A Study for Coastal T/S Transport Activation of Busan Port Container Cargoes

The coastal shipping transport for containers had been serviced by Hanjin Transpotation Co., Ltd. and Korea Express Co., Ltd. from 1995. But Korea Express Co., Ltd. and Hanjin Transpotation Co., Ltd had stopped a coastal shipping transport service routed Busan-Incheon bemuse of getting worse of operation balance in 1999 and 2006 respectively. As a result of these situations, korean-flag and foreign-flag fleets are having difficulty in handling T/S cargos and in-time transport service among inter-ports in korea. As shippers also use lorry to transport their cargos than using costal shipping, it occurs increasing in national logistics' cost as well as time-consuming due to congestion on the road. Therefore, this paper identifies not anly current costal shipping transport systems but also those problems and analyses a economic effect in case of participation in the costal shipping transport service by foreign-flag vessel using monte carlo simulation.
Determination of Economical Replacement Time for Containerships as the Mode of International Logistics

The aim of this paper is to determine the replacement time of containerships in economical viewpoint. Especially, there was a lot of vagueness to the cost data for calculation of an economical life in a containership. For this, a fuzzy number used to express the vague nature about a cost data. This paper developed the fuzzy cost model using fuzzy numbers, and to analyze more practically than the existing cost model. And the proposal model used to decide the economical life about various kinds of containerships.
Positioning Analysis of Busan port in Inter-Port competition of Northeast Asia Region

Asian container market, expecially in the NEA(Northeast Asia) region, has been growing continuously according to international specialization of manufacturers. The circumstances surrounding port industry has also been changing rapidly. Global liner and GTO( Global Terminal Operators} have strengthen there market share with M&A and increased entry to Asia market. The competition in NEA have deepen with change of circumstance and the growth of Chinese ports while Busan port decreasing its growth rate and market share. Therefore, this study analysed the change of the port concentration in NEA and the positioning of Busan port by year. In the result, the competitive position of Busan port weakening continuously and loss much volume to competition port, and it suggests that a globalization strategy is essential for making sure of competitiveness based on the result of this paper.
A Study on the Evaluation on the Logistics Performance of Incheon Port

The aim of this paper is to establish the evaluation system of port logistics of Incheon using the QFD(Quality Function Deployment) model. The research methodology is consisted of four phases. The first step is to investigate the important factors consisting the port logistics of Incheon and then calculate the weighting of factors by Analytic Hierarchy Process (AHP). The second step is to draw out the degree of inter-relation among factors by Fuzzy Subordination Relations (FSR). At the third step, the established system through the QFD method using results of the first and second steps will be used to evaluate and diagnosis the level of port logistics of Incheon. Finally, the sensitivity analysis will be performed and the degree of improving port logistics will be presented according to the rising the relevant factors.
An Empirical Study on the Performance Improvement Strategy for Korean Shipping Companies by the Balance Score-card

This paper firstly aims to classify the applicability of the Balanced Scorecard approach to Korean ocean-going shipping firms' management system. The applicability of this approach from Korean shipping firms using Balanced Scorecard will create more effective and efficient organizational performance with reflecting non-financial indexes and making a balance among missions in organization. Secondly, the paper suggests positive information and theoretical evidences to improve Korean shipping firms' management system with examining an availability of the Balanced Scorecard as one method of management tools. So these factors are analysed by structural equation model. This study provides CEO in Korean ocean-going shipping firm the guideline and availability of the Balanced Scorecard as to what kinds of factors should be considered and what is the most critical factor to adopt the BSC into their business.
A Strategic Development of Incheon Port Authority Using SWOT/AHP Method

To increase port productivity and efficiency and also to avoid disadvantages of public port management, a port authority system h1s been introduced worldwide. The Korea Port Authority Act was enacted in 2003 and Incheon Port Authority was established in July 2005. The objective of this paper is to develop a strategy of Incheon Port Authority using SWOT/AHP method Research findings show that possibilities of business expansion and growth as well as geographical advantages of Incheon Port are identified as its strength The opportunities of Incheon Port Authority are continuous increase of cargo handling volumes in the Yellow sea rim and expansion of Free Trade Zone. A government two-port policy and growing its dependence on China and rapid growth of more competitors in domestic and overseas are considered to be threat. Its weaknesses include superannuated Incheon port facilities and port hinterland shortages. Based on SWOT analysis combined with AHP method this paper suggests S/O strategy, W/O strategy, S/T strategy, and W/T strategy as a strategic development plan of Incheon Port Authority.
A Study on the Analysis of the Level of ITs Performance in Major Container Terminals

Currently, ITs(Information Technologies} performances have been recognized as an essential tool for terminal operations. However, there have been little research that analyze level of ITs performance on port operation. Thus, the aim of this research is to analyze current level of ITs performance of major container terminals in Busan and Gwangyang. To achieve this objective, we developed HFP-based index that improve pervious indicator for evaluation of ITs performance. And then, level of ITs performance of four major container terminals were measured by the collected data through face to face interviews. Finally, through this analysis, some findings including weaknesses of ITs performance and implications were discussed.
Determination of Simulation Conditions for Ship-handling Safety Assessment

Ship-handling simulation system has been used for maritime traffic safety assessment for harbor and fairway. There exist various environmental conditions under which ship may navigate along a fairway or in harbor. Due to the time and budget limitations, however, ship-handling simulations are usually carried out for very limited number of environmental conditions. In this paper, statistical method for effective and systematic determination of real time simulation conditions is suggested and applied to the maritime traffic safety assessment problems. In the empirical study, the principal component analysis method and the concept of empirical cumulative distribution function are suggested to estimate synthetic navigational difficulty and to select simulation conditions which would impose high difficulty on shiphandling.
Modal Analysis of a Large Truss for Structural Integrity

Dynamic characteristics of a structure, i.e., natural frequency and mode shape, have been widely using as an input data in the area of structural integrity or health monitoring which combined with the damage evaluation and structural system identification techniques. It is very difficult, however, to get those information by the conventional modal analysis method from large structures, such as the offshore structure or the long-span bridge, since the source of vibration is not available. In this paper, a method to obtain the frequencies and the mode shapes of a large span truss structure using only acceleration responses is studied. The calculation procedures to obtain acceleration responses and frequency response functions are provided utilizing a numerical model of the truss, and the process to extract natural frequencies and mode shapes from the modal analysis is cleary explained. The extracted mode shapes by proposed method are compared with those from eigenvalue analysis for the estimation of accuracy. The validity of the mode shapes is also demonstrated using an existing damage detection technique for the truss structure by simulated damage cases.
A Study for the Minimum Weight Design of a Coastal Fishing Boat

As most of small fishing boats made of FRP have been constructed by experience in Korea, some structural safety problems have been occurred occasionally. To improve the structural strength and reduce the costs for construction and operation, optimum design for small fishing boat was carried out in this study. The weight of fishing boat and the main dimensions of structural members are chosen as objective function and design variables, respectively. By the combination of global and local search methods, a hybrid optimization algorithm was developed to escape the local minima and reduce CPU time in analysis procedure, and finite element analysis was performed to determine the constraint parameters at each iteration step in optimization loop. Optimization results were compared with the real existing fishing boat, and the effects of optimum design were examined from points of view; structural strength, material cost, etc.
A study on applying of the ITC-Hulls & ISM Code for the Accident of the Foundering Ship

This paper was provided to apply the ITC-Hulls Clauses & ISM Code for the accident of sunken ship which was occurred by seamen's barratry. For the causes of the sunken accident, the underwriter insisted toot shipowner submerged the vessel intentionally for the purpose of the insured amounts, while shipowner protests toot the ship was submerged because of crews faults. In this connection, the judge sentenced toot this accident was caused by humans errors as the Provisions of 6.2.4 of ITC-Hulls, however shipowner is responsible for hiring onboard qualified seafarers and carrying out the due diligence for performing ISM Code for ensuring ship's safety and seaworthiness.
A Study on the Social Security for Seafarers of Maritime Labour Convention, 2006

The General Conference of International Labour Organization adopted the Maritime Labour Convention, 2006 which created a single, coherent instrument embodying as far as possible all up-to-date standards of existing international maritime Conventions and Recommendations in its Ninety-fourth session on 23 February 2006. This Convention prescribes the social security for seafarers in the Regulation 4.5 in the Title 4. Regulation 4.1-Medical care on board ship and ashore and Regulation 4.2-Shipowner's liability are related to social security for seafarers. For the purpose of ratifying this Convention in our country, first of all, it is necessary to review the domestic laws and regulations concerned whether they fulfill or not the requirements of the Convention and have to make preparation insufficient sections. Therefore, this paper aims to find out different regulations between the domestic law and the Convention, as to be able to accept the requirements regarding the social security of the Convention, also suggest the solution on problems derived in this process.
Preliminary Study for Establishing the Realtime Ocean Prediction System in Busan Harbor

Recently the numerical prediction technique is applied to many fields, because numerical models are developed so much for last decades. The real-time ocean prediction system is one of them and is capable of providing the real-time marine information for users to promote the safety af maritime traffic and preservation of marine resources. The system is composed of observing system, data distribution system and modelling system. In this study authors develop the modelling system and show the results as preliminary study for establishing the real-time ocean prediction system in Busan port. The system test is performed only for M2 tidal modelling due to the lack qf observation data, thus a full-scale test is required in future if enough data are provided Also observing system and data distribution system will be constructed continuously in future, then service for real-time data for users will be initiated.
Wind Load Analysis of 61ton-class Container Crane using the Computation Fluid Dynamics

Container cranes are vulnerable structure about difficult weather conditions bemuse there is no shielding facility to protect them from the strong wind. This study was carried out to analyze the wind load which have an effect on container crane according to the various wind direction. The container crane is a model of a 61-ton class that used broadly in the current ports. The external fluid field was figured as a cylinder which was set up

In this study, we applied mean wind load conformed to 'Design Criteria of Wind Load' in 'Load Criteria of Building Structures' and an external fluid field was divided as interval of 10 degrees to analyze effect according to a wind direction In this conditions, we carried out the computation fluid dynamic analysis using the CFX-10. As we compared computation fluid dynamic analysis with wind tunnel test, we analyzed the wind load which was needed to design the container crane.
A Study on Public Announcement System for Property Right of Marine Architectural Building

This study is intended to know what is the legal problems to settlement and public announcement of property right for construction of marine architectural building in Korea. Firstly, the situation and the prospect around marine architectural building are examined Secondly, the legal concepts of marine architectural building and the application of related laws are analyzed. Thirdly, the problems related to public announcement of property right of marine architectural building are suggested. Fourthly, some improvement schemes to solve the legal problems in relation with property right of buildings on the water at sea and ocean are proposed. As the conclusion, the marine architectural building can be divided into fixed-type and floating-type in order to find the proper way to handle the public announcement of property right for that sort of building. The fixed-typecan be registered as real estate according to the Building Law through the amendment of the existing related laws. But for the registration of floating-type building a new law should be made. In the near future, improvements on the legal system related with the settlement of property right of marine architectural building should be made, so that private sectors can join construction and operation of the building. Especially a new law for the floating-type marine architectural building should be made as soon as possible.
Visual Preference Analysis of North Port Landscapes in Busan

This study was to analyze the visual preference of the port landscapes for North port in Busan. Preference related variables came from Semantic Differential(SD) method and then were conducted by the factor analysis. Multiple regression was done for the relationship between the preference and factors. The result found 4 factors, including dynamics, stability, pleasantness and healthiness. Much importance was placed on dynamics among them. Therefore, building port landscapes and their image attracting viewers should consider dynamics in terms of port landscape plan and user attraction development for visual quality management.
