Identification and Effect Analysis of Risk Factors for Build Transfer Lease Projects

The Build-Transfer-Lease(BTL) system is a new way of attracting private capital to social infrastructure construction projects. Private companies will get back their investment by leasing facilities to the government. In January 2005, government introduces a 'Korean New Deal Policy' to initiate BTL system in the field of social infrastructure development such as education, public welfare, housing, culture etc. As BTL being still in premature phase, thus it is lack of knowledge in BTL and there is no such studies about problems and impacts of BTL projects. However, there could be so many problems underlying within BTL projects. Therefore, the purpose of this paper is to identify various risk factors during implementation of BTL projects. For this purpose, five BTL undertaking projects were studied. Field survey was conducted based-on interview instruments. Prevailing risk factors in operating the BTL Project were collected from the both officials of project promoters and concessionaires. In addition, a distinct need has emerged for analysis of risk factors for BTL projects. Based on real cases, this study resulted in risk factors influencing every phases and grouped risk factors into each phase. Moreover, this study also perform sensitivity analysis in order to know how risk factors affect to BTL projects. From analyzing the data, the study addresses that both major BTL project participants 'the competent authority' and 'Special purpose company(SPC)' have many problems and difficulties to operate the projects.
Analysis of re-bar manufacturing system in plant and its facilitate method

Rebar work is a labor intensive operation, and with labor shortage and high-wage era, the cost is rising, so re-bar manufacturing system in plant is adapted. However there remains a lot of problems. Although manufacturing system in plant, which greatly effects the building's safety, endurance, and construction time, is an important phase in construction, it holds serious problem of quality and productivity deterioration due to its characteristic of intensive-labor and maintaining of old work methods resulting in poor management, and costs increase. Therefor in this study to investigate current situation and problems of rebar work in plant and to find methods of betterment, a survey was conducted to factory engineers in 18 companies.
A Selection Model For Power Plant Project Delivery Method

With the electricity industry structure reformation of the government in April, 2001, Korea Power Electric Corporation was divided in to Korea water power nuclear power and 5 thermal power plant. After, various delivery method is introduced and applied for active profit creation according to the competition between each development companies for the public company privatization. However, the current situation does not satisfy the project participant by selecting the delivery method without reflecting the business goal and project characteristics of power plant construction business. The objective of this study is to research the influencing factors that should be considered to select the delivery method in thermal power construction business and develop a standard of selection of appropriate delivery method through questionnaire and interviews to establish a model to select the delivery method that fits the business goal of the subject of delivery. In the future, if the delivery method selection model suggested in this study is applied, it is expected to select the appropriate delivery method of power plant construction business by effectively reflecting the business goal, characteristics and demand of the delivery subject, and characteristics of the construction business apart from the existing customary practices that decided the delivery method dependent on the subjective and experience based judgement.
Analysis of Delay Causation by Characteristics of Construction Projects

Top priority to manage construction projects is given to the planning and scheduling in order to keep the project duration, which is one of the most important factors in construction management. However, recently most of public construction projects especially for civil projects are delays and preventive research, many efforts were made concerning construction delays and preventive management methods. But analysis of delay causation, which is a main key to solve the problems is not done, yet. Therefore, in this research causation delays are analyzed by characteristics of construction projects, which are type of projects, type of contracts, project participants, and general condition. As a result of the analysis, delay causation are proved to be different by characteristics of the projects. The research results will be used for prevention of time extension and dispute resolution.
A Study on Simulation Numerical Formula Model for Construction Process Efficiency

If construction process operate composing work team by judgment manager's experience, possibility that progress of construction process becomes as inefficient is much. But, If produce optimal proposal of resources allocation, construction cost and duration through simulation at work plan step, work schedule because do quantification efficient operate do on. When plan construction process in this research, resources allocation by change of work team operation change, resources cost loss, total cost, optimal proposal of construction duration tentative plan of numerical formula model that can do simulation propose. Apply and revealed to apartment house framework which horizontal work area of process and vertical work area are composed as is each different construction process to verify proposed numerical formula model. Achieved efficiency than work team's operation results which apply numerical formula model that is presented in this research and enforce simulation is applied in actuality example construction.
Financial Impact of Construction Firms' Business Diversification-Focused on the Residential Facility for Retired Seniors-

This study aims to evaluate the financial impact of construction firms' business diversification. Specifically, from the construction firms' perspective, this study attempted to present basic investment model by analyzing the effect of investment in residential facilities for retired seniors. Analyses results indicated that the financial impact, in terms of sales volume and gross profit, varies according to the size of firms. The results drawn from this study could be a valuable source when construction firms plan to invest and operate residential facility for retired seniors in order to diversify their business portfolio and stabilize financial structure.
Recycling Factor Analysis on Wood Wastes in the Construction Site by Classification Origination Reason

Today's human life is more conveniently advantaged and abundant as industrial society advanced. However, the development has been creating a serious environmental crisis. Environmental pollution and exhaustion of natural resources recently became an important issue in construction industry as well as the concern about construction waste management and recycling the resources has arisen. Because the industrial wastes are not only increased quantitatively but also qualitatively intricate and various, groping for ways of reducing the use of resources primarily and recycling is urged on promotion. Currently, only about 33% of the wood wastes produced in construction site are recycled and the others are incinerated or disposed through irregular circulation process. In this study, I will investigate the present status of generating, processing, and recycling construction wood wastes and compare domestic disposal trend to other countries. In addition, I will analyze the actual condition of processing wood wastes in the construction site, verify the irrational causes, and simplify anomalous factors for the purpose of more efficient and correct activation of wood waste treatment and recycling on construction field and protection of environment in the long run.
The Application Scheme of Management of Technology for Strengthen the Competitiveness in Oil and Gas Plant Industry

Recently orders of project in the field of oil & gas plant have been increased due to raising oil prices and consumptions. Domestic oil & gas companies are expanding into the Middle East area and all over the world. In the field of oil & gas plant, it is important to manage a technical control and a license that is occurred when developing the manufacturing processes and technologies. Because the oil & gas market has a lot of executions of the oversea construction, competitions between the advanced companies is more important. Therefore, we have to adopt systematic management style for achievements of the technical competitive power and the higher position. However, domestic oil & gas plant companies have not enough competitive powers of the license and the design phase. So, they are faced with difficulties of adopting the technology which is maximizing the effect of investments and scheduling a long-range plan. To achieve the technology management and the competitive power, this study proposes a long-range plan through the analysis of execution methods for technology management.
An Application of Simulation Method to Planning of Road Pavement Operation

Project management means usually managing the rate of construction progress. But it also contains preparing scheme of execution and establishing plan for equipment, material, labor force to finish project within expected duration. In this paper to establish effective project planning a road pavement operation is selected as a case and simulation method is used for analyzing it. Next probability distributions are created after analyzing collected data and these are reflected in simulation model. Simulated result is compared with real project planning using models of lean concrete pavement process and concrete slab pavement process to verify efficiency of this model. In the event we know that project planning using simulation is more effective than one of the field in the aspects of duration and cost. Meanwhile simulated result in this paper has a limitation in accuracy because various constraints of filed are not reflected in it. However if we reflect this constraints in model through examining field in future this limitation is expected to be improved.
A Study on the Analysis of Planning and Management Factors of Finishing Works Using an Analytic Hierarchy Process

There is an increase in interest and investment in high-rise housing as it is perceived to be a new value-added market in the construction industry. In constructing a high-rise housing, the finishing works are executed in accompaniment with many other activities that are progressed repeatedly and spontaneously on each floor. It was reported that the duration of finishing works differs according to the management ability of the executing company and has a significant effect on the entire project duration. We suggest a need to concentrate on important management factors by analyzing the factors affecting the productivity of finishing works based on the site characteristics in high-rise housing. There are various complex productivity-affecting factors including the technical factors involved in planning and managing the processes of finishing works. From the viewpoint of planning and management factors, the importance of productivity-affecting factors was analyzed using the Analytic Hierarchy Process (AHP). A continuous examination of the management of high-importance factors will make it possible to improve productivity by enhancing the understanding of productivity-affecting factors of finishing works and suggesting a practical management direction.
Application of Discrete Event Simulation on Tunnel Muck Hauling Operations

Simulation has considerable potential as the tool of construction management, but in the case of domestic, it is at an early stage applying simulation to micro-process assesment. For applying simulation to the construction process, much effort is needed to collect input data and to build the model including the characteristics of site. This study introduces the methodology to collect operation data of construction equipment and build the simulation model, then verifies the model with the operation data. In addition, this study identifies main factors to determine the cycle time of the muck hauling system so that it suggests the method of construction process planning through operation and combination of construction equipments.
A Liquidated Damages Calculation Method Based on Owner's Substantial Loss

The delay of construction is one of the most frequent and complicated elements of the claim. And the liquidated damages cause many disputes during the judgement. The liquidated damages should be a compensation for owner's substantial loss, but actually be applied as a damage for breach of contract. These damages are different from owner's loss and give constructors a excessive burden. So we need a more reasonable system than a lump application system. In this study, we make a Improvement System, that based on owner's substantial loss, and suggest the new liquidated damages calculation method.

The importance of informatization of architectural/engineering firms has been addressed since technical problems caused by owner and users
needs and requirements increased. However, the investment and the human resource support have not been enough, and the effectiveness and efficiency of jnformatization has not been verified and validated, either. Therefore, the objective of this paper is to analyze the effectiveness and efficiency of informatization based on the corporation performance through considering the present status of corporation performance and jnformatization of architectural/engineering firms and analyzing the correlations between them. In addition, this study proposed the performance measurement framework to evaluate the performance and jnformatization level on architectural/engineering firms based on the previous studies.
