A Study On Mathematical Model of Manoeuvring Motions of Twin-screw and Twin-rudder Ship for Construction of Real-time Ship-handling Simulator

In view of the fact that marine casualties have more often occurred recently, there is a need for ship-handling simulator as a useful tool for maritime training, safety assessment and so on. Moreover various kinds of hull forms have appeared for the purpose of improving ship manoeuvrality. Therefore ship-handling simulator is in need of a database for various ships, and it can make diverse maneuvering simulations possible to apply respective mathematical model to ship-handling simulator. In this paper, we adopted twin-screw and twin-rudder ship and discussed mathematical model of maneuvering motions for her. It was discussed from the viewpoint of hull damping forces at low advance speed and interaction between hull, propeller and rudder. Using this model, maneuvering motion of twin-screw and twin-propeller ship was simulated numerically and her principal manoeuvrability was examined.
A Methodology to Provide the Criterion for the Seakeeping Performance of a Fore-Bridge-Ship in Rough Seas - The Problem on the Application of the Past Deckrwetness Criterion Based on the Accident of a Fore-Bridge-Ship -

The wheelhouse front glass of a Fore-Bridge-Ship (Ro-Ro Ship) was broken by the shipping of water in rough seas, and then the flooding of seawater into the wheelhouse caused the uncontrollable condition of the ship. The hull which was entered into the floating condition rolled severely, and the heavy rolling caused secondary damage such as the collapse of a lot of cargo. It was an incredible accident because the height of bow freeboard was about 2.5 times higher than the standard height of minimum bow freeboard regulated by the International Load Line Convention(1966). And it would be also difficult for navigators to imagine a great deal of seawater flooding into the wheelhouse because the front glass was positioned at about 20m height above the sea surface. In this paper, we carried out the evaluation for the safety navigation of the Fore-Bridge-Ship numerically against ship's speed and encountering angle to the wave in each sea state of rough sea, by using the integrated seakeeping performance index (ISPI) which is able to evaluate synthetically the safety operation of ships. And then the problem on the application of the past criteria proposed as the safety navigation of a merchant ship was clarified by inquiring the dangerousness of the shipping of water at her bow deck, which caused the breakage of the wheelhouse front glass.
A Study on the Cost Benefit Analysis Model of Vessel Traffic Services(II)

The introduction of coastal vessel traffic services enables vessels in coastal waters to navigate in safety or to get her position with ease and prevents the vessel from becoming cause of casualties. But it needs relatively huge amount of cost to construct and operate and maintain. Thus we must be checked with economical adequacy of the the proposed coastal vessel traffic services by comparing the cost of the construction, operation and maintenance with the expected benefit made by the expected decrease in marine casualties. In previous paper, a proper cost-benefit analysis model for the Korean practice will be suggested. In this Paper, the proposed the cost-benefit analysis model of coastal vessel traffic services was applied to the Koje coastal waters 20mi1es from the top of Maemul-Do and Yokchi-Do. As the result, we confirmed the propriety of the cost-benefit analysis with the application of the proposed model to Koje waters. Also, it is verified that the introduction of coastal vessel traffic services, as proposed, is adequate and economical. The cost-benefit analysis model proposed in this study could be used to investigate the economic Propriety of new aids to navigation and traffic safety facilities in the future.
A Study on the Navigational Rules and Regulations for the Narrow Channel

Recently, as the coastal trading is being increased rapidly, risk of collision being increased especially in the coastal route near around the port of Wando. In this paper, with the reference to various literatures and papers on collision avoidance rules, the navigational rules and regulations for the coastal area-especially for the narrow channel-are construed and introduced in brief. Also, 3 collision cases near around the port of Wando and statistical data during 5 years(1996 to 2000) are studied. The results of this study are as follows; 1. It is strongly recommended to separate the route of east-bound and west-bound in this area due to removing the risk of collision between the vessels in reciprocal way. 2. The owner of the fleet should lead that the master should con the vessel by himself when passing this area. 3. For the introduction of the Coastal VTS, it is required to investigate the capability to cooperate with military radar sites which based on all over the coast.
Risk Assessment of the Ship′s Collision using Formal Safety Assessment Methodology

The prevention of marine accidents has been a major topic in marine society and various policies and countermeasures has been developed, applied to the industries. Formal Safety Assessment is a structured and systematic methodology, aimed at enhancing maritime safety, including protection of life, health, the marine environment and property, by using risk and cost-benefit assessments. In addition, it provides a means of being proactive, enabling potential hazards to be considered before a serious accident occurs. In this paper, we has been screening and ranking of hazards using fuzzy structural modeling method and quantitative risk assessment for the ship's collision in the last 10 years marine accidents.
Erosion Damage of Ultrasonic Vibrator Tip in Marine Sludge Oil Environment - study on depth of transducer disc -

Ultrasonic vibrator is an equipment which atomizes and homogenizes the oils by breaking the oil particles with ultrasonic vibration cavity, and possibly improves the properties. There are various parameters on the effect of ultrasonic irradiation. Especially, this study intended to investigate the matrix structure of sludge oils and the erosion damages for horn disc SS41 according to the variation of the oil temperature and the immersing depth of horn disc. Sludge oils were irradiated with ultrasonic vibration and then observed the aspects of the change of oil particles. From these, the recycling feasibility of sludge oil for useable oil to be burnt was determined. The erosion damages for horn disc SS41 were examined with weight loss, weight loss rate and the irradiation time to max. erosion rate. These data will be useful to the development of ultrasonic breaking systems to recycle sludge oil and to consider a countermeasure for the prevention of erosion damages.
A Study on the Improvement of Database contruction for Marine Environment by Multigen

Ship handling simulator has much merit to provide trainees with real-like circumstances in doing virtual education and training. To improve the quality of the education, it should be included both the mathematical model which can explain complicated ship's manoeuvrability and graphic tools for 3D images which can embody the visual scenes of reality on screen. This paper is focused on how to construct the marine environment DB(data Base) using S-57 data of ENC(Electronic Navigational Chart).
Some Comments on Revision of Memorandum of Understanding on Port State Control in Asia-Pacific Region and Actualities of Korean PSC Regime

Whether a ship is sub-standard or not shall be finally decided by the minimum standards laid down in international conventions or national standards having the same effects. The flag State is primarily responsible for implementing these standards as far as its own ships are concerned. And the port State shall, in the exercise of its rights under international law, take appropriate measures (including detention of ships identified as sub-standard), which are regarded as port State's supplementary role aiming at implementing these standards. The international standards are implemented by the regional co-operation in the form of the MOU(Memorandum of Understanding) on Port State Control in the Asia-Pacific Region on the ground that the PSC enforcement of only one country does not enable the eradication of sub-standard ships. Recently, EQUASIS which is an international database covering the whole world fleet change the regionalism of PSC into the globalization of PSC. However, there are many problems in Tokyo MOV and Korean PSC regime. In order to ensure the implementation of the standards laid down in international conventions and Tokyo MOU, the Korean and other country in Asia-Pacific shall settle the alienation from the actuality of the law, namely the problem of maritime administrative structure of non unifying PSC affairs.
Marine Crime and Business Cycle

The relatively rapid rising trends of crime rates in marine situations leads to social concerns in Korea. This study reviews some theoretical backgrounds of the economics of crime and apply econometric models to Korean marine crimes. We find that there is a positive relationship between marine crime rates and unemployment rates in Korea and the degree of the relationship is higher in the 1990s' in comparison with the results of 1970s' and 1980s'. This findings are compatible with the previous theoretical researches in advanced countries. These findings show that recently the structure of our economy and the economic behaviors of economic agents in Korea have been similar to those of the advanced economies. Therefore this study shows that there exists the additional social costs of economic depression by causing the social crimes and the necessity of public policies to reduce unemployment rates would be higher.
An Empirical Study on Quality Management of Ship Inspection Sector and Satisfaction of Inspection Service

On this research, recognizing that ship inspection is closely related in improving ship safety', the importance of active quality managements of ship inspection has been notified. This paper aims to explore effective ways to improve inspection service and develop customer-centered inspection administration, by carrying out a case study on K Company. The methods applied for this research project are as follows, 1) sector-based examination of the existence of the ISO 9001 system; 2) evaluation of the operation of the system; 3) conduction of a survey questionnaire with the participation of all staff and inspection companies to analyze customer satisfaction of their inspection service, and 4) statistical analysis of the data collected from the survey questionnaire.
