and time management services during pre-construction stages.
A Study on the Proposals for Improvement of the National Emergency Management System based on Past Disaster Cases

Today many people live in various risks due to rapid industrialization. High-rise buildings and underground facilities are increasing in the heart of the city. It probably would be developed into a gigantic disasters complicated with sudden climate change. To effectively cope with these disasters, National Emergency Management Agency was set up, but it has been pointed that the Agency's role is limited to treat the problems. Therefore, emergency management system and disaster case study were reviewed and analyzed. And a Proposals for Improvement of the National Emergency Management System based on Past Disaster Cases was suggested in this paper.
A Dynamic Approach for Evaluating the Validity of Mortgage Lending Policies in Korean Housing Market

Recent periodical boom and burst of house price have made mortgage lending issues become the main public interest in Korean real estate market. However, because mortgage-lending issues had not been discussed until then, housing market forecasting associated with mortgage lending has been difficult while using an empirical approach. Thus, comprehensive and systematic approach is required as well as validity of mortgage lending policies should be evaluated. In this regard, this research conducts a sensitivity analysis to validate the proposed policies and estimates the effects of current policies on LTV and DTI ratios with a comparison of another policies scenario. A causal loop and sensitivity analysis using system dynamics confirmed that LTV and DTI regulation is strong clout to housing market. However, to prevent transfer of potential mortgage borrowers to nonmonetary institutions, regulations in loans of nonmonetary institutions should be practiced in accompaniment with regulations of primary lending agencies.
Relation Analysis Between REITs and Construction Business, Real Estate Business, and Stock Market

Even though REITs (Real Estate Investment Trusts) are listed on the stock market, REITs have characteristics that allow them to invest in real estate and financing for real estate development. Therefore REITs is related with stock market and construction business and real estate business. Using time-series analysis, this study analyzed REITs in relation to construction businesses, real estate businesses, and the stock market, and derived influence factor of REITs. We used the VAR (vector auto-regression) and the VECM (vector error correction model) for the time-series analysis. This study classified three steps in the analysis. First, we performed the time-series analysis between REITs and construction KOSPI(The Korea composite stock price index) and the result showed that construction KOSPI influenced REITs. Second, we analyzed the relationship between REITs and construction commencement area of the coincident construction composite index, office index and housing price index in real estate business indexes. REITs and the housing price index influence each other, although there is no causal relationship between them. Third, we analyzed the relationship between REITs and the construction permit area of the leading construction composite index. The construction permit area is influenced by REITs, although there is no causal relationship between these two indexes, REITs influenced the stock market and housing price indexes and the construction permit area of the leading composite index in construction businesses, but exerted a relatively small influence in construction starts coincident with the composite office indexes in this study.
Development of BIM Standard Database System for an Approximate Estimate of Old-Aged Apartment Remodeling Project

Remodeling becomes the significant issue in the aspect of the resource recycling, because it does not demolishes the whole buildings, but a part of main structure. However, compared with new construction, remodeling has several problems of adding the repair and rehabilitation works, using the partial demolition method, and having difficulties of making decision due to disagreement between several owner organizations. BIM, which is the total solution for managing and producing information during whole life cycle of the buildings, seems to be the right solution for the way to address these issues. has a possibility for solving the problems. Therefore this paper provided the framework and database for applying the BIM in the remodeling, and proved the applicability of the BIM database in the remodeling project through the case studies.
Development of Design Process Management Model using Dependency Structure Matrix for Constructability

The design with construction knowledge and experience can eliminate inefficiency in the process of construction and improve productivity in all phase of construction project. To utilize constructability knowledge most effectively in design phase, the information must be made available to the design team at the proper point in time. Current methods for effective utilization of constructability knowledge have focused on the structuralization of constructability knowledge such as checklist, which lack the consideration of the proper point in time. However, constructability knowledge which is used at the inapposite point in time consequently leads to unnecessary rework. To minimize this inefficiency and improve productivity, project manager needs to consider the design process and know what constructability knowledge is required for specific design activities. This paper therefore presents a design process management using Dependency Structure Matrix (DSM) that focus on information flows between design activities and constructability knowledge. We expect that the results of this paper will support that design process management become comprehensive management related to every phase of construction project beyond design review or inspection in design phase, and be used as a basis of the integration of design and construction.
An Analysis on the Influence of Work Management Type on Work Condition

Construction industries is a labor intensive industries. According to Korea Productivity Center, most OECD members indicate high labor productivity more than Korea labor productivity in construction industries. First of all, for increasing labor productivity work efficiency and work condition should be managed by administrator in work site. Especially, work condition could be controlled by the management behaviors of administrator in work site such as work management type. This indicates that work management type could influence strongly work condition. But although that work management type could influence work condition is the characteristic of construction work is recongized to many people, the quantitative analysis on the relationship between work condition and work management type is not enough. Therefore the purpose of this study is to analyze the Influence of Work Management Type on Work Condition.
Model for Predicting Success of Partnering in Vietnam: A Discriminant Analysis Approach

Partnering concept has been mentioned as an innovative arrangement that helps to reduce many of the disadvantages of the traditional arrangement. Partnering in construction has been widely applied in Vietnam from late 1990s. The application of the new has arrangement spread thanks to anecdotal proofs. This concept is quite new to Vietnamese practitioners. It is necessary to conduct study as a lesson-learn of the industry to encourage the partnering implementation. This paper attempts to develop a model, using discriminant analysis, which classifies the partnering in construction projects into success levels. Dedication, teamwork, sufficiency, and balance are the four significant components in discriminant model. The proposed model is helpful to practitioners in developing, adjusting and improving their strategy for partnering implementation.
