A Study on The Comparative Survey of Expression Methods for Housing Performance Indication Fire Safety Performance in Korea and Japan

Housing Performance Indication for fire resistance and fire safety performance safelight about the evacuation of Korea and Japan on how to express Survey was conducted. Research results show how considering the fire safety performance required according to the improvement and The current introduction methods are difficult to understand the performance of housing. Also Survey of Japan and South Korea show the preferred method of comparison is a difference.

Some Volunteer Fire-Fighting Teams (VFFTs) play an important role in Civilian Volunteer Disaster Prevention by being managed effectively, but the others do not. There can be many cause-analyses about this difference. VFFTs aren't a profit-making organization and are a group which has no compulsion. So it is important that who the leader is, and what type of leadership he has. Furthermore VFFTs have hierarchy like fire-fighting teams and so the leader's command and judgement bring about the actual distinction in the organizational operation. Under this background, the survey has been carried out on the trust of leader and leadership type which may maximize the organization commitment. Consequently, to make efficiency of District Disaster & Volunteer Aid Network increase by augmenting organization commitment. The leader of VFFTs should get the transformational leadership rather than transactional leadership and have paternal or democratic leadership in the decision-making process. Especially we have to create a traditional and unique korean Volunteer fire-fighting organization culture through paternal leadership. Additionally, the trust on leaders should be recognized as a fundamental factor to obtain more performances beyond expectation by increasing the success and output of the team, mutual understanding and cooperation.
Methodology of Emergency Power System by the Minimum Response Time Based on IEC Standards

When the power outage occurred, the emergency power equipments are demanded instead of disaster prevention and security electric power. However, in domestic area, the rules and regulations of emergency power equipment are different so we use different terminologies. Thus, this paper proposes differences of rules and regulations of emergency power equipment between domestic and foreign countries about terms and concepts. Also, we found some problems of the emergency power equipment. To solve these problems, according to the minimum response time in IEC standards, we suggest five emergency power systems and fire load classification in this paper.
A Study on the On-site Flame Resistant Treatment in Domestic

This study is a research for analysis the states of flame resistant treatment and its system which important in fire prevention by ignition delay of early stage of fire. Some problems arose in the flame resistant treatment site were analysed through the meeting with fire officer and businessman related with flame resistant treatment, and visiting the flame resistant treatment places. From the meeting, visiting and reviewing the code system we find the following problems. First one is a problem of excessive competition with many company in small market of flame resistant treatment and to reduce the cost, the businessman who have no professional technic do not work along the specification. Second one is the inspection system which do not inspect on site but inspect by sampling the flame resistant treated materials submitted by businessman. And there are some problems arose about the reliability and consistency of flame resistant performance of the sample and the treated site. To solve the above problems, we suggest some countermeasure.
A Study on Emergency Evacuation Route Planning and USN-Based Induction Activities of Correctional Facilities

In correctional facilities with majority of occupants in custody, the safe evacuation guide without getaway accidents should be very important due to complexity in escape paths. Fire causes are various in correctional facilities, for example, arson fire is a major cause in mental treatment facilities, however, old facilities or carelessness of flammable materials consist of fire causes in jail facilities. Both types of correctional facilities are the same in terms of many casualties from the fire cases. The thesis focus on escape paths and evacuation guide plans on the basis of analysis on fire cases and structural vulnerability, and then an electronic unlocking system is concededly installed for safe evacuation of occupants in custody without getaway accidents. Especially, the effect of the electronic unlocking system is going to be analyzed on the basis of RSET (required safe egress time) in order to realize for the occupants to evacuate safely to the front yard in case of emergency. In conclusion, if electronic security allowed system with USN (Ubiquitous Sensor Networks) technology should be installed in multi-storey correctional buildings, it is proposed that the occupants in custody might be a guided safely without getaway trials.
Analysis of Actual State of Motor Vehicle Fires in Korea

The actual state of motor vehicle fires was analyzed based on Annual Report on Fire Statistics and National Fire Data System and as a result, the followings were obtained. Motor vehicle fires occur over 16 cases every day with over 0.5 casualties and direct property loss of 50 million won. Most motor vehicle fires are caused by mechanical reasons, followed by electrical factors and arson. Arson accounts for 7.39% of all fires but 13.79% of all motor vehicle fires. Yearly fatalities and casualties per 100 motor vehicle fires were 0.9 and 2.4 on the average, respectively. Although fires which occur in the expressway account for 12.55% of all motor vehicle fires, fatalities, casualties, and property loss caused by motor vehicle fires in the expressway were 16.12%, 21.05%, and 20.65%, respectively.
A Study on the Improvement Plan of Domestic Fire Industry

Due to the city concentrated symptoms, high-rise building symptoms and diversity, the scale of fire disaster is increasing. So the economic expectation of fire disaster industry is growing. The domestic fire industry has an inadequate system, and hasn't a methodical system to foster the industry. And also most of the fire industry company are small and poor scale. So they haven't enough infrastructure like technical skill, manpower, marketing and so on. In order to drive fire industry from local fire protection industry to knowledge service, in this study, the items of human resources fostering, infrastructure and R&D were set and analyzed as detailed growth analysis factors. Also, the improvement plans were suggested and compared with IT industry which is defined as core industry in the 21st century knowledge-based economy in Korea.
The Effect of Mentoring to the Fire Officials Job Ability

Since 2008 Korea's fire administration has recognized the importance of human resources by introducing a mentoring system for new employees. This mentoring program is helping new employees adapt to the organization quickly and effectively. In addition, prevention inspectors are improving their job ability and expertise by ensuring the mentoring system has been introduced and operated. However, the current operating and fire officials mentoring system has a variety of problems including lack of expertise on the part of the mentors, deficiency of the legal system, lack of mentoring for information and materials, and lack of compensation, and formal mentoring training for mentors. In this study, the fire officials' mentoring system analysis and previous studies on the fire officials' mentoring functions will be analyzed to determine its effect on job performance. Results of this study of fire officials' job ability show that the variables that affect the mentoring program include the role model, business achievement, teaching method, attitude, interest, and achievement.
Analytical Study for Improving the Fire Resistance of Composite Beam depend on Section Change

On the result of load-bearing fire test to confirm the fire resistance of a composit beam, if the composit beam has lower fire resistance than required standard, it can be improved by section change. But if there are many types of section change, it takes much time and cost owing to conducting many tests. On this study, it was confirmed which part of the asymmetric H-section composit beam affected most on fire resistance by heat-transfer analysis. Then, we checked the tendency of improving fire resistance depend on section change by heat-transfer and non-linear structural analysis and suggested a changed section having 1-hour fire resistance.
Heat Release Characteristics of Typical Live Fire Load in Large Bookstore

Heat release characteristics of live fire load are an important parameter for performance oriented fire safety design of a building. While investigations have been carried out on the fire load and its burning behavior in office, residential and commercial buildings and so on, little effort has been paid for the rational treatment of fire load in bookstore. In this report, burning behavior of typical combustible objects in bookstore are studied by measuring heat release rates of bookshelf with book. Based on the results, it has reviewed fire safety when a fire accident occurs on the large bookstore and suggested peak heat release rate per burning surface, fire growth rate, etc of the live fire load required for fire safety design in bookstore.
A Study on the Ways of Securing the Effectiveness of Field Flame Retardant Coating Process

The ultimate purpose of this study is to improve the irrational system related to flame retardant coating performance test of field flame retardant coating articles and to secure the reliability of flame retardant coating through rational flame retardant coating test. To achieve this, the analysis was conducted on the interior finishing materials used in the interior fields and the trends of recent field flame retardant coating, based on the results of flame retardant coating performance test of field flame retardant coating articles which the first-line fire stations have recently conducted. And I attempted to present the methods of field flame retardant coating performance test suitable to current realities and the ways of improvement for securing reliability by analyzing the problems with the methods and procedures of field flame retardant coating articles and the registration system of flame retardant coating business.
A Study on the Optimized Announcement Based Evacuation Guidance Using Haas Effect

In case of an emergency such as a fire on a building and there is a need to evacuate the occupant in that building, it is important to have the guidance information effectively delivered to the evacuating occupants to guide them toward a safe direction using audio sensual media. And, it is also very important to prevent the evacuating occupants getting lost or falling astray, away from the direction toward safety. The purpose of this study, in this respect, is to examine the possible application of the precedent sound effect, with which the evacuating occupants may get a sense of the direction where the announcement comes from. With such an effect, an experiment was conducted to measure the extent to which people can hear the preceding and the following sound in terms of the acoustic pressure level changes and delay time changes, with a view to make the optimal evacuation-guidance announcement or sound. The optimal evacuation guidance sound (announcement) per each of the experimental indoors environments were as follows; 1) Regarding the optimal condition for the evacuation guidance announcement sound in the space of a lecture room, the direction of the advanced sound is positively recognized when the follow-up sound has the delaying time of 10 ms~50 ms in comparison with the advanced sound or when there is no difference between the acoustic pressures of the advanced and follow-up sounds or the acoustic pressure of the advanced sound is higher than that of the follow-up sound. 2) Regarding the optimal evacuation guidance announcement sound in the space of a hall, the advanced sound is positively recognized when the follow-up sound has the delaying time of 20 ms~60 ms in comparison with the advanced sound. 3) Regarding the optimal evacuation guidance announcement sound in the space of a gymnasium, the advanced sound is positively recognized when the follow-up sound has the delaying time of 10 ms~40 ms in comparison with the advanced sound or when the sound pressure of the advanced sound has a higher level than or the same level as that of the follow-up sound.
A Study of the Rate of Rise Spot Type Heat Detector on the Artificially Accelerated Aging Characteristics

Prediction of Upper Explosion Limits (UEL) of Acids and Ketones by Using Setaflash Tester

Explosion limit and flash point are the major combustion properties used to determine the fire and explosion hazards of the flammable substances. In this study, in order to predict upper explosion limits (UEL) for acids and ketones, the upper flash point of these were measured under the VLE (vaporliquid equilibrium) state by using Setaflash closed cup tester (ASTM D3278). The UELs calculated by Antoine equation by using the experimental upper flash point are usually lower than the several reported UELs. From the given results, using the proposed experimental and predicted method, it is possible to research the upper explosion limits of the other flammable substances.

Mass Loss and Air Entrainment Rate of Whirl Fire by Height of Fire Source

This study is intended to understand mass loss rate and air entrainment rate of the whirl fire by height of fire source. Liquid fuels were methanol and n-Heptane which are used in many studies of whirl fire. Size of vessel was 100 mm
50 mm and the vessel was made by stainless steel. When height of fire source changed from 0 cm to 30 cm, air entrainment rate showed the fastest in case of 0 cm. And in the same height of fire source, average and maximum air entrainment rate showed the fastest in 30 cm of anemometer. From the results of whirl fire for methanol and n-Heptane, mass loss rate and air entrainment rate of n-Heptane was found to faster 1.33 to 1.58 times and 4.38 to 5.44 times compared with methanol, respectively. Consequently, mass loss rate and air entrainment rate in whirl fire was able to identified decrease as height of fire source increases and the higher the heating value, increases the that's value.
An Analysis of the Opening and Closing Condition with Various Fire Door Size in the Pressurized Room

A relationship between resisting moment and the structure of an automatic closure device is introduced for analyzing the effect of opening and closing condition on various fire door sizes in the pressurized room for smoke control system. The larger the size of fire door is, the more force is required for reaching to opening and closing conditions and there exists the design range of fire door in the pressurized room reflecting the closing time of fire door, rotative velocity, a relation between rotative angle and force and the efficiency of the automatic closure device.
A Study on the Duration of Expertise of Fire Fighters' Work

In order to choose work system of fire organization between specialization system and multi- tasking system, fire organization's works should be analyzed. The most important thing of this task is evaluation of speciality of work that can be performed by estimating the duration of expertise of fire fighters' work. In this study I estimated the duration by survey. The duration is 12 years and 5 months which is a year and 9 months after promotion to fire senior sergeant lank in the case of average fire fighter.
A Study on the State of Utilizing Fire Facility in Fire Fighting

In this study I investigated that fire fighters utilize fire facilities properly or not, and found problems and solutions with interview and questionnaire. Fire fighters tend to utilize portable instruments. 62% of fire fighters have used fire facilities which is installed in building. The most useful facility is indoor fire hydrant, 42% of fire fighters have used that. The primary reason to avoid to use facility is that they think the facilities are not good at quick response. Almost fire fighters want improvement to enhance utilizing fire facilities. Finally in the fire scene, commander's initiative, fire fighter's ability, easiness of utilizing fire facilities, and fire fighter's creditibility about fire facilities are related to the degree of utilizing fire facilities.
