The purpose of this paper is to suggest the regulatory system to the shipping adn Port division. This paper indicates that the regulatory system of Shipping Port, and Logistics division in Korea in the first step and there need to introduce new regulatory quality management system such as Regulatory Import Analysis(RIA). This paper makes new collection criteria based on OECD(1993) standard, and applies to 314 regulation to collect the need to be deregulated, and 5 regulation thar need to introduce new regulatory system.

This is a study for international competitiveness analysis if korea ship management service using the collected data from the fields in industry. making a comparison if ship management company between domestic ones in Korea and mutinational ones in international market is more suitable for it`s purpose. but competitiveness level of korean ship management companies are too low to compare. Therefore in this study, ship management devision in Korea overseas shipping companies are selected as a target of camparision and the representative of Korea ship management industry. The analysis of competitiveness is divided by price competition and non-price competition. The former is consist of element likes as crew management cost, dry-docking cost, repair cos, stores & spares cost, lubricants cost and management free cost, The later os consist of element like as quality of sea & shore personnel, efficiency of company`s organization, ability of management system. qualifications & certifications, know -hoe for the ship management, structure of control & support ship and office automation & IT system. According to this analysis the ship management division in korean shipping companied are superior to the foreign specialized ship management companies generally. So, it is necessary that korea ship management industry attempt level-up continously and expand into international ship management market positively.
Evaluation of Environmental Conditions on Board in term of Noise and Vibration in Coastal Small-sized Ships

The shipboard working environment of coastal patrol ship is very inferior to the ground working environment and it cause the avoidance of shipboard working and the aging of crew. Especially the noise in ship cause on occupational shipboard working hardness of hearing. Hence to reduce the shipboard working fatigue is necessary by the security of the comfortable shipboard working environment and residence environment. in this paper, firstly we evaluate the shipboard working by suing the measurement results of the evaluation results of the shipboard working environment.

This paper describes the computerization of medication management that is done manually now. That medication management effective and gives the enhanced way to provide information about seamen`s medical condition check and the medicine habit. Transmission of detail information about medicine inventory through the wireless communication network is able to reduce the time required and workload. Because yard monitoring system is a part of real-time operation system and yard planning system, most planers, in container terminal, Busan Port, can not consider real-time and exact yard situation and container information such as position of equipments or movement of container with current planning system when export yard planning os established. Therefore, many planers recognize the limit of current planning system and try to find the solution to get over it. The reason of this, heuristic algorithms for the export yard the limit of current planning ,operating on monitoring system, are suggested and integrated export yard planning system is designed and developed in this paper.
A Study of GPS Ship Navigation System Using Precise Coordinate Conversion Algorithms.

The most great GPS is working on CNS(Car navigation System) and Personal terminal, but ocean has not been. First studied GPS is sailing to ship but We have been connivance that The ship is not need detail navigation. Lately, harbor facilities and transportation service in harbors are complication. We have need accurate ship navigation system. In this paper, author developed algorithms of ellipsoid conversion between WGS84 and BESSEL and develope algorithms of map projection between ellipsoid coordinate system, and plane cartesian system. Author used 3-parameter in covering ellipsoids and used TM and UTM projection in converting between ellipsoid and plane cartesian coordinate. And author analyzed errors through static surveying and dynamic surveying of GPS for proving accuracy of GPS sensor, Furthermore author analyzed deflection error of received position. Finally author developed real time ship navigation system using cheep GPS sensor.
A Study on the Container Yard of Mega-Float Offshore Structure Type.

Recently, mega-float offshore structure is studied as of the effective utilization of the ocean space. And mega-float structure are now being considered for various applications such as floating airports. container yard, offshore cities and so on. This mega-float structure is relatively flexible compared with floating structures like large ship. When we estimate dynamic responses of these structures in waves, the elastic deformation is important, because vertical dimension is small compare with horizontal. the analysis of the dynamic reponses as it receive regular wave is studied. The finite element method is used in the analysis of structural section of this model. And the analysis is carried out using the boundary element method in the fluid division. In oder to know the characteristics of the dynamic response of the mega-float structures, effects of wavelength, water depth, and wave direction on the dynamic response of the floating structure are studied by use of numerical calculation.
A Study on the Motion of a Single Point Moored Ship in Irregular Waves

The maneuvering equations of motion are derived to express the motion of a ship. The wave forces in the time domain analysis are generated from the frequency transfer function calculated by 3-D source distribution method. The linear wave forces whose periods are equal to those of incident waves and the nonlinear wave forces that make long period drift forces are computed for the simulation. The consideration of irregular waves and nonlinear wave force effects on the slew motion are carried on the analyzing the motion of ship in the regular and irregular waves.
Second Order Elastic Analysis of Superstructures on Very Large Floating Structure with Semi-Rigid Connections

If semi-rigid connections are used for superstructures of very large floating structures (VLFS), the number of rigid connections can be reduced and more economical construction will be possible. In this study, considering service load and wave load in VLFS, the applicability of mixed use of rigid and semi-rigid connections have been studied using three types of connections for a four-bay eight-story frame. Three types of connections are used; top and seat-angle connections with double web-angle(TSD), extended end plate connections, steel tubular column with square external-diaphragm connections. ABAQUS(Finite element analysis program) is used for conducting second order elastic analysis.
Electromagnetic Wave Absorption of Sheet Type EM Wave Absorber by Control of Ferrite Particle Size

Electromagnetic wave absorbers with sheet type have been fabricated and their absorption properties are measured. The absorbtion properties of the fabricated ferrite absorbers were improved with decreasing the particle size in the frequency range of 2.4~3.2 GHz.
A Study on High Performance Electromagnetic Wave Absorber Using NC and Natural Lacquer Binder

The electromagnetic wave absorption ability of natural ceramics(NC), natural lacquer, and rubber was investigated. The natural ceramics showed absorption ability above 2.5dB at 2.5GHz~4.5GHz and natural lacquer showed better electromagnetic wave absorption ability than that of rubber. The simulation results of electromagnetic wave absorber ability in a absorber composed of natural lacquer and ferrite showed the reflection coefficient of -16dB at 0.5GHz~10GHz. It was shown that from the simulation results, the electromagnetic wave absorber composed of lacquer as a backing material have better absorption ability than that of the electromagnetic absorber composed of rubber.

In the paper, the power amplifier using active biasing for LDMOS MRF-21060 is designed and fabricated. Driving amplifier using AH1 and parallel power amplifier AH11 is made to drive the LDMOS MRF 21060 power amplifier. The variation of current consumption in the fabricated 5 Watt power amplifier has an excellent characteristics of less than 0.1A, whereas passive biasing circuit dissipate more than 0.5A. Design and Implementation of Real-Time Monitoring System for PLGR Work

Submarine optical fiber cable construction consists of marine survey, PLGR(Pre Lay Grapnel Run), shore-end-work, laying the submarine optical cable. This PLGR is work to ease the cable lay safely in seabed, improve the performance of Plough and ROV (Remotely-Operated Vehicle) laying work, and protect laying equipment. This paper presents the design and implementation of real-time monitoring system for PLGR work in submarine optical fiber cable construction enterprise. In this paper, we designe overall real-time monitoring system. For this purpose, the modules such as serial multiport communication module, real-time processing module, environment configuration module, real-time graph and a printout modules are designed and implemented. For the validity evaluation of this paper, serial multi port communication module, data parsing, realtime graph output are implemented and tested.
A Study on Development of Remote Crane Wire Rope Flaws Detection Systems

Wire ropes are used in a myriad of various industrial applications such as elevator, mine hoist, construction machinery, lift, and suspension bridge. Especially, the wire rope of crane is important component to container transfer. If it happens wire rope failures during the operation, it may lead to safety accident, economic loss by productivity decline and so on. To solve this problem, we developed remote wire rope fault detecting system, and this system is consisted of 3 parts that portable fault detecting part, signal processing part and remote monitoring part. All detected signal has external noise or disturbance according to circumstances. So, we applied to discrete wavelet transform to extract a signal from noisy data. It is verified that the detecting system by de-noising has good efficiency for inspecting faults of wire ropes in service. As a result, by developing this system, container terminal could reduce expense because of extension fo wire ropes exchange period and could competitive power. Also, this system is possible to apply in several field such as elevator, lift and so on.
