A Case Study on Establishing the Records Management System in the KDI School

This case study aims to describe the principles and methods of records management applied to the systematic management of records in the KDI School of Public Policy and Management, and the process of its practical implementation. It provides more extensive coverage than most existing studies on records management, dealing with all procedures from the theoretical modeling to the records management system building. The School has built the Records Center that can integratively manage its administrative records and archives that have been erratic and unsystematic over the years. As a result, the introduction of records management has become a basis for succeeding the achievements of the KDI School and its history as well as supporting administrative and knowledge resources. As well, it is intended to be a guide for other schools or institutions when building the records management system.
Evaluation and Improvement Direction of Information Services in Records Centers and Archives: A Case Study

In this study, evaluation criteria of information services of records centers and archives were prepared. Using those criteria, service evaluation was conducted in three records centers and archives as a case study. By visiting and observing the records centers and archives, current status, weakness, and problems were identified. Identified problems include limited professional staff, lack of policy, systems and reading room facilities, emphasis on retention rather than services, and weak outreach program. This is a preliminary study, and larger scale evaluation is suggested as well as the application of evaluation in other centers and supplementary evaluation criteria.
The Establishment Process and Institutional Characteristics of Records and Archival Management System of Korean Government in the Early 1960s

The Records and Archival Management System of Korean Government was founded in the early 1960s after the overall national structure reform and the implementation of the new administrative management technique, which boosted the efficiency of the way of conducting business, into the public administration, and Promoted in 1962, the records appraisal and destruction works included not only retention and destruction of official documents but also the development of efficient management and elimination systems for official documents to be produced in the future. and Korean government elaborated the appraisal system to stipulate the retention period on the basis of functional classification and documentary function.
A Study on Development Directions for Public Archival Information Service

Archival organizations have been evolving to varying users' needs. The main functional focus of earlier archival organizations has inclined to collection and preservation of data, but their current interests expand to utilization of the data collected. Therefore, today's archival organizations endeavor to procure user-oriented archival information service. This study highlights the programs initiated in last two years by 'Service Innovation Team', a special task force of National Archives of Korea organized in 2005, and presents comparative analysis of those programs with respect to the existing archival systems of National Archives and Records Administration of USA and The National Archives in UK. Additionally, the study, while emphasizing the importance of enlarging and diversifying service programs as well as promoting public awareness over archive resources, introduces the service standards of advanced nations as benchmarks for future archival service policies of pertinent organizations.
A Study on the Formation of the Early Soviet Archival System: With the Incarnation of the Kalachov's Archival Theories

The goal of this paper is to review the process of formation of the Early Soviet Archival System with a focus on the incarnation of the Tsar Russian System and Theories. Most of the western researchers take the uniqueness of the Soviet Archival System for granted and regard it as a Soviet Invention. However in this paper, researcher tries to find the archaic form of the Soviet system in the Kalachov's archival theories in the late 19th century. In the main body of this paper, researcher tries to reveal the whole feature of the Kalachov's theories, then, compares them with the Soviet System including 'Glavarkhiv.'
A Study on the Present State of Construction Records Management System through the KS X ISO 15489 : Focused on K Puplic Corporation

This study was started from a critical mind for the construction records management in South Korea and examined the state of the construction records management system of the Korea Rail Network Authority which is constructing the biggest Express Railway Construction of National Project in Korea. The Methodology of this study is based on the functional requirement of the Records Management International Standard, ISO 15489, which standardized the record management process in the cases of Record Capture, Declaration, Classification, Storage, Access, Tracking and Disposition. In regard to the functional requirements from Capture to Disposition, each level(title) consists of 3 to 4 items, for a total of 22 principles in all. The estimation was created for each of the 22 categories using 4 levels: observance, partial observance, insufficiency and non observance. And pointing out the problem, suggesting the improvements for the Korea Rail Network Authority and structural improvements according to the KS X ISO 15489 principles.
A Study on the Online Finding Aids of University Archives

Finding aids is the first necessary step for users to find records easily. EAD, computerized standardization for finding aids, enables users to access to the finding aids easily and accelerates interoperability between Archives. This research is to review the domestic and foreign archives where they have built EAD finding aids and to analyze the distinctive feature in the EAD finding aids. And to review and point out the problems in current status of finding aids in domestic university archives. And the solution for the problem is presented in this research.
A Study of President Records Management Law

This study is to examine "President Records Management Law" as tool for Systematic management of president records and Transparency of national operation. It is significant related law of the president records of United States of America after observe "President Records Management Act" in 2007 as a method for seeking efficient management Process of president records. This study suggest an efficient administration of the president records as protect and utilization of them and plans in law that supports the operation of president archives through making a comparative study of a related law of the president records between Korea and United States of America.
