A Study on the Development the Maritime Safety Assessment Model in Korea Waterway

Although Korea coastal area has the increasing potential marine accident due to frequent ship's encounter, increased vessel traffic and large vessel, there is no specific model to evaluate the navigating vessel's risk considering the domestic traffic situation. The maritime transport environmental assessment is necessary due to the amended maritime traffic law. However, marine safety diagnosis is now carried out by foreign model. In this paper, therefore, we suggest a domestic traffic model reflecting the characteristics of korea coastal area and navigator's risk as we named PARK(Potential Assessment of Risk) model. We can evaluate the subjective risk by establishing the model and model output into maritime risk exposure system. To evaluate this model's effectiveness, we used ship handling simulation and applied, analyzed collision accident which occurred in korea coastal area. And also, we applied integrated to an ECDIS program for monitoring traffic risk of vessels with real time based AIS data and apply to evaluate traffic risk in busan harbor waterway. As a result, we could evaluate busan harbor waterway risk effectively.
A Study on the Wireless Ship Motion Measurement System Using AHRS

The IMU(Inertial Measurement Unit) which is the expensive equipment has been used as a special limited area, usually in measurement of posture of applying to the areas of ship, submarine, aircraft and military equipment application. However, in the current situation, MEMS AHRS technology can replace the high-priced IMU in MEMS AHRS selected application field. In this paper, wireless hull motion measurement system was suggested for measuring key elements of ship's movement such as rolling, pitching and yawing using gyro, acceleration and magnetic sensors of AHRS. In order to reduce the error such as instantaneous acceleration, effects and vibration of geomagnetic, we have adopted the sensors equipped with Kalman filtering. The Wireless hull motion measurement system using AHRS sensors was tested in actual ship and it could easily be applied in limited installation circumstances of the ship. In the future, this system can be useful in the navigation safety and marine accident analysis by using with ship equipment such as INS or VDR in the maritime.
A Study on the Improvement of Passenger Ship's Operational Environments in Wan-do Area

The sea traffic volume in Southwest sea including Wando area have increased every year. However the improvement of the facilities for convenience and safety in port and sea was not enough to meet the increasing demand of traffic and passengers' need. This study dealt with the situations and status of passenger ship traffic system in Wando area. In addition to, questionnaire survey of passenger ship user in Wando area was carried out in order to research the improvement of marine traffic system. On the basis of the result, navigation risks in the area was analysed. The institutional system such as passenger ship fare, enhanced traffic system that can improve marine traffic environment in the area were suggested and examined. The urgent issue was the scattered fishing ground near fairway which makes narrow passage and can cause risky passeger ship's navigation. In the side of passeger ship's operation, the wage of cargo handling was relatively expensive that needed to be improved.
Development and Rationalization of Maritime Traffic Facilities Management System

Establishment and operation of Aids to Navigation in the process of port design, construction and management are crucial factor of maritime safety and collision prevention. According to the IMO SOLAS Chapter 5, regulation 13, the establishment and operation of maritime safety facilities are mandated for the competent authorities. The facilities of Aids to Navigations are moving to a concept of e-Navigation with state-of-the-art technology of radio navigation equipments such as AIS, DGPS and e-Loran from the traditional visual facilities (optics, shape), Although the autonomous maritime traffic system is a new trend, yet the traditional and conventional Aids to Navigation like lighthouses and beacons are still imperative for vessel's safe navigation. In this paper, for decision of service level of maritime traffic facilities to enhance the efficiency of visual navigation system management it was proposed the Aids to Navigation availability as an efficient management system incorporating the whole maritime traffic facilities under one management system. Comparison of foreign level of services and analysis of the theoretical background of them were analyzed and the proposed LOS was applied to Incheon area to evaluate the safety of navigation routes.
A Study on Entrance Section of Hybrid Wave Power Generation System

Recently, many studies about the wave power generation system for the marine structure as the hybrid form in linked with the original features have been made of. Of these, the wave power generation system using oscillating water column(OWC) has function to convert wave energy to electrical energy with original function of the break water structure. In this type of generation system, it is important to make the flow of sea water as much as possible without loss. Output characteristics of wave power generation system depending on entrance section were described in the paper. Also, flow quantity changing with entrance section, velocity of sea water and output of wells turbine were measured by simulating OWC wells turbine model in break water, one of the general marine structure. Finally, entrance section was suggested to enhance the energy conversion efficiency based on the results of simulation.
Empirical Analysis on the Apportionment System of Causation Ratio in the Ship Collision

In December 1998, Act on the investigation and inquiry into marine accidents was amended by inserting new Paragraph (2) of Article 4, which states "Where two or more persons are related to the occurrence of a marine accident when the Maritime Safety Tribunal(hereinafter referred to as the "MST") examines the causes of a marine accident as provides for under Paragraph (1), the MST may disclose the extent to which each responsible person is related to the cause of the marine accident". Based on this new Paragraph, the apportionment system of causation ratio in the ship collision was introduced in February 1999. However the apportionment system is adopted 12 years ago, public debate has continued about the positive and negative aspects of the system. Thus some groups advocate the system for the advantages, but other groups argue that this system should be abolished. Therefore, at first, this study analyzes the adopting background and the main reasons of the pros and cons discussion on the apportionment system of causation ratio in the ship collision. Then we conduct a survey analysis to investigate stakeholder's satisfaction of this new system in the ship collision cases. Finally this study suggests the policy proposal to improve the apportionment system of causation ratio in the ship collision.
Relationship between Typhoon and El Niño·La Niña Events

This paper studies relationship between typhoon and El Ni
o La Ni
a events by using 25 years meteorological data of KMA and JMA. The results are listed below. Annual mean number of typhoon's occurrence in El Ni
o event year is 23.9, and that in La Ni
a event year is 24.9. The number of typhoon's occurrence decreases in El Ni
o event year. Mean central minimum pressure and mean maximum wind speed in El Ni
o event year are 959.3hPa and 35.8m/s, and those in La Ni
a event year are 965.5hPa and 33.7m/s respectively. Intension of typhoon is stronger in El Ni
o event year than La Ni
a event year. To be more specific mean central minimum pressure is lower 6.2hPa and mean maximum wind speed is stronger 2.1m/s. This result is closely connected with sea area of typhoon's occurrence. Typhoons in El Ni
o event year are more likely to occur in east of 150E and south of 10N, but those in La Ni
a event year are more likely to occur in 120-150E and north of 20N. Typhoons which occur in east of 150E and south of 10N can be stronger because the typhoons move in broad sea area of high sea surface temperature in western North Pacific.
A Study on the Ship Sale and Purchase Brokers' Liability as Agent in English Maritime Law

"Sale and purchase brokers" are independent contractors who act as agents for principals intending to seller or buy ships in English Maritime Law. The essential feature is that legal position of shipbroker is largely one of agency. They can be obtained by a study of the Lloyd's Register or the equivalent registers of other Classification Societies, the American Bureau of Shipping and Korean Registers. Such a broker is of valuable assistance to the prospective seller or purchaser. And the broker's liability normally arises in the context of a contract. But, expressed in general terms, those contractual obligations are, in absence of contrary agreement, to act with reasonable care and skilled to obtain the cover requested by his client not to guarantee that such will be concluded and to ensure that the scope of the policy, its essential terms and relevant exclusions are made known to the insured. Acting in this professional capacity, the broker's liability are such that the facts upon which an action for breach of contract may be based may also found an action for the trot of negligence provided that there is shown to be the necessary 'assumption of responsibility' by the broker conveyed directly or indirectly to the insured. This thesis deals with liability of S&P Brokers, the legal problems of ship broking, commission, conflicts of interest and secret commissions in English Maritime Law and the Cases.
The Relationship between Economic Growth of Sea Port City and Ocean Industries: Focused on Busan Metropolitan City

This study examines the issue of causality between ocean industries and urban economic growth in the sea port city. To maximize economic advantage of Busan as a sea port city, we first need to analyze the effects of ocean industries on urban economic growth. This study focuses on the examination of the role of ocean industries and its related variations in economic growth at the urban level. Using data from Busan. Metropolitan City in Korea during 1985-2011, we find that the causality link between ocean industries and urban economic growth rates runs in both directions. Especially, industries of shipping/port, marine tourism, and shipbuilding were the most important variables in Busan economy. With this information, the empirical results show that ocean industries and its related variations have significant effects on urban economic growth. Based on these significant research findings, theoretical and practical implications were discussed.
A Study on the Water Exchange Plan with Disaster Prevention Facilities in Masan Bay

Masan bay with a semi-enclosed waters has serious water quality problems due to the low flow and river pollution load from land, and shows the vulnerable locational characteristics to storm surge. We are seeking the way of both operating disaster prevention facilities and water quality improvement measures in the bay. That is, the water was exchanged using the head difference occurred by operating disaster prevention facilities. The location of disaster prevention facilities was assumed to be in the inlet of the bay, in the vicinity of Machang bridge, and in the vicinity of Dot island and the operation time was assumed to be early morning hours(01~05) considering the number of shipping passage and annual tide, and spring tide of the largest head difference. In addition, the experiment case of water exchange including the in-outflow feeder pipe was tested. According to the simulation results, water exchange rate in all experiments has shown a steady increase. Water exchange rate of the whole of Masan bay in the case of present is 38.62%. The water exchange rate of the inside of Masan bay compared with the inlet of bay, appeared to be very low. Thus, we judged that the characteristics of semi-enclosed waters were well reproduced. On the results of the experiment of disaster prevention facilities and in-outflow feeder pipe, the case of the operation of disaster prevention facilities, water exchage rate is high compared with the case of present. And, the higer the operating frequency, the more water exchange is appeared. The cases of water exchange prevention facilities through the in-outflow feeder pipe caused by the head difference, also showed the higest improvement of the water quality. Compared with the south of Machang bridge, the effect of water exchange was better in the inlet of Masan bay and Dot island. On the other hand, the inlet of Masan bay is higer than Dot island as for water exchange of the whole of Masan bay, but opposite, water change rate including Masan inside was higher in the case of Dot island.
Design Conditions for Dolphin Berth by Tanker Fleet Analysis

Energy acquisition due to the increase of oil price is one of the most important issues and policy for most countries. Various tankers have been built in the world and sent to the trade market. It is necessary to build the port infrastructure and facilities to give them proper services such as mooring, packing, storing, and transshipment, etc. However, the domestic guidelines or standards for design and construction for the dolphin berth among these facilities are out of date and do not meet the recent trend of tanker types. Therefore, it requires amendment on the guidelines or standards. In this study, a detailed analysis of the tanker fleet, covering 8,000 ships under operation and order to build, is made to estimate the proper PBL(Parallel Body Length) of each tanker class. After discussion and comparison on the dolphin berth design and construction codes of various countries, those are the leading countries of tanker operation and management, suggestion was made to amend on the design code. The referred codes are of Korea, Japan, UK, USA, and Canada. The analysis of tanker fleet shows the PBL as 0.45L under the normal ballast condition. In order to verify the deduced amendment on the domestic design code for dolphin berth, it was selected one of the domestic dolphin berth, located at the Yeosu oil terminal, which is almost completed to construct. The design criteria and expected tankers to moor in that terminal were analyzed and the appropriateness and countermeasure for deficiency were summarized.
Analysis of the Multi-layered Soil on Monopile Foundation of Offshore Wind Turbine

Recently, by the problems owing to utilization of fossil fuel, various green energies receive attention. Wind, the impetus for the wind power generation as one of the green energies, is observed higher quality value in the offshore than onshore. Also, the development of offshore wind turbines is in the spotlight as alternative to solve the problems of onshore wind farm such as securing sites, noise, and electromagnetic waves, and to get efficient wind energy. Therefore, the many researches on offshore wind energy have been carried out. As wind towers are advanced to ocean, offshore wind towers have been enlarged. Thus, stability is required to endure wind force and wave force. In this study, the external forces act on the foundation in multi-layered are calculated by p-y relation.
Characteristics of Sediment Transport under External Force in Haeundae Beach

The width of Haeundae beach has been decreasing annually due to the loss of sand from land, high waves, reflected waves, etc.. The accurate prediction of wave-induced currents is indispensible to analyze the beach deformation due to the sediment transport. In the this study, Numerical experiments were performed with seasonal representative wave on the basis of a long term and comprehensive survey data. In summer, we found the deposition of Mipo by longshore current eastly by ordinary and S waves, and in winter, the deposition of Dongback-island by longshore current westly by ordinary and E waves. In addition, rip current occurs in the middle of Haeundae beach by 50 year return period wave and current westly along the coast by ESE directional wave.

The purpose of this study is the Influence of Sailing Yacht Experiences Participants of Flow on Satisfaction and Self-esteem relates to the impact on leisure industry, the popularity of korean culture and yacht basis for the realization is to provide. To achieve this study, Busan, Ulsan, Gyeongnam area residents to target marine leisure and marine leisure experiences Academy experienced subjects participated in a total population of 428 people selected for the survey was conducted, data processing method frequency analysis, reliability analysis, validity analysis, a simple regression analysis, multiple regression analysis was used. Than as a result of research methods and data analysis through the conclusions are as follows. First, sailing yacht experience the flow degree of the participants to influence satisfaction were static. Second, the flow degree of the participants experienced sailing yacht self-esteem(general factors, family factors, work factors, social factors) was found to affect the static. Third, sailing yacht experience satisfaction self-esteem of the participants(general factor, family factors, work factors, social factors) was found to affect the static.
An Analysis on the Impact of Korea-Chile FTA on Busan Port - Focusing on the Inbound Container from Chile -

Free Trade Agreement(FTA) aims at abolishing tariffs on trade among nations or regions resulting in having a significant impact on maritime transportation and port. Korea made the first FTA with Chile in 2004 and the trade volume between two countries has seen significant increase. The literature on such impact, however, seems to be very limited. The main purpose of this study is, therefore, to analyze the impact of Korea-Chile Free Trade Agreement on the imported container throughput from Chile at the Busan Port. For this both cross-sectional and time series data are collected that comprise container throughput, Gross Domestic Product (GDP), import tariff, and maritime freight rate, from 2000 to 2011, and the gravity model is applied. The main result of the study shows that the dependent variables, GDP and import tariff are statistically significant, but the maritime freight rate is not consistent with regarding to statistical significance and parameter sign.
A Study on the Legal Party and its Extent of the Demurrage

The demurrage is regarded as a kind of the ocean freight and a remuneration of the time lost for the vessel while in port. In ordinary occasions of the voyage charter, the liability of a demurrage is usually laid on the charterers unless any exceptions are incorporated. The owners are, however, often meeting somehow difficulty to secure demurrage in the field as the liability is limited or transferred to a third party from the charterers. This paper is focused on clearing the liabilities to be held by the parties involved through the English Law cases, and what's more is rendering a proper suggestions to the owners and charterers on dealing with the ship's operation business.
Priority Analysis of Government Policy for Freight Forwarder

With the increase in the trade volume between countries, the market of freight forwarders industry has been gradually growing. However, not only in Korea, with the number of global freight forwarders increasing, global competition has been increasingly fierce, and domestic freight forwarders are facing enormous challenges, therefore, the relevant policy sectors have carried out a series of supportive policies, while academics have conducted various researches. But most of them have focused on the current situation or the business model, and they could not get feedback on government support policies from enterprises. Using the AHP analysis, this study decided the priority of the government's ongoing supporting policies, compared the cognitive differences among of the companies of 3 different sizes, which was further verified using t-test. Then we compared the government support policies with the actual expectations of the companies to see if they matched on the basis of the previous results of this study, in order to help to strengthen the competitiveness of our freight forwarding industry.
A Study on Risk Management for Export Control on Strategic Trade in Supply Chain Management

In this study, AHP analysis was conducted through a survey that was organized by 9 job categories. The results show that sustainable operation risks have the highest priority level among all criteria with management interest having the highest priority level within sustainable operation risks related attributes. The most important risk attributes among stakeholder risks appeared to be asset security and cargo and conveyance security, with education and training being the most important among regulatory risks. Effective management and response to the risks from export controls on strategic trade require an understanding of supply chain security and compliance programs, effective training programs, investments for development of security systems that meet international standards. In addition, the government needs to focus on developing professionals and providing support for companies with compliance programs, working closely with businesses.
A Study on the Factors affecting the Electrical and Electronics Industry Trading Volume between Korea and China

Northeast Asia region is becoming the hub of world trade with China as the center. Integration of this region's economy is now visualized, domestic trade and international division of labor will be more invigorated. Especially on electrical and electronics industry is a large proportion of the trading volume between Korea and China and now, Present condition of electrical and electronics trading industry can effect on whole trading industry. In this study, conducting analysis of the current Korea-China electrical and electronics industry trading and advanced research, and find out the implication to trading volume with the panel analysis. As the results Korean/Chinese GDP, revealed comparative advantage, and foreign direct investment have an effect on the trading volume.
Strategies for Activating the Gwangyang Region as a Logistics City

This primary purpose of this study is to suggest strategies for developing the Gwangyagn region as a logistics city. In order to achieve such purpose, the following methodology is used. First, the literature survey on papers, related-organization's homepage, reports and journals related to Gwangyang Bay and Gwangyang port. Second, an pilot survey and field survey for suggesting SWOT analysis are carried out. Finally, questionnaire survey using a AHP analysis technique is distributed and analyzed. The strategies for developing as a logistics city are suggested as followings. First, ST strategy such as the development of the international hinterland logistics center related to the port logistics function is considered as the most important factor and followed by ST strategy, WT strategy and WO strategy. Second, creation of the revenue-creating logistics business model is to be considered as the most important factor and followed by development of the international hinterland logistics center related to the port logistics function, operation of the logistics center, creating high value-added of free trade area etc. For further research, more concrete and empirical study have to be carried out.
