Strategic Performance Measurement of Knowledge Management in Construction Industry

Knowledge management was introduced as a new strategy in many construction companies aiming at paradigm shift since Asian financial Crisis. However, intensive focusing on acquiring and sharing knowledge couldn't keep pace with the primary goal. Increasing financial profits. That is because clear strategic process and performance measurement are absent in time of the introduction of knowledge management. Based on case analysis in domestic construction industry, this research work presents an alternative plan on Balanced Scorecard(BSC) model. The objective of this study is to develop a model of strategic performance measurement in knowledge management by sorting and grasping core operational knowledge, which can draw key performance indicators accompanied by knowledge map from case study.
The Study of Quality Control in Engineering on the Turnkey Project(Focus on Change Orders at the Construction Phase)

Turnkey project, also called Design-Build project, has been expanding and diversifying its business into the Korean market. However, it has been experiencing numerous difficulties due to a large number of change orders on the public turnkey project. Change order during the construction phase impact on time deliveries, budget and quality on a turnkey project. In preparation for this, the government has to improve the awarding procedure and general conditions for turnkey projects. Contractors should also cooperate with their co-working partners and establish a standardized procedure, which provides change order control for efficient implementation on the construction site.
An Incentive Program for Dissemination of the Basis of Construction CALS

The Korean government is making an effort to win the advance and international competitiveness of construction by changing Construction Industry into Knowledge-based information industry through Construction CALS. However, systematically obstructive factors and recession make participation of private construction companies in Construction CALS sluggish. The purpose of this paper is to suggest incentive program to induce participation of private construction companies in Construction CALS. Before setting up the direction of incentive program, the level of informatization in Korean Construction industry was grasped. Evaluation category for the discriminate application of incentives was defined and available incentive program was suggested.
A Basic Study on the Electronic Bidding Systems for Public Procurement in Construction Area

Traditional bidding process and activities in public construction area has many problems in terms of the clearness and fairness of administration. And, it causes many cost consumption to suppliers. As part of the efforts to solve these problems, some public institutions developed the electronic bidding systems. But these systems have still problems in diverse aspects. Therefore, the purpose of this study is to analyze current bidding systems through literature survey, case study and process mapping methodology, to compare the result of the analysis with the developed electronic bidding systems and to suggest the improvement for the coming bidding systems. As results of this study, key processes and classified contract types about public construction bidding were identified. These can be applied by means of guidelines when public institutions are planning new electronic bidding systems. The composition of unified driving organization, the database development for information share and the standardization of national level for the new electronic bidding systems were also suggested.
A Basic Study for Accumulating Scheduling Knowledge-Base

Generally the level of accumulating scheduling knowledge-base in Korean construction companies is in the scheduling knowledge-base infrastructure construction phase and Even in top 10 construction companies, the level is in early scheduling knowledge activity phase. The principle causes of this situation are unawareness of importance to scheduling knowledge and absence of procedure related to scheduling knowledge-base. This research analyzes the problems to accumulate scheduling knowledge-base in Korean construction companies and proposes a procedure model to accumulate scheduling knowledge-base property, which adds items of scheduling knowledge-base infrastructure and scheduling knowledge activity to the existing scheduling procedures of Korean construction companies. Using procedure model for accumulating scheduling knowledge-base, Korean construction companies can develop a new scheduling procedure and accumulate scheduling knowledge accordingly. If scheduling knowledge were accumulated property according to the procedure, a framework for knowledge management system could be provided.
A Study on the Data Organization of Specification Information for reference of Design Information

The architectural drawing, construction project specification, etc. are included in the contract of a documents. However, construction project specification, for being documentation, is not utilized to such an extent. The reason is that specification information is difficult in collecting information in relation to the architectural drawing, material finishing list and other architectural information. Therefore, an integrated model, which can be associated with other architectural information, is needed, and a DB based on this integrated model must be established in order for it to be utilized in design, construction, and management. The DB, which is established through this process, must be updated according to modification in design, and construction. Furthermore the specification must be in document on the web for reference. Consequently in this research, the structure of integrated model has been introduced, and it has made the search and preparation of the integrated model on the Internet, using the specification information DB established for the mutual reference of DB, possible. The improvements of construction project specification standards are expected by this system. Also, it will bring about Improvements upon claim prevention, and design, construction, management qualities. Furthermore, it will make the use of information more convenient in practical business such as order agency, design service and building site.
Productivity Analysis and Improvement of the System Form Construction in the Apartment Housing Project

Application of system form is very effective to continuous horizontal or vertical walls of the apartment housing. Though the system forms that are used in the construction field have the advantage of concrete quality improvement and increasing number of usages, there are some problems in reaching early planning scheduling goal due to schedule delay and low productivity. This study is initiated to solve the problem and suggest some improvements searching for reasons that diminish the productivity. A case study was done in apartment construction field where system form was used and the productivity is analyzed by work sampling. Finally, productivity improvements for assembly of the form, internal form and external form are suggested, respectively.
