Model Construction and Estimation of Voyage Charter in World Tanker Market

The purpose of this paper is to construct the model that enables to estimate the amount of tanker voyage charter by region or by ship size. This paper decomposed the mechanism of voyage and time charter step by step, and apply the accumulated date of KMI chartering database. The results of the estimation is that the amount of voyage charter in 2007 will be 25,751 or 23.3% increase compared with that of 2000. And the amount of voyage charter in Korea will be 9.3% of the world amount, and will be 26.6% of the Far East amount.
Development of a GUI Program for the Position Prediction of Distressed Vessel

To provide an easy operation of drift prediction model in SAR(search and rescue) mission a GUI program running on Windows environment has developed. Users can make choice of input data on the screen by just clicking the mouse and the prediction results of datum points and trajectories of vessels are drawn on the electric chart. The program contains both Leeway Equation model and Mathematical model. The FORTRAN language was used in programming and Lehay Winteraction 4.0 software was utilized for graphic presentation. The result of May, 2001 Busan field experiment was plotted with that of model prediction for demonstration purpose.
A Comparative Study on the Investigation Manuals of Marine Accidents

The investigation of marine accidents in Korea can not handle the international codes and guidelines and is being followed the conventional methods with a big gab to the international criterion and procedure. Also there is no proper investigation manual which is cope with the new era and surrounding circumstances. This study analyzed the investigation manual of other countries, and proposed new investigation manual according to the analysis and international standards and procedure as followings; (1) Develop own investigation manual separating from the field manual which is mixed with judge, (2) Correct and improve the error and hazy words in the existing field manual which is not compatible a current situation, (3) The contents of new manual should be changed to cope with the international rules, criterion and procedures. The list of contents and index is added, an abundant explanation and examples are given, and charts and illustrations are inserted to make the users understand easily. Also the inquiry techniques according to the classification of each accidents are included.

Bans on TBT based antifouling paints have been drafted since 1998 by meetings 42, 43, 45 and 46 for the MEPC (Marine Environmental Protection Committee) of the International Marine Organization, and decided finally at a Diplomatic Conference of IMO in October 2001. It was a key issue that there should be a global prohibition on the application of organo-tin compounds as biocides in Anti-fouling systems by Jan. 2003, and a complete prohibition on the presence of organo-tin compounds on ships by 1 Jan. 2008. This paper suggests a method to design International Anti-fouling system cretificate, Record of anti-fouling system, Endorsement of the Records, Declaration on Anti-fouling System, Port State Control and reform(legislative) associated a law.
A study on legal regime relating to ownership of excavated treasure ship

Cultural Property Preservation Bureau of Korea excavated the massive shipwreck and her cargo from 1976 to 1984 sunken under Jeungdo Island, Sinan County located in the southwest area of the Korean peninsula. It was the first systematic underwater excavation in Korea, and one of the richest underwater discovery in the world. According to the reference materials, more treasure shipwrecks are assumed to be sunk under seaside of Korean peninsula. Such as, Donskoy near Ulleung Island, Kow Shing near Ul Island, and Yamashita treasure ship off Korean peninsula, etc. The excavations of these treasure ship are likely to raise ownership dispute between private finders and government authority, and between ship owner and excavater due to lack of knowledge and awareness of related laws and regulations. Therefore, this study aims to examine existing legal regimes related to the excavated treasureship. And also it tries to suggest a new proactive measure to prevent the most likely ownership disputes between interested parties.
On the Countermeasures against Korean Fishing Boat being seized in Japan′s EEZ

This study aims to analyse the actual conditions of Korean fishing boat being seized in Japan`s EEZ and to provide the countermeasures against that problem. According to the analysis of that actual conditions, Korean fishermen are trespassing Japan`s EEZ in which fishery resources are abundant because of exhaustion of fishery resources and polluted water in Korean coastal sean. In the past, That behavior was not illegal. Now, however, it became illegal with the effectuation of the United National Conventions on the Law of the Sea(1994) and the Korean-Japanese Fisheries Agreement(1999). In order to resolve that problem on a long-term basis, it is necessary to turn over national fishery policy, to provide fishing people with other means of living, and to establish the Korean-Japanese cooperation system of fishery management. Most of all, it is urgent to mitigate and remit a penalty which was executed in Japan, to amplify personal and material resources need to guide and control fishery, and to construct a close cooperation system between the National Maritime Policy Agency and the Ministry of Maritime and Fisheries Affairs.
Design and Fabrication of Broad-Band EMC Filter for Power Line

The proposed EMC filter composed with feed-through capacitors and ferrite beads of high permeability was prepared which satisfy the EMC standard for a wide-band noise signal in the frequence of 10 MHz to 1.5 GHz in power supply line. The optimum structure of ferrite bead was found by calculating the load effect of ferrite beads. As a result, the filter showed excellent differential- and common-mode noises filtering characteristics above 30dB in the frequency band from 10 MHz to 1.5 GHz. The immunity characteristics are improved more than 10 to 30 dB over the frequency band from DC to 1.8GHz.

Design and implementation methodologies on the performance evaluation system of Two-Channel Ring-Core Flux-Gate Compass (TCRC FG-Compass) are described, with evaluation procedures and methods based on the polynomial regression models. Performance evaluation system consists of a step motor driving unit, a bearing transmitting unit and evaluation programs derived from polynomial regression formulae. Newly designed performance evaluation system enabled the accuracy of TCRC FG-Compass to be ascertained. It was confirmed that the size of residual deviation of TCRC FG-Compass is

A Study on Development ATCS of Transfer Crane using Neural Network Predictive Control

Recently, an automatic crane control system is required with high speed and rapid transportation. Therefore, when container is transferred from th intial coordinate to the finial coordinate, the container paths should be built in terms of the least time and no swing. So in this paper, we calculated the anti-collision path for avoiding collision in its movement to the finial coordinate. And we constructed the neural network predictive PID (NNPPID) controller to control the precise navigation. The proposed predictive control system is composed of the neural network predictor, PID controller, neural network self-tuner which yields parameters of PID. Analyzed crane system through simulation, and proved excellency of control performance than other conventional controllers.
Performance Analysis of DCMP and ZF based on Spatial Channel Response Estimation by ESPRIT

It has been known that the DCMP(Directionally Constrained Minimization of Power) and the ZF(Zero Forcing) can improve the SINR performance of an array antenna system by using spatial signature of wireless channel. This paper analyzes the performance of DCMP and ZF in multiple scattering environments. To obtain the spatial signature of wireless channel. both DOA(Directional of Arrival) and AS(Angular spread) of the received signals were estimated by using ESPRIT. The performance of the DCMP and the ZF was analyzed theoretically. By computer simulation of SINR performance was evaluated.
A Study on the Developments of the Salvage & Oil Spills Response

A country is acutely needed to establish a marine salvage & oil spills response system in order to prepare for a disaster. When a severe marine accidents occur, our country depends on foreign technique because of the insufficiency of facilities and technique. The damage of accidents expands due to not taking proper actions in early stage. Accordingly, in case of marine accidents, this paper aims to suggest a various scheme of infrastructure, investment of facilities, technical development, improvement of ability and etc. in salvage & oil spills response system in order to quick and effective response to the marine casualties.

The shipboard working environment of coastal patrol ship is very inferior to the ground working environment and it causes the avoidance of shipboard working and the aging of crew. Especially the air pollution and electromagnetic wave in ships causes an occupational disease. Hence of reduce the shipboard working fatigue is necessary by the security of the comfortable shipboard working environment. In this paper, firstly we evaluate the shipboard working environment by using the measurement results of the shipboard air pollution and electromagnetic wave in the sea. And we propose the measures to reduce the shipboard working fatigue which is based on the evaluation results of the shipboard working environment.
Ocean Outfall Modelling with the Particle Tracking Method

To overcome the weaknesses of conventional finite difference model in pollutant dispersion modelling, the particle tracking method is used. In this study, a three dimensional particle tracking model which can be used in Princeton Ocean Model was developed and verified through the various numerical tests. Usability of the model was also confirmed through the ocean outfall modelling in Tampa Bay, Florida. As it is expected, random walk model showed the less dispersion in a range compared to the conventional finite difference model and its reason is estimated due to an error from numerical diffusion which the conventional model holds. This newly developed model is expected to be used in various ocean dispersion modelling.
Salinity Determination for Sea Water Using Immersion-Type On-Line Refractometer

An immersion-type on-line refractometer useful for the in-situ measurement of salinity and temperature of sea water is developed, and its performance is examined by applying the refractometer to known salt solution having salt concentration between 2 and 4 % similar to practical sea water salinity. Since refractive index and temperature are measured simultaneously, it is possible to compensate the effect of temperature for fast and direct measurement. The outcome of salinity measurement for the different concentrations of salt solution indicates that the device is suitable for the salinity measurement by yielding stable and reproducible reading.
