Information and Telecommunications R&D Strategy of United States federal Governments

The recent rapid evolution of the Internet and the increasing interest on the electronic commerce had been driven by the United States Federal Governments as strategic areas. The real meaning and effect of these technological evolution should be understood to find our right direction in current hard IMF environment wisely by analyzing the continual R&D efforts and policies of the US Federal Governments in the Information and Telecommunication areas. The typical R&D projects were the Supercomputer center program launched at 1985, HPCC program at 1992, NII project at 1993, and CIC R&D program at 1996 which were increasing in scale and budget. This paper will explain the overall key R&D efforts and policies of US Federal Governments in the industrial, science and technologies, and Information and Telecommunications areas as well as the background, concepts, and effect of 1996 Telecommunication Act as a deregulation efforts.
A Study on the Relationship between Technical Regulations and Telecommunication Laws

Strategy for Successful Deployment of Korea Information Infrastructure

Korean Administration has launched the KIT(Korean Information Infrastructure) project to strengthen national competitiveness and to improve people's quality of life in preparations for the coming information society in the 21s1 century. It is estimated of 3.19 trillion won for the KII construction starting from 1995 by 2010. The KII is to be implemented in three major stages: deployment such as Network test bed, Government network, and Public network. This paper shows overall trends of domestic and foreign information and telecommunication market, and achievements and issues of the 1st stage trials. This paper suggests some considering points for the successful deployment of the KII project.
Improvement Directions of Interconnection Charge Regimes Between Networks

The current interconnection charge regimes is based in fully distributed costing method. Basically this method doesn't give the incument carrier the incentive to promote efficient business operations. In this paper, 1 suggest the adoption of price cap regulation to interconnection charge as incentive schemes and review important considerations in its applications. Additionally I suggest the basic structure of the network costing model for applications of incremental costing method.
A Study on Efficient Numbering Plan of Communication Networks

Communication network numbers are used in classifying each kind of network, identifying the communication companies and choosing services that are supplied by the companies. In the present, a new numbering system is needed to distinguish a new additional communication network. However the present numbering system of domestic communication network has some problems such as exhaustion of network number, excessive local numbers, and so forth So, in this thesis we call the wire and the wireless telephone network, the pager network and the personal number as communication networks, and consider the present condition and problems of our country, Korea, and foreign countries. Then we propose the efficient numbering plan. Firstly, the present 10 numbering systems that are distributed, such as communication networking number
are diminished into 5 communication network numbers that have same quality. Secondly, subscriber numbers are united to 8 digit and 144 area codes are made into widened 5 area codes. Thirdly, the personal numbering services are cross-distributed by century. And we examine the technical convening plan and the legal converting plan and investigate expecting efficiency of proposed numbering system. If this numbering plan is executed, subscriber's number on communication networks are unified at 8 digits, 5 reserve numbers are secured in exhausted communication network number of
, and they can distribute subscriber numbers over twice as much. In addition, number acceptability is enlarged from 237,600 thousands to 400,000 thousands. Personal number can be classified at not only century but also a decade. Accordingly, acceptable numbers are increased two folds enough to provide unification and population increase. We were able to confirm all the efficiencies.
A base technical development and standardization plan of Customer Premises

Telecommunication network has been constructed and developed to provide voice. data, and simple image communication service in accordance with the demand increase and the various service tendency according to the growth of social economy It is expected that various multimedia services are transmitted and received through a telecommunication media. First of all, for the sake of realization of these schemes in house, it is essential to make the customer premises networks to be higher level. Especially, the demand increment of customer services and the improvement of technology would be expected to be a result of a main-stream strategic industry. This paper briefly describes investigation results concerning technical development and standardization trends of advanced nation, and introduce technical development and standardization plan which the Government is presently carrying out. We also proposes the schedule of technical development and standardization plan related to international standard.
Generation of Wavelet-Based Optimal Non-Binary Spreading Code Sequences for CDMA Communication

In this paper a new technique to generate spreading code sequences in the CDMA communication is introduced. It is an effective method to generate optimal code sequences using the orthogonality of wavelet packet basis set of subspaces. With a three-stage Quadrature Mirror Filter(QMF), generation of optimal code sequences has been demonstrated. Since these generated optimal code sequences are non-binary and have an arbitrary waveform which is different from that of the conventional PN-based Gold code sequences, a strong security against the intended interceptor is feasible. Encouraging good correlation properties are also achieved with this new method.
Performance Analysis of BPSK Multitone DS/CDMA System with Interference Canceller

In this paper, we analyze the effects of interference canceller on the performance of multitone DS/CDMA system. Although there are various kinds of interference cancellers suggested by different researchers, we adopt a canceller used by Yoon et at.［9］. We consider three kinds of inteferences, that is, multiPath interference(MPI), interchannel interference(ICI) and multiple access interference(MPI). The equations for variances ate derived for the inteferences and thermal noise used for signal to noise ratio calculation. We also consider RAKE reception over multipath channel and three stage interference canceller used for performance improvement. We draw some conclusions that interference canceller is effective in multitone DS/CDMA system and the performance is further improved with the higer order of diversity and larger number of PN chips.
Performance analysis of Non-linear Power Amplifier on The DS-CDMA Systems

In this paper the system performance degradation resulting from nonlinear transmitter power amplifier which is essential to increase the efficiency is analysed in a CDMA system. The power amplifier is modeled by its AM-AM, AM-PM characteristics. The effects of power amplifier's nonlinearity such as intersymbol interference, phase distonion on the RF system performance were visualized by examining the distorted time domain waveforms, signal vector constellation. And through the investigation of the power spectrum density of the transmitted signal, spectral regrowth or sideband regrowth which is result from amplitude distortion can be seen. All these characteristics result in BER performance degradation due to other user interferences and intersymbol interference. The analysis technique described here applies not only to power amplifier but also to any other nonlinear components such as mixers and switches. Also the effects of adjacent channel interference and supurious emission can be analysed between different systems.
Stabilized Algorithm Design of a Shipboard Satellite Antenna System

This paper presents the stabilization of a shipboard satellite antenna system. Hardware systems composing the pedestal, pedestal control unit and antenna control unit are designed and stabilization control law is obtained. A model on each control axis is derived and its parameters are estimated using a genetic algorithm, and the optimal state controller is designed based on the estimated model. An experimental result demonstrates the effectiveness of the proposed system.
A Study on Algorithm of the Integrated Communication System in Radio Station

The H/W is composed able to remote control to circuit connector with the several slave processor and a processor for master, and this has taken possible through without any obstacle to communication circuits of a control signal by FSK system. The S/W make possible monitoring for communication condition of other circuits by means of a serial communication system by the multi-processing. This paper has been studied for connecting to a circuits wished to rapidly and precisely by the full application to a interrupt technique. A technique to control by remote to a number of transceiver is a way increasing to application for a frequency resource of the limited MF/SF, VHF and the existing radio communication technique. According to, this paper will achieve to be the reduction of energy & equipment and multiplicity of information delivery in the general communication and disposal to rapid and exact for the important communication as distress, urgency and safety on the sea.
The Performance of Chip Level Detection for DS/CDMA Operating in LEO Satellite Channel

We present in this paper the ture union bound of the performance of chip level detection for coded DS/CDMA system operating in Rician fading channels such as LEO satellite mobile radio where the maximum doppler frequency is very high. The main objective of this paper is to calculate the exact doe union bound of BER performance of different performance of different quadrature detectors and to find a optimum spreading factor as a function of fade rate. The rationale of using multiple chip detection is to reduce the effective fade rate or variation. We considered chip level differential detection, chip level maximum likelihood sequence estimation, noncoherent detection and coherent detection with perfect channel state information as a reference.
Design and Implementation of On-line Standards Development System on the World Wide Web

Recently Standards Developments Organizations (SDO
) in the field of Information and Communication recognize that "More new and more complex standards should be developed in shorter time". To cope with this challenge they try to construct Standards Information Cooperation Network (SICN) or Electronic Document Handling (EDH) systems for efficient standards development process. This paper presents the design and implementation of an Extranet based Web system dedicated to effective on-line standards making environments. The system, which is called SICN (Standards Information Cooperation Network), is a workflow-based network application created with a view to fostering faster standards development with functionalities such as an electronic signature mechanism, electronic voting, comment gathering and dynamic links for ready retrieval of standards information stored in a database. This paper also describes the concept of a VSDO (Virtual Standards Development Organization) that supports all the features needed by the relevant standards making bodies to carry out their activities in dynamic on-line environments.ironments.
IP Switching Issues in the ATM Networks

In order to accommodate current accelerated growth in customers and traffic. Internet has faced the demand to scale its network dimension both in size and bandwidth, and new service provisioning. One way to solve this problem is to forward If packets based on ATM switching technology. This paper briefly explained technical tasks to apply this If switching technique in ATM networks for building Internet backbone, and presented the directions to approach these tasks. Those tasks are scalability, ATM VC setup and mapping between VC and IP packet flow, traffic management and traffic engineering, multicast, and finally ATM switch architecture to provide multiservice.
Traffic Characteristics and Adaptive model analysis in ATM Network

In this paper, the cell loss rate is analyzed in terms of the input traffic stream of different speed in ATM network. The cell loss rate is calculated by birth-death process of Leaky-Bucket mechanism as the representative algorithm of usage parameter control. The cell loss rate assumed 2-state MMPP input process to be birth-death process by considering the character of token pool about finite capacity queue. The results from numerical analysis show that the cell loss rate decreases abruptly according to the buffer size increase. The computer simulation by SIMSCRIPT II.5 has been done and compared with on/off input source case to verify the analysis results.
A Study of GUI-Sharing Mechanism by GDI Hooking

This paper shows the GUI-sharing mechanism based on GDI hooking that can be useful for group users to ,share application programs dedicated to specific systems in distributed environments. In order to implement a networked-group working for real-time bases, an application-sharing mechanism should be necessary. This paper presents the implementation issues of application-sharing mechanism and provides a way of group working by implementation of GDI hooking module using GDI library in Windows 95 environment.
Simulation for Intelligent Cruise Control of vehicle using Fuzzy-PID Controller

The purpose of this paper is to describe how the characteristics of the movement of cars can be modeled with computers. For this, we use Matlab and simulate the characteristics of the cruise-speed at which the car is driven using the Fuzzy PID controller. The model of the car is designed by M-S(Matlab-Simulink) and each parameter of PID is estimated automatically by the Fuzzy controller. The simulation of the car is carried out on straight base tracks, and then this is compared and analyzed with the simple Fuzzy controller and the simple PID controller.
A Study on Chaotic Secure Communication of Chua's Circuit with Transmission Line

In this paper, a transmitter and a receiver using two identical Chua's circuits are proposed and wire secure communications are investigated. A secure communication method in which the desired information signal is synthesized with the chaos signal created by the Chua's circuit is proposed and an information signal is demodulated also using the Chua's circuit. The proposed method is synthesizing the desired information with the chaos circuit by adding the information signal to the chaos signal in the wire transmission system. After transmitting the synthesized signal through the wire transmission system, it is confirmed the feasibility of the secure communication from the result of the demodulated signals and the recovered wire tapped signals.
A Study on the Quantitative Evaluation of Medical Images by Using the Technique of Image Processing - Determination and Validation of Features -

This paper presents the features for quantitative evaluation of medical images based on the technique of image processing. In consideration of advice from medical doctor, 1 derive three features seemed to be strongly correlated with the degree of disease's advance. From comparison between each feature and evaluation value by medical doctor, our research shows that three features can be a useful aids in quantitative evaluation of lung's disease on chest X-ray images.
The Improvement of low speed driving characteristics of induction motor by inertia moment identification.

This paper proposes an algorithm which improves capacity of a state observer and low speed driving characteristics of a induction motor by inertia moment identification. In induction motet driving systems, it is difficult to obtain the accurate speed information by a low resolution encoder because the encoder pulses are very few in a low speed range. To improve this problem, state observer based on the Gopinath' theory which estimates speed and disturbance was designed, and disturbance rejection control was realized by application of the observer. Also, inertia moment of the motor was estimated and the nominal inertia of the observer was identified to minimize the error of estimated speed and disturbance. From the simulation and experimental results, it is showed that the proposed observer improved the transient response characteristics in low speed region below 6［rpm］.
Development of the Low Noise Amplifier for Cellular CDMA Using a Resistive Decoupling Circuit

This paper presents development of a small size LNA operating at 824 ∼ 849 MHz used for a receiver of a CELLULAR CDMA Base station and a transponder. Using resistive decoupling circuits, a signal at low frequency is dissipated by a resistor. This design method increases the stability of the LNA and is suitable for input stage matching. The LNA consists of low noise GaAs FET ATF-10136 and internally matched VNA-25. The LNA is fabricated with both the RF circuit and the self-bias circuits in aluminum housing. As a result, the characteristics of the LNA implemented here shows above 35dB in gain and below 0.9dB in noise figure, 18.6dBm P1dB power, a typical two tone IM3, -31.17dB with single carrier backed off 10dB from P1dB.
A Study on Design for Relay Station Antennas with U-shaped Back Plate Structure

This paper presents the characteristics of a relay station antenna with the newly designed back-plate structure which is composed of the U-shaped metal plate for suppression of the back lobe by edge diffraction. The back lobe level of the conventional type was about -20 dB in the -z direction ( 180 ) . In order to improve the characteristics, the U-shaped mesh type metal plate is considered, where the design condition of the model antenna satisfies the wide null point angle range with the back lobe level of -30 dB below in the -z direction. The design parameters with the minimum back lobe level such as the dipole length, the distance between dipole elements and the back plate size have been found by using the released NEC Win Pro code. The calculated and measured back lobe Bevel of model antenna have been obtained 48.48 dB and -45 dB at 325 MHz, respectively.
A Study on the Electromagnetic wave properties of microstrip antenna using finite difference time domain method

The purpose of this paper is to analyze the electromagnetic field characteristics of microstrip array antenna with the FDTD(finite difference-time domain method). Finite difference equations of Maxwell's equations are defined in rectangular coordinate systems. To simulate the unbounded problem like a free space, the Mur's absorbing boundary condition is also used. After modeling the microstrip array antenna with the grid structure, the transient response of the field distribution is depicted in the time domain.
