Improvement on the Managerial Method of Price Fluctuation System

There are several causes to recalculate the contract amount in public construction projects. Among them, the escalation clause was introduced in 1969 and now the condition to recalculate the cost is effective after 90 days from the date of contract and the rate of fluctuation should be more than 3% from the date of bidding. The two calculation methods for the rate of fluctuation are item-adjustment and index-adjustment. According to the results of investigation into 4 public institutions and 163 projects, all of them have used the method of index-adjustment and the rate of projects that spend over 6 months obtaining the approval of contract amount adjustment is more than 90%. The reason for spending lots of time is caused by problems of the calculation method on the price fluctuation rate. Therefore, it is necessary that the calculation method should be diversified to cope with the problems and a option of the builder should be expanded as well. Furthermore, if the way to apply correction factors to construction price index and average index based on the producer and consumer price index made by the bank of Korea is added, then the duration will be reduced without additional expenses. This study proposed the diversification of the calculation method using price fluctuation rate and builders` expanded options as improvement on the managerial method of Price Fluctuation System for the prompt and efficient contract amount adjustment.
An Application of Safety Management for Tunnel Construction Using RTLS Technology

Recently, construction site scale has been growing larger along with the growth of national economy. As construction market requires time reduction, cost saving, and improving quality, a cutting-edge technology applied research has been gradually studied for more efficient project management. In particular, the Real Time Location System (RTLS) technology, a real-time location tracking system of construction resources, can be effectively used in safety management. This technology has been studied and applied in various industries including architectural, marine, urban, and other industries. However, although tunnel construction in civil engineering has a narrow space and many safety risks, there are not researched about this content. Therefore, this study proposes an advanced safety management model for tunnel construction using the RTLS technology and a measurement method of the feasibility of this model in the construction site.
A Study on the Improvement of Item for Discrimination Increasing in Post Evaluation of Public Building Construction Project

The Ministry of Land, Transport & Maritime Affairs(former-The Ministry of Construction and Transportation)establish & promulgated the guide line of The Law of Post Evaluation on May 10, 2001(Article 58824-318) to public construction project under the Operation Law of Construction Engineering Management the 18 clause of Article 38 in order to induce & collect useful data about construction project when plan new similar project in the future about the initial planning phase, former and past accomplished businesses to construction works, results, efficiency, effectiveness. Ever since The Ministry revised 5 times, the former contents are composed for SOC, big volume civil project, and revised contents Article 2010-14(Jan 15, 2010) included some architectural project, but that was not definite the evaluation contents, direction & objective standard. So evaluation index implements are ambiguous about accomplished project. This research arranged the correctness evaluation indicators, criterions for decide the grades in order to helpful informations for similar architectural project in the future.
How to improve the governance for PPPs on special purpose facilities in Korea - based on the UK PFI failure case study -

The PPPs(public private partnerships) which was introduced in the later part of the 1990s has grown since 2005, with the beginning of BTL(Build Transfer Lease) type which retrieves the investment by receiving the lease payment from the government. As application areas and scale of the PPPs have been further expanded, it is expected the demand on special purpose facilities will be increased. We do know only successful foreign practices of the PPPs but have rarely consider the failure cases. Therefore, this paper derives implications by analyzing the case of National physical laboratory project which is known as a typical failure case of UK`s PFI. We find that from the perspective of governance, the reasons leading to the failure of business are an insufficient of technical rationality, unsettled social relationships and inefficient risk management. Based on the case study, this study shows how to improve management system for special purpose PPPs business in Korea.
An Elementary Study on Financial Assistance for Maintenance of Multiple Dwellings

Seoul, although having a housing stock as huge as that of world metropolitan cities, have implemented growth-oriented policies by constructing new housing units rather than using or rehabilitating existing ones. There were, therefore, few political efforts to preserve and rehabilitate multiple dwellings. Today, substantial time has passed since multiple dwellings in Seoul and the first-stage new cities such as Bundang and Ilsan were constructed. What is required to maintain the quality of the existing housing and use it with safety is loan, subsidy and tax incentive programs which are able to promote the maintenance of existing multiple dwellings. The objective of this study is to compare and analyze the maintenance systems of financial assistance(the loan, subsidy and tax incentive programs)of the world`s largest cities with various housing types, I e New York and Tokyo, and then to propose to Seoul a framework for the maintenance systems.
Information Retrieval in Construction Hazard Identification

The repetitive occurrence of similar accident is one of the biggest feature in construction disasters. Similar accident cases provide direct information for finding risk of scheduled activities and planning safety countermeasure. Many systems are developed to retrieve and use past accident cases by researchers. However, these researches have some limitations for performing too much retrieval to obtain results considering construction site conditions or not reflecting characteristics of safety planning steps or both. To overcome these limitations, this study proposes accident case retrieval system that can search similar accident cases. It also helps safety planning using information retrieval and building information modeling. The retrieval system extracts BIM objects and composes a query set combining BIM objects with site information DB. With past accident cases DB compares a query set, it seeks the most similar case. And results are provided to safety managers. Based on results of this study, safety managers can reduce excessive query generation. Furthermore, they can be easy to recognize risk of a construction site by obtaining coordinations of objects where similar accidents occurred.
Application of a 3D Graphic Model for Bridge Maintenance

Construction projects are becoming larger in size and higher in complexity. Operation and maintenance, therefore, is an important part in providing the serviceability of the built facility from the perspective of life-cycle. This paper presents a 3D graphic model-integrated data extraction for bridge maintenance. The 3D graphic model environment assigns attributes to the member blocks in CAD, and link the attributes to the data stored in a database. Then, the user can click the member block to extract the data associated with the attributes. A prototype has been developed to test the applicability of the 3D graphic model environment using CAD and web. Application of the system in an actual bridge construction showed that the 3D graphic model environment can help the user find necessary data at a shorter time, thereby increasing the effectiveness of operation and maintenance in bridge structures.
An Analysis on the Perception of Domestic Construction Engineer to Introduce IPD

Recently, significance of efficiency in construction projects have been increased. So effective new delivery systems are required to improve project quality and value. Those systems could also reduce period, cost, risk and waste of the construction. Also, as current government aims `Low carbon and Green growth`, it is important to manage integrated supervision from the pre-design stage to the operation stage. In USA, AIA suggested IPD which encourages mutual cooperation among stakehklder to improve the productivity. Therefore, this study analyzes the characteristics of the IPD and deduct Present condition and Perception of Domestic Construction Environment to Introduce IPD.
An Empirical Analysis on the Presumption of Public Apartment`s Construction Cost in Housing Land Development Project

Providers haven`t recently had a flexible construction cost estimation system to meet various needs of consumers about public housing. So the subject of this study is to estimate construction cost reasonably in early project stage of public housing and then develop reliable means which is able to support construction cost management and establish a adequate funding investment plan as a provider. In this study, Regression analysis was performed by the case on 20 public apartment complex which were designed from the first half of 2007 to the first half of 2008. A total construction cost of construction, civil engineering, machinery, elevator, land scape, electricity and communication work was used as one sample for increasing explanation and representativeness of the case. In addition, The total construction cost which is devided into design, contract and completion cost was variously analysed for increasing relevance of model and actual utilization. The result of estimation model based on a total construction cost set up completion and design cost showed that error rate is within 2%, which is a excellent result. The estimation model of the construction cost developed by this study is expected to estimate approximate construction cost which is adjacent real construction cost in early stage of the project by using some data.
A Development of Quantitative Analysis Model for the Policy Analysis in Feasibility Study Using the Performance Assessment Method

As an impactive factor on industries and national economy, The Social Overhead Capital(SOC) is major factor to determine the national competitiveness and the investment of SOC is essential for its economic growth. Accordingly, introduction of the preliminary feasibility study and establishment of legal institutionalization and evaluation system has been carried out and reviewed since 1999. Nevertheless of these efforts, basic problems such as lack of scientific method for investment evaluation and loss of effectiveness on feasibility studies are continuously being brought up. Moreover, as the preliminary study to improve the mentioned problems is mainly focused on the economic and estimated demand analysis, the study of policy analysis, the most important phase during a feasibility study, is still insufficient. Therefore, in this paper, a quantitative decision-making model, to which the performance assessment method of Value Engineering(VE) is applied, is developed and proposed to improve the policy analysis of (preliminary) feasibility study that requires combining with relative studies, to induce quantitative analysis method, and to contribute the improvement of value on the political aspect for SOC investment goals and use as a strategic decision-making method by systematic analysis.
A Study on Development of Performance Measures for Level of Service(LOS) of Bridge Asset Management

Because bridges can cause more significant damage than other infrastructure a certain level of safety shall necessarily be secured for users. As most of bridges` service life become 20-30 years there will be a dramatic increase in the maintenance and repair cost but the budget and human resource will be limited. Asset management technique can help the efficiency in maintenance and budget management with the limited resource. For its application, there must be a way to evaluate how bridges provide service to users. The level of service can be quantified by a performance measure. This study introduces performance measures and an evaluation process for the determination of level of service. The evaluation results will be used as a fundamental information in the determination of maintenance/repair/management targets and in the decision making process of the bridge asset management.
BIM Based Time-series Cost Model for Building Projects: Focusing on Construction Material Prices

High-rise buildings have recently increased over the residential, commercial and office facilities, thus an understanding of construction cost for high-rise building projects has been a fundamental issue due to enormous construction cost as well as unpredictable market conditions and fluctuations in the rate of inflation by long-term construction periods of high-rise projects. Especially, recent violent fluctuations of construction material prices add to problems in construction cost forecasting. This research, therefore, develops a time-series model with the Box-Jenkins methodologies and material prices time-series data in Korea in order to forecast future trends of unit prices of required materials. BIM (Building Information Modeling) approaches are also used to analyze injection time of construction resources and to conduct quantity takeoff so that total material price can be forecasted. Comparative analysis of Predictability of tentative ARIMA (Autoregressive Integrated Moving Average) models was conducted to determine optimal time-series model for forecasting future price trends. Proposed BIM based time series forecasting model can help to deal with sudden changes in economic conditions by estimating future material prices.
Default Risk Mitigation Effect of Financial Structure and Characteristic in BOT Project Finance

One of the advantages of BOT PF(Project Finance) is the government can be protected from risks involved in projects as the private finances, builds, and operates relevant projects. Moreover, the private may avoid outstanding responsibility in case of default thanks to BOT PF`s unique financial structure and characteristics. However, despite increasing attention on risk mitigation effect of financial structure and characteristic of BOT PF to default risk with emerging controversies of capital crunch, introduction of IFRS, and contingent liabilities, valuation of default risk mitigation effect caused by financial structure and characteristics of BOT PF still seems sophisticated due to uncertain cash flows, complexly layered contracts, and their interaction. So, this paper is to show the theoretical frame to assess the default risk mitigation effect of financial structure and characteristic of BOT PF with option pricing and related financial economic theories and to provide some meaningful implications. Finally, this research shows that the financial structure and characteristics of BOT PF help mitigate the default risk and default risk mitigation effect increases as change of relevant variables on financial feasibility gets the BOT project less financially feasible.
Problem Analysis and Improvements Plans for PF ABCP of Apartment Housing Development Projects

The purpose of this study is to analyze the problems of the parties involved in the issuance of apartment housing development projects. The adapted research method selected four apartment housing development as PF ABCP projects. This study carried out the case about participant institution of PF ABCP funding project including developer, constructor, financial institution so as to draw problems by participant institution. On the basis of the selected case, this thesis proposes methods for involved parties to negotiate and work out problems of the PF ABCP. The results of this study are as follows 1) Launching long-term project financing should be developed, including operating funds and strengthen the ABS and ABCP issuance of credit assessment procedures, combined with the simplicity of the instruments. 2) The Low-risk contract for the construction of simple managerial focus should be the construction, financial institutions essentially dependent on project financing feasibility verification purpose loans to prevent the division a true story, the development should be of interest to be preserved. The proposed included, among other, partial guarantee based on the construction plan financial institutions` share-based investment, and the supplement of legal issues.
Development of the Design Management Guidelines to Enhance the Capability of Public Clients

The process of design management by public client has not performed effectively due to lack of the formal guidelines and procedures in domestic public projects. The purpose of this research is to develop the guidelines and procedures of design management for public clients. The research methodology is to analyze current status of design management process in domestic and overseas cases and to develop the guidelines based on the administrative stages of design process along the project. The guidelines of design management developed by the design stages of pre-contract, contract, and post-contract stages to classify administrative procedures. The outcome of this research is able to be utilized by the public clients and design firms to standardize the process of design management and minimize potential risk during the process of the project.
