An Analysis of Container Port Efficiency in ASEAN

In order to improve the overall ASEAN maritime transport network, each port's efficiency is regarded as a crucial factor that should be calculated periodically. This study evaluated the relative efficiency of container port operations of 32 ports belonging to 9 ASEAN nations using Data Envelopment Analysis (DEA). It found that 2 out of 32 ports in 2010 were measured as efficient ports. This study yielded two major findings. Firstly, the ports assessed as inefficient need to benchmark similar ports in size and structure from the ports that are assessed as efficient to improve their efficiency. Secondly, these results could be used to determine potential candidates and country for an international port development co-operation programme with Korea to improve the performance of the entire ASEAN port network by developing the infrastructures of ill-equipped ports.
A Study on Space Program of Korean Floating Marina Clubhouse

Domestic marina facilities today consist mostly of composite-type marinas with particular spatial composition characteristics, due to the regulatory restrictions that keep their development in the public sector and the tepid growth of marine leisure-sports. To develop a marina club design appropriate for domestic conditions, this study establishes space program standards for designing Korean marinas based on a case analysis of existing marina clubs and a survey of floating marina clubs. It is possible for a current composite-type Korean marina club to have a spatial composition of 16~18% for marina-exclusive facility (mFA), 47~49% for commercial facility (cFA), 27~30% for public space (pFA) and 5~8% for management space (emFA). With this composition as a basis, space program estimation of a Korean marina club can be done through the process of estimating in order the marina-exclusive facility area, the floor area by each space and the total floor area, the first floor area, the deck area and the pontoon area. Since the space program established in this study can be utilized as a tool for designing a Korean marina club, it is expected to be helpful in designing marina clubs in the future.
A Study on Model of Regional Logistics Requirements Prediction

It is extremely important to predict the logistics requirements in a scientific and rational way. However, in recent years, the improvement effect on the prediction method is not very significant and the traditional statistical prediction method has the defects of low precision and poor interpretation of the prediction model, which cannot only guarantee the generalization ability of the prediction model theoretically, but also cannot explain the models effectively. Therefore, in combination with the theories of the spatial economics, industrial economics, and neo-classical economics, taking city of Erdos as the research object, the study identifies the leading industry that can produce a large number of cargoes, and further predicts the static logistics generation of the Erdos and hinterlands. By integrating various factors that can affect the regional logistics requirements, this study established a logistics requirements potential model from the aspect of spatial economic principles, and expanded the way of logistics requirements prediction from the single statistical principles to an new area of special and regional economics.
The Boundary Element Analysis of Wave Force acting on Multiple Cylinders

In this paper, the boundary element method is applied to solve the diffraction of waves by multiple vertical cylinders under the assumption of linear wave theory. A numerical analysis by boundary element method is based on Green's theorem and introduced to an integral equation for the fluid velocity potential around the cylinders. The numerical results obtained in this study are compared with the experimental data and the results of the theory using multiple scattering techniques. The comparisons show strong agreement. This numerical analysis method developed by using boundary element method could be used broadly for the design of various offshore structures to be constructed in coastal zones in the future.
A Study on Development of Laptop-Based Pilots' Ship-Handling Simulation Software

Berthing and unberthing maneuver is essential work for marine pilots and securing the safety against risks during the maneuver is more important than anything else. Moreover, the maneuvering environment in ports and harbors has changed rapidly and got worse due to development of a new port, the advent of a new type or large-sized ship, and the rapid increase in harbor traffic. As one of measures taken to cope with such changes in the maneuvering environment and for each pilot to improve his own maneuvering ability, this paper developed laptop-based ship-handling simulator which is readily available anytime and anywhere. This paper is to develop a conning display for ship's maneuvering and electronic chart based display widely used nowadays to represent a model ship's movement. The displays were arranged appropriately considering pilot age, easy handling by mouse, using a maximum screen, proper arrangement of rudder, engine, thruster, tug etc and representation of information. Up to now thirteen (13) model ships were developed based on real-ship, whose mathematical model is Japanese MMG & pilots' low speed maneuver.
A Study on the Enhancement of the International Regulatory Regime for Sea Transport of Radioactive Material through Improving the INF Code

The transport of radioactive material by sea is strictly governed by the international regulatory regime which is established by both IAEA and IMO. Nonetheless, although the current regime is well established, due to catastrophic results of potential accident, it is essential to keep identifying areas where further enhancement is necessary. This paper reviews the current regulatory regime governing sea transport, such as IAEA Regulations, IMDG Code and INF Code. Then, specific requirements of the INF Code are analyzed for the purpose of identifying areas where improvement is necessary from the perspective of ships. Through this analysis, this paper identifies areas to be improved and proposes to improve the INF Code which can supplement the current regulatory regime for sea transport of radioactive material.
Coastal Circulation and Bottom Change due to Ocean Resort Complex Development

On the basis of the potentials for the growth of local economy and the result of investigation of the ocean space development status, an ocean resort complex was proposed at the small harbor with a parallel beach in the east coast of Korea. As the development plan needs to reclaim the noticeable amount of coastal water area together with the applied shore facilities, it is necessary to analyze their impacts. Here, it was intended to analyze the coastal environment change such as water circulation and bottom change because of the development plan. A horizontal two-dimensional numerical model was applied to represent the combined impact of wind waves and tidal currents to sediment transport in that coastal region. Based on the result of 30 days tidal current simulations considering major four tidal components of
for the upper and lower boundaries and wind field data, bottom change was discussed. Flow velocities were not changed much at outer breakwater of Yangpo harbor. Bottom was eroded by maximum 1.7m after construction but some locations such as lee side of outer breakwater and some islets near the entrance shows isolated accretions. Although it needs more field observations for bottom change in the period of construction, the numerical calculation shows that there exist small impacts near the entrance area and coastal boundaries because of the development.
Prediction of Speed in Urban Freeway Having More Freight Vehicles - Based in I-696 in Michigan -

Generally an urban freeway means a primary arterial which provides road users with a free-flow speed, except for ramp junctions during rush hours. However, most road users suffer from traffic congestion in the basic segments as well as in the ramp junctions of urban freeway during rush hours, because most road users prefer urban freeways to local roads in the urban areas. This study then intends to analyze lane traffic characteristics of urban freeway basic segments having more freight vehicles during rush hours, find the lane showing a high correlation with the segment speed between lane speeds, and finally suggest a segment-speed predictive model by the lane speed of urban freeway basic segments during rush hours.
