A Study on the Establishment of VTS Service Area in Pohang

In world trade, the vessel traffic in major routes has been congested due to the rapid increase of cargoes and shipping tonnages. The patterns of vessel traffic have also been complicated and diversified. Therefore it was necessary that the Vessel Traffic Service(VTS) should be established in order to enhance the safety of navigation, to prevent the loss of life and damage to the environment. The first advanced radar surveillance system(LevelIII-VTS) was introduced in Pohang, Korea in 1993 and in 13 other ports later. While the hardware of Korea VTS is equal to that of an advanced country, the software, specially the operation manual, the recruitment and education of VTS operator, and the VTS service area is behind that of Russia, USA, Germany, Hong Kong, Singapore and others. After researching and investigating. the VTS equipment and service area of many countries, and analyzing the IMO regulations relevant to VTS and the traffic pattern and accident of Pohang port, the most efficient VTS service area should be established in Pohang. According to the analysis of the preceding studies and research on VTS, the worldwide VTS areas are recognized under the following conditions: First, the service area should be extended over at least radar coverage taking into account of traffic flow, traffic density, the degree of danger to navigation and harbour condition in order to provide all possible services. Second, the established service area should be subdivided and systematized to render reliable VTS services, such as the allocation of VHF frequency and reporting procedure in each area. In conclusion, the VTS service area of Pohang must be established and operated over 10 miles from shore(radar site) covering the radar coverage, so as to include the area of traffic congestion and high density traffic flow.
A Study on the Development of Inspection Module for Port State Control

Port State Control(PSC) plays important roles in ensuring the ship＇ safety as well as preserving the marine environment in port and coastal sea. The effect of PSC carried out according to the procedure and document offered by Tokyo MOU depends greatly on inspector and inspection technique. So, it is very important to inspect ships impartially with advanced method. In the case of Korea, the only 30 percent of ships with deficiencies visited to ports are inspected due to the lack of PSC inspectors. So new inspection technique and module are required in order to improve inspection efficiency and to resolve problems mentioned. In this paper, we introduce a module for PSC inspection and evaluate it by inspecting 10 model ships and comparing with present method. The proposed module is expected to obtain the objectivity of inspection, to offer inspection guideline and to determine the priority of inspection ships.
Development of Hull form Decision Program Considering Resistance and Stability of Small Fishing Vessels Under 24m

As far as fishing vessels are concerned, there are two aspects to be noted: One is the stability which is the greatest concern for the safety of fishing vessels, as the corresponding number of casualty is overwhelming compared with those of other types of vessels. To flake it worse, the feature of casualty is rather catastrophic, accompanying major fatalities. The other aspect is related to the needs of improvement of resistance performance along with the hull form development. In particular, small fishing vessels, such as under 24m in length, which is dominant size in the type, need further scrutiny to enhance the qualities mentioned above, as relevant standards/criteria on the issues are not shown clearly and, therefore, implemented for the design or assessment.
Beach Erosion during Storm Surge Overlapped with Tide

This paper describes a simple prediction method of beach recession induced by storm surge. In order to evaluate the severest beach erosion, it is assumed that maximum beach recession occurs at the coming of storm surge overlapped with spring tide. Consequently, total surge lev디 becomes the sum of storm surge level and tidal range. Generally, storm surge level around Korea is small compared with tidal range. Therefore total surge can be expressed as the series of surges, which have same duration as tide. Through the case studies, the author Investigates correlation between tidal range, duration, wave condition, beach slope and beach recession.
Issues and Vision of Korea Maritime Police

The argument about enlarging or limiting the function of the Korea Maritime Police. Agency (KMPA) has been and will be repeated. In this paper, the author highlights the internal and external issues facing KMPA, stemming partly from deficiencies of its struggles for advancement of the organization and partly from shortcomings of political support far it. And he urges KMPA to change the organizational culture for maintaining its identity and characteristics as a lead maritime agency by practising a scientific management system for maximizing cost-effectiveness of its administrative resources. In addition, he also suggests that KMPA adopt the Total Quality Management System for quality improvements in services and greater efficiency in its organizational structure to meet the future competition in the changing political and legal environment. he concludes by providing a 6-point vision statement for KMPA from the standpoint of favoring enlarging the function of KMPA.
