Evaluating the risk of collision quantitatively plays a key role in developing the expert system of navigation and collision avoidance. This study analysed theoretically and thoroughly how to determine the gradient coefficients as described in the new evaluation of collision risk using sech function, and suggested the appropriate values as applicable.
Development of Marine Casualty Forecasting System (I). Construction and Analysis of Marine Casualty Numerical D/B

The paper describes on the construction and analysis of marine casualty numerical D/B (N-D/B) to implement Korean MArine Casualty Forecasting System (K-MACFOS). The main target of K-MACFOS is to broadcast the prediction number and risk level of marine casualties as like daily weather forecasting. The data relating to a total of 724 ship casualties in the west-southern sea area (33oN∼35oN, 124oE∼127oE) of Korean peninsula for 11 years (1990∼2000) have been compiled and converted into quantitative data with 14 numeric conversion scales. Through the statistical analysis using contour-map visualization, the usability of N-D/B and the casualty features of the target sea areas are discussed. In addition, the optimum year-band selection method is also proposed to provide correct N-D/B analysis and precise prediction of the number of marine casualties.

The marine accident investigation of Korean Marine Safety Tribunal does not keep up with the international rule and guideline. Also there is no manual for a proper investigation into the marine accident. This study analyzed the investigation system and manual of Korea. USA and Japan etc., and proposed the new investigation system and manual of KMST including the inquiry guideline according to the type of marine accident.
Automatic Control for Ship Collision Avoidance Support System

The studies on automatic ship collision avoidance system, which have been carried out last 10 years, are facing on new situation due to newly developed high technology such as computer and other information system. It was almost impossible to make it used in real navigation 3-4 years ago because of the absence of the tool to get other ship`s information, however recently developed technology suggests new possibility. This study is carried out to develop the algorithm of automatic ship collision support system. The NOMOTO ship`s mathematic model is adopted in simulation for its simplicity. The fuzzy reason rules are used for course-keeping system and for the calculation of Collision Risk using TCPA/DCPA. Moreover ‘encounter type’ between two ships is analyzed based on Regulations for Preventing Collisions at Sea and collision avoidance action is suggested. Some situations are simulated to verity the developed algorithm and appropriate avoidance action is shown in the simulation.
One-way Through Port from the Viewpoint of Reduction of Ship′s Maneuvering Stress

.Ports are usually designed as a dead en port. With an increasing tendency of ship size, the problems such as maneuvering difficulty, turning basin, tugboat fee, etc. are getting to be pointed out. For solving such problem, the conversion of the idea fro dead end port to one-way through port is encourage. To examine the advantage of one-way through port, a quantitative and systematic analyzing procedure is needed. For this, this paper evaluated the preference on the three way of departture using the fuzzy measure and integral model.
The New Framework for Taxonomy of Business Caused by Cyber Space Marketization and Its Application

The aim of this research is to propose new framework for taxonomy of various business and its concept. due to the changes in market space. This framework is three-dimension cubic model based on three concepts, business layer(BL), value chain(VC), and Real/Virtual(R/V) that symbolizes real environment and virtual (or cyber) space. We showed that this framework is able to describe all expected(or existed) business types in certain industry by the combinations of BL-VC-R/V on three dimension. In addition, we suggested new definition of e-business and e-Logistics from view of BL-VC-R/V. In order to test availability of framework, this framework was applied for logistics related business, and we classified typical business types existed (or expected) in logistics area.
A Study on Container Securing System for Optimum Arrangement

Generally, container arrangement has been carried out based on the Classification guidelines. However, guidelines provide only container securing forces for the given container arrangement and Classification requirements of the forces. In order to design container arrangement additional information is needed such as container securing forces and arrangement that accounts for lashing bridges, vertical lashing, vertical center of gravity (VCG), and maximum stack weight. Trial and error method using the existing guidelines requires excessive amount of calculation time and cannot provide accurate results of the calculations. In order to fulfill this need, a new container securing system has been established based on the equilibrium conditions that include lashing bridges and vertical lashing. An optimization algorithm has been developed for the new system since current optimization methods such as genetic algorithms and evolution strategies are unsuitable for the container securing problems, which involve equality constraint. Design variables are container weights of tier and objective function is either total container weight or VCG of a stack. The newly developed system provides optimum arrangement of containers for both maximum stack weight and maximum VCG. It also greatly reduces time for designing container arrangement.

A basic concept of TAS(Tractor Appointment System), which not only enhances the terminal productivity, but also yields higher efficiency of domestic CT(Container Terminal), is developed in this paper for CT to more competitive and serviceable. To analyze the effects of TAS when applied to the existing four-tier CT, a quantitative analysis is performed. A Study on the Strategy to Establish “Specialized International Logistics Centre” in Korean Peninsula

This study presents an ida on establishing “International Logistics Centre” in Korean Peninsula as a ling-term development model for Korean economy. The essence of this idea is to build a “specialized logistics area” where logistics and human being flow freely and make it a logistics center for the East Asia. The study has performed a questionnaire survey to find out the competitiveness of Korea itself compared with some competing countries. It finally suggested some idea on how to establish successful “International Logistics Centre”.
Research on Identifying the Period for Seafarers to use Mariner′s Compass in the East and the West

Up to now it has been widely conceived that mariner`s compass was introduced to Europe from China via the Arabic people. But the proofs to support the above orthodox dissertation have not been found yet. In general it has been approved that the Chinese used the compass for navigation in the 11th century and European did in the 12th century. During the above period the communication between the Europe and the China was made only by the mediation of the Arabic people. But it is known that the beginning of Arabic people`s compass usage was one century later than that of the European. It may raise a historical question about ‘was mariner`s compass introduced to Europe from China via the Arabic people\ulcorner’ In this paper the authors tried to prove the simultaneity of the mariner`s compass usage by the European with the Chinese by reviewing historical materials and modern researches. The results are as following; The first, there is a strong similarity in the evolving steps of compass appliance of both civilizations, such as from using magnetized and pivoted needle to fixing card thereto. Second, the Chinese and the European started to use the mariner`s compass almost at the same time, and they developed it independently.
Study of the ENC reduction considering Update

The satellite navigation system is widely used for identifying a user`s position regardless of weather or geographic conditions and also make effect on new technology of marine LBS(Location Based Service). which has the technology of geographic information such as the ENC. Generally, there are conceivable systems of marine LBS such as ECDIS, or ECS that use the ENC itself with powerful processor in installed type on ships bridge. Since the ENC is relatively heavy structure with dummy format for data transfer between different systems, we should reduce the ENC to small and compact size in order to use it in mobile platform. In this paper, we assumed that the mobile system like PDA, or Webpad can be used for small navigation or information system in marine field. We considered the reduction of the ENC size to make them fit well to small capability of mobile platform. However, the ENC should be updated periodically by update profile data produced by HO. If we would reduce the ENC without a consideration of update, we could not get newly updated data furthermore. As summary, we studied considerations for ENC reduction with update capability. It will make the ENC be useful in many low performance platforms for various applications.

It`s about time we had to think an alternative to recover out insufficient fishery market caused by IMF locally as well as the fishery agreement on Japan and China. The Ministry of Maritime Affairs ＆ Fisheries have planning the advancing fishery information integrated system for the fishing present condition, marine resource administration and applicability consideration. The fishery information communication system is build up to the raw data ＆ process-network-content. The communication system must be small size, low cost and adapted SSB transceiver, that is using fishery shipping. In this paper We present digital data communication network to exchange information for fishery and safety between fishing ship and coast station in cheeper communication fee using SSB(single Side Band) in HF(High Frequency) band.
A study on Improving Intermodulation Signal of the RF Power Amplifier Using Microwave Absorber

In this paper, the 30 W power amplifier for an IMT-2000 repeater was developed a gain flatness and the third IMD (Intermodulation distortion) by microwave absorber. The absorption ability of the absorber is shown up to -10 dB and -4 dB at 3.6 GHz, 2.3 GHz band, respectively. The power amplifier without absorber has the gain over 57 dB, the gain flatness of
0.33 dB and the third IMD of 27 dBc at 33.3 W output. Otherwise, the power amplifier with absorber has the gain over 58 dB, the gain flatness of less than
0.9, the third IMD over 29 dBc at the same output power. As a result, the characteristic of the different type shows improvement of 1 dB in gain, 0.3 dB in gain flatness and 1.77 dBc in IMD.
Miniaturized DBS Downconverter MMIC Showing a Low Noise and Low Power Dissipation Characteristic

In this work. using 0.2 GaAs modulation doped FET(MODFET), a high performance DBS downconverter MMIC was developed for direct broadcasting satellite (DBS) application. Without LNA, the downconverter MMIC showed a very low noise of 4.8 dB, which is lower by 3 dB than conventional ones. A low LO power of -10 dBm was required for the normal DBS operation of the downconverter MMIC. which reduced the power consumption via a removal of LO amplifier on MMIC. It required only a low power consumption of 175 mW, which is lower than 70 percent of conventional ones. Pyrolysis Treatment for TBT Paint Waste from Ship

Bans on TBT based antifouling paints have been drafted since 1998 by meetings 42, 43, 45 and 46 for the MEPC(Marine Environmental Protection Committee) of the international Maritime Organization, and decided finally at a Diplomatic Conference of the IMO in October 2001. It was a key issue that there should be a global prohibition on the presence of organo-tin compounds in ships by 1 Jan. 2008. TBT Paint Wastes from ship have been produced by vast quantity since 2003. This paper suggests a method to design Treatment System for TBT Paint Waste from Ship. The organotion compound was dissolved by heating, and the organic matters was oxidized and turned into inorganotins, then they were stabilized in the end. At
, the organotin compound which heated for one hour was removed by 58%, and in
the organotin compound was treated by 99.9% after and hour of heating treatment.
Field observation of sediment suspension in the surf zone

Time series of suspended sediment concentration, surface elevation and velocity were measured and analysed to investigate the role of waves and the predominance of infra-gravity wave component for sediment suspension phenomena in the surf zone. For the investigation in detail, we adopted the cross spectral analysis method between suspended sediment concentration and the characteristic values of wave, and ensemble average analysis method about long-period wave component, which is dominant to sediment suspension in the measurement point. The obtained results are summarized as follows: 1)The relationship between suspended sediment concentration and the characteristic values of wave is stronger for the long-period standing wave components(about 60s and 30s where the nodal point of the first mode and the anti-nodal point of the second mode are located at the measurement point, respectively) than the long wave components(about 100s), which have the most energetic power, 2) and also, it is cleared that suspended sediment concentration is increased in the case of the phase, the velocity components of the first mode long-period standing wave(60sec) were accelerated toward on-shore direction, that is, the water surface in offshore side is higher than on-shore side.
Real Time AOA Estimation Using Analog Neural Network Model

It has well known that MUSIC and ESPRIT algorithms estimate angle of arrival(AOA) with high resolution by eigenvalue decomposition of the covariance matrix which were obtained from the array antennas, However, the disadvantage of MUSIC and ESPRIT is that they are computationally ineffective, and then they are difficult to implement in real time. the other problem of MUSIC and ESPRIT is to require calibrated antennas with uniform features, and are sensitive ti the manufacturing fault and other physical uncertainties. To overcome these disadvantages, several method using neural model have been study. For multiple signals, those methods require huge training data prior to AOA estimation. This paper proposes the algorithm for AOA estimation by interconnected Hopfield neural model. Computer simulations show the validity of the proposed algorithm. It follows that the proposed method yields better AOA estimates than MUSIC. Moreover, out method does not require huge training procedure and only assigns interconnected coefficients to the neural network prior to AOA estimation.
A Effect of Unreliable Default Parameter in Forecasting Delay and Level of Service of Signalized Intersection

In the Signalized Intersection, the capacity analysis is conducted with a large amount of input data such as road way, traffic and signal condition. but the level of service(LOS) is determined by delay estimated as a measure of effectiveness (MOE) based on this procedure. However, It is under the circumstances which are not considered for the errors caused by the uncertainty of input data in the field(the turing volumes, lane geometry, signal timing, grade of approach lane, percentage heavy vehicles, peak hour factor and arrival type etc.) as become the bases in the determination of the capacity and LOS. It includes the problem of reliability which is not verified for the capacity and LOS estimated. So, this study is to suggest the minimization of their influences by examining whether the uncertainty of input data such as the traffic volume, percentage of heavy vehicles and roadway geometry on the approach lane in the intersection under the study affects the capacity analysis and LOS determination.
A Study on the Feeder Transit Route Choice Technique

In the case of the feeder bus route choice, it is more desirable to choose the route by treating as a single route linked from origin to destination than the whole network. This study is to establish a concept that frames the feeder bus route choice technique for the change of the existing single bus route or the creation of the new feeder bus route. The concept of the feeder bus route choice technique in this study is not to frame the whole bus network but to frame a single route to a unit O-D pair. So, this study has the assumption that does not consider the waiting and transfer time at the bus stop. This system technique consists of the following phases: I) limitation of the road network examined for the study, ii) enumeration of the appropriate candidate routes by the permissive route length, and iii) determination of the optimum bus route by the route evaluation value.
A Case Study on the Adaptation of Soil-cement for the Subgrade Treatmentin the Seohean-Expressway

The region of Kochang(Chollabuk-Do) located in the west-southern area of the Korea and passed by the West Coast Expressway has the yellow collar soil(Hwang-To) primarily containing clay. Hwang-To serves as a soil appropriate for growing the watermelon and yam, but as a subgrade material not strong for constructing the roads. Particularly, the subgrade material of this study site was not qualified for the standard of the subgrade material quality. The properties of the subgrade layer showed that the strength of the subgrade material was not strong enough to sustain the subgrade strength in constructing the roads since the passing ratio of the No. 200 sieve was about 25％ to 82％ and the ground water level was early equal to subgrade one. Thus, the objective of this study was to present the methods obtaining the proper subgrade strength of cutting area to construct the secure and solid expressways in the fragile area.
