In order to strengthen the protection of information, public institutions have introduced information security governance system. Public institutions recognizes the importance of information security governance system, and have striven to establish information security governance by establishing institutions and making policies. In this paper, in order to investigate ways that will be the basis for the establishment of information security governance in public institutions, we studied the necessity and model of information security governance. Also, by studying the government policies and cases, we proposed the direction of the policy.
Speaker-dependent Speech Recognition Algorithm for Male and Female Classification

This paper proposes a speaker-dependent speech recognition algorithm which can classify the gender for male and female speakers in white noise and car noise, using a neural network. The proposed speech recognition algorithm is trained by the neural network to recognize the gender for male and female speakers, using LPC (Linear Predictive Coding) cepstrum coefficients. In the experiment results, the maximal improvement of total speech recognition rate is 96% for white noise and 88% for car noise, respectively, after trained a total of six neural networks. Finally, the proposed speech recognition algorithm is compared with the results of a conventional speech recognition algorithm in the background noisy environment.
Design and Implementation of Robot-Based Alarm System of Emergency Situation Due to Falling of The Eldely

In this paper, we introduce a quadruped robot-based alarm system for monitoring the emergency situation due to falling in the elderly. Quadruped robot includes the FPGA Board(Field Programmable Gate Array) applying a red-color tracking algorithm. To detect a falling of the elderly, a sensor node is worn on chest and accelerations and angular velocities measured by the sensor node are transferred to quadruped robot, and then the emergency signal is transmitted to manager if a fall is detected. Manager controls the robot and then he judges the situation by monitoring the real-time images transmitted from the robot. If emergency situation is decided by the manager, he calls 119. When the fall detection system using only sensor nodes is used, sensitivity of 100% and specificity of 98.98% were measured. Using the combination of the fall detection system and portable camera (robot), the emergency situation was detected to 100 %.
A Study on Frequency Hopping Signal Detection Using a Polyphase DFT Filterbank

It is known that the detection of hopping signals without any information about hopping duration and hopping frequency is rather difficult. This paper considers the blind detection of hopping signal's information such as hopping duration and hopping frequency from the sampled wideband signals. In order to find hopping information from the wideband signals, multiple narrow-band filters are required in general, which leads to huge implementation complexity. Instead, this paper employs the polyphase DFT(discrete Fourier transform) filterbank to reduce the implementation complexity. This paper propose hopping signal detection algorithm from the polyphase DFT filterbank output. Specifically, based on the binary image processing, the proposed algorithm is developed to decrease the memory size and H/W complexity. The performance of the proposed algorithm is evaluated through the computer simulation and FPGA (field programmable gate array) implementation.
Design of Multiplierless 2-D State Space Digital Filters Based on Particle Swarm Optimization

This paper presents an efficient design method of multiplierless 2-D state space digital filter based on a particle swarm optimization(PSO) algorithm. The design task is reformulated as a constrained minimization problem and is solved by our newly developed PSO algorithm. To ensure the stability of the designed 2-D state space digital filters, a stability strategy is embedded in the basic PSO algorithm. The superiority of the proposed method is demonstrated by several experiments. The results show that the approximation error and roundoff noise of the resultant filters are better than those of the digital filters which designed by recently published filter design methods. In addition, the designed filters with power-of-two coefficients have only about 1/4 computational burden of the 2-D digital filters designed in the 2's complement binary representation.
Study on coexistence through interference evaluation between LTE and DTV in the UHF band

According to the shut-down of Analog TV service on 30th. December, 2012, UHF Digital Dividend Band (698~806MHz) could be used for Mobile service such as LTE(Long Term Evolution). In the condition that this band is allocated for LTE service, Interference evaluation between LTE and adjacent DTV service was carried out, using LTE-A system-level simulator which was developed for simulation of IMT-Advanced technology. If LTE service be commercialized in this band, this study proposes the coexistence condition through the interference evaluation such as the effects not only to DTV receiver from LTE terminal but also to LTE base station from DTV transmitter. It is expected that the coexistence condition by these studies will be applied to network algorism for IMT-Advanced system in this band.
Implementation of ANSI C12.22 Communication Protocol for Two-way Communications of Smart Meter

In this paper, application layer protocol of C12.22 node, defined by ANSI C12.22 is implemented. ANSI C12.22 defines application layer only among the OSI 7 layers and recommends using the existing protocols for the 1~4 layer to transmit the information. TCP/IP which is one of the generally used protocols has been applied for the transport and network layer protocol in this paper. ANSI C12.19 defines the parameters for the watt-hour meter, and C12.22 application layer defines the network services and data structures networking the watt-hour meter parameters at a minimum. This kind of services and data structures are used for the configuration, programming, monitoring of the networked watt-hour meter or collecting information of the watt-hour meter. A embedded board has been used to implement the C12.22 application layer and a test program for the AMI application server has been developed for the functional test.
Implementation of PLC-Based Multi-modem for Process Automation of Non-destructive Inspection

In this paper, a multi-modem for process automation of non-destructive inspection (NDI) which possibly generates various kinds of data is implemented and verified. Here, a variety of data such as control signals, text data, image data generated by inspection devices, sensors, computers are transmitted to the multi-modem via serial, Ethernet, and coaxial cable. We exploit a communication network in which powerlines are used as backbone transmission media. Thus, the implemented multi-modem has various ports and corresponding interfaces for data transmission. As a result of practical experiments, the multi-modem maintains almost constant data rate with little waveform distortion. In addition, the experiments confirm that the modem operates normally under extreme variation of temperature. It is, therefore, considered that the multi-modem can contribute significantly to implement powerline communication (PLC)-based process automation for NDI in which various kinds of data are practically generated.
An On-demand Station Location Management scheme using 6-address structure of IEEE 802.11s

Wireless mesh networks(WMNs) are wireless backbone networks technology consisting of a multi-hop routers. Location management is essential to provide a service to the terminal in WMNs. IEEE 802.11s standards have two basic location management scheme for location management - the proxy registration procedure and the associated station discovery protocol. These basic schemes, however, suffer from serious drawbacks including redundancy control message, ineffective location information maintenance, additional delay time. This paper propose an on-demand station location management scheme using 6-address structure of IEEE 802.11s. Through analysis and experimental evaluation on simulation, we show that proposal scheme reduce control message and forwarding delay time.
A Study on efficient transmission performance improvement Considering the security in the wireless LAN environment

Recently, new technologies based on wireless LAN is being studied because utilization on smart phone using Wi-Fi is increased. 802.11 b/g/a is universalized wireless LAN technologies based on ISM, the standard developed in 11's working group of IEEE 802. standardization about IEEE 802.11ac that overcame limitation on Blue-ray of IEEE 802.11n or uncompressed video transmission and IEEE 802.af's technologies using TVWS is being actively studied. In this paper, ability of transmission considering the security on AP operated by these technologies have measured and done a comparative analysis with existing wireless LAN environment ability of transmission measured when appling security is more stable than existing ability of transmission in an environment with obstacles and shorten of transmission time is confirmed as a result of analysis.
Modeling and Performance Evaluation of AP Deployment Schemes for Indoor Location-Awareness

This paper presents an AP placement technique considering indoor location-awareness and examines its performance. The proposed AP placement technique is addressed from three performance metrics: location-awareness and AP-based wireless network performance as well as its cost. The proposed AP placement technique consists of meta-heuristic algorithms that yield a near optimal AP configuration for given performance metrics, and deterministic algorithms that improve the fast convergence of the near optimal AP configuration. The performance of the AP placement technique presented in this paper is measured under the environments simulating indoor space, and numerical results obtained by experimental evaluation yield the fast convergence of a near-optimal solution to a given performance metric.
A Study on the Management of the WCMS-based Web-Contents

Due to the development of the online and mobile, cases of introducing CMS(Contents Management System) and WCMS(Web Contents Management System) to manage Web-Contents of individual and company's homepage are continuously increasing. In this paper, it is necessary to develop WCMS that can establish GUI(Graphic User Interface) based WCMS and edit contents using more concise procedures. In this paper, by reconfiguring WCMS-based Web contents using user-definition, we designed the system that can effectively and conveniently edit web contents as GUI-based. Also, we studied the intuitive and convenient web-contents management methods through researches using simplified logic. Therefore, proposed WCMS based Web-contents editing system allows the users to edit and modify the web contents much more quickly and conveniently compared to the existing web-contents editing system.
A Study on the Constructing the Function using Extension Edge Valued Graph

In recently years, many digital logic systems based on graph theory are analyzed and synthesized. This paper presented a method of constructing the function using edge valued extension graph which is based on graph theory. The graph is applied to a new data structure. from binary graph which is recently used in constructing the digital logic systems based on the graph theory. We discuss the mathematical background of literal and reed-muller expansion, and we discuss the edge valued extension graph which is the key of this paper. Also, we propose the algorithms which is the function derivation based on the proposed edge valued extension graph. That is the function minimization method of the n-variables m-valued functions and showed that the algorithm had the regularity with module by which the same blocks were made concerning about the schematic property of the proposed algorithm.
Design and Implementation of the Cryptographic Software Verification System

In this paper, we propose an automation system to verify the cryptographic modules. The automation system is the cryptographic verification tool that integrates the specific test technologies and manage the test results. The requirement of design and implementation for cryptographic verification system is described. We also describe the domestic cryptographic verification policy and CC to examine the information security products and to provide the enhancement of verification technology. The function requirement of automation tool for cryptographic software is produced to analyze the stability of encryption algorithm and to verify the safety evaluation. Cryptographic Software verification system is designed and implemented.

Recent C ++ developers take advantage of the many advantages in memory management in the development of reference counting smart pointer. However, these have a problem more than the normal pointer. In this paper, we not only complement these by reference counting smart pointer which pointing a large dynamic object to perform a delete operation to improve performance by creating a thread for the delete operation but also Generalize all data types, we propose a convenient way to operate.
A design and implementation of transmit/receive model to speed up the transmission of large string-data sets in TCP/IP socket communication

In the model Utilizing the TCP / IP socket communication to transmit and receive data, if the size of data is small and if data-transmission aren't frequently requested, the importance of communication speed between a server and a client isn't emphasized. But nowadays, it has emerged for large amounts of data transfer requests and frequent data transfer request. This paper propose the TCP/IP communication model that can be improved the data transfer rate in multi-core environment by changing the receiving structure of the client to receive large amounts of data and the transmission structure of the server to send large amounts of data.
A Study of Real-Time Video Streaming Data Service on the Linux Server

This paper suggests a method of developing live media streaming service through Linux server system on android system environment. The android application constructed in the experiment is able to record media while sending it to Linux server. Generated real time media data is send to linux server through Multipart Request class of Apache Tomcat server constructed on Linux system. Also in this research, by utilizing Android video player and media player class, development of android application structures was accomplished, which has methods of; playing live media stream data on video server, or playing live media stream data while saving stream data in cache. The structure and function of suggested system and application is confirmed by series of experiments.
A Study for Efficiency Improvement of Compression Algorithm with Selective Data Distinction

This paper suggests to compress data selectively for improvement of data compression efficiency, not to perform unconditional compression on data. Whether to compress or not is determined by selective data distinction. By doing so, we can avoid unnecessary compression in the case of low compression efficiency. Cutting down the unnecessary compression, we can improve the performance of the pre-compression algorithm. Especially, the data algorithm which was already compressed could not be compressed efficiently in many cases, even if apply compression algorithm again. Even in these cases, we don't have to compress data unnecessarily. We implemented the proposed function actually and performed experiments with implementation. The experimental results showed normal operation.
EC-ELGAMAL Homomorphic Cryptography based E-voting System

Since realization of E-voting system expands participation of voters and efficient count of voting, political and social and technical revolution is possible. However, without secure e-voting system, practical usages are infeasible. In the paper, we propose an e-voting system which is able to open votes in server without decryption during midst process using EC-ELGAMAL homomorphic cryptography. Users ensure anonymity with pseudo id from server and check their voting with Bloom Filter technology. Furthermore, we combine attributes and voters' information, so we can collect information of voter under the condition of anonymity.
Relation between Conduction Path and Breakdown Voltages of Double Gate MOSFET

This paper have analyzed the change of breakdown voltage for conduction path of double gate(DG) MOSFET. The low breakdown voltage among the short channel effects of DGMOSFET have become obstacles of device operation. The analytical solution of Poisson's equation have been used to analyze the breakdown voltage, and Gaussian function been used as carrier distribution to analyze closely for experimental results. The change of breakdown voltages for conduction path have been analyzed for device parameters such as channel length, channel thickness, gate oxide thickness and doping concentration. Since this potential model has been verified in the previous papers, we have used this model to analyze the breakdown voltage. Resultly, we know the breakdown voltage is greatly influenced on the change of conduction path for device parameters of DGMOSFET.
The Amur starfishes recognition using the adaptive filter

The Amur Starfishes, known as give huge damages to shellfish farms, are being removed by only divers and fish net in the wide areas. Therefore, increasing recognition rates of starfishes are desperately required to remove high amounts of Amur Starfishes effectively. Meanwhile, current technology of obtaining the images of starfish distribution has limitation of obtaining color images due to using visible light in the darkness seabed area. In this research, we have used infrared ray, which is very penetrated, and strong against noise that comes from floating objects under the water, in order to solve current problems. As a result, we have acquired better images to analyze recognition rates of starfishes, and also able to received much satisfied recognition rate results for 88.7% of Amur Starfishes by adopting the most suitable adaptive filter method.
Illumination Compensation Algorithm based on Segmentation with Depth Information for Multi-view Image

In this paper, a new illumination compensation algorithm by segmentation with depth information is proposed to improve the coding efficiency of multi-view images. In the proposed algorithm, a reference image is first segmented into several layers where each layer is composed of objects with a similar depth value. Then we separate objects from each other even in the same layer by labeling each separate region in the layered image. Then, the labeled reference depth image is converted to the position of the distortion image view by using 3D warping algorithm. Finally, we apply an illumination compensation algorithm to each of matched regions in the converted reference view and distorted view. The occlusion regions that occur by 3D warping are also compensated by a global compensation method. Through experimental results, we are able to confirm that the proposed algorithm has better performance to improve coding efficiency.
Efficient R Wave Detection based on Subtractive Operation Method

The R wave of QRS complex is the most prominent feature in ECG because of its specific shape; therefore it is taken as a reference in ECG feature extraction. But R wave detection suffers from the fact that frequency bands of the noise/other components such as P/T waves overlap with that of QRS complex. ECG signal processing must consider efficiency for hardware and software resources available in processing for miniaturization and low power. In other words, the design of algorithm that exactly detects QRS region using minimal computation by analyzing the person's physical condition and/or environment is needed. Therefore, efficient QRS detection based on SOM(Subtractive Operation Method) is presented in this paper. For this purpose, we detected R wave through the preprocessing method using morphological filter, empirical threshold, and subtractive signal. Also, we applied dynamic backward searching method for efficient detection. The performance of R wave detection is evaluated by using MIT-BIH arrhythmia database. The achieved scores indicate the average of 99.41% in R wave detection.
The Efficient 32×32 Inverse Transform Design for High Performance HEVC Decoder

In this paper, an efficient hardware architecture is proposed for
inverse transform HEVC decoder. HEVC is a new image compression standard to deal with much larger image sizes compared with conventional image codecs, such as 4k, 8k images. To process huge image data effectively, it adopts various new block structures. Theses blocks consists of
block. This paper suggests an effective structures to process
inverse transform. This structure of inverse transform adopts the decomposed
matrix, and simplified the operations by implementing multiplying with shifters and adders. Additionally the operations frequency is downed by using multicycle paths. Also this structure can be easily adopted to a multi-size transform or a forward transform block in HEVC codec.
The Study of continuous cardiac output measurement module development of the cardiopulmonary function patient of using the Swan-Ganz Catheter

This study materialized the new module which enables to measure more precise data than the existing modules in order to examine the cardiac disorder critical patient's state by using Swan-Ganz Catheter. There was bolus type CO(Cardiac Output) module which measured CO by measuring the blood changes in temperature and recovery time by injecting cold sap into the heart in the past, but recently, it is not used in most of hospitals due to limit of difficulty of continuous monitoring for the patients. To overcome this limit, the continuous cardiac output measurement platform was materialized to enable the continuous monitoring for patients. The wasted cost issues because of introducing the expensive imported equipment to observe the critical patient`s state with abnormal cardiopulmonary function in the hospitals can be solved by using this new module, and the problem of existing modules should be supplemented for more accurate diagnosis by collecting more precise data.
The Method to Estimate Saliency Values using Gauss Weight

It is important work to extract saliency regions from an image as preprocessing for various image processing methods. In this paper, we introduce an improved method to estimate saliency value of each pixel from an image. The proposed method is an improved work of the previously studied method using color and statistical framework to estimate saliency values. At first, saliency value of each pixel is calculated using the local contrast of an image region at various scales and the most significant saliency pixel is determined using saliency value of each pixel. Then, saliency value of each pixel is again estimated using gauss weight with respect to the most significant saliency pixel and the saliency of each pixel is determined to calculate initial probability. At last, the saliency value of each pixel is calculated by Bayes' rule. The experiments show that our approach outperforms the current statistical based method.

System performance improvement through the concentrated residual dispersion per span (RDPS) in special transmission fiber spans in optical transmission links with dispersion management (DM) for wavelength division multiplexed (WDM) transmission is investigated through the comparison with the performance in optical transmission links with uniform RDPS in every fiber spans. It is confirmed that, in optical links with RDPS of 0 ps/nm uniformly distributed in the rest fiber spans, if RDPS of 300 ps/nm and 1,320 ps/nm are concentrated in 5th-13th fiber spans and 6th-13th fiber spans, respectively, then the best performance is obtained. It is also confirmed that optimal net residual dispersion (NRD) controlled by precompensation and postcompensation are 10 ps/nm and -10 ps/nm, respectively, in all two cases, and the effective launching power range below 1 dB eye opening penalty (EOP) in the concentrated RDPS of 300 ps/nm and 1,320 ps/nm are improved by 2 dB and 6 dB than optical transmission links with the uniformly distributed RDPS, respectively.
Defocusing image generation corresponding to focusing plane by using spatial information of 3D objects

In this paper, we propose a method to generate defocusing images at the focusing plane using the 3D spatial information of object through pickup process of integral imaging technique. In the proposed method, the focusing and defocusing images are generated by the convolution operation between elemental images and
function array. We observed the image difference by defocusing degree according to the distance of focusing plane. To show the feasibility of the proposed method, some preliminary experiments are carried out and the results are presented.
An Improved Adaptive Median Filter for Impulse Noise Removal

Image degradation caused by the impulse noise is generated in the process of image transmission and so on. It has been studied by many researchers in order to remove these noise. The representative impulse noise removal method includes SM filter. Though SM filter will indicate errors by the increasing of impulse noise density. Therefore, in this paper, in order to preserve the edges of the image, and reduce the distortion of the image, an improved adaptive median filter algorithm is proposed. In the simulation results, the algorithm showed excellent results in all several areas, and the PSNR is used as the criterion of evaluation.
A Clustering Scheme to Prolong Lifetime of Wireless Sensor Networks

In this paper, we propose two clustering schemes to prolong lifetime by improving unbalance of energy consumption among sensor nodes in wireless sensor networks. The first proposed scheme make up clusters according to density of sensor nodes in initial stage of wireless sensor networks for reducing energy consumption of wireless sensor networks. After the initial stage, a cluster header is selected by a relay scheme that determines a cluster header of next round among cluster members. by estimating of energy consumption of cluster members for improving unbalance of energy consumption among cluster members.

Using DNA sequencing method, we analyzed mutations of rpoB (RNA polymerase beta subunit) rifampin-resistant Mycobaterium tuberculosis strains which were identified by conventional test at Masan National Hospital and The Korean Institute of Tuberculosis. Though it has been reported different mutations of rpoB region of rifampin-resistant M. tuberculosis strains in the south of Korea, it is not confirmed whether these mutations of rpoB region actually express rifampin resistance through experiment. We confirmed experimentally these mutations of rpoB region of M. tuberculosis strains induced rifampin-resistance through ampified rpoB by polymerase chain reaction (PCR) and cloning of mutant rpoB into rifampin sensitive-M. tuberculosis strain.

Recently, research on hologram, which can realize perfect 3-dimensional imaging, becomes more active. But hologram has the defect that it costs a lot in generation. Thus, this paper proposes a method to generate a new digital hologram contents by manipulating the existing digital hologram contents. That is, this paper proposes the method to manipulating the digital hologram contents by manipulating and/or synthesizing the depth information to get a new digital hologram contents. The proposed methods have been experimented with various depth informations and digital hologram contents. For each kind of depth information, it has been manipulated for its position and distance. The result was converted to a digital hologram by the computer-generated hologram method and the resulting hologram was reconstructed.

Today, Educational serious games are occupying a large portion of the serious game market but there is a lack of the quality evaluation systems for providing useful quality evaluation information about educational serious game to user or developer. Although the existing metadata management system for serious game is developed, the system had not provided a function to manage the quality evaluation information for educational serious game. Therefor the development of quality evaluation management system of educational serious game is a very important challenge. We proposed design of the system for managing a metadata and a quality evaluation for educational serious game. The advantage of our system is that the system provide a lot of reliable useful information for general users and developers, and support an easy and convenient tool to manage the metadata and quality information to managers.

As safety and security systems of shipping logistics are reinforced all over the world, ubiquitous technology-based core technology for safety and security is developing to build the system of logistics security. It is feared that the logistics security system of Korea has a possibility to technically depend on developed countries in the futures. Because the essential skills and equipment to retain security of logistics are not developed. It is urgent to introduce a logistics security system that fully integrates the entire logistics segment in the future. Thus, the necessity of developing the portable radiation detector which can detect gamma-ray nuclide is increasing for reinforcing safety and security systems. In this paper, a research suggests the implementation of portable radiation detector platform using Cortex-A8.
On the Korea defense industry and defense procurement Liquidated Damages set upper limit research

Liquidated Damages is damages that have to be paid when a debtor could usually work off that which they owe, but didn't due to causes imputable. However, currently the Defense Acquisition Program Administration contracts with domestic businesses in case of delay of implementation occurs; they have to pay damages of deferment unlimitedly as a penalty concept, not in compensation about delay. With this in account, conflicts between the two continuesly happen. DAPA wastes administration and counter business costs increasingly burdening their budget. Defense and military procurement need to revise the compensation of deferment system. This paper analyzes the problems about that system, which is applied to domestic business, and also compares it with that of industrialized countries and suggests measures of set price caps in compensation of the deferment system.
