Hwang, Jin-Hyun ; Park, Jong-Yeon ; Lee, Tae-Hoon ; Yim, Jin-Hee ;
Journal of Records Management & Archives Society of Korea, volume 14, issue 3, 2014, Pages 7~32
DOI : 10.14404/JKSARM.2014.14.3.007
The objective of this research is to seek a preservation method against the set of data. To achieve this purpose, this study analyzed the MIDAS RASIS RI/ RG of the Nuclear Safety and Security Commission, and then followed it with the under analysis of the MIDAS RASIS, thus presenting the transfer process. This was conducted for the records management of the MIDAS RASIS-designed records management modules DB. For the records management of MADIS RASIS, the records management module DB was thus planned, which presented the transfers through the standard records management system.
A Preliminary Study on the Current Condition of the Transfer of Public Digital Records
Hyun, Moonsoo ;
Journal of Records Management & Archives Society of Korea, volume 14, issue 3, 2014, Pages 33~54
DOI : 10.14404/JKSARM.2014.14.3.033
This study aims to expose the current status of the transfer of public digital records. Based on the PAIMAS transfer methodology, it identified the domains of transfer in the Korean public sector. Through the result of the interviews with experts in the field, this study examined what the records centers and the National Archive of Korea had prepared using the domains. Through the examination, the expected problems and subject to be discussed were thus presented, which are expected to provide a forum for further discussions.
A Case Study for the Emulation Service of Electronic Records
Yim, Jin-Hee ; Choi, Joo-Ho ; Lee, Jae-Young ;
Journal of Records Management & Archives Society of Korea, volume 14, issue 3, 2014, Pages 55~82
DOI : 10.14404/JKSARM.2014.14.3.055
The objective of this research is to show the possibilities of emulation strategy in the long-term preservation for the digital components of Korean public agencies. First, this study analyzed four major emulation projects that were conducted in the world, such as CAMiLEON, KB, Planets and KEEP. Second, it compared the three different emulation approaches, such as device emulation, OS emulation and application emulation. Third, it searched all the digital components that one public agency produced during the last six years. Through the search, this study found out that the HWP and XLS format files comprised around 90% of the files. Fourth, it examined the functionalities of the formats, which may have been lost when the format was converted to PDF/A. Last, this study introduced the two prototype emulators for the National Archives of Korea. One is a type of OS emulator, while the other is a type of application emulator.
A Comparative Study on the Management and Information Disclosure of the Information Disclosure Deliberative Committees between the Central Agency and the Local Agency
Choi, Jeong Min ;
Journal of Records Management & Archives Society of Korea, volume 14, issue 3, 2014, Pages 83~103
DOI : 10.14404/JKSARM.2014.14.3.083
This study analyzed whether the difference in the management and rulings of the information disclosure deliberative committees (IDDCs) is between the central agency and the local agency. This study found that first, the IDDC of the local agency had a more desirable meeting format and committee composition than that of the central agency. However, there were less differences in the IDCC rulings between the two agencies. Second, the IDDCs of the central agency and the local agency were influenced by different factors. Third, the change of the political regime strongly influenced the IDDCs meeting format and rulings in the central government. However, it rarely influenced the IDDCs of the local government. A comparative analysis showed that there were differences in the management and rulings of the IDDCs between the central agency and the local agency. With these findings, the study concluded that the IDDCs of the two agencies need to be approached differently.
An Analysis of Policies on the Acquisition of Private Records at State/Provincial Archives in the U. S., Canada, and Australia
Kim, Jihyun ;
Journal of Records Management & Archives Society of Korea, volume 14, issue 3, 2014, Pages 105~126
DOI : 10.14404/JKSARM.2014.14.3.105
This study analyzed policies and guides related to the acquisition of private records at state/provincial archives in the U.S., Canada, and Australia. The purpose of this study is to examine the current status of collecting private records in the governmental archives. The analysis was made based on policies and guides from 14 state/provincial archives, including five in the US, seven in Canada, and two in Australia. From the analysis, the study examined collection areas, types of private records, and colleting methods, such as donation or deposit. It also studied the considerations on transferring copyright, placing access restrictions, and disposing of records. The study made the following suggestions for collecting private records at public archives in Korea: (1) define the collecting areas of private records relevant to the characteristics of a region; (2) determine the acquisition methods, including donation or deposit, and establish a procedure to make an agreement for the transfer of ownership, including copyright, access restriction, and disposal of records; (3) develop cooperation among the related institutions within a region.
Digital Image Archiving Methodology on the Port of Busan: A Case Study Using an Open-Source Archiving Software
Song, Jung-Sook ; Heo, JeongSook ; Lee, YeaLin ;
Journal of Records Management & Archives Society of Korea, volume 14, issue 3, 2014, Pages 127~151
DOI : 10.14404/JKSARM.2014.14.3.127
This study aims to share a methodology for locality reproduction by concretely explaining the theoretical model, procedure, and practice of constructing the Port of Busan Image Digital Archive, based on the photographic and postcard images of the Port of Busan, the representative place of Busan. Among the open-source record management programs, Omeka was chosen in implementing the digital archive because of its suitability for image exhibition. After establishing the principles for archive implementation in accordance with the purpose of the archive, a basic investigation was conducted for the record collection. With the consent of the individuals and institutions that possess the related records on the Port of Busan, such as the National Archives of Korea, the Busan Museum, and the City of Busan, original image artifacts were thus collected. The collected artifacts were then described using the Dublin Core metadata and categorized by time period. The Port of Busan was classified through four distinctive spatial characteristics (transportation, historic, industrial, and living spaces). A total of 11 themes for the exhibition was then suggested. The Busan-Shimonoseki Ferry Boat was chosen as an example exhibition of transportation space.

Journal of Records Management & Archives Society of Korea, volume 14, issue 3, 2014, Pages 153~179

After making amendments to archive-related legislations in 2006, the Electronic Records Management Systems (ERMS) were introduced into public institutions. With this, most institutions constructed digital repositories in their records center. In this system, there are several weaknesses that wasted costs and manpower for its introduction and maintenance. The extensibility of a repository is debased, and securing the interoperability is difficult. The study proposed a cloud computing-based model to solve such problems that the previous system had. In particular, this study expected effects through the proposed model. The expected effects are low-cost, highly efficient, extensible, and interoperable in embracing various systems. Thus, the appropriateness of introducing cloud computing into ERMS was analyzed in this study.
