Preliminary Researches for the Deployment of New AIS-ASM Services

AIS is a core service in the maritime safety domain. AIS Message type #6 and #8(for binary date) can be used for carrying any kind of MSI(Maritime Safety Information). The MSC(Maritime Safety Committee) approved SN/Circ. 289 on Guidance on the use of AIS Application-Specific Messages in 2010. The MSI that carried by AIS-ASM can support to reduce the maritime accidents. Since a new AIS-ASM service places an additional load on the VDL(VHF Data Link), there should be a deployment process for new AIS-ASM services. In this paper we analyze the AIS-ASM services and survey the extended functions and systems for each AIS-ASM service. We also present the survey of the statistical analysis of local AIS messages. and suggest preliminary research topics for the deployment of new AIS-ASM services. VDL monitoring system, system for detection and removal of malfunctioning AIS equipments, and value analysis process of the MSI services are required.

Technology commercialization or new product development (NPD) is the complete process of bringing a new product to market. This paper presents a framework for a technology firm to think about its commercialization strategy in an environment where the established firms have tight control over the government funded. Companies typically see new product development as the first stage in generating and commercializing new product within the overall strategic process of product life cycle management used to maintain or grow their market share. Market-oriented item will overcome the lack of capacity, and will ensure the success of SME.

In its change in ICT Ecosystem, electronic government changes to its wireless m-Gov from existing PC-based e-Gov. Thus, in order to realize the smart government, m-Gov needs to be vitalized and the strategies for this realization are required. Also, some countermeasures for those strategies and political instructions which the electric government should follows are needed. Above two are the ultimate purpose in pursuing administrative ideals because the realization of m-Gov innovates the government and betters quality of national life off. Therefore, this paper, to realize the smart government, provides some strategies for vitalization of m-Gov's electric government services, their countermeasures, and political instructions for Smart m-Gov.
Implementation of Voltage Controlled Oscillator Using Planar Structure Split Ring Resonator (SRR)

In this paper, a novel split ring resonator is proposed for improvement of phase noise characteristics that is weak point of oscillator using planar type microstrip line resonator. Oscillator using proposed split ring resonator is designed, it has improved phase noise characteristics. At the fundamental frequency of 5.8GHz, 7.22dBm output power and -83.5 dBc@100kHz phase noise have been measured for oscillator with split ring resonator. The phase noise characteristics of oscillator is improved about 9.7dB compared to one using the general
microstrip resonator. Next, we designed voltage controlled oscillator using proposed split ring resonator with varactor diode. The VCO has 125MHz tuning range from 5.833GHz to 5.845GHz, and phase noise characteristic is -118~-115.5 dBc/Hz@100KHz. Due to its simple fabrication process and planar type, it is expected that the technique in this paper can be widely used for low phase noise oscillators for both MIC and MMIC applications.

In recent years, Container Security Device(CSD) using GPS & GLONASS to improve logistics efficiency are being extensively researched. The purpose of this paper is to examine the performance development antenna usable cargo container security transport. Antenna developed by study were optimized to match logistics environment apply to GPS/GLONASS dual frequency for monitering system. The measure of antenna have confirmation about frequency characteristics each 1575.42MHz, 1602MHz and VSWR is 2:1 measured in return loss -9.54dB. Reliability of this antenna has been verified about GPS/GLONASS through test-operation between the south korea and Russia.
A Study on Estimation of Doppler Frequency in a Current Velocity Measurement Radar

A current velocity measurement radar estimates Doppler frequencies to extract the corresponding surface velocity information. Therefore, it is required to maintain the high degree of reliability and accuracy of Doppler frequency estimates. However, Doppler spectra of water surface return echoes can have very widely varying shapes according to measurement environments and weather conditions. Therefore, serious problems may arise in maintaining the reliability and accuracy of conventional velocity estimating algorithm in a radar sensor. Therefore, in this paper, a newly suggested algorithm is proposed for improvement using estimation of peak Doppler frequencies. The proposed method shows that the more accurate velocity measurement can be possible comparing with the conventional one.
Characteristic Analysis on Radio Propagation Path Loss Characteristics of Vertical Electric Dipole in Time Domain

In this paper, we analyze the radio propagation path loss characteristics for the vertical electric dipole radiation over the perfect electric conductor(PEC) ground plane. Most research have been performed about the electromagnetic analysis of vertical electric dipole in free space for time domain or frequency domain. But this paper present the radio propagation path loss over PEC ground plane in time domain under the assumption of the vertical electric dipole as a base station. From the simulated results, the ground plane effect can change the location of near field from transmitting antenna and the transient responses at mobile are calculated. The results of this paper can be applied to surface radar or signal processing applications.
Robust Pupil Detection using Rank Order Filter and Cross-Correlation

In this paper, we propose a robust pupil detection method using rank order filter and cross-correlation. Potential pupil candidates are detected using rank order filter. Eye region is binarized using variable threshold to find eyebrow, and pupil candidates at the eyebrow are removed. The positions of pupil candidates are corrected, the pupil candidates are grouped into pairs based on geometric constraints. A similarity measure is obtained for two eye of each pair using cross-correlation, we select a pair with the largest similarity measure as a final pupil. The experiments have been performed for 500 images of the BioID face database. The results show that it achieves the high detection rate of 96.8% and improves about 11.6% than existing method.
Improvement of Signal-to-Noise Ratio for Speech under Noisy Environment

This paper proposes an improvement algorithm of signal-to-noise ratios (SNRs) for speech signals under noisy environments. The proposed algorithm first estimates the SNRs in a low SNR, mid SNR and high SNR areas, in order to improve the SNRs in the speech signal from background noise, such as white noise and car noise. Thereafter, this algorithm subtracts the noise signal from the noisy speech signal at each bands using a spectrum sharpening method. In the experiment, good signal-to-noise ratios (SNR) are obtained for white noise and car noise compared with a conventional spectral subtraction method. From the experiment results, the maximal improvement in the output SNR results was approximately 4.2 dB and 3.7 dB better for white noise and car noise compared with the results of the spectral subtraction method, in the background noisy environment, respectively.
Experimental Performance Evaluation of MIMO Underwater Acoustic Communication in Water Tank

In this paper, we have analyzed the performance of MIMO (Multi-Input Multi-Output) underwater acoustic communication by using the acquired data via the experiments in water tank. First of all, in the pursuit of this aim, we have measured the channel transfer characteristics at several transceiver locations. The transmitted signal was modulated by QPSK(Quadrature Phase Shit Keying) and the received signal was recovered through the detector that contains the zero forcing equalizer. A maximum 30~40 ms delay was appeared because of physically closed water tank environment that has the harsh multi-path transmission conditions. In result of experiment, even though the bit error rate showed comparatively large when
MIMO system with two transmitters and receivers was considered. However, we confirmed it has approximately 15% enhanced performance compared with SISO (Single-Input Single-Output) system.

According to 2008 statistics, there is a need for sailing lookout to minimize the ships collision that caused a secondary damage such as environment pollution and it happened 25 percentage rate. The aim of this study is to construct the object targeting system for notifying the sailing and ship information as monitoring the marine with CCTV having a zoom, rotation, and tile function. In this study we expected to induce the safety sailing by offering the CCTV automatic treatment.

Adaptive User Selection in Downlink Multi-User MIMO Networks

Multiple antenna technique is attracting attention as a core technology for next-generation mobile communication systems to accommodate explosively increasing mobile data traffic. Especially, recent researches focus on multi-user multiple input multiple output (MU-MIMO) system where base stations are equipped with several tens of transmit antennas and transmit data to multiple terminals (users) simultaneously. To enhance the performance of MU-MIMO systems, we, in this paper, propose an adaptive user selection algorithm which adaptively selects a user set according to varying channel states. According to Monte-Carlo based computer simulations, the performance of proposed scheme is significantly improved compared to the conventional scheme without user selection and approaches that of exhaustive search-based optimal scheme. On the other hand, the proposed scheme can reduce the computational complexity to

Enhancing Performance of Multicast over Push-to-Talk over Cellular

PoC (Push-to-Talk over Cellular) provides one-to-one as well as one-to-many communications with VoIP technology based on SIP over cellular networks. According to above property, PoC is considered as perscrptive technology for public protection for disaster relief networks. For this networks, group communication is the essential function. However, since current standardization process takes into general scenarios account without any consideration for mentioned networks, it have some problems in the point of adaptability. To solve above problem, in this paper, we propose how to reduce the overhead on the PoC server to reduce the transmission delay. Simulation results are shown to evaluate the improved performance.
Adaptive Rate Control Scheme based on Cross-layer for Improving the Quality of Streaming Services in the Wireless Networks

TFRC(TCP-Friendly Rate Control) has a performance degradation in wireless networks because it performs congestion control by judging all the losses occurred in wireless networks as a congestion indicator. It is also degraded by the increased Round Trip Time(RTT) due to packet retransmission and contention overhead in the link layer. In this paper, we propose an adaptive rate control scheme based on cross-layer to improve the quality of streaming services in the wireless networks. It provides new RTT estimation and loss discrimination methods to improve transmission rate of TFRC. The simulation results show that the proposed scheme can improve the performance of TFRC.
Design of Network-adaptive Transmission Architecture for Guaranteeing the Quality of Virtualization Service

Virtualization service processes all operation including the data creation, storing, and disposal in a server and transmits processed data as the streaming media form. Therefore, client can use the same environment as the traditional desktop environment without considering the type of device. Virtualization service should consider not only the video quality but also the delay bounds and continuity of video playback for improving the user perceived Quality of Service(QoS) of streaming service. In this paper, we propose a network-adaptive transmission architecture that focuses on guaranteeing QoS requirements for virtualization service. In order to provide those, the proposed architecture have the transmission rate adaptation function based on available bandwidth and the content bit-rate control function based on sender buffer state. Through each function, proposed architecture guarantee the delay bounds and continuity of virtualization contents playback. The simulation results show that proposed network-adaptive transmission architecture provides a improve performance of throughput and transmission delay.

An Implementation of Attendance Management System using NFC

Recently, interest is rapidly increasing in short-range wireless communication such as NFC (Near Field Communication). In order to minimize the attendance time, we propose the attendance management system using the NFC tags attached in all of the desks in a classroom and NFC readers embedded in most of the smart-phones released in lately. The system consists of PC version web-application for professors and the android version app-application for students. And it provides the professors with more lecture time by saving the attendance check time. The contribution of this paper include that it proposes and develops the prototype of the attendance management system using NFC and proves that the system is applicable to the various kinds of educational organizations.
Piezoelectric Transducer for Ultrasonic Flaw Detector with High Performance

In this paper, a new piezoelectric transducer for high performance ultrasonic flaw detector used in non-destructive test (NDT) is implemented. Here, the goals for some major characteristics such as piezoelectric strain constant and electro-mechanical coupling factor are fixed in advanced. Then, the parameters obtained by finite element analysis (FEA) are exploited to design and implement the piezoelectric transducer. As a result of experiments using manufactured samples, it is proved that the new PZT ceramics satisfy the goals very well. It has much improved impedance characteristic at the resonant frequency and generation of ultrasonic signals. In addition, ultrasonic flaw detector with the new transducer provides increased flaw detecting gain than the conventional one. Thus, it is considered that the new flaw detector contributes significantly to improve reliability of the NDT.

In this paper, we propose a new ECAD software for efficiently analyzing and debugging of digital architecture implemented in Verilog HDL or VHDL codes. This software firstly elaborates HDL codes so as to extract internal architecture structure, then generates several graphical aids such as hierarchical schematics by applying placement and routing algorithm, object tree to show configuration of each module, instance tree to show hierarchical structure of instances, and SPD (Signal Propagation Diagram) to show internal interconnections. It is more important function that same objects in different views(HDL codes, object tree, instance tree, SPD, waveform etc.) can be highlighted at the starting any object. These functions are sure to improve efficiency of manual job to fix bugs or to analyze HDL codes.
Power Management Circuits for Self-Powered Systems Based on Solar Energy Harvesting

In this paper two types of power management circuits for solar energy harvesting self-powered systems are proposed. First, if the output voltage of a solar cell is enough to drive load, a power management unit(PMU) directly supplies load with solar energy. Second, if a solar cell outputs very low voltage less than 0.5V as in miniature solar cells or monolithic integrated solar cells such that it cannot directly power the load, a voltage booster is employed to step up the solar cell's output voltage, and then PMU delivers the boosted voltage to the load. The proposed power management systems are designed and fabricated in a
CMOS process, and their performances are compared and analyzed through measurements.
Hybrid Super-Resolution Algorithm Robust to Cut-Change

In this paper, we propose a hybrid super-resolution algorithm robust to cut-change. Existing single-frame based super-resolution algorithms are usually fast, but quantity of information for interpolation is limited. Although the existing multi-frame based super-resolution algorithms generally robust to this problem, the performance of algorithm strongly depends on motions of input video. Furthemore at boundary of cut, applying of the algorithm is limited. In the proposed method, we detect a define boundary of cut using cut-detection algorithm. Then we adaptively apply a single-frame based super-resolution method to detected cut. Additionally, we propose algorithms of normalizing motion vector and analyzing pattern of edge to solve various problems of existing super-resolution algorithms. The experimental results show that the proposed algorithm has better performance than other conventional interpolation methods.
Adaptive Postprocessing Technique for Compressed Images using Directional Activity-based Block Analysis

This paper addresses an adaptive postprocessing technique to remove blocking effects of the highly compressed images. The proposed technique removes blocking effects selectively by applying filters with different strength according to block analysis based on the directional activity. One-dimensional filters which are used to remove grid noises accomplish the adaptive filtering to the signal itself as well as to the directionality of the block. Moreover, we propose a detection method of the staircase noises and corner outliers and a two-dimensional directional filter to remove them. Experimental results for various images and bitrates show that the proposed method outperforms the conventional methods in PSNR for the objective performance and GBIM for the subjective quality evaluation.
Distributed Video Coding with Reliability Estimation Based on Spatio-temporal Statistical Characteristics of Side Information

Distributed video coding technique(DVC) is needed for several applications with low bit rate or low encoding resources. However, since conventional DVC schemes have performance limitations and so as one of the several methods to overcome this problem and to improve the coding efficiency, DVC scheme with the moving information of side information has been developed. Based on this system, in this paper, an efficient reliability estimation is introduced to evaluate the blocks composing of side information and send these blocks location to the encoder side. Then, these enable the encoder to selectively encode and to improve the coding performance. Experimental results show that the proposed scheme performs better than the conventional coding scheme.
Hardware Implementation of Low-power Display Method for OLED Panel using Adaptive Luminance Decreasing

OLED has good efficiency of power consumption by having no power consumption from black color as different with LCD. when it has white color, all RGB pixel should be glowing with high power consumption and that can make it has short life time. This paper suggest the way of low power consumption for OLED panel using adaptive luminance enhancement with color compensation and implement it as hardware. This way which is based on luminance information of input image makes converted luminance value from each pixel in real time. There is with using the basic idea of chromaticity reduction algorithm, showing new algorithm of color correction. And performance of proposed method was confirmed by comparing the conventional method in experiments about 48.43% current reduction. The proposed method was designed by Verilog HDL and was verified by using OpenCV and Windows Program.

Biological and chemical processes in the refining process can include several steps of chromatographic separation processes. Recently, with the development of biotechnology is important to a lot of attention has been paid to the process in Adsorption chromatography for the separation of biological molecules such as proteins. Therefore, in this paper, we have designed and implemented a simulation system for adsorption process modeling. This system appear visualization for simulation result or curve graph according to adsorption process modeling. The development of this system has been developed to focus on the batch adsorption process simulation program, is limited.
A Simulated Annealing Algorithm for Maximum Lifetime Data Aggregation Problem in Wireless Sensor Networks

The maximum lifetime data aggregation problem is to maximize the network lifetime as minimizing the transmission energy of all deployed nodes in wireless sensor networks. In this paper, we propose a simulated annealing algorithm to solve efficiently the maximum lifetime data aggregation problem on the basis of meta-heuristic approach in wireless sensor networks. In order to make a search more efficient, we propose a novel neighborhood generating method and a repair function of the proposed algorithm. We compare the performance of the proposed algorithm with other existing algorithms through some experiments in terms of the network lifetime and algorithm computation time. Experimental results show that the proposed algorithm is efficient for the maximum lifetime data aggregation problem in wireless sensor networks.
The Modified Median Filter using Standard Deviation in Impulse Noise Environment

Recently, as industrial society is developed as high digital information age, image processing is used in a variety of areas. However, image deterioration is still occurred by several noises in the data processing, and different kinds of researches are in progress for noise removal. Therefore, this paper limited the modified median filter by using standard deviation to removes impulse noise. The proposed algorithms divided into noise detection and noise removal, the noise free pixel is maintained, the noise pixel filtered. And it was compared with the existing methods for its objective judgment, using PSNR(peak signal to noise ratio) as standard criteria.
A New Algorithm of Reducing Candidate Haplotypes for Haplotype Inference

The identification of haplotypes, which encode SNPs in a single chromosome, makes it possible to perform a haplotype-based association test with diseases. Given a set of genotypes from a population, the process of recovering the haplotypes that explain the genotypes is called haplotype inference. We propose a new preprocessing algorithm for the haplotype inference by pure parsimony (HIPP). The proposed algorithm excludes a large amount of redundant candidate haplotypes by detecting some groups of haplotypes that are dispensable for optimal solutions. For the well-known synthetic and biological data, the experimental results of our method show that our method run much faster than other preprocessing methods. After applying our preprocessing results, the numbers of haplotypes of HIPP solvers are equal to or slightly larger than that of optimal solutions.
Context-aware Mobile system for Augmentative and Alternative Communication

Augmentative and alternative communication(AAC) is a communication tool for those with impairments or restrictions on the production or comprehension of spoken language. Traditional AAC has used a portable board with pictures and texts with which disabled person could be supported by it. Currently, smart phone based AAC researches and developments are actively studying. With emerging concepts of context-aware computing, the mobile devices can provide mobile users with timely information and location based services. We proposed a adjustable AAC system for disabled people of which has variable layouts and selectable items. We also implemented context-ware application for AAC systems including time, location and click count informations on smart phone. The system can adaptively change its layout and select AAC items depending on various situation of disabled persons.
Comparison of link span dispersion compensation for optical 40 wavelength division multiplexing channels at 2000 km transmission

Signal performances according link span dispersion compensation conditions at the 2000 km long-haul transmission distance using 10 Gbps 40 wavelength division multiplexing channels were analyzed and compared. 95%, 97.5%, 100%, 102.5% and 105% compensation conditions were applied and 97.5% gave the best performance without post dispersion compensation. the effects of accumulated dispersion value and average dispersion value per transmission link for each link compensation condition were analyzed. When post dispersion compensation optimization was applied to five link span dispersion compensation conditions, 102.5% was given the best performance.
