Application of probabilistic VE/LCC Analysis Models for Quay Wall Structures

It is common that the analysis of VE/LCC is performed in design phase of quay wall structures. The analysis is mainly executed based on experience and engineering sense of expert considering the selection of construction method, construction and maintenance cost. Recently there are increasing demands on the analysis that includes uncertainty and vulnerability of input parameters, for this purpose, fuzzy reliability based probabilistic VE/LCC analysis model for quay wall structures is suggested. In VE/LCC analysis for quay wall structures, the application of probabilistic analysis method give very similar results compare with those of deterministic analysis method. It is anticipated that the methodology proposed in this paper can also be utilized in the design and maintenance phase of other facilities where decision making is made for the probabilistic life cycle cost and value analysis.
Development of the Work Information Management System of Pavement Crack Sealing

Crack in Pavements have been continually increased a by water penetration Therefore, the cracks can result in deterioration of the pavements that could be extremely dangerous fro road users. Creak sealing work performed in outdoor is very dangerous, costly and labor intensive. To slove these problems, automated crack sealing systems have been developed. it Would be needed that work information related to crack sealing must be gathered in an effort to used for existing or future crack sealing work. Furthermore, work information related to crack sealing could be utilized in analyzing work productivity and condition. The primary objective of this study is to propose a PDA and Web-based system for work information management of crack sealing which enables to effectively interchange work information between head office and fields, and to accurately collect work information. Finally, it is anticipated that the effective use of the developed PDA and web-based system would be able to effectively share work Information, measure productivity, estimate costs as well as plan future work schedule.
Item Establishment and Importance Analysis for Qualitative VFM of BTL System

PFI(Private Finance Initiative) Project is carried to expand infrastructure effectively through participation of private investment. From the year 2005, the range is expanded not only industrial infrastructure such as made road, harbors and so on but living infrastructure such as school facilities, environmental facilities. For this reason BTL(Build-Transfer-Lease) system is mainly used in new private finance initiative project but in existing private finance initiative project BTO(Build-Transfer-Operate) system was used. BTL system is operated to judge fitness of private investment and classified into quantitative VFM(Value for Money) and qualitative VFM. In this research the estimation item of qualitative VFM which is hard to deduce the effect is created and after surveying of questionnaire in target of experts, relative importance and weight is established with AHP(Analytic Hierarchy Process). By estimating efficiency and benefit of quantitative VFM and qualitative VFM aspect effectively it is expected to support a rational making decision for operating BTL.
A Study on the Minimization of Problems of the Direct Payment for Subcontractor's Work in Public Construction Project

To execute a construction project, many construction participants are engaged in the project. Especially many subcontactors role is very important, but their contract statute seems weaker rather than prime contractor. So to protect the subcontractor and to activate fair subcontract, Fair Transactions in Subcontracting Act was enacted. Direct payment to subcontractor clause of the act can protect subcontractor from the fear of insolvency of prime contractor, on the other hand can cause dispute about the interpretation of defect liability. Therefore the positive act and regulation were examined, and the effects of direct payment to subcontractor were analyzed. And the treatment direction of direct payment were suggested in this paper. Summary is as follows; (1) Statute of subcontractor for the ordering subject must be considered (2) Contract relationship must be reflected in the performance bond, subcontract bond, and subcontract construction conditions (3) To clarify the defect liability for the direct payment, retainage to guarantee the repair during contract period may be reflect on the subcontract construction conditions.
Establishing the Education Strategy in strengthening Construction Management's ability in Large-scaled Construction Company

It is related to launch the CM market and to increase the profit and entire ability in company that is enforcing the ability of construction management in large-scaled construction company. According to the CM market in U.S, CM market is increased with competing to the companies, that is E&C, general contractor, design firm, specialized CM firm. Also domestic market is similar to US market. In this situation, large-scaled construction companies are filled with construction management ability for competing with foreign companies and domestic CM firms. This paper suggests how to enforce the construction management ability through education, and shows the detailed education strategy considered the fields, divisions and positions.
Analyzing Characteristics of Design-Build Delivery System in Korea Using System Dynamics Modeling

Design build (DB) is a construction project delivery system which has become one of the favored ones and the growth of DB by the public agencies has been steadily increasing. DB can be viewed as an evolutionary project delivery system, since DB project team members collaborate on work with each other, keep seeking cost effective and innovative alternatives that meet the construction needs of the project. Thus DB outperformed others in delivery speed, cost saving, and turnover quality. In Korea, DB projects likewise have steadily increased that it is needed to analyze characteristics of DB delivery system in Korea. For that purpose, this research would offer an analysis of characteristics of DB delivery system in Korea using system dynamics model with investigating the public market trend, comparing DB performance to DBB, and analyzing questionnaire survey.
Development of Maintenance Management System Module in BTL Project for Educational Facilities

According to the public information of the Ministry of Education & Human Resources Development, the construction project of educational facilities from 2005 to 2007 will use BTL (Build-Transfer-Lease) contract. Budget of those projects will be the worth over 13 trillion won. In this research, the estimation standards for the public health maintenance expenses are established which is the part of the operation and maintenance cost in the total BTL project cost. Also, a system core module using the developed standard was introduced in this paper. A comparative analyses were conducted with the several possible estimation case to validate the system developed.
Economical Analysis and Estimate Method of Possible Working Hours for Marine Rock Excavation Work Regarding the Tide Cycle

The rock excavation work on the sea is planned as underwater process if the elevation of the rock is lower than the M.S.L.(Mean Sea Level). However, in case of West and South sea which are largely different between the rise and fall of the tide, the earth work can be performed on the ground while the work surface is exposed above the sea according to the tide cycle. Thus, it may a good substitute to make up for shortcomings of underwater construction works such as safety problems of workers, loss of efficiency and increasement of construction costs. But the difference between the height of the rock excavation surface and the water surface changed by the tide makes the exposure time of work surface, that is the possible working hours be changed. Also, it may cause the changes of construction cost. Thus, this study analyzes the economical efficiency of the construction method using the difference between the rise and fall of the tide in comparison with the construction method which is performed under the sea, and it also suggests the way to analyze the economical working hours by estimating the possible working hours on the ground. We also try to find out the application possibility of the way like the rock excavation work on the sea using the difference between rise and fall of the tide.
A Development of the Risk Factor Dictionary for the Private Finance Construction Project

Recently, the government is very active to secure the financial resources by inducement of the private investment in fulfilling an extension of the SOC facilities. One of the reasons that the private investors hesitate to put money into the private finance projects, however, is the lack of knowledges about various risks to be possibly incurred during the project execution. This research was performed as one of the preparation works in order for a A engineering company to act as a prime contractor of the project management service in the private finance project, and finally developed the risk factor dictionary as a new concept to satisfy the requirement of a A company and overcome a limit of the existing risk checklists. Although the risk factor dictionary looks like the only simplified table to be the risk factors identified in three dimensions, the impacts and response strategies expressed in narrative and multi-items, and the responsible parties indicated, it has great meanings to get a lot of direct and indirect accomplishments over the simplified table during the development process.
Supply-Demand Forecasting of Principal Engineers in Construction Industry Using System Dynamics

By prosperous condition of construction economy in the early 90s in Korea, the government needed a lot of the qualified professional engineers (PE) to manage the construction site. In order to meet the high demand of P.E., Government has established the admitted engineer systems(AES) in 1995 that give the authority of principal engineers to the admitted engineers who do not take the written examination but have equivalent working experience. Since 2000, professional
shortage has been resolved. however, the opposite situation, which is serious over-supply of construction engineers has occurred. Thus, Government announced that would abolish the admitted engineer systems as recognized the existent admitted engineers(about 1,000,000 persons) from 2007. However, Professional Engineers Institution has strongly insisted that Government should not recognize existent admitted engineers. From this point of view, it is critical to make the supply-demand forecast systems as a derivative approach of System Dynamics also, that is useful in comparing the argument between Government and Professional Engineers Institution. This paper describes about principal
supply change by admitted engineer system abrogation and suggests the idea to regulate the supply and demand with the improvement of the regal system.
Strategy for Expansion of Overseas Construction Competitive Power by Official Development Assistance(ODA)

The domestic construction market is recently daunted because of the sustainable real estate regulation policy by the government. In other aspect, after the WTO(World Trade Organization)system opened overseas construction is growing continuously with grow of international economy and opening of market through world. Therefor needs to establish strategy on expansion or over seas construction competitive power. The purpose of this research is expansion on over seas construction competitive power by suggesting project cost guarantee methods to Owner and cost guarantee methods are Official Development Assistance(ODA). Accordingly, this research analyzed a developed
ODA and domestic ODA. Moreover, survey to Expert of related field about over seas construction and ODA for identified problems. Especially, based on the results it intends to analyzed domestic ODA competitive power and improve strategy to competitive power of receive an order on over seas construction.
The Deduction of the Success Factor in Construction Projects by Design Build Methods

The minor construction companies in Korea have grown in focusing on the construction operation field. Also, soft field is vulnerable area, and there are not enough delivery systems, therefore, a capacity of the construction industry expansion and productivity is insufficient. Furthermore, the minor construction companies are losing their areas, because the major construction companies having numerous know-how and ample funds are competitive. As the construction industry are more larger and complicated, the design build methods might be increased in the construction industry and the minor construction companies could have more competitive. Hence, this paper analyzes the success factor in minor construction projects by design build methods focusing on instance
case and survey, and critical success factor deduction and importance degree analysis of this factor using AHP analysis. In addition, this paper gives fundamental data how to manage the construction project effectively for minor construction
expansion in near future.
Prediction Model of Final Project Cost using Multivariate Probabilistic Analysis (MPA) and Bayes' Theorem

This paper introduces a tool for predicting potential cost overrun during project execution and for quantifying the uncertainty on the expected project cost, which is occasionally changed by the unknown effects resulted from project's complications and unforeseen environments. The model proposed in this stuff is useful in diagnosing cost performance as a project progresses and in monitoring the changes of the uncertainty as indicators for a warning signal. This model is intended for the use by project managers who forecast the change of the uncertainty and its magnitude. The paper presents a mathematical approach for modifying the costs of incomplete work packages and project cost, and quantifying reduced uncertainties at a consistent confidence level as actual cost information of an ongoing project is obtained. Furthermore, this approach addresses the effects of actual informed data of completed work packages on the re-estimates of incomplete work packages and describes the impacts on the variation of the uncertainty for the expected project cost incorporating Multivariate Probabilistic Analysis (MPA) and Bayes' Theorem. For the illustration purpose, the Introduced model has employed an example construction project. The results are analyzed to demonstrate the use of the model and illustrate its capabilities.
