A Study on Disaster Prevention and Risk Assessment System Applying Combustion Velocity at Traditional Housing Zone

The purpose of this study is to set up disaster prevention plan and risk assessment system considering combustion velocity at traditional housing zone. The combustion velocity analysis could contribute to build in disaster prevention technique through the potential risk analysis of the area, such analysis also able to set up comprehensive disaster prevention management system. Following results have achieved through the combustion velocity calculation. \circled1 The combustion velocity was calculated in order of the below winds, the above winds and the side winds. \circled2 It must be careful to set up disaster prevention plan in case of the below winds. \circled3 The combustion velocity was calculated at the density Bone where neighboring Distance and Length was small. \circled4 It proved that factors of each parameter not mostly effect to analyse the combustion velocity in limit of the 30 minutes after ignition. \circled5 At the density zone where Distance and Length is small the duration of transfer to neighboring house takes up to 4 minutes, it is required to set up of emergency response plan to minimize the fire dispersion.
A Study on the Improvements of the Fire Officers' Employment Regulations

This paper study on the reforming devices of the fire officers' employment to be more efficient to their specialty. The problems about employment have been investigated and analyzed through questions and comparisons of other kinds of officers' employments. On this basis, the better devices of special employment and general employment or treatment for students after graduation who studied at the department about fire services are achieved. The efficient devices are the extension of the special employment, subject adjustment of the employment examination concerned about its relation with the real service at the fire station.
A Strategy for the Generation of Accident Scenarios Using Multi-Component Analysis in Quantitative Risk Assessment

This article proposes a strategy for producing accident scenarios in quantitative risk, which is peformed in process design or operation steps. Present worldwide chemical processes need off-site risk assessment as well as on-site one. Most governments in the world require industrial companies to submit the proper emergency plans through off-site risk assessment. Korea is also preparing for executing Integrated Risk Management System along with PSM and SMS. However.
A Study on Spontaneous Ignition of Hydroxy Propyl Methyl Cellulose

The spontaneous ignition of hydroxypropyl methyl cellulose(HPMC) was investigated at constant ambient temperature in the oven and minimum ignition temperature of dust clouds with Godbret-Creenwald Furnace respectively, In the experiments of the vessel filled with sample. the larger the vessel was the lower the spontaneous ignition temperature and ambient temperature was calculated from the Frank-Kamenetskii thermal ignition theory. The minimum ignition temperature for the dust cloud state was found under 21% oxygen concentration. At the experiment with the change of oxygen concentration, HPMC was not ignite at 10%
and so the limiting oxygen concentration was obtained at 10%.
Extinguishing Charactristics of Water Mist by Discharge Properties

Halogen-based fire suppressing agents have been the most effective fire suppressants and widely used for flammable liquid and electric fire. However they have environmental problems causing stratospheric ozone depletion and globe warming. As a substitution of halon, fire suppression system using fine water mist is one of an effective fire suppressant. Suffocating and cooling effects of water mist are increased by the evaporation characteristics because it has droplet size less than 1,000
and very large surface area. In this study, the extinguishing characteristics of fire was measured with changing of water mist droplet size, flow density; discharge pressure, and fire size. As a result, the extinguishing time of pool fire was shortened with the increase of flow density and in case of low flow density less than 0.5
. min, the extinguishing time was shortened with the increase of droplet size. The cycling discharge was effective for
-heptane pool fire, and total amount of water mist required to extinguish fire was reduced to a quarter compare with continuous discharge.
A Legal Alternative for Effective Application of Pressurized Smoke Control System to Provide ′Smoke-free′ Access for Escape Shafts Used in High-Rise Building

There have been the current controversy over effectiveness of the pressurized smoke control systems, which are installed within escape shaft to provide 'smoke-free' access for escaping peoples. Therefore, many effective measures were given in this paper by means of the production of a design guide for various types of escape routes used in domestic buildings. The solutions were established on basis of both an investigating current door closing device application in existing facilities and global standardization for pressurized smoke control system, especially in British Standard. A Study of Smokeproof in Underground Culvert

Due to frequent fire incidents in underground culverts, many live are lost and the function of city is paralyzed, and consequently they bring tremendous damages to fortunes and live of people. It brings my attention that there are many problems presented when the current standard of smoke prevention facility is applied to prevent fire. Among many methods to prevent smoke in underground culverts this study concentrates on water-mist method witch is not currently applied in Korea and introduces installation method.
A Study on the Risk Assessment Technique of the Underground Space -Focused on Prevention Policy of Fire and Explosion-

This study suggests fire, explosion safety assessment items and risk assessment technique for underground shopping malls by extracting dangerous elements in the management stage through examination of related accidents, documents and present conditions. This will also suggest importance of seven items to be key indices for a counterplan by classifying characteristics and trends of the large scale, depth and complexity of underground shopping malls.
A Study on Fire Safety Measure for Korean Utility Tunnels Based on Analysis of Fire Safety Performance for Utility Tunnel in Advanced Countries

The pipes and cables buried below ground which may have helped to improved city landscapes is becoming direct and indirect cause for various disaster in Korea due to potential possibility of fire. Various types of fire in utility tunnels should be analysed in order to improve its fire safety level, therefore mail problems and shortcomings are checked out as a result of this analysis. By performing both tunnel fire risk analysis and fire safety level comparison in advanced countries, effective measure and approach to required standardization may be presented to bath tunnel structure and its containing cables in order to diminished up to a desirable rate in a near future.
A Study on the Fireproof Characteristic and the Extinguishment by NAF S-III on a Molded Transformer in Substation

This dissertation is research on the fireproof characteristic of molded transformer and the extinguishable characteristics of the NAF S-III. As the research method, a theoretical examination has been made for the combustion process of epoxy resin, which was the main material of molded transformer, and extinguishing process of NAF S-III, which has recently been used in the clean extinguishable chemicals. Furthermore, for its proof, the experiments on combustion and extin-guishment on molded transformer has been performed. By installing the actual molded transformer in and artificial the horizontal heating furnace which has similar conditions with the electrical substation, and after subsequently ignited, the extinguishing process has been observed by classifying it into the natural extinguishment of the ignited transformer, and extinguishable chemical in NAF S-III has been injected. The volume of injected extinguishable chemical was the economical amount which was equipped with the extinguishable capability on the molded transformer under combustion, and it was calculated with the Announcement of the Ministry of Government Administration and Home Affairs as the basis. With the injection of the calculated extinguishable chemicals, the ignited transformer has completely extinguished within one minute.
