A Modification of the Approach to the Evaluation of Collision Risk Using Sech Function

Evaluation of collision risk plays a key role in developing the expert system of navigation and collision avoidance. This paper presents a new collision risk model formula that is one modification model on the basis of one approach to the evaluation of collision risk using sech function produced in earlier studies. And as a tool of the evaluation field of ship collision, this paper applied the new model in appraising the collision risk and represented how to decide the safe range of own ship`s action. Moreover this paper also analyzed theoretically how to determine the coefficients as described in the new modification model, and suggested the appropriate values as applicable.
The Effect of Organizational Characteristics in the Vessel with Foreign Crews on the Self-efficacy and Organizational Commitment

The primary purpose of this study is to examine empirically the effect of the organizational characteristics in the vessel with foreign crews on their self-efficacy and organization commitment. Currently, the restrictions on the employment of the foreign crews are being eased in the Korean shipping industry and many problems are occurring consequently. However, specific and empirical studies on the relevancy of organizational characteristics to the crew`s self-efficacy and organizational commitment on board the vessels with combined crews have not yet been carried out. To solve these problems, we examined how the organizational characteristics such as communication and leadership trust of different language and culture related to vessels with combined crews influence on the self-efficacy, job satisfaction and organizational commitment of the foreign crews through SEM analysis. According to the results, hypothesis 1, 2 and 3 were all supported with statistical significance. That means that communication and leadership trust of the vessel with foreign crew had positive effects on their self-efficacy and that such self-efficacy also had a positive effect on the organizational commitment and job satisfaction. To conclude, this study suggests that foreign crew`s self-efficacy should be firstly enhanced in order to improve organizational commitment on the vessel with combined crews. Furthermore, studies on self-efficacy of foreign crew`s organization are urgently needed to enhance the effectiveness of an organization in a vessel with combined crews that has special environment - working environment with depression and uneasiness due to the exposure to the different language and culture, and excessive stress from the social and psychological adaptation. Therefore, an attempt of this study is considered to be timely since there has not been a study on this subject so far and result of this study will contribute a lot to the organization management of a vessel with combined crews.
An Analysis of the Decision Factors on Mokpo Port by Multinomial Logit Model

Relative importance of maritime transport that takes charge of main current of freight in country` economy is very large. Especially, port and facility carry out important role which treats freight of import and export smoothly and improves international trade as turning point, to achieve key role on connection and association between sea and land. For such reason, enlargement of port facilities or development of port needs to grasp exactly the utilization of port, attributes and selective factors of shipper. On the other hand, the amounts of physical distribution on Mokpo port located in Korean west coast are increasing, with fast economic growth of East Asian including China. This study uses discrete choice model that is measuring to analyze attribute and characteristic of Mokpo port, and analyzes port selection by decision factors of shipper. This paper composed a questionnaire using the result of preceding research, to decide port selection factor among competitive ports. Through factor analysis on a basis of the questionnaire` result, five principal components were extracted. These are resorted out by Logit model, to grasp competitive elements of port. This research fin present direction which raises competitive power of ports in west coast of Korea, especially on alternative and concentration of middle-class port as Mokpo may be useful.
A Study on the RTLS based Dynamic Planning of Yard Tractors in Container Terminals

The competitiveness of container terminals hinges on minimizing the time vessels spend in port and on schedule services. Many previous researches on container terminals have tried to optimize the equipment allocation plan and to improve the activity of resources. Nevertheless, there have been few researches conducted on yard tractors, which move containers between the quay and the yard. The aim of this study is to propose the use of Real Time Location Systems (RTLS) based Dynamic Planning for yard tractors. Only RFID (Radio Frequency Identification) tags, which are attached to yard tractors, are able to support RTLS implementation. The system can provide real time job ordering in terms of load balancing using the information on location, in regards to the movement of yard tractors. This study will present the practical feasibility of RTLS, which can ultimately reduce the congestion of Hot Queues in container terminals. As a result, container terminals can be more productive and competitive. In order to accomplish the purpose of this study, we examined previous studies on the competitiveness of container terminals and summarized the potential of RTLS using RFID. In addition, we identified the role of yard tractors and proposed the two rules of Dynamic Planning for the yard tractors. We then fulfilled computational experiments on how yard tractors carrying containers by RTLS ordering Finally, the benefits and the implications of this study are discussed.
A Sensitivity Risk Analysis for Additional Truck Turnaround Time (ATTT) by Container Inspection Stations Derived from C-TPAT and CSI.

After World Trade Center`s Terror in 2001 and promulgating Maritime Transportation Security Act (MTSA, 2002) and Security and Accountability For Every Port Act (SAFE Port Act, 2006) in the United States, most of the attention on security of international transportation including marine carrier and facility has focused increasingly. Inspection stations in foreign seaport terminal including Busan, South Korea, have been installed by Container Security Initiative (CSI) and Customs Trade Partnership against Terrorism (C-TPAT). The inspection station, however, may directly and indirectly affect delay of truck turnaround time in the seaport, especially high and severe level of security. This paper was analysed a risk for the additional average delay of truck turnaround time incurring by the inspection station under the all level of security, C-TPAT and CSI. As a result of this risk analysis, the higher weighted inspection time based on raising security level, the less number of trucks to be inspected, which will derive high delay in the inspection station.
Performance Analysis of TH-BPPM and TH-BPAM UWB System and the Applications in Data and Image Transmission

In this paper, we mainly analyze the performance of two ultra wideband communication systems, the classical Time Hopping Binary Pulse Position Modulation (TH-BPPM) UWB system and the Time Hopping Bipolar Pulse Amplitude Modulation (TH-BPAM) UWB system. The performance of TH-BPPM and TH-BPAM is analyzed in detail under an ideal AWGN channel and a correlation receiver. We use the power spectral density function to get the expression of BER of these two UWB systems. It yields simple and exact formulas relating the performance to the system parameters. The analysis shows that TH-BPPM suffers performance degradation with respect to TH-BPAM. Furthermore, we give the computer simulation of both data and image transmission and our simulation results also prove our theoretical analysis.
