A Study on Managerial Strategies of Electronic Mail(E-Mail) Messages as Records

Records may furnish proof of a particular action, contain information that protects the rights of individuals or government, and document decisions made during the course of government business. As business in and between government agencies will increasingly be conducted through electronic messaging service, the need to manage e-mail messages and systems is the same as for other record management systems concerning the creation of, retention of, and access to public records. Therefore government agencies that use electronic mail(e-mail) have an obligation to make employee aware that e-mail messages, like paper records, must be managed according to established record management procedures. The purpose of this paper is to suggest guidelines and/or strategies on managing e-mail messages as records for agencies which must take steps in order to make, capture, maintain, dispose, store, protect, and provide access to e-mail messages. This paper discusses on the definition of e-mail messages, principles on managing e-mail message, and how to manage e-mail messages as records.

Lenin's decree of 1 June 1918 'On the reorganization and centralization of archives in the RSFRS' is appreciated as an institutional and conceptional basis for Socialist archival theory and practice not only in USSR but also in most countries of the socialist community. In spite of its importance to the making role to build the 'landmark' in the history of russian archives. This paper focuses on the activities and achievements of archivists in 'RAD Union(Union of Russian archives activists)' in revolutionary situation of 1917-1920. To preserve documental heritage with historical values in difficult situation of 1917 historians and archivists in 'RAD Union' voluntarily cooperated with new governments. This special situation led them to make more efforts at reformulating national archival system, namely, the state Archival Fond (Gosudarstvennyi Arkhivnyi Fond) as a new base for the centralization and arrangement of all archival materials throughout the country. Their experience was reflected in every articles of the archival decree of June 1918.
A Study on Preparing and Maintaining of the Records Retention Schedule

The National Archives & Records Service of the Korea stated clearly the nature of the 'Korean Disposition Schedule' as records retention schedule which prescribe from creation to disposition of the records. With a point of this view, this study examine a definition and preparing procedures about the records retention schedule that is sub-system of the records management and present a way how understand and evaluate the 'Korean Disposition Schedule.'
The study on Byunsangwha(Buddha's preaching paint) of 4 volumes of the script of 80 Avatamska Sutra present in Japan

Four volumes of the script of the Avatamska Sutra written with golden paste on dark blue papers manufactured in Koryo Dynasty which are collected or deposited in every museum of Japan show specific features on their cover paintings. In general 3 or 4 lotus flowers are wound by arabesque patterns in zigzag on the cover paintings of Koryo scripts, whereas 10 lotus flowers painted with golden paste on the 4 volumes of these scripts are same in their style. Though there is no prayer sentences in 4 volumes of the script, it is possible to know that they should belong to a set of 80 Avatamska Sutra by the results of above studies. In this study the contents of Byunsangwha of the script of 4 volumes of the Avatamska Sutra were discussed at first and their manufactured era should be postulated by the results of style analysis of cover paintings and Byunsangwha. First thing that saint hair of Buddha was painted with cobalt color is same as that of Byunsangwha of Munsuchoisangsungmusenggebueob prayed in Tejeong 3rd year, king Chungsuk 13th year(AD 1326). Second thing that the beads in topknot of saint hair and lips were painted completely with pink color, and ears, face outline as well as bosom outline disclosed through monk's cloth were also painted with pink color, furthermore the last thing is that Buddha's face was coated with golden paste. All of these things are same as shown in the characteristics of Byunsangwha of the scripts of Kanezawa Daishoji, Matsue Tenrinji and Haga Tera collection in Japan. However, since the cloud pattern style of Byunsangwha of the script is similar to that of the Byunsangwha manufactured in reinstatement era of king Chungsuk, it is possible to say that these 4 volumes of script should be manufactured in the reinstatement era of king Chungsuk.
A Study on the Teaching Kits Provided by the National Archives in the Australia, the USA, and the UK

The purpose of this study is to analyze the style and the subject of the teaching kits published by the National Archives in the Australia, the USA. and the UK. The teaching kits-the educational document packets-made in printed format or PDF, HTML style are useful tools and better medium with which the national archives support classroom study and publicize the holdings of archives to students and teachers. Although subjects covered in the teaching kits vary slightly according to national circumstances, primary topics are history of nation and government, civil rights, immigration, war, events, culture, and records, etc. It is important to select the theme, find the related original records, and edit packets for students take much interest in.
A Study on the Preservation Programs in Libraries and Archives

Deterioration and brittleness of resources on the shelves of institutions such as libraries and archives have been increased and accelerated as time passes in accordance with the preservation environment and the nature of their own material. It can be a loss of current information with little importance in prolong the life of valuable materials and to preserve them in security, integrated preservation programs should be developed and implemented according to missions, sizes, the nature of collections, users, and budgets of individual institutions. In reality, most institutions, however, are not able to implement perfect preservation programs due to lack of budget, human resources, and expertise. To solve this problem, some institutions in similar circumstances have planned cooperative preservation programs in various levels. Through cooperative systems individual institutions can not only pursue common interests but gain real benefits for themselves. Consequently institutions are recommended to collaborate with in development and implementation of various preservation programs at local, national, and international levels in addition to individual institutional programs.
A Study of Record Management system and organization in Europe - Britain, France, Germany -

The aim of this study is to figure out a good point through comparing Korea's organization with Europe's Record Management regulations and organizations especially Britain, France, Germany. To the end, this study analyze each country's contents and distinctive features of Record Management laws, organizations and preservations for Record Management, training courses for Record Management Professional and business systems for Record Management. As a result of this study, main topic from three country's Record Management system is as follows. 1st, Promoting the use of public records and guaranteing the right of admission. 2nd, Encouraging local archives to be the center of local culture and history research. 3rd, Dividing of Record Management Professionals into levels and training as government official system. 4th, strengthening the collection and preservation of historical personal records.
A Study of Record Management system and organization in Asia - India, Singapore, Vietnam -

We treated Asia's records management and system based on India, Singapore and Vietnam. We research the main content and characteristics of the law of records management of each country. We research them from the viewpoint of organization and specialists-training system and records management system. Finally we compare each country and talk about current events and points. We can find out good chances of mutual association through understanding each country. It will be helpful to settle a suitable records management system for our country.
A Study on the Management of Catholic Church's Records and Archives - Focusing on the Incheon Diocese Archives -

Since it was founded in Korea in 1784, Korean Catholic Church has grown rapidly even under persecution. And now, its various activities have considerable influence on Korean society. However, the Korean Catholic Church record management not much is being done in excess of general record management for administrative purposes. Therefore, this study attempted to construct records management system that could systematically manage records of the Korean Catholic Church with Diocese Archives as the central figure. In order to do this, first the special characteristics of the Catholic Church records were analyzed, and the actual status of records management of Catholic Church was investigated. Next, applied the theory of records management to the Catholic Church system.
