It is required to polish the components of administrative services constructively and technologically in order to achieve adminstration the u-Gov pursues. Therefore, the government needs to provide management on united information by combining collaborative construction and Convergence technology. This is called to be UT based positioning system. The system ought to be spread out and is contributed to enlarge interaction. For these reasons, in this paper, I embodied the fundamental st겨cture of new the service application through drawing UT based requirements for an establishment of its prototype.

This paper analyzed the problems of the Korean output regulation in the relevant band through an analytic comparison of the current trend of each country and their standard values concerning electric field strength (technical standard) of weak wireless stations with less than 135kHz. In connection with the standard value of electric field strength of each country, which has been proposed in the registration of the appropriate electric wave, the paper aims to propose the standard value of electric field strength that could actually be introduced for suitable unauthorized wireless devices (weak wireless devices) in Korea. Provided that the Korean standard may be upgraded based on the tolerances of electric field strength proposed m this paper, this is expected to be committed to the distribution and advancement of weak wireless devices; and further it is anticipated to be prepared with competitiveness not only in the Korean communications market, but also in the international communications market.
EMD based Cardiac Arrhythmia Classification using Multi-class SVM

Electrocardiogram(ECG) analysis and arrhythmia recognition are critical for diagnosis and treatment of ill patients. Cardiac arrhythmia is a condition in which heart beat may be irregular and presents a serious threat to the patient recovering from ventricular tachycardia (VT) and ventricular fibrillation (VF). Other arrhythmias like atrial premature contraction (APC), Premature ventricular contraction (PVC) and superventricular tachycardia (SVT) are important in diagnosing the heart diseases. This paper presented new method to classify various arrhythmias contrary to other techniques which are limited to only two or three arrhythmias. ECG is decomposed into Intrinsic Mode Functions (IMFs) by Empirical Mode Decomposition (EMD). Burg algorithm was performed on IMFs to obtain AR coefficients which can reduce the dimension of feature vector and utilized as Multi-class SVM inputs which is basically extended from binary SVM. We chose optimal parameters for SVM classifier, applied to arrhythmias classification and achieved the accuracies of detecting NSR, APC, PVC, SVT, VT and VP were 96.8% to 99.5%. The results showed that EMD was useful for the preprocessing and feature extraction and multi-class SVM for classification of cardiac arrhythmias, with high usefulness.
Design and Fabrication of LHCP Antenna for UHF RFID reader

In this paper, a design for the 900MHz bandwidth RFID reader antenna with circular polarization is proposed and experimentally investigated. The 900MHz bandwidth RFID reader antenna is proposed as a simple radiator with loading capacitor to generate LHCP(Left Hand Circular Polarization). Also, the design and fabrication of antenna has the returnloss of -32.28dB at the center frequency of 1010MHz and Bandwidth of 12.5% at 905Hz~1030MHz. Proposed LHCP antenna of maximum gain is 6dBi and satisfy axial ratio based on 2. From the measured result, axial ratios based on 2 are observed at the operating frequencies. The proposed antenna is suitable for RFID applications in wireless communications.
A Study on the Optimal Operation of Satellite Range Measurement for KOMPSAT II

Based on the analyses of satellite range measurement, the optimal operation for satellite range measurement of KOMPSAT II, which operates in the low-earth orbit, was proposed in this paper. The orbital motion of the satellite was analyzed in viewpoints of radial velocity, acceleration and speed of acceleration. Correspondingly the effects for satellite ranging signal due to satellite motion were analyzed in viewpoints of doppler phenomena, which are doppler frequency, doppler rate and speed of doppler rate. The accuracy and ambiguity probability of the satellite range measurement were quantitatively analyzed under various circumstances. The optimal operation parameters for satellite range measurement were also analyzed based on the analyzed results. The analyzed results in this paper can be utilized in design of small-sized ground station for satellite range measurement.
Analysis of the Cylindrical Metamaterial Slab Using the Higher Order-mode Finite Difference Time Domain Method

In this paper, the higher order FDTD(Finite-Difference Time-Domain) method is used to obtain the frequency response characteristics of the cylindrical metamaterial slab. FDTD method is one of strongest electromagnetic numerical method which is widely used to analyze the metamaterial structure because of its simplicity and the dispersive FDTD equation which has the dispersive effective dielectric constant and permeability are derived to analyze the metamaterials. This derived dispersive FDTD equation has no errors in analyzing the dielectric materials but there are some time and frequency errors in case of analyzing the metamaterials. We used the higher order FDTD method to obtain the accurate frequency response of the metamaterials. Comparisons between the dispersive FDTD method and the higher order FDTD method are performed in this paper also. From the results, we concluded that more accurate frequency response for various metamaterials applications can be obtained using the proposed method in this paper.
A study on Communication Aid System for the Person of a Serious Speech Impaired

It takes a lot of time or is even impossible to communicate for people with physical disability and/or speech impairment. Augmentative and Alternative Communication System is an important computerized tool that makes it possible for those people to communicate. Since not only speech impaired people, but also people with other physical disability cannot use conventional computer input devices easily such as keyboard and mouse, so more simple input devices are need for them to communicate. Thus, in this paper, I designed and implemented a communication aid system, with which they can communicate with simple inputs. I collected frequently used sentences by people with disability and categorized them into 9 everyday language groups. With these categories, they can select any sentence with few simple selections. If none of these categories includes the sentences they want, ChunJiIn keyboard is provided so that they can input the sentences, which can be added to the existing language groups for later use. The priority levels of the sentences in each group is constantly readjusted based on usage frequency so that the number of inputs can be reduced.
A Classifier Capable of Handling Incomplete Data Set

This paper introduces a classification algorithm which can be applied to a learning problem with incomplete data sets, missing variable values or a class value. This algorithm uses a data expansion method which utilizes weighted values and probability techniques. It operates by extending a classifier which are considered to be in the optimal projection plane based on Fisher`s formula. To do this, some equations are derived from the procedure to be applied to the data expansion. To evaluate the performance of the proposed algorithm, results of different measurements are iteratively compared by choosing one variable in the data set and then modifying the rate of missing and non-missing values in this selected variable. And objective evaluation of data sets can be achieved by comparing, the result of a data set with non-missing variable with that of C4.5 which is a known knowledge acquisition tool in machine learning.
An Empirical Analysis of Boosing of Neural Networks for Bankruptcy Prediction

Ensemble is one of widely used methods for improving the performance of classification and prediction models. Two popular ensemble methods, Bagging and Boosting, have been applied with great success to various machine learning problems using mostly decision trees as base classifiers. This paper performs an empirical comparison of Boosted neural networks and traditional neural networks on bankruptcy prediction tasks. Experimental results on Korean firms indicated that the boosted neural networks showed the improved performance over traditional neural networks.
RankBoost Algorithm for Personalized Education of Chinese Characters on Smartphone

In this paper, we propose a personalized Chinese character education system using RankBoost algorithm on a smartphone. In a typical Chinese character education scenario, a trainee is supplied with a finite number of Chinese characters as an input set in the beginning. And, as the training session repeats, the trainee will notice her/his difficult characters in the set which she/he hardly answers. Those characters reflect their personalized degrees of difficulty. Our proposed system constructs these personalized degrees of difficulty using RankBoost algorithm. In the beginning, the algorithm start with the set of Chinese characters, of which each is associated with the same weight values. As the training sessions are repeated, the algorithm increase the weights of Chinese characters that the trainee mistakes, thereby eventually constructs the personalized difficulty degrees of Chinese characters. The proposed algorithm maximizes the educational effects by having the trainee exposed to difficult characters more than easy ones.

Wireless Mesh Networks are consist of mobility mesh clients and mesh routers. WMNs can communicate with heterogeneous networks such as IEEE 802.11, IEEE 802.15, IEEE 802.16 and sensor networks. WMNs which is based on ad hoc network are on research and developing to enhance WLANs, WPANs, or WMANs. WMNs can offer environment to serve human, service to person area, campus, and metro. But WMNs has many problems to solve about enhancing performance and generalization. Among them, Existing protocol layers has many problems enhancing to optimize WMNs. This document issues problems about WMNs in protocol layer and suggest the solutions. Also, suggests the requirements and the methods of QoS supporting issue.

In this paper, we proposed a method about improving face tracking efficiency of face detection for AF system using the faces to the ROI. The conventional face detection system detecting faces based skin color uses the ratio of skin pixels of the present frame to detected face regions of the past frame to track the faces. The tracking method is superior in the stability of the regions but it is inferior in the face tracking efficiency. We proposed a face tracking method using the area of the overlapping region in the detected face regions of the past frame and the present frame to improve the tracking efficiency. The proposed face tracking efficiency demonstration was performed by making a film of face detection with face tracking in real-time and using the moving traces of the detected faces.

A Study on the Implementation of SoC for Sensing Bio Signal

In this paper, the implementation of a human signal sensing module that has capabilities to check and restore the weak signals from the human body is presented. A module presented in this paper consists of processing and sensing elements related to human pulse and body temperature and a controller implemented with SoC design method. PPG data is detected by a noise filtering process toward the amplified signal which is from the operating frequency between 0.1Hz - 10Hz. A digital temperature sensor is used to check the body temperature. A sensor outputs the corresponding value of the electric voltage according to the body temperature. Moreover, this paper discusses the implementation of an enhanced microprocessor which is synthesized with VHDL as a part of the SoC development and used to control the entire module. The SoC processor is implemented on a Xilinx Spartan 3 XC3S1000 device and has the achieved operating frequency of 10MHz. The implemented SoC processor core is successfully tested with macro memories in FPGA and the experimental results are hereby shown.

RFID is method used on wireless system. However, this mechanism is not used for authentication and security. Therefore, it is very vulnerable to attacks such as dropping attacks and traffic attacks. the RFID Tags are of the limited nature due to environment factors and there is greater constraints in designing authentication protocol. If we do not RFID to secure corporate information and product all the information will be exposed. The attacker will break into the RFID system and stop the distribution system. So, this paper proposes a new authentication protocol which provides not only unlimited access to Tag and Reader of mobile and connection between Tag and Reader bet also provides authentication mechanism by defining the key distribution.
A Study of Efficient LCD Brightness Control Technique in the Mobile Embedded System

There are a lot of multimedia functions getting included in mobile devices recently, not only simple audio but visual functions as well, such as video playing, game and web browsing. Such the visual multimedia functions brought the strong requirement for much bigger LCD Display and high resolution. And the brightness of LCD is also one of major requirements and it is required to be more bright. However, LCD brightness is limited to increase because of power consumption. It occupies nearly 30% of the whole system power. This thesis suggests an effective and simple method of adjusting the LCD backlight brightness, considering a characteristic of battery and user pattern.
Performance Characterization of Tachyon Supercomputer using Hybrid Multi-zone NAS Parallel Benchmarks

Tachyon primary system which introduces recently is a high performance supercomputer that composed with AMD Barcelona nodes. In this paper, we will verify the performance and parallel scalability of TachyonIn by using multi-zone NAS Parallel Benchmark(NPB) which is one of a program with hybrid parallel method. To test performance of hybrid parallel execution, B and C classes of BT-MZ in NPB version 3.3 were used. And the parallel scalability test has finished with Tachyon`s 1024 processes. It is the first time in Korea to get a result of hybrid parallel computing calculation using more than 1024 processes. Hybrid parallel method in high performance computing system with multi-core technology like Tachyon describes that it can be very efficient and useful parallel performance benchmarks.

In this paper, we suggest a fish drug domain ontology to show an associated information and hierarchy together through concept-relation and inference mechanism instead of keyword matching. First, we investigate competency questions from workers of fishery industry and then we derive concepts and terminologies. Next, we present a process of fish drug ontology modelling using Protege-OWL editor, which is an extension of Protege that supports the Web Ontology Language(OWL). Last, we suggest the user interface of semantic web-based fish drug information system to search easily associated informations of fish drug using this ontology. It is to provide an effective search method that fish disease manager, fish farmer, and students majoring in fisheries can confirm details of diseases, fish, and drug evaluations associated with fish drug within one screen without moving to another position.

In this paper, we constructed experimental network, measured PSNR which computes the peak signal-to-reconstructed video measurement in experimental network environment, analyzed PSNR value. Analysis and Evaluation of DBMS Bulk Data Loading Through Multi-tiered Architecture for Heterogeneous Systems

Managing the growing number of data generated through various processes requires the aid of Database Management System (DBMS) to efficiently handle the huge amount of data. These data can be inserted into database m real time or in batch, that come from multiple sources, including those that are coming from inside and outside of a network. The insertion of large amount of data is commonly done through specific bulk loading or insertion function supplied by each individual DBMS. In this paper, we analyze and evaluate on handling data bulk loading for heterogeneous systems that is organised as multi-tiered architecture and compare the result of DBMS bulk loader against program insertion from a software development perspective. We propose a hybrid solution using staging database that can be easily deployed for enhancing bulk loading performance compared to insertion by application.
Parameter Optimization of Controllers for Forward Converters Using Genetic Algorithms

The forward convener is one of power supplies used widely. This paper presents parameter tuning methods to obtain optimal circuit element values for the forward converter to minimize the output voltage variation under various load changing environments. The conventional method using the concept of the phase margin is extended to have optimal phase margin that gives slightly improved performance in the output voltage response. For this, the phase margin becomes the tuning parameter and is optimized with the genetic algorithm. Next, the circuit element values are directly chosen as the tuning parameters and also optimized using the genetic algorithm to have very improved performance in the output voltage control of the forward converter.

We propose an eFuse one-time programmable (OTP) memory cell based on a logic process, which is programmable by an external program voltage. For the conventional eFuse OTP memory cell, a program datum is provided with the SL (Source Line) connected to the anode of the eFuse going through a voltage drop of the SL driving circuit. In contrast, the gate of the NMOS program transistor is provided with a program datum and the anode of the eFuse with an external program voltage (FSOURCE) of 3.8V without any voltage drop for the newly proposed eFuse cell. A Study on the High Quality and Low Cost Fabrication Technology of ZnO Thin Films for Solar Cell Applications

Aluminum doped zinc oxide (AZO) films have been prepared on Coming 7059 glass substrates by r.f. magnetron sputtering method. A powder target instead of a conventional sintered ceramic target was used in order to improve the utilization efficiency of the target and reduce the cost of the film deposition process. The influence of sputter pressure on the structural, electrical, and optical properties of AZO films were studied. The AZO films had hexagonal wurtzite structure with a preferred c-axis orientation, regardless of sputter pressure and target types. The crystallinity and degree of orientation was increased by increasing the sputter pressure. For higher sputtering pressures, a reduction of the resistivity was observed due to a increase on the mobility and the carrier concentration. The lowest resistivity of

A Novel Third-Order Cascaded Sigma-Delta Modulator using Switched-Capacitor

This paper proposes a new body-effect compensated switch configuration for low voltage and low distortion switched-capacitor (SC) applications. The proposed circuit allows rail-to-rail switching operation for low voltage SC circuits and has better total harmonic distortion than the conventional bootstrapped circuit by 19 dB. A 2-1 cascaded sigma-delta modulator is provided for performing the high-resolution analog-to-digital conversion on audio codec in a communication transceiver. An experimental prototype for a single-stage folded-cascode operational amplifier (opamp) and a 2-1 cascaded sigma-delta modulator has been implemented m a 0.25 micron double-poly, triple-metal standard CMOS process with 2.7 V of supply voltage. The 1% settling time of the opamp is measured to be 560 ns with load capacitance of 16 pF. This paper describes a core generator (FCore_Gen) which generates Verilog-HDL models of 640 different FFT/IFFT cores with selected parameter value for OFDM-based communication systems. The generated FFT/IFFT cores are based on in-place single memory architecture and use a hybrid structure of radix-4 and radix-2 DIF algorithm to accommodate various FFT lengths. To achieve both memory reduction and the improved SQNR, a conditional scaling technique is adopted, which conditionally scales the intermediate results of each computational stage. A color compensation method for a projector considering non-flatness of color screen and mean lightness of the projected image

In this paper, we propose an algorithm both geometric correction using a grid point image and radiometric adaptive projection that dependent upon the luminance of the input image and that of the background. This method projects and captures the grid point image then calculates the geometrically corrected position by difference between the two images. Next, to compensate color, a corrected image is calculated by the ratio divided luminance of an input image by luminance of arbitrary surface. In addition, we found the scaling factor which controls the contrast to avoid clipping error. At this time, the scaling factor is dependent on mean image lightness when background is determined. Experimental results show that the proposed method achieves good performance and is able to reduce the perceived color clipping and artifacts, better approximating the projection on a white screen.
Design and Implementation of Flaw Image processing System for Automated Ultrasonic Testing System

In this study, an automated ultrasonic testing system and post signal and image processing techniques are developed in order to construct ultrasonic flaw images in weldments. Image processing algorithms are built into the flaw image processing system for the automated ultrasonic testing system. The developed signal and image analysis algorithms addressed in this study include an A-Scan data compression algorithm, ultrasonic image amplification algorithm and B-scan flaw image correction algorithm(SAFT). This flaw image processing system for the automated ultrasonic testing system can be applied to various inspection fields.
Remote Versioning on the CoSpace Client for the CoSlide Collaborative System

CoSlide is a collaborative system, extending the Jakarta Slide WebDAV server. The CoSlide server provides group workspaces for collaborators. CoSpace is a client which supports various collaborative authoring activities on the CoSlide server through the WebDAV protocol. CoSpace provides graphic user interfaces to support effective interaction among the collaborators, managing the shared resources for them. However, during collaboration, simultaneous modifications on the content of shared resources might cause conflicts among the content of the revisions made by the collaborators, leading to serious problems on project progress. In this paper, we describe an extension of the CoSpace client to solve the problem. The extended CoSpace client supports the remote version management facility through which the collaborators can manage the versions of the associated server resources in the distance. Also, to identify the changes of the text files such as program source codes, the extended client provides the facility for comparing two versions and displaying the differences in a visual manner. In addition, it provides the version management of a whole workspace and the removal of all the unnecessary versions of the designated resources.

EVMS(Earned Value Management System) is a project management method for analysis of current state of project and estimation of future state by the periodic tracking of schedule and value that activated by the project manager of government and contractor. Some countries, such as U.S.A and Austria, require the use of an EVMS for all major defense R&D project and many cases have proved that EVMS ensures that cost, schedule, and technical aspects of the contract are truly integrated and estimated, and actual progress of the project can be identified. However, the recent implementation of EVMS on Korean defense R&D project has shown number of challenges. In this paper, we defind the cancept of EVMS and analyzed EVMS implementation m order to conduct their problem.
The Korea Maritime Security and National Economy

The Republic of Korea is the maritime country of which its infrastructure of the country`s development is based on maritime trade. This can be easily understood according to degree of dependence upon foreign trade, which is the economic indicator for expressing one country`s economic characteristics. In 2008, the degree of dependence upon foreign trade of Korea is 83.5%, and this figure is much higher than that of Japan and China, which is 28.8% and 68% respectively. This in turn means that the development of Korea, and also the security of Korea depends greatly on safety of the sea. On the other hand, there is a growing trend that threats to the maritime security of Korea increases as examples seen in Somalia pirates. Thus we could say that interest on this issue should increase and also measures to counter those threats should be prepared. Also Korea should take the maritime security as important as critical factors as national security, which is similar to military threats from North Korea. Therefore all citizen`s interests on the issue should be raised, and organizations that are capable of mutually integrating the functions related to maritime security should be established. Finally, Korea should actively participate international efforts on maritime security, and secure maritime security of our nation therefore contribute to the nation`s prosperity and future development.
Analysis of the Effects that Information contributes to Commands for Future Warfare

The objective of this work is to produce a method to assess the effects of information gathering and sharing across an information network on the quality of commands taken by a group of headquarters. The effect is measured mathematically in terms of the reduction in uncertainty about the information elements deemed critical to the commands to be taken at these headquarters. The more reports confirming information elements, the less uncertainty remains and the more knowledge is gained. In this case, we present the effects of collaboration among nodes on knowledge using entropy.
Circumstance Change of GNSS & Application Strategy of Navigation Technology for Modem Weapon System

Recently, the implementation & modern policy for Global Navigation Satellite System have actively been performed by USA, RUSSIA, EU & CHINA. Therefore 100+ navigation satellites will be in orbit by 2015, and the user of military and civil will benefit from the use of a total constellation of 100+ satellites. It means that the deepest dependence to GPS would be declined. In the paper, the latest technology development & implementation policy of GNSS have been analyzed. Specially, we focused on circumstance change of GNSS & application of navigation technology for modem weapon system. Finally, the application strategy of the integrated GNSS is suggested for military and civil as well.
