Korean Journal of Construction Engineering and Management, volume 9, issue 3, 2008, Pages 65~74
Public institutions recognize the importance of cost management from the planning stage but they do not have an organized construction cost estimation and management system. Thus, at the stage of planning a new public construction project and estimating the cost, those in charge of budgeting estimate construction cost based on existing data and experiences, compare construction cost estimated after the basic design stage and the execution design stage with budgets, and then decide whether to continue the project or change the design according to the budgets. Therefore, we would develop the cost prediction model through regression analysis that can predict construction cost in Schematic Design Phase of the Public Multi-Family housing. Accordingly, if public institutions have a construction cost prediction model and management system that can estimate the optimum construction cost, they can make and execute budgets in a more efficient way than they do at present.

Korean Journal of Construction Engineering and Management, volume 9, issue 3, 2008, Pages 75~84
Recently, construction industry demands have been changed by domestic construction circumstances such as high-technology, mega-projects, and the complexity of construction. In order to deal with the change of such a domestic construction circumstances, the Ministry of Construction and Transportation (MOCT) has introduced advanced delivery methods. However, the advantages and disadvantages of the advanced delivery methods have not been effectively applied for previous projects. The reason for this is that the "Reviewing Standard for the Large-scale Construction Bidding Method" has not reflected enough prcject characteristics when the delivery method is selected in the project planning phase. Therefore, this paper proposes the Analysis on the Impact Factors of Delivery Method for Multi-Family Housing Projects.

Korean Journal of Construction Engineering and Management, volume 9, issue 3, 2008, Pages 153~163
Domestic construction industry accounts about 15% of Gross Domestic Product(GDP) and Korean government spends approximately 50 trillion won per year for public infrastructure projects. Effective management of public construction projects would result in cost saving and enhance financial stability of the government. In doing so, the government promoted a new budgeting system, Continual Budget Method(CBM) as a part of public project performance enhancement program published in 1999. This research mainly attempted to investigate and analyze the impact of new budgeting in term of cost and schedule performance. Based on the analysis result of n2 projects. The new budgeting system could save project cost by 9.83y. Due to the saving of indirect costs from reduction. Although limited government budget cannot allow all the projects to be excuted with the new budgeting system, the new budgeting system should be more-widely utilized in the public sector because of its proven benefits from this research.

Korean Journal of Construction Engineering and Management, volume 9, issue 3, 2008, Pages 164~174
It is crucial In decision making to select a project delivery system (PDS) adjusted accordingly to the project characteristics. Furthermore, selecting a tendering system is the kernel in the process of selecting PDS. In October 2007, the Ministry of Finance and the Economy of Korea launched two new project delivery systems, "Best Value Contract (Design-Bid-Build)" and "Bridging Contracts (Design-Build)" by revising enforcement ordinances of "Act on Contracts to Which the State is a Party" to provoke the tendering systems. In order to support the proposed purpose, this research developed a selection model for suitable tendering system, which helps a public owner select a tendering system appropriate to the project characteristics. First, the framework of the model was set throughout analyzing previous researches and interviewing relevant experts. Additionally, by analyzing the survey result from 265 experts engaged in architectural and civil engineering business, the relative weights of the selection factors and the effectiveness values of the alternatives were suggested as the quantitative evaluation references. Finally, the practical guideline was suggested to apply this model to three public projects scheduled to be delivered. The result of applying the model to three case projects showed that further researches were needed to make the selection process logical and to suggest the standard weights and effectiveness values according to project type.

Korean Journal of Construction Engineering and Management, volume 9, issue 3, 2008, Pages 175~184
As defined by the experts, safety education is the basic method through which people can protect themselves from the dangers in workplace. Therefore, safety education is an important safety measure that can be effectively utilized in disaster prevention without any certain limit. The current practice of safety education in construction sites, however, is all formal and has no substance. Safety education became a mere boring time to workers since the material is not related to them, and does not reflect the individual personalities, which cannot induce voluntary participation of workers. Thus, it is vital to develop various safety education models suitable for individual personalities of construction workers. This study aims to provide the basic data necessary to establish safety education models according to individual personalities of construction workers. Based on the analysis of the preliminary stuff and interviews, the typical individual personalities of construction workers and safety education factors were examined, and the frameworks for each were established. Based on results of applying them to actual cases, directions to improve safety education in construction sites are presented.

Korean Journal of Construction Engineering and Management, volume 9, issue 3, 2008, Pages 194~205
The production process of construction industry is different from thing of the general manufacturing, likewise various participants make temporary teamwork for success of the project through sharing of information. But, the each role of participants is Individually changed to step in construction process stage and moreover it has complicated, entangled interests. The CM(so it called Construction Management as an abbreviation word) system was inducted for the effective management and operation of construction project. The key of the CM success depends on the cooperative relationship relation to major participants. There are lots of studies and efforts for the performance measures of the CM, however existing performance index is only measured as the viewpoint of project owner. Therefore it needs to make up for balanced view through combination of the four-way view of participants. In this study, we should search for cooperative relationship of project participants, and then we should suggest to define the difference of project in their viewpoints.

Korean Journal of Construction Engineering and Management, volume 9, issue 3, 2008, Pages 206~213
Due to the following reasons, the management of curtain wall parts and material is very Important. Firstly, curtain wall work is one of the main works in High-rise building construction for it takes about
of the total construction cost. Secondly, the whole process of curtain wall work including manu acture, delivery, storage, installation and maintenance is very complicated and sometimes more than 30 companies involve in the process. Thus there are many control points for curtain wall units. Thirdly, there are not enough space on site for material storage and this situation is more serious for sites in urban area. The purpose of this research is to validate an information systems using RFID technology that is developed to manage the curtain wall units following the process of curtain wall work. For the validation, the cycle times of curtain wall work before and a ter the system was used. The results show that using the systems shorten the cycle time of the curtain wall work. Thus it is concluded that the system can increase the efficiency of managing curtain wall work.
